  • Dark and desolate underground parking spaces in commercial facilities are optimal spaces for crime. First, this study reviewed 15 precedent CPTED guidelines and related literatures, and as a result extracted 45 CPTED planning criteria for underground parking facilities. Secondly by field survey, we investigated six parking spaces in commercial facilities whether they were planned properly based on 45 checklist items, in six categories of CPTED principles. In result, target facilities showed average 46.8% relevance ratio, which means less than a half of 45 items of CPTED planning factors were not applied. Guidelines suggest desirable illuminance level of more than 100 lux, however the measurement of illuminance levels in some parking spaces showed below 50 lux. Relatively department stores were keeping CPTED guidelines better than large discount mart and mixed used facilities. Definition of territory of loading dock and customer area should be clarified, clear signage and color scheme in different zones should be represented with higher level of territorial responsibilities and surveillance in mixed used facilities for further improvement.

In particular, it is discussed that the current construction safety management system by contractors leading is ineffective to prevent the serious accidents caused by inappropriate planning and design and to circulate the safety management cycle without interruption. A couple of ways for improving domestic construction safety management system are suggested in broad perspective. This is done by the analysis of construction safety management system of four advanced industrial countries such as the United States, the United Kingdom, Germany, and Japan and the study of a best practice. Total safety management system by owners leading is recommended to prevent construction accident effectively because this system makes all the parties join to the management system and distribute the responsibilities clearly to each party. This will drop the accident occurrence rate by dragging all the parties' cooperations and activating the total safety management system in an early stage.

  • Librarians long ago proclaimed themselves professionals. Until recently, however, librarians and information professionals gave very little thought to professional ethics, which have corne to play an increasingly important role in all areas in modern society. They have been stimulated to consider their specific domain within an ethical context now. Professional norms express obligations which include prescribing standards, principles of responsibilities, and rules of duties. Professional codes attempt to formulate the norms of professional ethics and are the basis for disciplinary measures of various kinds. This paper discusses professional properties and characteristics of libarianship with a special reference to the code of professional ethics. The codes of ethics of the American Library Association, the Library Association, and of the Japanese Library Association have been reviewed and compared. The arguments on the enforcibility of the professional codes of ethics, therefore, on their effectiveness have been discussed. Author concludes that, despite some doubts on the practical effectiveness of the ethics code expressed by a number of scholars, a code of ethics is very much required in the information professions. Properly disseminated, a code would enhance the status and standing of the profession by demonstrating concerns for the maintenance of the highest possible level of standards of professional services. It would also play an important role in raising consciousness of the clients by communicating the value of the works.
