In the United States (US), due to the Common Rule, completely revised in 2017, single Institutional Review Board (IRB) review has become mandatory for government-sponsored multi-institutional research since 2020 regardless of the number of participating institutions. The goal of these changes is to reduce redundant reviews by the IRB at each institution and better protect research participants. In this paper, single IRB and Human Research Protection Program (HRPP) in the US and Korea were compared and considered, and their implications were discussed. A comparison of the HRPP evaluation and certification systems of the US and Korea includes that of SMART IRB in the US and Korea Central IRB, aiming at single IRB review for efficient review with support from the country and building a more efficient national human subject research network in the future. Its comparison and analysis will be helpful in deriving future tasks and development directions of single IRB and HRPP in Korea.

Controlling inappropriate antibiotics prescribing for acute upper respiratory infections(URI) is a very important for prudent use of antibiotics and resistance control. Health Insurance Review and Assessment Service (HIRA) introduced Prescribing Evaluation Program and publicly reported antibiotics prescribing rate for URI of each health institution. We performed segmented regression analysis of interrupted time series to estimate the effect of public report on antibiotics prescribing rate using national health insurance claims data. The results indicate that just before the public report period, clinics' monthly antibiotics prescribing rate for URI was 66.7%. Right after the public report, the estimated antibiotics prescribing rate dropped abruptly by 12.3%p. There was no significant changes in month-to-month trend in the prescribing rate before and after the intervention.

Purpose: This study aims to explore general perception types about the life of institutionalized elderly and thus to provide the basic data for nursing intervention for them. Method: This study used a Q methodology. A Q sample was developed through a review of related literature and descriptions of ordinary people about the life of institutionalized elderly. Thirty-eight statements made up the finalized Q sample. Results: The results revealed three different types of the general people's perception about the life of institutionalized elderly. Type 1 is an optimistic group which expects modernized institutions. This group focuses on social relationships enjoying a variety of cultural life. Type 2 is a positive group which pursues independence. They are open-minded about the use of the institution and are not ashamed of the life in the institution. Type 3 is a conservative group which disapproves institutionalization. The members of this group strongly disapprove the institution itself and have negative views on institutionalization. These three types share certain common features while having distinctive characteristics showing individual views and traits about the life of the institutionalized elderly. Conclusion: This study will provide us the basic data to understand institutionalized elderly and to develop nursing intervention for them.

This paper analyzes how the current Global Value Chain (GVC) of East Asia has been established, and attempts to project the future trajectory of GVC under New Normal in the global trading system. For this purpose, the framework of Ideology-Technology-Institution nexus is presented with focus on the dynamics of interplay between ideology and technology, duly recognizing the dual-aspect of technology- a platform for business and also for national defense. The paper analyzes how the Information and Communication Technology (ICT) of the 1990s played a role of "facilitator" in shaping the GVC of East Asia, where China plays 'factory for final assembly' and the US plays 'the largest consumer'. Under New Normal, digital technology is likely to play the opposite role of "disrupting" the GVC of East Asia, unlike ICT. The paper explores the mechanism behind this great disruption. What is driving New Normal is the US-China power competition, seeking for dominance in East Asia and beyond. This paper argues that New Normal is not temporary shock, but will last for some time. Under this presumption, the paper presents three scenarios for the future trajectory of GVC in East Asia.

The GMT-Consortium Large Earth Finder (G-CLEF) is the very first light instrument of the Giant Magellan Telescope (GMT) and an optical-band echelle spectrograph. The Flexure Control Camera (FCC) is one of the major contributions of KASI's for the spectrograph project. FCC system includes the Fiber Mirror monitoring and the on- and off-slit mode auto-guidance algorithm. In this study, we present the modified design of the FCC optics and opto-mechanics after the G-CLEF Preliminary Design Review (PDR) held in Cambridge in April 2015.

The article analyzes the main theoretical approaches to the formation of managerial competencies and establishes the degree of development of the problem. The content of the concept of "managerial competence" has been clarified, to determine the structure of managerial competencies of a future specialist in the education system and indicators of the formation of managerial competencies. The organizational and pedagogical conditions necessary for the effective process of forming the managerial competencies of future specialists are revealed. The following research methods were used in the work: theoretical (analysis of regulatory documents and scientific literature on the problem under study, comparison, generalization, modeling), empirical (diagnostics of the level of formation of managerial competencies of students of the system, questioning, observation, peer review, comparative qualitative and quantitative analysis of diagnostic results the level of formation of managerial competencies).

An Arbitration agreement is one kind of contracts between two or more contracting parties; any possible disputes that arise concerning a contract will be settled by arbitration. The parties are free to agree on the number of arbitrators. The role of the arbitrator is so significant in the arbitration system that its success or failure may depend on the credibility of the arbitrator. The purpose of this paper is to examine the specific elements of the Arbitration Clause through arbitration laws, arbitration rules and the related cases, to introduce the standard clause which are recommended by the international institution and the individual countries, and to make the parties of international commercial contracts reflect them in their contracts. Thus this author would like to recommend the famous and well known the Standard Clause which were drafted by international institution such as ICC and UNCITRAL or individual countries.(LCIA, AAA, CIETAC, KCAB)

This paper presents a brief introduction to self-interference incoherent digital holography (SIDH). Holography conducted under incoherent light conditions has various advantages over digital holography performed with a conventional coherent light source. We categorize the methods for SIDH, which divides the incident light into two waves and modulates them differently. We also explore various optical concepts and techniques for the implementation and advancement of SIDH. This review presents the system design, performance analysis, and improvement of SIDH, as well as recent applications of SIDH, including optical sectioning and deep-learning-based SIDH.

The purpose of this study is to deal with a forecast of probable failures facing up to the existing Korean universities and colleges in the early 21st century and with how each institution should cope with the situation before the failures actually take place. The methods used in this research are Scenario analysis, Factor and Cluster analyses in order to find out major factors having influence upon the operation and management of these universities and colleges. It's turned out that every institution is different from others and in fact unique in its make-up and so each will have different ways to deal with the impending failures and the crisis management problems strategically.

This thesis is related with Anti-dumping law about Korea's export in EU. Indeed, Korea' export to EU market is how related to EU's Anti-dumping law this study was intended to reveal from a legal point of view. For this purpose from EU's Anti-dumping law's institution at present to application historical channel was examined and is showed Anti-dumping law's application procedure briefly. Throughout this study what we could get are EU's Anti-dumping law based on a statute, EU's Anti-dumping law's institution background and the law's application procedure & effects.
