하천의 치수-환경기능 복합 고려 수리시설물 사전평가 방법에 관한 연구 (A Study on the ex-ante Hydraulic Facilities Assessment Techniques Combinedly Considering Flood Control - Environmental Functions)

  • 하천에는 다양한 시설물이 존재하며 상호복합적으로 작용하여 여러 가지 순기능, 역기능으로 발현된다. 이 중 하천을 연속적으로 횡단하는 보는 홍수기 홍수위 상승, 평수기 하천유지유량 및 수심확보 등 다양하게 작용한다. 하지만 지금까지 보 계획은 홍수량 소통시 홍수위와 여유고 확보여부만을 검토하는 치수관점에 국한된 평가를 토대로 수행되었고, 최근 들어 하천에 대한 환경기능 확보에 대한 요구가 증대되고 있다. 이런 이유로 하천의 환경생태유량에 대한 필요성이 대두되고 있다. 그럼에도 불구하고, 하천 내 수리시설물 계획 시 환경생태유량을 적용한 환경기능적 측면의 분석 및 평가가 부재한 실정이다. 따라서 본 연구에서는 치수뿐만 아니라 하천환경을 복합적으로 고려한 시설물 평가 및 계획기법을 개발하고, 체계화하고자 하였다. 경기도 구리시 왕숙천 내 돈댓보를 대상으로 환경생태유량을 도입하여 현황, 철거, 시설물 재설치 case별로 수리분석을 통해 평가하였다. 이와 동시에 주변 하천 시설물 현황을 고려하여 영향성을 최소화 할 수 있도록 하였으며 기존 치수관점의 홍수위 평가도 함께 수행하였다. 그 결과 기존 보를 자연형 여울로 재설치하는 계획을 도출하였으며 치수, 하천환경적 측면에서 타당성과 주변 하천 시설물의 영향을 최소화할 수 있다는 결과를 도출하였다. 본 연구의 성과가 향후 하천 시설물 계획 시 활용되면 하천의 치수, 환경기능을 복합적으로 확보할 수 있을 것으로 기대된다.

수계별 주요 유량 지점에 대한 강수량과 기저유출 기여도 분석 (Analysis of Baseflow Contribution to Streamflow at Several Flow Stations)

  • Streamflow is typically divided into two components that are direct runoff and baseflow, it is required to analyze and estimate behaviors of those two flow components to understand watershed characteristics so that watershed management plan can be effective in pollutant reductions. Since pollutant load behaviors in a stream or river are variable by flow component behaviors, best management practices need to be applied in a watershed based on the pollutant load behaviors varying with flow components. Thus, baseflow behaviors were analyzed separating baseflow from streamflow data collected from fifteen streamflow gaging stations in the 4 major river watersheds which are the Han river, Nakdong river, Guem river, and Yeongsan Somjin river watersheds. Moreover, precipitation trends throughout the 4 River Systems were investigated, thus daily precipitation data were collected from sixty-five locations. The Hank river watershed displayed the largest precipitation (925.2 mm) in summer but the lowest precipitation (71.8 mm) in winter, indicating the watershed has the most fluctuating precipitation characteristic. While the precipitation trends in the Four River Systems varied, a distinct feature in baseflow trends was not found, moreover baseflow percentages to streamflow were typically greater than 50% in the Four River Systems. As shown in this study, it would be expected significant amount of pollutants could be contributed to the stream in the form of baseflow at the watershed.

용담댐 관리계획이 대청댐 저수량에 미치는 영향 (Impacts of Yongdam dam managment Plan on Daechung dam Storage)

  • yongdam multipurpose is under construction to divert a part fo Geum riverlfow to Mankyung watershed and to supply the domestic water to the Chunju region and produce the hydro-electricity. Generally construction of dam by the method of inther-region water transfer affects the quantity and quality of water inthe down streams and reservoirs. The impact of operation plan of Yondgam dam on the quantity and quality of water in the Guem river and Daechung dam was investigated .It was recommended that the discharge of water transfer from one watershed to another should be minimized as much as possible.

  • 하천유역에 있어 설계홍수량의 결정은 치수적인 측면에서 매우 중요한 일이다. 유역의 대소와 중요도에 따라서 하천의 설계홍수량이 산정이 된다. 갈수록 홍수의 피해정도가 심해지고 홍수에 대한 방어의 중요성이 더욱 가중되고 있는 현실에서 설계홍수량의 추정은 매우 중요하다고 할 수 있다. 특히 홍수량을 산정하는 데 있어 가장 큰 영향을 미치는 것은 강우량이다. 그러나 똑같은 강우량이라 할지라도 유역의 특성에 따라 산정되는 홍수량은 상이하게 된다. 유역의 특성이 홍수량의 산정에 있어 영향이 크다는 것은 선행 연구의 결과와 경험에 의하여 확인이 된 사실이다. 그러나 많은 하천들이 각각의 유역특성을 가지고 있으나 이들과 산정된 설계홍수량의 관계가 어떤 형태로 이루어져 있는 가에 대한 연구는 아직 미흡한 실정이다. 본 연구에서는 기왕에 하천정비기본계획에 의해 산정된 설계홍수량과 지형인자들이 어떤 상관성을 가지고 있는 가에 대하여 연구하여 미계측유역이나 하천계획이 수립되지 않은 중소하천 유역의 설계홍수량 추정에 있어 추가적인 정보의 제공측면에서 유역의 지형인자와 설계홍수량과의 상관성을 조사하였다.

Environmentally Sound and Sustainable Dam Construction in Asia (Hantan River Dam in Korea)

  • Theses days, there are 3 prerequisites for dam building in Korea: First one is how to build the dam safe and stable from the technical points of view. Second one is how to design and construct the dam environmentally sound with the minimum change of the surrounding area of the dam site. Third one is how to activate the local economy of the surrounding area of the dam site in order to make the dam construction sustainable from the social and economical points of view. As far as technical aspects far dam building, there are hardly any problems in dam design and construction in our country. However, there are a little difficulty according to the location of the dam site. In order to fulfill the second option it is believed that a lot of effort should be made to accomplish the second task not only because that fairly large area shall be inundated with water after impounding but also because that ecological environments shall be changed due to change of water environment. Therefore, thoughtful investigation and assessment of the environmental features of the local regions have to be preceded before starting of the dam building. In order to overcome these difficulties Hantan river dam has been declared as an Eco-dam with 3 strategies and 9 activities plan at the design stage after sufficient consideration of the local identities of these region and coupled national plans for surrounding areas. Finally, Eco-tourism with the several coupled network-wise touristic courses, namely PERTH model, has been proposed after thorough analysis of the local identities by the Jahari window to make local economy being activated. Detailed descriptions for 3 strategies and 9 activities plan for declaration of Eco-dam and proposal of Eco-tourism with the network-wise touristic courses will be mentioned in the main content.

비모수 경향분석법 적용을 통한 금강수계 총량관리 단위유역의 수질변화 연구 (A Study on the Water Quality Changes of TMDL Unit Watershed in Guem River Basin Using a Nonparametric Trend Analysis)

  • In order to assess the effect of TMDLs management and improve that in the future, it is necessary to analyze long-term changes in water quality during management period. Therefore, long term trend analysis of BOD was performed on thirty monitoring stations in Geum River TMDL unit watersheds. Nonparametric trend analysis method was used for analysis as the water quality data are generally not in normal distribution. The monthly median values of BOD during 2004~2010 were analyzed by Seasonal Mann-Kendall test and LOWESS(LOcally WEighted Scatter plot Smoother). And the effect of Total Maximum Daily Loads(TMDLs) management on water quality changes at each unit watershed was analyzed with the result of trend analysis. The Seasonal Mann-Kendall test results showed that BOD concentrations had the downward trend at 10 unit watersheds, upward trend at 4 unit watersheds and no significant trend at 16 unit watersheds. And the LOWESS analysis showed that BOD concentration began to decrease after mid-2009 at almost all of unit watersheds having no trend in implementation plan watershed. It was estimated that TMDLs improved water quality in Geum River water system and the improvement of water quality was made mainly in implementation plan unit watershed and tributaries.

한강 홍수예경보시스템의 저수지 운영모듈 개선 (Improvement for Reservoir Operation Module of Flood Forecasting-Warning Systems in Han River)

  • 홍수예경보란 홍수예측시 적기에 홍수예경보를 발령하여 홍수피해를 경감시키고자 하는 방재활동의 일환으로 이는 홍수조절과정을 전제로 한다. 유역내에서 홍수조절을 직접 수행할 수 있는 곳은 홍수조절용량을 갖추고 있는 다목적 댐으로 홍수시 다목적 댐의 역할은 매우 중요하다고 할 수 있다. 홍수예경보시스템에서 이러한 다목적 댐의 저수지 운영과 관련된 부분의 바로 저수지 운영모듈이다. 본 연구에서는 한강홍수통제소에 구축된 저수지 운영모듈의 현황과 문제점을 고찰하여 한정된 범위내에서 개선작업을 수행하였고 결과적으로 Technical ROM과 ARD ROM을 추가적인 저수지 운영모듈로 구축하였다. 새로이 구축된 저수지 운영모듈을 이용하여 홍수시 한강 홍수통제소는 Technical ROM과 같은 확정론적인 모의방법을 통해 우선 홍수통제에 관한 1차적인 계획을 수립하고, 이후 승인된 방류량에 따라 ARD ROM을 이용하여 최종적인 홍수통제 및 예측 업무를 수행할 수 있을 것이다.

Reducing hydroelastic response of very large floating structures by altering their plan shapes

  • Presented herein is a study on reducing the hydroelastic response of very large floating structures (VLFS) by altering their plan shapes. Two different categories of VLFS geometries are considered. The first category comprises longish VLFSs with different fore/aft end shapes but keeping their aspect ratios constant. The second category comprises various polygonal VLFS plan shapes that are confined within a square boundary or a circle. For the hydroelastic analysis, the water is modeled as an ideal fluid and its motion is assumed to be irrotational so that a velocity potential exists. The VLFS is modeled as a plate by adopting the Mindlin plate theory. The VLFS is assumed to be placed in a channel or river so that only the head sea condition is considered. The results show that the hydroleastic response of the VLFS could be significantly reduced by altering its plan shape.

In order to prevent collapses, the purpose of the project is to study measures to improve the ability of construction technology promotion law to ensure the quality of construction materials at the time of construction work.

A Study on Master Plan for Parks and Green Spaces in Japan, China & Korea

  • The purpose of this study is to consider the idea and the background of the establishment of master plans for parks and green spaces of metropolis in Japan, China and Korea after a careful comparative review of layout planning of green areas, plan objectives, future images and main measures. The method of study is the analysis of the control and plans in these three countries. The study reveals the characteristic of each plan as follows: 1) the conservation and revitalization of the shape of land and the river system in Tokyo; 2) the materialization of ideal green spaces in Beijing, the combination of the ring green and the radial layout of parks and green spaces; 3) the combination of cruciform greenery and the utilized existing public open spaces in Seoul. The result also shows that these cities have the different development of projects but face the common challenges.
