A Study on the Introduction of the Business Community to Gangwon-do Province (강원도 지역의 커뮤니티 비즈니스 도입에 관한 연구)

  • Purpose - In order for actively pursuing medium and long term policies of Gangwon region to be effectively and efficiently driven, efficacious and practical development strategies are needed. In terms of regional revitalization in most regions that are dependent on the primary industry like Gangwon-do Province, the maintaining of local community becomes difficult and there are limitations on the support from the central government and local governments. Therefore, local communities need to implement measures not only to be financially independent but also maintain and activate themselves. And community business can be adopted to be a proper strategy to cope with this change. This study drew importance of a community business model appropriate for Gangwon-do region to figure out success factors. Research design, data, and methodology - This study aimed to come up with importance of community business model for Gangwon-do region by using AHP Method. AHP Method, which was developed by Professor Saaty in 1970', is a methodology to simplify complex problems for a rational decision making. A survey targeting related public officials and expert group was carried out and a total of 30 questionnaires were collected for the analysis. Results - Analysis model used in this study was to prioritize community business models of Gangwon-do region. The second hierarchy was divided according to local restoration type, local resource utilization type, environment improvement type, and life support type. The third hierarchy consisted of 5 items such as network, the middle structure, program, government support, and human resources to measure each importance. As a result, in the second hierarchy, local resource utilization type had the highest importance. In the third hierarchy, the middle structure had the highest importance, followed by government support, program, network, and human resources. Collectively, the results suggested that important critical factors of community business model of Gangwon-do region was the importance of local resource utilization model and the middle structure. Conclusions - Not only should projects that are already operating in the region but next community business projects that are planning in the Gangwon-do region should be practically operated in view of the importance and the models derived from this study.

  • The myth about BPO is: since firms do not want to continue to control the business process, they outsourced it to the external provider. Therefore, there is no need for controlling the outsourced process. Based on resource dependency theory, this study explores control mechanism used in BPO context. The overall approach of this study is qualitative, inductive and exploratory. First, a generic framework on the control structure is derived from extant literature, which includes outcome/process control, IS and social control. This framework is applied to a Korean BPO case. This study has found that the hybrid control structure consisting of behavior, outcome and social control mechanisms are effective for BPO success. As outsourcing grows rapidly and IS functions become smaller, the business struggles to redefine its IS capability. This research proposes setting up proper control mechanism between user and BPO service provider as new IS capability that business should focus on; and provides guidelines for managers in development of new IS capability.

The Relationship Between Information-Sharing and Resource-Sharing Networks in Environmental Policy Governance: Focusing on Germany and Japan

  • Environmental issues are among the most critical issues nowadays. These issues are no longer confined to individual countries, and international society has been progressing in building global dialogues since the early 1970s. Within these international efforts, Germany and Japan have played essential roles in global environmental governance. However, there are major differences in nation-level environmental policies in both countries. Governance based on network structure is more efficient than that based on hierarchy for solving complex problems. The network structure is formed through horizontal cooperation among various autonomous actors, and the relationship intensity among actors is one of the key concepts in the governance. Using social network analysis as a framework to explain complicated societal structures explains how interaction among actors creates networks, and these networks further affect their interactions. The purpose of this study is to investigate the structure of environmental policy governance as collaborative governance in Germany and Japan. To address this goal, this paper analyzes the relationship between the informational dimension of governance networks and its complement resource-sharing networks in both countries. The results show that the information-sharing networks have lower-level network influence on the resource-sharing networks as higher-level networks even if not all of the information factors have singular influences. The results suggest that the information-sharing networks may be one of the pieces of the puzzle for explaining this phenomenon in environmental governance in Germany and Japan.

  • Korea's ROTC system was introduced from the United States in 1961 to recruit competent primary grade officers and secure reserve forces in peacetime. However, entering the 2000s, it was faced with a serious crisis, which was a decrease of the application rate due to the change in the acquisition environment including the decrease in school-age population and military service resources due to the low fertility, and the shortened period of military service. Therefore, this study tried to suggest a ROTC system improvement plan focusing on the organizational structure and operation system by analyzing the change in the acquisition environment and the cause of decrease in the application rate. As a research method, a comparative method between the cases of the ROTC systems in the US and Korea was applied through domestic and foreign literature studies. In terms of theory, Strategic Human Resource Management, which is applied to corporate management to achieve organizational performance and secure comparative competitive advantage in a knowledge-based society, was used as a theoretical criterion.

  • The three metabolites, Germacrene alcohol(1), Aaptamine(2) and Hexacyclic terpene(3) were isolated from Marine Sponge Luffariella sp., collected in October 1992, Manado Bay, Sulawesi in Indonesia showed in vitro activity against KB cancer cell line, and structure assignment for 1 was corrected by comparison of their spectral data with the literature $values^1$. Their structure were elucidated by $^1H$, $^13C$ NMR, $^1H$ $^13C$(1 bond) Heteronuclear Multiple Quantum Coherence Spectroscopy$(HMQC)^2$, $^1H$ $^13C$(2 and 3 bond) Heteronuclear Multiple Bond Correlation Spectroscopy$(HMBC)^3$, Electron Impact Mass Spectroscopy(EI ms), Ultra-violet Spectroscopy(UV) and Infrared Spectroscopy(IR).

A Study on the Optimal Wireless Resource Allocation for the Access and Relay Zones of Downlink in a 2-hop Cellular Relay System based on IEEE802.16j (IEEE802.16j 기반의 2-홉 셀룰러 중계시스템에서 하향링크 접근영역과 중계영역에 대한 최적 무선자원 할당방법 연구)

  • In this paper, we evaluate the system throughput and the method of optimal wireless resource allocation for the access zone (AZ) and relay zone (RZ) in downlink when the cell coverage is extended using the non-transparent Relay Station (RS) in a 2-hop cellular relay system based on IEEE802.16j, which uses the OFDMA-TDD structure. For the analyses, we first introduce the MAC (Media Access Control) frame structure in the non-transparent mode, then we investigate the interfering elements in both AZ and RZ for the network devices such as the Mobile Station (MS) and RS. Through computer simulation, we analyze the cell coverage extension and system throughput in terms of the distance between Base Station (BS) and RS, then we present the amount of the optimal allocation of wireless resource for the AZ and RZ in downlink using our results.

Prediction of $EC_{50}$ of Photobacterium phosphoreum for CAHs and Chlorophenol Derivatives Using QSAR (QSAR방법을 이용한 CAHs와 Chlorophenol 유도체에 대한 $EC_{50}$값 예측)

  • Measurement of inhibition of bioluminescence in Photobacterium phosphoreum has been porposed as a sensitive and rapid procedure to monitor toxic substances. However, at first, $EC_{50}$ which shows degree of toxicity to each toxic substances must be calculated. QSAR (Quantitative Structure Activity Relationship) model can be used to estimate $EC_{50}$ to save time and endeavor. Moderately high correlation coefficients ($r^2{\geq}$ 0.97) were calculated from the linear correlation between $EC_{50}$ and molecular connectivity indices of CAHs (chlorinated aliphatic hydrocarbons)such as $^0X$, $^0X^V$, $^1X$, $^2X$ and $^3X^v_c$ and quadratic correlation between $EC_{50}$ and $^0X$, $^0X^V$, $^2X^V$, $^3X_c$, $^3X^V_c$ and P. It shows that the molecular connection indices in carbon structure is contributed to biological characters with linear relation and that in the other one with quadratic relation. The $EC_{50}$ of chlorophenol derivatives had quadratic relation with the value of octanol/water prtition coefficients ($r^2$=0.99) and linear and quadratic relation with the number of chlorine compound (($r^2{\geq}$0.94). This confirms the already known trend of increasing toxicity with increasing ability of a compound to diffuse through cell membrane and number of chlorine substitution.

Antenna Polarization Isolation and Resource Control for Frequency Interference Reduction Between Opposite Sectors (대칭섹터 간 주파수 간섭 감소를 위한 편파분리 및 자원 제어 방법)

  • This paper presents the method of antenna polarization isolation and resource control for frequency interference reduction due to the frequency reuse between opposite sectors. We have examined the frequency interference between opposite sectors which is occurred by operating base station for reducing frequency interference. The base station has a frequency reusing structure in opposite sector. So, the base station can make a in-band frequency interference. In order to minimize frequency interference, we proposed two methods. The first is the antenna polarization isolation method. The CINR was improved to 27dB from 17dB when using the antenna polarization isolation. The second is resource control which is the method for lining up the RF power and limiting RF power control range of each link. In this paper, by using the proposed two methods, presents a scheme that reduces frequency interference in the frequency reusing structure.

Bacterial Community Structure in Activated Sludge Reactors Treating Free or Metal-Complexed Cyanides

  • The microbial activity and bacterial community structure of activated sludge reactors, which treated free cyanide (FC), zinc-complexed cyanide (ZC), or nickel-complexed cyanide (NC), were studied. The three reactors (designated as re-FC, re-ZC, and re-NC) were operated for 50 days with a stepwise decrease of hydraulic retention time. In the re-FC and re-ZC reactors, FC or ZC was almost completely removed, whereas approximately 80-87% of NC was removed in re-NC. This result might be attributed to the high toxicity of nickel released after degradation of NC. In the batch test, the sludges taken from re-FC and re-ZC completely degraded FC, ZC, and NC, whereas the sludge from re-NC degraded only NC. Although re-FC and re-ZC showed similar properties in regard to cyanide degradation, denaturing gradient gel electrophoresis (DGGE) analysis of the 16S rRNA gene of the bacterial communities in the three reactors showed that bacterial community was specifically acclimated to each reactor. We found several bacterial sequences in DGGE bands that showed high similarity to known cyanide-degrading bacteria such as Klebsiella spp., Acidovorax spp., and Achromobacter xylosoxidans. Flocforming microorganism might also be one of the major microorganisms, since many sequences related to Zoogloea, Microbacterium, and phylum TM7 were detected in all the reactors.

Designing Requisite Techniques of Storage Structuresupporting Efficient Retrieval in Semantic Web (시멘틱 웹의 효율적 검색을 지원하는 저장 구조의 요소 기술 설계)

  • Semantic Web is getting popular to next web environment. Additionally, ontology language research is also activating to represent semantic relation of resource in semantic web. Specially, Ontology language as RDF and DAML+OIL appear on start point of research. But Ontology Language limited to describing characters of resource and to making a clear definition of relation of resource. So W3C suggest OWL at the next standard language for describing resource. OWL supply the lack of representation for RDF and RDF Schema. In this paper, we make Ontology to implement Online Retrieval System using OWL and propose the structure of storing Ontology document at the RDB. The structure support characters of OWL that are equivalent relationship, heterogeneous relationship, inverse relationship, union relationship and one of relationship between classes or properties. In this paper, we classify the extended elements for OWL from RDF Schema. And we propose the method of storing OWL using RDB for interoperability with many applications based on RDB. Finally, implement the storage and retrieval system based on OWL to provide advanced search function.
