두만강 및 영종도 개발 계획에 관한 소고 (On the suggestion of development plan to Dumangang-River and yung jong-Do)

  • 근년의 북방외교 이후 눈에 띄게 동해 경게권이 대두되면서 급기야는 두만강 지역에 UN시를 건설하여 그 지역을 개발하자고 하는 매우 고무적인 계획까지 나오고 있다. 하지만 이런 일련의 변화 속에서 우리가 너무나 역사의식을 결여하고 있지 않나 하는 생각이 든다. 따라서 본고에서는 정부의 공식입장에 나타나지 않는 또 다른 부분에 대한 의견을 개진하고자 한다.

충남지역의 지하수개발에 관한 조사 (Research on the Ground Water Developement in the Region of Choong Nam Province)

  • Resulties of research on the capacity of ground water of 994 concrete-pipe-wells and 97 infiltration-gallerys in ground-water-developement-works region executed from March to Julyin 1969, in Choong Chung Nam Do, and research on the quality of ground water for 88 wells for home-use around of River Geum Area, are as fellows: (1) Thickness of aquifer is no more than 2.85m averagely even at river-overflowed plain, alluvial plain and valley plain area that are estimated to contain ground water mostly. And so, it is guessed that ground water capacity is not much especially. (2) Soil of aquifer of the above area is sand or gravel and it is estimated to be good for ground water developement and its mean permeability coefficient is bout $2.5{\times}10^{-3}$(m/sec), and its porosity is about 33.9%. (3) The quality of ground water is good for irrigation water exception of delta plain area. Warm water plan is to need for irrigation water when water temperature is less than 19 degrees below zero. (4) Prospect of ground water developement, judging from quality and quantity, expects to lay infiltration gallery under the ground at river bed in order to utilize under-flow-water of river bed, river-overflowed plain, alluvial plain and valley plain that ground level is less than 50m. (5) Collectable water volume of under-flow-water of river bed is about 450 to $750m^3/day$ to be able to irrigate 3ha to 5ha of the cultivated land in case that infiltration gallery length is 50m and its depth is about 5m. (6) Collectable water volume at river-overflowed plain, alluvial plain and valley plain area, is estimated $150m^3/day$ to be able to irrigated 1ha of the cultivated land.

계층분석과정기법(AHP)을 이용한 하천자연도평가법 개선 (The Evaluation of River Naturalness Improvement Using AHP)

  • 하천환경정비의 방향을 제시하기 위해서는 하천의 자연도를 평가하는 것이 필요하다. 본 연구에서는 박봉진 등이 제안한 하천자연도평가법을 개선하여 평가항목별 가중치를 산정하고, 계층분석과정(AHP)을 적용하였다. 토목공학과 환경공학을 전공한 83명의 전문가 집단을 구성하고 설문조사를 시행하여, 하천자연도평가법의 평가항목별 가중치를 산정하였다. 가중치 산정결과 총 14개 평가항목 중에서 수질, 흐름의 다양성, 저수로변 식생, 수로의 굴곡, 홍수터의 식생, 저수로 폭 다양성, 하상재료의 다양성 등 7개 항목의 가중치가 높았다. 개선된 하천자연도평가법을 회야강, 안양천, 아미천에 적용하였고, 자연성이 훼손된 구간에 대한 변별력이 있는 것으로 판단되었다. 개선된 하천자연도평가법을 하천환경정비사업에서 사업구간을 선정하는 방법으로 활용할 수 있다.

임진강 하류 감조구간에서 홍수위 산정 재고 (Reconsideration of evaluating design flood level at Imjin River estuary)

  • 본 연구에서는 조석의 영향을 주기적으로 받는 임진강 하류부의 계획홍수위를 보다 합리적으로 산정하는 방안을 검토해 보았다. 우선 감조하천의 특성을 감안할 수 있는 부정류모의를 수행하여 홍수위의 변동을 살펴보았고, 수위 계산에 민감한 매개변수인 조도계수를 해당지역의 특성에 맞게 현실화하여 홍수위 변화를 분석하였다. 그 결과를 2011년 임진강하천기본계획보고서에서 고시한 임진강 하구 계획홍수위와 비교하고, 감조구간에서 홍수위 산정시 유의해야 할 점들을 정리하였다. 참고로 2011년에 고시된 계획홍수위는 대규모 하상 준설 단면을 입력자료로 하여 부등류모의를 통해 산정된 바 있다. 본 연구의 결과, 임진강 하구의 경우 홍수위 산정에 있어서 조도계수를 한강하구와 동일한 값으로 할당하고, 하구 조위를 감안할 수 있는 부정류 모의를 수행하면 하상 준설을 하지 않더라도 홍수위가 제방 여유고를 만족함을 알 수 있었다.

  • 최근 외래어종의 유입은 하천 내 어류 관리에 문제가 되고 있다. 최근 하천환경에 대한 인식이 높아지면서 하천변을 환경적이 기능을 갖도록 정비하는 사례가 많아지고 있다. 대저 생태공원은 4대강 사업에서 비닐하우스 등 관리하기 어려운 하천변 시설을 철거하고 조성된 지역이다. 조성된 대저생태공원은 철새도래지로의 의미와 수중생태계의 다양성을 제공하기 위한 하천공간으로의 환경적 요소를 고려한 정비로 설명할 수 있다. 이러한 자연친화적인 하천사업에도 불구하고, 외래어종은 환경공간을 파괴하고 하천 생태계에 악영향을 미칠 수 가능성을 가지고 있다. 본 연구는 낙동간 본류와 더블어 생태공원에서도 어류상 조사 및 우세종/외래어종 점유율 분석을 수행한 것이다. 대저생태공원은 정체지역으로 낙동강 본류와 수리적 특성이 다르므로 획득된 자료를 통해 생태공원의 외래어종 관리방안을 마련하는 것이 필요하다.

Evaluation of the effects of the river restoration in Hwangji Stream, the upstream reach of the Nakdong River

  • Background: In Korea, riparian zones and some floodplains have been converted into agricultural fields and urban areas. However, there are essential for maintaining biodiversity, as they are important ecological spaces. There are also very important spaces for humanity, as they perform various ecosystem services in a changing environment including climate change. Due to the importance of rivers, river restoration projects have been promoted for a long time, but their achievement has been insignificant. Development should be pursued by thoroughly evaluating the success of the restoration project. Ecological restoration is to accelerate succession, a process that a disturbed ecosystem recovers itself, with human assistance. Ecological restoration can be a test bed for testing ecological theories in the field. In this respect, ecological restoration should go beyond a 'simple landscaping exercise' and apply ecological models and theories in restoration practice. Results: The cross-section of the restored stream is far from natural rivers due to its steep slope and artificial material. The vegetation profiles of the restored streams did not reflect the flooding regime of the river. The species composition of the vegetation in the restored stream showed a significant difference from that of the reference stream, and was also different from that of an unrestored urban stream. Although species richness was high and the proportion of exotic species was low in the restored stream, the effect was offset by the high proportion of gardening and landscaping plants or obligate terrestrial plants. Conclusions: Based on both the morphological and ecological characteristics of the river, the restoration effect in the restored stream was evaluated to be very low. In order to solve the problems, a systematic adaptive management plan is urgently required. Furthermore, it is necessary to institutionalize the evaluation of restoration effects for the development of river restoration projects in the future.

낙동강 수질관리 방안-하수분리 무방류시스템의 개념적 고찰 (A Conceptual Zero-Discharge System for Water Quality Management of the Nak-Dong River)

  • From water management point of view, the industrialization that we have achieved in the last decades brought out two major changes: water shortage and water quality deterioration. They are getting the big obstacles we must overcome to continuously pursue industrialization for further development in the next century. Many plans using dams and advanced treatment methods have been developed for control of quantity and quality, respectively. In this paper, an alternative is conceptually reviewed which is much different from the plans in regard that the alternative looks at system itself. It is based on an interceptor system coupling with a concept of zero-discharge. This system allows no discharge of wastewaters from point-sources to waterbodies which are very sensitive in terms of water quality. In addition reuse of treated effluents is emphasized to a maximum extent. The application of the system to the Nak-Dong river basin indicated that an interceptor system will need from the middle reaches of the basin where industrialization gets heavier. Since wastewaters are not directly discharged to the river, water quality of the down stream will improve. Treated effluents will be able to be reused at a number of industrial complex which currently get water from the Nak-Dong river. This reuse will help alleviate water shortage. The biggest problem anticipated is cost for building and operating such system. A cost-sharing plan among the beneficiaries is considered. Further research is suggested focusing on detailed engineering and technical matters for potential implementation.

한강 여의도지구 수변공원 식재설계 (Landscape Planting Design for Yeoyido Flood Plain Park in Han-river)

  • It had been strictly prohibited to plant in waterway according to Korea laws and regulations. It was then made possible to plant by the modification law and regulation of 10/30/1997. In 2000, the Seoul metropolis government planted in the Yeoyido flood plain park in Han river by way of showing the model case. This planting design is for the Yeoyido flood plain park along the Han river, in Seoul. The design requirements were to create a pleasant rest area, to improve the surrounding landscape, and to create diverse ecological habitats by planting within the stability of flood flow. This design emphasizes the following design requirements that has positive effect on stabilizing flood flow. First, planting suitable in a area was determined by the speed of a current of less than 0.7m/sec under various numerical value simulations. Second, plants were selected in existing trees of the present and the past Han river, as well as the questionnaire results from landscape professional engineers and professors. Shade plants were planted in the large visiting areas so as to offer pleasant shade in the summer, the ecological planting pattern was applied in the area with low speed of flood flow, so as to aid the restoration of the natural ecological environment. It was found that the foresaid planting design verified the stability of flood flow and wind by overturn limit moment calculation. It is expected that this plan would serve environmentally friendly planting plans in flood plain park.

오염하천의 자동보정을 위한 QUAL2Kw 모형의 적용과 유전알고리즘의 매개변수에 관한 민감도분석 (Application of the QUAL2Kw model to a Polluted River for Automatic Calibration and Sensitivity Analysis of Genetic Algorithm Parameters)

  • The QUAL2K has the same basic characteristics as the QUAL2E model, which has been widely used in stream water quality modeling; in QUAL2K, however, various functions are supplemented. The QUAL2Kw model uses a genetic algorithm(GA) for automatic calibration of QUAL2K, and it can search for optimum water quality parameters efficiently using the calculation results of the model. The QUAL2Kw model was applied to the Gangneung Namdaecheon River on the east side of the Korean Peninsula. Because of the effluents from the urban area, the middle and lower parts of the river are more polluted than the upper parts. Moreover, the hydraulic characteristics differ between the lower and upper parts of rivers. Thus, the river reaches were divided into seven parts, auto-calibration for the multiple reaches was performed using the function of the user-defined automatic calibration of the rates worksheets. Because GA parameters affect the optimal solution of the model, the impact of the GA parameters used in QUAL2Kw on the fitness of the model was analyzed. Sensitivity analysis of various factors, such as population size, crossover probability, crossover mode, strategy for mutation and elitism, mutation rate, and reproduction plan, were performed. Using the results of this sensitivity analysis, the optimum GA parameters were selected to achieve the best fitness value.
