  • In the decision of a collision avoidance action for navigators and intellignet ships, it is necessary to evaluate the degree of surrounding risks effectively. We propose the new risk evaluation technique in two dimensions using Even Risk Contour on the basis of the concept of contour line. In this paper, we introduce the algorithms ofERC and Approach Velocity(AV) and show their application for avoiding traffic collision at sea.

  • In the decision of a collision avoidance action for navigators and intelligent ships, it is necessary to evaluate the degree of surrounding risks and to control them effectively. In this paper, we propose the new methodology for navigational risk evaluation and control at sea. In the methodology, navigation risk is evaluated in two dimensions using Even Risk Contour on the basis of the concept of contour line. In addition, the movement information of dangerous targets is assessed continuously and precisely with wide band data. The presented technique is useful for the safety navigation at the heavy traffic sea and will be applied for the ultra automatic ship.

A Study on Intuitive Technique of Risk Assessment for Route of Ships Transporting Hazardous and Noxious Substance

  • Despite the development of safety measures and improvements in preventive systems technologies, maritime traffic accidents that involve ships carrying hazardous and noxious substances (HNS) continuously occur owing to increased amount of HNS goods transported and the growing number of HNS fleet. To prevent maritime traffic accidents involving ships carrying HNS, this study proposes an intuitive route risk assessment technique using risk contours that can be visually and quantitatively analyzed. The proposed technique offers continuous information based on quantified values. It determines and structures route risk factors classified as absolute danger, absolute factors, and influential factors within the assessment area. The route risk is assessed in accordance with the proposed algorithmic procedures by means of contour maps overlaid on electronic charts for visualization. To verify the effectiveness of the proposed route risk assessment technique, experimental case studies under various conditions were conducted to compare results obtained by the proposed technique to actual route plans used by five representative companies operating the model ship carrying HNS. This technique is beneficial not only for assessing the route risk of ships carrying HNS, but also for identifying better route options such as recommended routes and enhancing navigation safety. Furthermore, this technique can be used to develop optimized route plans for current maritime conditions in addition to future autonomous navigation application.

A Study on the Visualization of HNS Hazard Levels to Prevent Accidents at Sea in Real-Time

  • In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.

  • 우리나라는 지형적, 기후적 특성으로 인해 매년 여름 산사태의 가능성이 크며, 최근 난개발로 인해 이의 발생과 피해가 더욱 커지고 있다. 천안지역은 상대적으로 안전한 지역으로 인식되어 왔으나 산사태의 위험요인이 증가하고 있어 체계적 분석이 필요하다. 본 논문에서는 천안 성거산 주변을 중심으로 등고선 지도를 이용하여 지형의 특징을 추출하고, 이를 이용하여 호우 시 수로와 유역의 면적을 계산하였다. 분석결과 성거산 주변 지역은 수로의 길이와 호우 유입량 관점에서 산사태에 비교적 안정적인 것으로 분석되었으나 일부 국소지역은 계속적 관찰이 필요하다. 한편 등고선 지도는 다른 수치지도 보다 비용 면에서 경제적이므로 1차적 산사태 위험도 분석에 적합하다.

A Fast Snake Algorithm for Tracking Multiple Objects

  • A Snake is an active contour for representing object contours. Traditional snake algorithms are often used to represent the contour of a single object. However, if there is more than one object in the image, the snake model must be adaptive to determine the corresponding contour of each object. Also, the previous initialized snake contours risk getting the wrong results when tracking multiple objects in successive frames due to the weak topology changes. To overcome this problem, in this paper, we present a new snake method for efficiently tracking contours of multiple objects. Our proposed algorithm can provide a straightforward approach for snake contour rapid splitting and connection, which usually cannot be gracefully handled by traditional snakes. Experimental results of various test sequence images with multiple objects have shown good performance, which proves that the proposed method is both effective and accurate.

침수특성치를 이용한 침수위험성 평가 (Flooding Risk Assessment Using Flooding Characteristic Values)

  • 본 논문은 침수특성치를 이용한 도시유역의 침수위험성 평가방법을 제시하는 연구이다. 2010년 9월 21일 청계천상류의 효자배수분구(광화문 광장일대)에서 발생한 침수피해를 XP-SWMM 2010을 이용하여 모의하였다. 강우발생빈도별, 지속시간별로 관로첨두유출량 값을 구하여 침수상태를 분석한 결과 관로 내 첨두유출량만으로는 침수상태를 충분히 해석할 수 없음을 확인 할 수 있었다. 따라서 도시지역의 침수피해규모를 표현할 수 있는 침수특성치 6가지를 새롭게 정의하였으며 발생가능한 강우조합(강우량, 강우지속시간)을 침수특성치별로 산정하여 침수위험성 평가방법을 연구하였다. 모의 결과를 침수특성치별로 강우조합에 중첩하여 등치선도로 나타낸 "발생가능강우별 침수특성 등치선도"를 개발하여 이를 근거로 발생할 수 있는 모든 강우형태에 대한 침수위험성을 평가할 수 있음을 확인할 수 있었다. 또한 유역의 상태가 변하거나 치수계획규모를 변화시키는 것에 대한 침수특성치별 침수규모 해소정도를 쉽게 파악 할 수 있음을 확인하였다.

Assessment of seismic risk of a typical RC building for the 2016 Gyeongju and potential earthquakes

  • On September 12, 2016, the Gyeongju earthquake occurred in the south-eastern region of the Korean peninsula. The event was ranked as the largest magnitude earthquake (=5.8) since instrumental recording was started by the Korean Metrological Administration (KMA) in 1978. The objective of this study is to provide information obtained from the 2016 Gyeongju earthquake and to propose a procedure estimating seismic risk of a typical old RC building for past and potential earthquakes. Ground motions are simulated using the point source model at 4941 grid locations in the Korean peninsula that resulted from the Gyeongju earthquake and from potential future earthquakes with the same hypocenter considering different soil conditions. Nonlinear response history analyses are conducted for each grid location using a three-story gravity-designed reinforced concrete (RC) frame that most closely represents conventional old school and public buildings. Then, contour maps are constructed to present the seismic risk associated with this building for the Gyeongju earthquake and potential future scenario earthquakes. These contour maps can be useful in the development of a mitigation plan for potential earthquake damage to school and public buildings at all grid locations on the Korean peninsula.

항공레이저 측량 자료의 해상도에 따른 DEM 오차 비교평가 연구 (Comparison and Evaluation on DEM Error by the Resolution of Airborne Laser Scanning Data)

  • 최근 높은 수직정확도를 갖는 항공레이저측량 기술이 개발됨에 따라 이를 이용한 DEM(digital elevation model) 생성, 건물추출, 홍수위험지도 제작, 3차원 도시모델 구축 등의 다양한 연구가 활발하게 수행되고 있다. 본 연구에서는 항공레이저측량으로부터 취득한 원시자료로부터 생성한 해상도별 DEM의 표준편차를 계산하기 위해 점비교법, 등고선비교법 그리고 1/5,000 수치지형도를 활용하였다. 비교결과 점비교법이 등고선비교법보다 낮은 DEM 표준오차를 나타냈으며, 이것은 등고선비교법이 점비교법에 비해 조밀한 격자 연산이 이루어지지 않은 것이 원인으로 파악되었다. 또한 1/5,000 수치지형도는 평균수평거리인 25.4m 이하에서는 점비교법과 등고선비교법에 비해 높은 오차를 보였으며, 25.4m 이상에서는 등고선비교법과 유사한 결과를 나타냄을 알 수 있었다.
