Restoration Plan and Ecological Characteristics of Vegetation in the Area Adjacent to GeumJeong Mountain Fortress (금정산성 주변 식생의 생태적 특성과 복원방안)

  • The the purpose of this study was to analyze of the vegetation structure and phytosociological changes in the area adjacent to GeumJeong Mountain Fortress for fifteen years. The result of this study was as follows; Of the 8 quadrates, site of the North Gate 2 was having a highest in the number of extinct trees, 15 kinds. This is probably due to trampling effect caused by climbers' steps. Site of the West Gate 1 and South gate 1 each had 8 kinds of extinct trees, respectively. The number of newly appeared trees was highest at site of the North Gate 1, (8 kinds) followed by the sites of South gate 1 and South gate 2, respectively (5 kinds). The highest decrease in number of tree species was observed in North Gate 1, therefore, there is a strong relationship between vegetation diversity and the number of users of the available spaces. In order to revitalize the unstable vegetation structure of the Area Adjacent to GeumJeong Mountain Fortress, Robinia pseudo-acacia has to be well maintained in the shrub tree layer, and vines, such as Smilax china, Humulus japonicus, and Pueraria thungergiana, should be removed. To recover natural vegetation, dead leaf layer should be protected, and more shrub trees need to be planted. In the understory and shrub tree layer, multi layer tree planting is highly recommended to recover natural vegetation and increase tree diversity. In order to improve bad soil condition caused by trampling effect of recreational users, special treatments to the soil structure are required, such as mulching and raking soil. Also, depending on its soil damage from users trampling, the areas in the park should be divided into usable areas and user limited areas by the sabbatical year system. To improve the soil acidity due to acidic rain, soil buffering ability should be improved by activating microorganisms in the soil by using lime and organic material.

A Strategic Study on National Disaster Medical System (국가재난의료체계에 대한 정책적 고찰)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

Effective Water Pollution Management using Reservoir Tank Automatic Classification (저수조 자동 분류를 이용한 효과적인 수질 오염 관리)

  • With the development of IT convergence technology and the construction of master plan for the four rivers restoration of the government, the importance of the eco-friendly water pollution management is being spotlighted. In this paper, we proposed the effective water pollution management using the reservoir tank automatic classification for improving the water quality and on-line managing efforts of ceo-friendly reservoir tanks. The proposed method defined the seven factors of water pollution evaluation and managed the water pollution according to hydrogen ion concentration(pH), chemical oxygen demand(COD), suspend solid(SS), dissolved oxygen(DO), count of coliform group(MPN), total phosphorus(T-P), and total nitrogen(T-N) using the sensors. We measured the values for the seven factors from the reservoir tank and normalized to ranging from 1 to 9. To evaluate the performance of the water pollution management using the reservoir tank automatic classification, we conducted F-measure so as to verify usefulness. This evaluation found that the difference of satisfaction by the traditional system was statistically meaningful.

Documentation of the History of Ok-Cheon Catholic Church by standardized 2D CAD and 3D Digital Modeling (표준화된 2D CAD와 3D Digital Modeling을 이용한 옥천천주교회의 연혁 기록)

  • Ok-Cheon catholic church has been changed 4 times since it's first construction in 1955. Prior three changes were small ones of windows, doors, roof finish etc. but the last alteration was the extension of it's plan from 一 shape to long cross shape and along with it the size, structure and form of it changed. This history of the church has not been recorded in drawing but only in text with indistinct features not documented. This study makes a new 2D CAD files using layers matched the changes and 3D digital models, these have not only present information but also change informations of the church. They are useful data for effective management, conservation restoration or possible reuse of it.

Exploring Management Policy Tools Contingent on the Coastal Zoning Types (연안유형 특성에 적합한 지역연안관리 정책도구의 모색)

  • This study aims at proposing and developing the coastal management policy tool package contingent upon coastal community circumstance so that coastal regional government may enhance the efficiency of coastal administration and reestablish the coastal region master plan systematically. The 8 coastal policy tools of the already-tested U. S. coastal region government will be utilized as the new alternative on behalf of the Korean coastal region government. According to the result of experts survey, these tools especially can be used effectively in the tourism, disaster, restoration, and scenary coastal function types. Although this study is exploratory, it will be expected to contribute as the basic survey results of the successive research and coastal region policy development in Korea.

A Study on the Improvement of Digital Library System for School Library (학교도서관업무지원시스템(DLS) 개선방안에 관한 연구)

  • This study was to suggest the problems and the improvement plan of Digital Library System (DLS) which has solved the library management and has supported the data building for resource sharing in school libraries since 2001. The 9 DLS committees were interviewed about the current situation of DLS use and the problems of DLS system in the 6 areas of acquisition, cataloging, circulation and discharge, inventory, library statistics, and searching interface as the research methods. Based on the interviews, the improvement plans were suggested as followed. In acquisition, it was to need the acquisition system development and online purchase for users. In cataloging, the improvement of data quality management, and indexes and vocabularies control for upgrade of searching function were needed. The advanced circulation speed in circulation, the restoration of discarded data in inventory and the exact statistic data in library statistics were need to improve the DLS. This study would contribute to the betterment of DLS and increase the use of DLS.

  • Albinism is a disease caused by partial or complete failure of melanin production in the skin, hair and eyes despite the presence of normal number, structure and distribution of melanocytes. Typical aspects are white-colored skin, blonde-brown hair, blue-brown irides and a prominent red reflex. Three main categories of albinism are oculocutaneous, ocular and localized albinism, and also they are divided into many subgroups. Therefore, appropriate treatment plan and dental direction would be differentiated according to them. This case report was about oral conditions and treatment of the oculocutaneous albinism patient with mental retardation who was refered due to developmental delay of teeth and treated with teeth extraction, restoration and space maintenance etc.

A Tiered Approach of Washing and Stabilization to Decontaminate and Recycle Dredged River Sediment (세척과 안정화기술을 적용한 오염 준설토의 처리 및 재활용 시스템 개발)

  • Although the demands for the dredging work have been increasing due to social and industrial reasons including national plan for restoration of four major rivers, environmental standards or management guidelines for the dredged river sediment are limited. The suggested environmental standard for the beneficial use of dredged river sediment consists of two levels, recyclable and concern, and includes eight contaminants such as metals and organic contaminants. The systematic approach to remediate dredged river sediment is also suggested. The system consists of both washing and stabilization processes with continuous multi particle separation. In the early stage, the sediments are separated into two particle sizes. The coarse-grained sediment over 0.075 mm, generally decontaminated with less trouble, follows normal washing steps and is sent for recycling. The fine-grained sediments under 0.075 mm are separated again at 0.025 mm. The particles bigger than this second separation point are treated in two ways, advanced washing for highly contaminated sediments and stabilization for less. The lab test results show that birnessite and apatite are most effective stabilizing agents among tested for Cd and Pb. The most fine residues, down-sized by continuous particle separation, are finally sent for disposal. The system is tested for metals in this study, but is expected to be effective for organic contaminants included in the environmental standard, such as PAH and PCE. The feasibility test on the field site will be followed.

The Vascular Plants in Mt. Munsu(Gyeonggi-do) (문수산(경기도)의 관속식물상)

  • This study was carried out to investigate the vascular flora of Mt. Munsu. The vascular plants collected in 13 times(from Mar. to Oct. 2009) were identified as 511 taxa in total, including 113 families, 332 genera, 445 species, 5 subspecies, 46 varieties, 5 forms. Among them, 6 taxa of the Korea Forest Service-designated rare & endangered plants and the Korean endemic plants were identified as 2 taxa. Based on the list of approved for delivering overseas of plants, 6 taxa were recorded in the investigated area. The Ministry of Environment-designated plants, which should be protected by the wildlife protection law, were identified as 2 taxa and 39 taxa of specially designated plants by the Ministry of Environment. The naturalized plants were identified as 53 taxa, and their naturalization ratio and urban index were found to be 10,3%, and 18.5% respectively. There existed many kinds of plants resources having conservational value like Ranunculus trichophyllus var. kadzusensis, Jeffersonia dubia etc, in this area, but there remains a fear of nature destruction's acceleration due to indiscriminate human development and access of a lot of visitors, so it is judged that there should be a management plan, such as a limit on the number of visitors or rest-year-system for restoration of nature.

Climatic Perturbation and Plant Livestock of a Secondary Forest in Kantou Area, Japan (일본 관동지역 2차림지대의 기상환경과 식물군락에 관한 연구)

  • The climate of Minamiakikawa forest in Japan is similar to that of Mt. Jiri in South Korea. There is a large development plan for Minamiakikawa forest, and a change in the species composition is expected. This study was initiated to compare forest transition caused by artificial perturbations in Korea and Japan. Long-term field observations on species composition are reported. We found 98 families, 231 genera, 315 species, 29 varieties, and 8 races, making a total of 352 classification groups of higher plants in the Minamiakikawa forest area. Among them, 11 families, 12 species and 2 varieties are rare or endangered. The study area is dominated by Cryptomerica japonica and Chamaecyparis obtusa. The time and restoration effects on secondary and latent forestation consider the development of the Quercus mongolica community, the Quercus serrata community, and deciduous-broadleaved tree ascension. This indicates that the forest has been restored to Abies firma, Pinus densiflora or Cryptomeria japonica and Fagus japonica, which is considered latent natural forestation of the area in a natural transfer.
