Continuing Gradual Reform in Vietnam: An Analysis of the 11th Congress of the Communist Party (베트남에서 점진적 개혁의 지속: 제11차 공산당대회 결과 분석)

  • The 11th Congress of the Vietnamese Communist Party(VCP) held in January 2011 was the forum to reconfirm the gradual reform. By analysing the documents submitted to the Congress, it can be realized that the VCP's reform policy reveals the compromise between conservative and progressive perspectives by "the Socialist-oriented Market Economy". The VCP proposes to proceed the balanced reform for the sustainable development by multi-sector economy to achieve the basis of the modern state by 2020 on the one hand and also urges to strive against "the peaceful evolution" to defend the socialist regime from abroad as well as within the party itself on the other hand. In personnel structure of the Central Committee and Politburo, this term of the Party still keeps the balance of the localities and sectors of the society. No big change was in the selection of top leaders, as almost of them were promoted slightly in the existing echelon of the Politburo. On the prospect of the reform process Vietnam will continue the reform as gradual as before.

A Study on the Analysis of the Vision Achievement and Social Status of the ABEEK (한국공학교육인증원의 2020 비전 달성도 및 사회적 위상 분석)

  • The purpose of this study was to evaluate how well the 2020 vision presented by the Accreditation Board for Engineering Education of Korea(ABEEK) had been achieved, and to objectively examine the social status. It was very necessary for the development of engineering education in Korea to provide room for improvement by diagnosing how well the ABEEK, one of the major engineering education communities, was achieving its own vision. In order to achieve the objectives of the study, research methods such as literature review, survey research, and expert advisory committee were used. To evaluate the level of achievement of the Vision 2020 of the ABEEK, the analysis was based on the response results of 61 people who had experience as a member of the steering committe. In addition, the vision and mission of the 23 countries that are currently signatory members of the Washington Accord were surveyed, and the social responsibility and financial independence of the 20 countries that joined the signatory member countries before 2020 were compared with each other. As a result of the analysis, the item of securing international equivalence in engineering education received the most positive evaluation, and the social compensation efforts for accreditied graduates received the least evaluation. The ABEEK was evaluated as having a medium level of social responsibility and a low level of financial independence. Based on the results of this research, we proposed ways the ABEEK to contribute to the improvement of Korean engineering education.

  • Colorectal cancer (CRC) is one of the most prevalent cancers and is the leading cause of cancer-related mortality worldwide. Based on the current screening guidelines by the American Cancer Society and Korean multi-society expert committee, CRC screening is recommended in asymptomatic adults starting at the age of 45 years. Fecal immunochemical test-based screening programs reduce the development of CRC and related mortality in the general population. However, this most popular CRC screening strategy demonstrates a crucial limitation due to modest diagnostic accuracy. Colonoscopy may be considered as an alternative primary method for CRC screening; however, its implementation can still be challenging due to concerns regarding invasiveness, low adherence, cost-effectiveness, and quality assurance. To overcome the limitations of current screening tests, innovative noninvasive tests for CRC screening have been developed with advances in molecular biology, genetics, epigenetics, and microbiomics for detecting CRC, which may enhance the approach to CRC screening and diagnosis in clinical practice in the near future. This review explores the emerging screening methods and discusses their potential for integration into current practice.

  • As social disasters occur under the Disaster Management Act, which can damage the people's "life, body, and property" due to the rapid spread and spread of unexpected COVID-19 infectious diseases in 2020, information collected through inspection and reporting of infectious disease pathogens (Article 11), epidemiological investigation (Article 18), epidemiological investigation for vaccination (Article 29), artificial technology, and prevention policy Decision), (3) It was used as an important basis for decision-making in the context of an infectious disease crisis, such as promoting vaccination and understanding the current status of damage. In addition, medical policy decisions using infectious disease data contribute to quarantine policy decisions, information provision, drug development, and research technology development, and interest in the legal scope and limitations of using infectious disease data has increased worldwide. The use of infectious disease data can be classified for the purpose of spreading and blocking infectious diseases, prevention, management, and treatment of infectious diseases, and the use of information will be more widely made in the context of an infectious disease crisis. In particular, as the serious stage of the Disaster Management Act continues, the processing of personal identification information and sensitive information becomes an important issue. Information on "medical records, vaccination drugs, vaccination, underlying diseases, health rankings, long-term care recognition grades, pregnancy, etc." needs to be interpreted. Specifically, the speed and degree of transmission of infectious diseases in a crisis, whether the purpose can be achieved without processing sensitive information, whether it unfairly violates the interests of third parties or information subjects, and the effectiveness of introducing quarantine policies through processing sensitive information can be used as major evaluation factors. On the other hand, the collection, provision, and use of infectious disease data for research purposes will be used through pseudonym processing under the Personal Information Protection Act, consent under the Bioethics Act and deliberation by the Institutional Bioethics Committee, and data provision deliberation committee. Therefore, the use of research purposes is recognized as long as procedural validity is secured as it is reviewed by the pseudonym processing and data review committee, the consent of the information subject, and the institutional bioethics review committee. However, the burden on research managers should be reduced by clarifying the pseudonymization or anonymization procedures, the introduction or consent procedures of the comprehensive consent system and the opt-out system should be clearly prepared, and the procedure for re-identifying or securing security that may arise from technological development should be clearly defined.

Technical Standards and Safety Review of the Low and Intermediate Level Radioactive Waste Disposal Facility (중.저준위 방사성폐기물 처분시설에 대한 기술기준 및 안전심사)

  • On July 31, 2008, the Government issued the construction and operation permit for the first low and intermediate level radioactive waste disposal facility in the Republic of Korea. In this paper, the fundamental regulatory framework, regulatory requirements and technical standards of the disposal facility are introduced, and the phased review process adopted for evaluation of the safety of the facility is briefly described. The Atomic Energy Act sets forth a stepwise regulatory framework for the whole life-cycle of the disposal facility such as siting, design, construction, operation, closure and institutional control. More detailed regulatory requirements and technical standards are stipulated in the subsequent regulations of the Atomic Energy Act and a series of Notices issued by the Ministry of Eduction, Science and Technology. The Korea Institute of Nuclear Safety, as entrusted by the Ministry under the Atomic Energy Act, conducted safety review on the disposal facility, and evaluated the compliance with relevant criteria in all technical elements(i.e. siting and structural safety, radiological environmental impact, operational safety, systems and components, quality assurance, and total systematic performance assessment, etc.). The overall safety review process can be phased into inception phase, initial review phase, main review phase and completion phase. The review results were reported to and deliberated by the five Sub-committees of the Special Committee on Nuclear Safety, and then reported to the Ministry. The Ministry issued the construction and operation permit of the disposal facility through the deliberation of the review results by the Nuclear Safety Commission. Hereafter, the safety of the repository will be reassured by a series of subsequent regulatory inspections and reviews under the Atomic Energy Act. In addition, the licensee's continuous implementation of the "Safety Promotion Plan" may also enhance the long-term safety of the repository and contribute to build-up the confidence of the safety case.

A Study on the Development of an Independent Hospice Center Model (독립형 호스피스 센터 모델 개발에 관한 연구)

  • The study was aimed at developing an independent hospice center model that would be best suited for Korea based on a literature review and the current status of local and international hospices. For the study, five local and six international hospice organizations were surveyed. Components of the hospice center model include philosophy, purpose, resources (workers, facilities, and equipment), allocation of resources, management, financial support and hospice team service. The following is a summary of the developed model: Philosophies for the hospice center were set as follows: based on the dignity of human life and humanism, help patients spend the rest of their days in a meaningful way and accept life positively. On the staff side, to pursue a team-oriented holistic approach to improve comfort and quality of life for terminally ill persons and their families. The hospice center should have 20 beds with single, two, and four bed rooms. The center should employ, either on a part-time or full-time basis, a center director, nurses, doctors, chaplains, social workers, pharmacists, dieticians, therapists, and volunteers. In addition, it will need an administrative staff, facility managers and nurses aides. The hospice should also be equipped with facilities for patients, their families, and team members, furnished with equipment and goods at the same level of a hospital. represented by a center director who reports to a board and an advisory committee. Also, the center director administers a steering committee and five departments, namely, Administration, Nursing Service, Social Welfare, Religious Services, and Medical Service. Furthermore, the center should be able to utilize a direct and support delivery systems. The direct delivery system allows the hospice center to receive requests from, or transfer patients to, hospitals, clinics, other hospice organizations (by type), public health centers, religious organizations, social welfare organizations, patients, and their guardians. On the other hand, the support delivery system provides a link to outside facilities of various medical suppliers. In terms of management, details were made with regards to personnel management, records, infection control, safety, supplies and quality management. For financial support, some form of medical insurance coverage for hospice services, ways to promote a donation system and fund raising were examined. Hospice team service to be provided by the hospice center was categorized into assessment, physical care, emotional care, spiritual care, bereavement service, medication, education and demonstrations, medical supplies rental, request service, volunteer service, and respite service. Based on the results, the study has drawn up the following suggestions: 1. The proposed model for a hospice center as presented in the study needs to be tested with a pilot project. 2. Studies on criteria for legal approval and license for a hospice center need to be conducted to develop policies. 3. Studies on developing a hospice charge system and hospice standards that meet local conditions in Korea need to be conducted.

  • This research investigates the systematic relation between corporate governance and corporate social responsibility(CSR). Based on the argument that corporate governance would play the role of mitigating conflicts between firms and society, we hypothesized that corporate governance would enhance CSR performance. Specifically, the firms with good governance are predicted to have CSR performance than those with bad governance. These hypotheses were tested using 130ce rean firms from 1998 to 2005. Our empirical results suggest that the firms with good governance as measured by f reign investh bad goothshae directh bad goirdit committee exhibit better CSR performance. This study has identified four dimensions in the concept of perceived risk, such as privacy risk, social risk, time loss risk, and economic risk, and three dimensions in the concept of perceived interactivity, such as active control, two-way communication, and responsiveness.

  • Landscape law was enacted in 2007 after the development of the Korea Planning Support System (KOPSS) in 2006. In addition, KOPSS was utilized by many local governments to improve reliability and optimization in 2010. In 2014, landscape law was fully revised, and it is likely to have a considerable impact on municipal ordinances and deliberations, which may have a considerable effect on the results of landscape reviews. This paper presents an analysis and verification of changes in the subject of deliberation by the amendment of the law and system, the method of deliberation, the composition of the scenery committee, and the introduction of KOPSS. We also propose a direction for improving the landscape deliberation system. As a result, the change of the number of deliberation items repeatedly increased and decreased due to the change of the deliberation subject and deliberation management according to the total revision of the resultant laws and institutions. In sum, it affected the deliberation decisions.

A Study on the Review and Countermeasure for 2010 Amended Convention of the STCW (2010년 STCW 개정협약의 주요 내용과 교육계의 대응)

  • The international convention on standards of training, certification and watch-keeping for seafarers, 1978(1978 STCW convention) has been established as a minimum standard and competence of seafarers, and contributed to reduce marine accidents caused by human errors. The convention has been partly amended several times according to environmental change of ship's operation and there were comprehensive revisions in so called 1995 amended STCW convention. In these years, ships are in tendency of increasing size and speed, and also adopted high technologies. These kinds of changes brought STW sub-committee up for discussions to modify the convention to cope with new environments from the year of 2006. As the result, major amendaments to STCW convention have been adopted at a diplomatic conference in Manila, Philippine in June 2010, thereby new global standards will be in force to train and certify seafarers to operate technologically advanced ships before long. This paper is to introduce major amendaments such as ship's security, ECDIS and leadership etc. in this Manila amendments and to clarify some articles to be adopted in programs for education and training of seafarers in Korea.
