A Study on the Management Criteria of Chemiclas Impurities for Drinking Water Treatment by Risk Assessment (건강위해성 평가에 의한 정수용 수처리제의 불순물 관리 기준 설정 방법에 관한 연구)

  • The principle and methodology of risk assessment was applied to establish the quality standard of potential impurities of drinking water treatment chemicals. The impurities(arsenic, lead, cadmium, chromium, mercury, etc.) are regulated as the contained quantity of chemicals in Korea while they are regulated as the quality standard with the idea of 10% of the national safety drinking water standard in U.S.A(NSF) and Japan(JWWA). According to risk assessment of the current standard implemented in Korea, the excess cancer risk of arsenic and lead were determined in around $10^{-5}$ and the hazard quotient(HQ) of cadmium and chromium were below $10^{-2}$, respectively. And the standard concentration of the impurities are regulated as much as 2%~6% of the national drinking water quality standard. The values are more enforced rather than the standards in U.S.A(NSF) and Japan(JWWA) regulating the concentration of impurities the 10% of the national drinking water quality standard. We conclude that the impurities standard of drinking water treatment chemicals should be reconsidered comprehensively concerning the national safety drinking water quality standard and risk assessment.

A Study on Establishing Target Reliability Levels for Flammable Gas Transmission Pipelines (가연성가스 수송배관에 대한 목표 신뢰도 수준 설정에 관한 연구)

  • In reliability based design and assessment (RBDA) methodology, reliability targets are used to ensure that safety levels are met relevant limit states in the stage of design and maintenance. The target reliability for flammable gas pipelines have not been developed yet in Korea. Instead of the reliability targets, the tolerable criteria for risk measures such as societal and individual risk have been applied in pipeline risk management. This paper introduces the procedures to develop the target reliability using tolerable risk criteria for societal and individual risk which can be enforced for high pressure natural gas pipelines in quantitative risk assessment. In addition, we propose the target reliability for natural gas and hydrogen gas transmission pipelines by the procedures.

Flash Flood Risk Assessment using PROMETHEE and Entropy Method (PROMETHEE와 Entropy 기법을 이용한 돌발홍수 위험도 평가)

  • Previously most of flood prevention efforts have been made for relatively large watersheds near to channel flow. However, as economical development and the expansion of leisure areas to mountainous region, human casualty by flash flood occurs frequently, requiring additional prevention activity. Therefore, to reduce the damage of human lives and property by flash flood, we develop an assessment method for flash flood occurrence for mountainous areas considering various factors involving it. PROMETHEE(Preference Ranking Organization METHod for Enrichment Evaluations) which is one of the MCDM(Multi-Criteria Decision Making) was adopted to assess the contribution of each factor to the risk of the flash flood in the mountainous area. The main evaluation criteria are classified into three categories, namely, the regional and rainfall characteristics, and geographical features. Also, the Entropy method is used to determine the weight of each evaluation criteria without survey. The suggested method based on PROMETHEE with Entropy method is applied to BongHwa region to verify its applicability. After applied, the method successfully assesses the relative risk of flash flood occurrence of each sub region in the BongHwa region. Out of the seventeen sub-regions, five, seven and five of them are evaluated as high-risk, medium-risk, and low-risk, respectively. To verify the results, we searched the historical data of flash flood and the flash flood had occurred in one of high-risk sub-regions at 2008.

A Study on the EPS Process of Quantitative Risk Assessment for the Safety Decision Making (EPS 공정의 정량적 위험성 평가를 통한 안전의사결정에 관한 연구)

  • The quantitative risk assessment and consequence analysis by accident scenario in the process of EPS(Expendable Poly Stylene) reaction process are conducted. And the decision making process is studied followed by selecting various alternatives to safety management and facility improvement. The result are as follows; 1) The object of decision making through comprehensive risk assessment are the scenario which can cause four major accident, which are made by process analysis, work analysis and hazard identification. 2) Frequency analysis of ETA, FTA, HRA and consequence analysis of accident to each have been conducted. The each frequency values are yielded $9.2{\times}10_{-5}/yr$ to scenarios $1, 8.2{\times}10^{-4}/yr$ to scenario 2, $4.5{\times}10^{-6}/yr$ scenario 3 and $1.8{\times}10^{-7}/yr$ to scenario 4. The each scenarios have been conducted consequence analysis. 3) The calculated values have been obtained 4.00 to scenario 1, 3.25 to scenario 2, 2.43 to scenario 3 and 1.34 to scenario 4, as the weight value had been applied to the quantitative and normalized criteria of all components. As a risk criteria, scenario 1 have been selected, which is the most dangerous scenario as a result of ranking the scenario. 4) According to the importance of FTA and contribute to scenario 1, the cost-benefit values are yielded $8.05\times10^5[₩/yr]$ to final alternative(Al), $1.55{\times}10^5[₩/yr]$ to final alternative(A2) and $2.32{\times}10^5[₩/yr]$ to final alternative(A3). As a result of final alternative(Al) has been selected, which is the most optimized alternative.

  • A runway safety area (RSA) is defined as the surface surrounding the runway prepared or suitable for reducing the risk of damage to airplanes in the event of an undershoot, overshoot, or excursion from the runway. The Runway Stripe is a defined area including the runway stopway, if provided, intended firstly to reduce the risk of damage to aircraft running off a runway, and secondly, to protect aircraft flying over it during takeoff or landing operations. This study used 2 RSA analysis models; RSARA and LRSARA. The analysis utilizes historical data from the specific airport and allows to take into consideration specific operational conditions to which movements are subject, as well as the actual or planned RSA conditions in terms of dimensions, configuration, and boundaries defined by existing obstacles. This study applied the RSA and LRSA risk assessment models to a domestic airport that do not meet the criteria required by standards for aerodrome physical characteristics. The airport is considering a method to secure the runway strip standard through the displaced threshold. This study intends to confirm through quantitative risk estimation whether meeting facility standards through the runway displaced threshold leads to a positive change in risk mitigation.

  • While the ability to develop nanomaterials and incorporate them into products is advancing rapidly worldwide, understanding of the potential health safety effects of nanomaterials has proceeded at a much slower pace. Since 2008, Korea Food and Drug Administration (KFDA) started an investigation to prepare "Strategic Action Plan" to evaluate safety and nano risk management associated with foods, drugs, medical devices and cosmetics using nano-scale materials. Although there are some studies related to potential risk of nanomaterials, physical-chemical characterization of nanomaterials is not clear yet and these do not offer enough information due to their limitations. Their uncertainties make it impossible to determine whether nanomaterials are actually hazardous to human. According to the above mention, we have some problems to conduct the human exposure risk assessment currently. On the other hand, uncertainty about safety may lead to polarized public debate and to businesses unwillingness for further nanotechnology investigation. Therefore, the criteria and methods to assess possible adverse effects of nanomaterials have been vigorously taken into consideration by many international organizations: the World Health Organization, the Organization for Economic and Commercial Development and the European Commission. The object of this study was to develop risk assessment principles for safety management of future nanoproducts and also to identify areas of research to strengthen risk assessment for nanomaterials. The research roadmaps which were proposed in this study will be helpful to fill up the current gaps in knowledge relevant nano risk assessment.

Implementation of Decision Making Process for Long-Term Preservation Strategy of Electronic Records (전자기록의 장기보존 전략을 위한 의사결정 프로세스 구현)

  • Based on the risk factor evaluation for the file format, this paper defines the procedures for presenting the long-term preservation plan for that format and the technical information registry necessary for building the system. This is a procedure to perform a risk assessment for the format, evaluate the risk, and select a long-term preservation strategy based on the information registered in the registry and information on the external signature and internal signature of the electronic record. We also reviewed the criteria for selecting appropriate long-term preservation strategies in the process and provided the criteria for adopting each detailed strategy of migration and emulation, which are long-term preservation strategies. And we implemented this process as a long-term preservation decision support system. This system can be used to provide guidelines for the maintenance, management, service and long-term preservation of information resources of electronic records in public institutions such as National Archives of Korea and Libraries.

Effect of exercise interventions on sarcopenic obesity in middle-aged and older adults: a comprehensive review

  • Purpose: This study examined the definitions, diagnostic criteria, and measurements of sarcopenic obesity and identified effective exercise interventions that improve cardiometabolic outcomes in middle-aged and older adults, in whom the prevalence of sarcopenic obesity is increasing. Methods: This comprehensive review followed the principles of literature search, data extraction, and review, as described in the PRISMA 2009 guidelines. Results: The 11 articles included in this study presented different concepts of sarcopenic obesity. Exercise interventions for sarcopenic obesity varied in their effects. Resistance exercise improved muscle mass and physical function, while aerobic exercise primarily impacted obesity and cardiometabolic indicators. Combined exercise had mixed results across indicators. Conclusion: This study addressed a pressing public health concern in the context of an aging population, acknowledged the unique challenges of sarcopenic obesity, and attempted to clarify definitions and assessment methods, while identifying effective exercise interventions to reduce cardiometabolic risk. Sarcopenic obesity is a multifaceted condition with varying definitions and diagnostic criteria. Its association with cardiometabolic risk underscores the need for comprehensive assessments considering both muscle and obesity indicators. While exercise interventions hold promise for managing sarcopenic obesity, further research is required to establish effective strategies.

Occupational Health and Safety Risk Assessment Checklist for Preventing Accidents During Building Design Phase (재해예방을 위한 건축공사 설계단계 안전 위험성 평가 체크리스트)

  • It has been recognized that safety management is activated during the construction phase to prevent accidents and fatalities of workers. However, It is revealed that about 15% of fatal death accidents is caused by the lack of management of planning and design phases. There is a crucial need of assessing safety risk during building design phase. This paper is aimed to develop a safety risk assessment checklist that can be used during building design phase, utilizing the concept of Design for Safety. In doing so, a broad literature survey on safety management of building Process, various safety risk assessment toolboxes being utilized in the HSE and the BAA of UK. The proposed checklist contains the followings: 1) classification structure for safety design on space, element, and trade work 2) hazard risk factor, probability and degree of intensity of accident occurrence, and 3) safety assessment criteria. It is expected that the checklist would be an effective tool of preventing and minimizing fatal accidents of building construction projects.

Foreign Case Analysis and Implications for Risk Assessment of Industrial Insects (산업곤충 위해성 평가를 위한 국외사례 분석 및 시사점)

  • Industrial insect is defined as the insect utilized in industries that creates added value. Most of the industrial insects used in Korea are exotic species that are introduced through artificial means. Despite the rapid expansion of market for industrial insects, the system for risk assessment of industrial insects is not being adequately conducted. Although Korea carries out a risk assessment for the species designated as disease and insect pest by Animal and Plant Quarantine Agency, far too little consideration is being given to overall ecosystem, as the control system is covered in the Plant Quarantine Law. To solve this problem, we analyzed the Korean risk assessment system and looked at systems in other countries. The results show that it is essential for stakeholders to reach an agreement to set up fundamental directions for the system. Unless the integration system of taxonomical and ecological information is prepared, the ecological risk assessment should be conservative to protect ecosystems and should also follow the precautionary principle. It also requires cooperation among the ministries. In addition, the results indicated that a differentiation between risk assessment and screening is urgent. Several solutions such as setting up clear objectives in both assessment and screening stages, target species, steering organization and assessment criteria assessment systems from were proposed as practical institutional strategies. Among many foreign countries the assessment system from Ireland equally considers various factors such as economical, ecological safety and management aspects, It is also based on precautionary principle to fulfil its original purpose. It was suggested that the Ireland system would be the best reference that can be modified and applied into the Korean system by considering distinct characteristics of the industrial insects.
