A Study on the Method of Activation of Space of Gwangheemun Considering Historical and Cultural Speciality (역사·문화적 특수성을 고려한 광희문(光熙門)의 공간 활성화 방안 연구)

  • The Cultural Heritage Administration has selected Seoul Fortress Wall as the representative heritage of Korea to be applied for being registered as UNESCO World Heritage and announced the plan to restore and organize it, which has increased the interest to the Seoul Fortress Wall, the Historical Site No. 10. The great work to make the heritage value of Walls, 4 Big Gates and 4 Small Gates composing the Seoul Fortress wall with the length of 18.627 km to be recognized worldwide has limits if it is focused only on the physical restoration. It is because the Seoul Fortress Wall represents the long historical and cultural value as the space of life which connects closely the capital city and its vicinity. We need the plan to discover and utilize historical and cultural contents of Seoul Fortress Wall and its vicinity. Especially, Gwangheemun, which is one of the four Small Gates of Seoul Fortress Wall, is a precious cultural heritage which represents the transition of fortification technology of Chosun period as the space representing ordinary people. However, now Gwangheemun and its vicinity does not stand out the charm because of passive accessibility, landscape falling behind and absence of program. This made the lack of domestic and overseas tourists and the convenient space and various contents. This reality is because the value of space has been considered simply as a cultural heritage without considering the traditional, historical and cultural specificity. Therefore, this study is aimed to find the meaning and value of Gwangheemun by discovering its own latent intangible cultural, historical and artistic resource, and to find the way to connect with Gwangheemun, the existing tangible traditional architectural space and the way of vitalizing Gwangheemun as a new space.

  • 낙동강 하굿둑(이하 하굿둑)은 1987년 부산 사하구와 강서구 사이에 건설되어 하류 지역의 바닷물 유입을 막아 부산, 울산, 경남 등에 안정적으로 생활·농업·공업 등의 분야에 용수를 공급하는 역할을 해왔다. 현재, 하굿둑의 수문은 낙동강 상류로부터 하류로 흘러내려오는 민물(담수)을 방류하기 위해서만 하굿둑 수문을 개방하고 있다. 하구는 하천의 담수와 바다의 염수가 서로 만나는 구역으로 바닷물과 염수의 밀도차에 의한 혼합으로 자연상태의 하구에서는 담수와 염수가 섞이는 기수역이 형성되며, 이러한 특성으로 하구 인근의 지역에서는 일반적인 하천 및 해양, 연안과는 분명히 구별되는 생태계가 조성된다. 하굿둑 건설이후 바닷물(해수)과 민물(담수)이 만나는 낙동강 어귀에 기수생태계가 사라지면서 바닷물이 유입될 수 있도록 하여 생태계를 복원해야 한다는 필요성이 제기되어 왔으며, 하굿둑이 지역에 기여해온 사실은 분명하나 하굿둑으로 인해 생태계 단절이 발생하고 기수생태계가 파괴되었기 때문에 이를 해결하기 위해서는 하굿둑을 개방하여 과거 기수생태계를 복원해야 한다는 목소리가 높아지고 있다. 이에 따라 정부에서는 하굿둑의 기수생태계 복원을 위해서 관계기관 합동으로 의사결정을 하고 효율적인 개방 방안을 모색하는 실무협의회를 구성하여 운영 중이고, 실무협의회 논의를 통해 5개 주요 관계기관(환경부, 국토부, 해양수산부, 부산광역시, K-water) 공동으로 "낙동강하굿둑 운영개선 및 생태복원 방안 연구용역"을 추진 중이다. 2018년 1단계 용역이 완료되었으며, 2019년부터 2단계 연구용역을 추진 중이고 하굿둑 개방의 수준별로 각종 영향을 검토한 후 대책을 마련하여 기수생태계 복원 방안을 수립하는데 그 목적이 있다. 2단계 연구용역에서는 과학적이고 합리적인 기수생태계 복원방안 마련을 위해서 실제로 해수를 유입시키는 3차례의 실증실험 및 수리모형실험 등을 추진한다. 기존 연구들에서도 수문개방에 따른 해수유입 영향에 대해 모델링을 통해서 분석했지만 이는 검증이 이루어지지 않은 결과로 이번 용역에서는 실제 해수를 유입시키고 염분의 침투 및 각종 수생태 영향을 모니터링 한 후 그 결과를 반영하여 모델링을 고도화하고 있다. 최종적으로 고도화된 모델링 결과를 기반으로 기수생태계 조성 방안별로 염분, 수질, 수생태, 침퇴적 등 각종 분야에 대한 정확한 영향을 분석하고 이에 대한 대책을 포함하여 최종적으로 바람직한 기수생태계 복원 방안을 제시할 계획이다. 기수생태계 복원 방안이 계획에만 그치지 않고 실행으로 연결시키기 위해서 필요성에 대한 이해를 바탕으로 공감대를 형성해 나아가고 있으며 지역주민, 전문가, 관계기관 등 민(民)·관(官)·학(學) 다양한 의견을 수렴하여 하구지역내 수량-수질-수생태를 종합적으로 고려하여 복원 방안을 마련 후 사회적인 합의를 추진하여 확정할 예정이며, 하구의 안정적인 관리를 위해 AI 등 4차 산업혁명기술을 적극 적용하는 스마트한 하구물관리(Smart Estuary Watershed Management)"를 활용한 "하구통합물관리" (Estuary Integrated Watershed Management) 등 과학적인 관리를 추진할 계획이다.

  • Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

A Critical Review on Regenerating a Place's Economic Value through Landscape Restructuring: The Case of Dongdaemun Stadium (경관 재구조화에 의한 장소의 경제적 가치 재생에 대한 비판적 검토 -동대문운동장의 사례-)

  • Dongdaemun Stadium was the nation's leading modem sports facilities built in 1926 by Japanese colonists. It hosted a number of the nation's sports matches and cultural performances, filled with cultural and historic significance as a birthplace of Korea's sports. As the facility was aging, however, its functions became limited. With the so-called "restoration" of Cheonggye Stream, the stadium was reduced to a flea market, no longer used for its originally intended purposes. The Seoul Metropolitan Government demolished the stadium under the plan to develop the district into a tourism cluster dedicated to the design and fashion industries. This study takes Dongdaemun Stadium as an example to explain underlying meanings of capitalist restructuring of landscape which entails removal of modern cultural relics and redevelopment projects. Although Dongdaemun Stadium was not used in the way it had been designated to be used, it still had a value as a diachronic and synchronic record for the city. The rationale that the stadium should be tom down and reinvented as tourist attraction to reap huge financial benefits illustrates that the city government's development ideology gravitated towards public works projects. This approach may harm a place's genuine disposition or essence and create an artificially-induced placeness, undermining its historio-cultural values.

A Study on the Partnership of the Japanese Police and Private Security (일본 경찰과 민간의 협력에 관한 연구)

  • The security law and security industry of Japan have a great impact on Korea. In a modern sense, there are little large disparities between the two nations in the history and development of private security. However, the way they look at private security is not the same in large part. In Japan, private security companies are highly regarded by Japanese people as organizations that guarantee their safety, owing to the efforts of private security companies themselves, the National Security Association and civic groups. Private security has especially been approved and supported since it was decided in the anticrime cabinet council in December, 2003, in line with the action plan for the realization of anticrime society to boost private security as an industry to ensure people's safety in daily routine life by curbing crimes that might pose a threat to peaceful life. Afterwards, there has been a dynamic collaboration between the Japanese police and private security in terms of education, crime prevention, disaster prevention/restoration and everyday life safety. As for Korea, the necessity of cooperation between private security and the police is increasingly stressed, and it's required to strengthen their partnership to ensure successful crime prevention in consideration of Japanese partnership cases. In Japan, the police, civic groups, the security association and security companies make every effort to satisfy Japanese people's safety needs in diverse ways and take disaster-prevention measures as well.

Problems and Amelioration Measures of the Assessment on Terrestrial Ecosystem Field in Environmental Impact Statement (환경영향평가서에 나타난 육상생태분야의 평가에 대한 문제점과 개선방안)

  • This study was carried out to find the problems of assessment on terrestrial ecosystem part in environmental impact analysis(EIA) and to suggest the proper amelioration measures by analyzing 19 environmental impact statements(EIS) published during the period from 1991 to 1994. The results obtained from this study were as follows. Field survey for the investigation of fauna and flora in project areas should be conducted at least 3 times a year and name of investigator should be written on the EIS clearly. Increase or decrease in degree of green naturality and productivity cannot be an absolute criteria for expressing the amount of changes in ecosystem. Evaluation for the ecosystems and their composition in project area is more important than presenting merely the increase or decrease in degree of green naturality and productivity. Alleviation measures in 19 EISs analyzed in this study were summarized into 6 types: They are establishment of landscape plan, transplanting of useful trees preservation of big tree and protected species, restoration and preservation of existent vegetation, establishment of soil conservation measures and diminution of the impact on animal. However, they were somewhat insufficient because they wouldn't suggest the alleviation measures in detail. The more positive counter-proposals are needed to decrease the impact of the project on terrestrial ecosystem.

Plant Community Structure of Daetjae(hill)~Baekbongryung(ridge), the Baekdudaegan Mountains (백두대간 댓재에서 백봉령구간 마루금의 식물군집구조 특성)

  • Baekdudan has 670km long within South Korea, so the study for detail vegetation characteristics is needed. In this study, we surveyed the plant community structure from Daetjae to Baekbongryung for the next restoration and management plan. We designated 40 quadrats ($10m{\times}10m(100m^2)$ for this study. As a result of TWINSPAN, plant community separated 8 different communities such as Abies koreana comm., Pinus densiflora comm., Quercus mongolica comm. and Larix kaempferi comm. etc. Abies koreana comm. and Pinus densiflora comm. which is mainly located in the mountain ridge and near rocks are needed avoidance from the competition with Quercus mongolica comm. The possibility of atrophy of these communities is to be high, the protection is needed. Species diversity index was between 0.8046~1.1283. Most communities have multi-layer structure and have the ecological value of protection.

  • It has been long time since the local small-and-medium cities had lost their vitality due to the progress of aging, economic decline in urban areas, the lack of new growth engines, and the declining population in korea. In addition, since the implementation of the local self-governing system, the creation of new urban areas and the transfer of the administrative institutions to the outskirts of a city have accelerated the decline of old downtown. Rather, local small-and-medium cities would have a problem to make urban regeneration impossible. Under the recognition of such problems, individual self-governing entities have come up with numerous policies and implemented various policies for the revitalization of local small-and-medium cities, but it is a condition that the effect of their efforts falls shorts of expectations, such as the space of the similar style, which has been widespread in developed countries, simple restoration, and a few structural changes. In this regard, the part to be realized anew is to enhance the attractiveness of small-and-medium cities. However, is not possible to raise the overall attractiveness in a short time in reality. To select local assets to be utilized in urban regeneration, it is judged that gathering opinions of local residents is more important than any other thing. Accordingly, this study intends to present positive outcome for the purpose of the revitalization of local small-and-medium cities by finding the factors which can remind us of the collective memory of Jinju city and selection the critical factors to determine a detailed project plan from the perspective of urban regeneration.

A Comparative Analysis of Korea-Japan Seismic Recovery System (한일 지진 복구체계의 비교 분석)

  • Purpose: In Korea, the frequency and frequency of earthquakes are increasing every year. Therefore, the purpose of this study was to compare and analyze the characteristics and examples of earthquakes in Korea and Japan, and to propose improvements to the earthquake prevention policy in Korea. Method: In this study, we investigate and evaluate Japan's response in two cases: the Kobe earthquake and the East Japan earthquake. After surveying and evaluating the nation's countermeasures in the two events, Gyeongju and Pohang, they were compared. Result: When comparing recovery systems in Korea and Japan, there were significant differences in plans for restoration of road transport networks, regional disaster prevention plans, and the introduction of Conclusion: considering the physical distance between Korea's earthquake-prone areas and the capital, the government should quickly come up with countermeasures to ensure that immediate earthquake response in the region is enhanced through the detailed establishment of the Functional Continuity Plan (COOP), and that administrative functions will function normally in the event of a disaster through the introduction of the administrative BCP concept.

The Study on the Management and Application through Analysis of Actual Condition of Palustrine Wetland in Rural Area (농촌마을 소택형습지 실태 분석을 통한 관리 및 활용방안 연구)

  • This study was accompanied to develop the management and application plans as resources for rural tourism through the analysis of distribution characteristics, inhabitants' practical use, need item for management and application, and aesthetic/recreation function of Palustrine wetland in rural area. The 2.3 Palustrine wetland per farm village were located, and 77.5% of total wetland was used by agricultural water, landscape, rural tourism The management and water quality were steadily getting better in used wetland than in unused wetland. Also, 91.8% of respondents answered that there is a practical use plan afterward, and much preferred the mode of ecotourism through restoration of ecological wetland. As the results from the appropriateness evaluation of management and application in used wetland for ecotourism, improvement item was required in observation deck, entrance lane, guidance facilities etc. And, insufficient result was deduced in appropriateness of operation program and special learning course, and in participation of inhabitants and experts. The result of evaluation of the aesthetic and recreation functions generally appeared high, but the need improvement item was required in artificial water wall and plantation base that deteriorate biological diversity. These results will be used to data for conservation, management and practical use of wetland, an important natural resource in farm village, which are confronted in crisis of land reclamation by use reduction of use and false management.
