Green IT 기반 성능개선 기술을 적용한 공공관리 시스템의 설계 및 구현 (Design and Implementation of Public Management System for Performance Improvement Technology based on Green IT)

  • 본 논문에서는 대규모 공공관리시스템에 그린IT 개념을 적용한 성능개선을 제안, 개발, 구현하여 관리, 비용, 인력 분야에 대하여 탁월한 성과를 도출하였다. 현재 운영 중인 시스템에 대하여 공공기관의 사용자들이 제시한 성능개선 사항을 분석하여 절감효과를 유발할 수 있는 리소스 중에서 그린IT 개념이 적용 가능한 항목을 선정하여 개선방안을 제시하고 시험운영을 거쳐 실제 시스템에 적용하는 절차로 구현하였다. 대규모 공공관리시스템으로는 국가자격 관리시스템을 대상으로 하여 기존의 개인별 시험용 저장장치를 보안처리를 강화한 온라인 처리과정으로 전환하여 비용 및 인력절감 효과와 관리상의 효율성을 확보하였다. 기존 운영시스템과 비교하여 볼 때 운영인력, 장애처리, 유지보수, 관리비용에서 2배에서 최대 12배의 효율성이 도출되었으며 년 간 최대 500만개의 개인 배포용 저장장치를 절감하였다.

  • 현재 중앙정부 및 지방자치단체들은 지리정보시스템을 본격적으로 도입함으로서, 방대한 양의 공간데이타베이스 및 시스템을 개발하고 있다. 그러나 이러한 데이터베이스는 중복관리로 인해 공간자료의 일관성이 결여되어 업무의 효율성과 신뢰성이 저하되고 있고, 각기 도입한 시스템의 특이성과 자료 형식의 차이로 인해 상호 공유가 어려운 실정이다. 한편, 건설교통부는 토지관련 각종 법률·속성·공간자료 등을 통합데이터베이스로 구축하고 관련업무를 전산화하는 토지관리정보체계구축 사업을 수행하고 있다. 타 정보화사업의 인프라를 제공하는 토지관리정보체계에서는 이러한 중복관리 및 자료공유 문제의 해결과 지자체의 다양한 전산환경 하에서 운영될 수 있는 개방형 시스템(Open System)의 개발이 우선적으로 해결되어야 할 과제이다. 토지관리정보체계에서 개방형 시스템으로 개발하고자 하는 목적은 많은 정보화사업의 추진에 따라 지자체들이 이미 보유한 다양한 시스템 및 H/W, S/W의 재사용성과 개발된 시스템의 확장성을 확보하고자 하는데 있다.

  • Using materials recovered from the waste stream instead of virgin resources as a raw material in manufacturing has great environmental and economic benefits. However, there is lack of public interest in needs for integrated waste management and its relevant facilities, because of NIMBY syndrome, This article has proposed a system dynamics model for the study of the potential and systemic consequences of resource circulation management system(RCMS) policy for a Sudokwon landfill site in Korea. The results of the study indicate that the effects of RCMS are seen continuously to increase in term with both the community welfare level and the resource and energy level. Moreover the effects of RCMS appear sharply in the first half of the simulation period.

  • c-PMS(collaborative project management system) is a business process(BP) based tool to manage collaborative projects which accomplish common business objectives determined by mutual agreement of companies using limited resources and time. This study analyzes collaborative BP, collaborative projects, and their relation, and proposes the architecture and operation scenario of c-PMS consisted of business process asset management(BPAM) sub-system and project manage(PM) sub-system. BPAM sub-system models private and public BP using a client/server based modeler, defines collaborative BPs process from public BPs, and manages them as companies' asset on a web portal. PM sub-system globally manages collaborative project using planning, execution, monitoring, and analyzing functions.

  • Many large organizations that have allocated resources to Data Administration(DA) have DA-context meta data mining. Also meta data is an interesting topic in the data warehouse world. This conceptual view gradually cleared up, and recently we have been talking more confidently about the back-room and front-room meta data. We describe the processes and problems that characterize the general architecture of s meta data mining system to do improve management efficiency that require further research and development.

NGIS자료와 연계한 수질모의 결과의 자동보정 (Auto Calibration of Water Quality Modeling Using NGIS)

  • The current industrial development and the Increase of population along Nakdong River have produced a rapid Increase of wastewater discharge. This has resulted in problem of water quality control and management. Although many efforts have been carried out, water quality has not significantly improved. The goal of this study is to design a NGIS-based water quality management system for the scientific water quality control and management in the Nakdong River. For general water quality analysis, QULA2E model was applied to the Nakdong River. A sensitivity analysis was made to determine significant parameters and an optimization was made to estimate optimal values. The calibration and verification were performed by using observed water quality data for Nakdong River. A water qualify management system for Nakdong River was made by connecting the QUAL2E model to ArcView. It allows a Windows-based Graphic User Interface(GUI) to implement all operation with regard to water quality analysis. The modeling system in this study will be an efficient NGIS for planning of water quality management.

  • Purpose: In this study, we proposed a plan to establish and implement a safety and health management system by utilizing corporate resources so that manufacturing companies can effectively respond to the Serious Accident Punishment Act. Methods: We identified critical factors and response strategies necessary for manufacturing companies to respond to the Severe Accident Punishment Act effectively and surveyed employees working at the company regarding their importance and performance. Results: In this study, we presented a method of strategically constructing the response strategies (20) shown in previous studies by matching them with the company's resources (leadership, organization, budget, education, and awareness). In particular, leadership refers to the ability of managers who can prevent serious accidents by carrying out safety and health security obligations to avoid safety and health hazards or risks to employees in the business or workplace that is controlled, operated, and managed. Conclusion: Based on the manager's firm leadership, the system's purpose and direction must be accurately set and sufficiently communicated to members. In addition, for companies to identify and improve risk factors on their own, a Process approach must be established to improve execution by referring to legal standards together with field managers and supervisors.

국가 하천환경관리 체계의 검토와 고찰 (Review and Discussion on Policy and Legal System for River Environments Management in Korea)

  • 본 연구는 국가 하천환경의 관리를 위한 법제도적 체계와 정책 추진과정에서 적용하고 있는 하천환경평가체계에 대해 검토하였으며, 이를 바탕으로 기 제안된 하천환경의 평가분야와 지표의 타당성을 논의함과 동시에 현행 국가정책과의 연계방안을 제시하고자 수행하였다. 국가의 하천환경관리체계는 국토교통부와 환경부로 이원화된 법제도적 체계 속에서 독립적인 위상의 확보가 용이치 않은 가운데 핵심적 사항이라 할 수 있는 국가표준의 하천환경평가체계도 구축되어있지 못한 상태인 것으로 나타났다. 구체적으로 수자원과 수질, 하천환경과 수생태계의 관리측면에서 관련 상위 및 하위의 계획 간 또는 각 계획 내통합적 접근이 매우 미흡할 뿐 만 아니라 하천환경의 현황조사 및 종합분석과 평가에 따른 계획 설계 과정의 일관성과 실효성 역시 확보되어 있지 못한 것으로 나타났다. 국가 하천환경관리체계의 통합적 접근을 위해서는 일차적으로 국가계획간 위계의 정립과 연계성 확보가 매우 중요한 것으로 판단되었으며, 또한 우리나라 하천환경의 제반 특성을 고려하여 개발된 하천환경평가체계는 기존 평가기법과의 정합성 및 연계성을 바탕으로 시급하게 적용되어야 할 것으로 판단되었다. 특히 하천환경자연도와 하천친수도를 평가하는 하천환경평가체계는 하천유역수자원관리계획에 적합한 하천유역 평가법과 하천기본계획에 적합한 하천수계 평가법으로 구분, 제안하였다.

하천유역의 홍수관리 시스템 모델 (Flood-Flow Managenent System Model of River Basin)

  • A flood -flow management system model of river basin has been developed in this study. The system model consists of the observation and telemetering system, the rainfall forecasting and data-bank system, the flood runoff simulation system, the dam operation simulation system, the flood forecasting simulation system and the flood warning system. The Multivariate model(MV) and Meterological-factor regression model(FR) for rainfall forecasting and the Streamflow synthesis and reservoir regulation(SSARR) model for flood runoff simulation have been adopted for the development of a new system model for flood-flow management. These models are calibrated to determine the optimal parameters on the basis of observed rainfall, streamflow and other hydrological data during the past flood periods. The flood-flow management system model with SSARR model(FFMM-SR,FFMM-SR(FR) and FFMM-SR(MV)), in which the integrated operation of dams and rainfall forecasting in the basin are considered, is then suggested and applied for flood-flow management and forecasting. The results of the simulations done at the base stations are analysed and were found to be more accurate and effective in the FFMM-SR and FFMM0-SR(MV).

자연휴양림 모니터링 시스템 구축에 관한 연구 (Developing Monitoring System for the Recreational Forests in Korea)

  • The Monitoring System developed in this study was designed to help manage the recreational forests by gathering data on visitors' profiles and their opinions about recreational use and related facilities, This data could identify for changing situations in forest recreation demand as well as providing information on planning the management and use of the forest areas in advance. The standardized questionnaire had contained visitor profiles, activities, distribution of use by area, distribution us by time, duration of the visit, expenditure of visitors and information on visitor satisfaction and motivation. Also, the questionnaire had included the evaluations visitors' perception of facilities in order to identify the importance and performance of the various facilities, such as recreational and educational facilities, accomodations, directional signs as well as infrastructure. The monitoring system was developed in the object-oriented programming (OOP) environment. Microsoft Visual Basic 6,0 for the program language, Microsoft Access, and Excel program were used to develop the system. The monitoring system was composed of data input, database, and data analysis system, Once data were put into data input system, it automatically transferred to database, and it eventually produced the results of statistical analysis with one step procedure. This study was integrated with facilities and visitor monitoring system to identify the visitor impact at the recreational forests. In addition, this monitoring system would provide necessary and useful background information for management on recreational use of natural resources in a practical manner.
