Purpose: We aimed to identify collaborative disaster governance through the demand and supply analysis of resources recognized by nurses during the COVID-19 pandemic. Methods: We used a descriptive study design with an online survey technique for data collection. The survey questions were developed based on focus group interviews with nurses responding to COVID-19 and expert validity testing. A 42-question online survey focusing on disaster governance was sent to nurses working in COVID-19 designated hospitals, public health offices, and schools. A total of 630 nurses participated in the survey. Demand and supply analysis was used to identify the specific components of disaster governance during a pandemic situation and analyze priority areas in disaster governance, as reported by nurses. Results: Demand and supply analysis showed that supplies procurement, cooperation, education, and environment factors clustered in the high demand and supply quadrant while labor condition, advocacy, emotional support, and workload adjustment factors clustered in the high demand but low supply quadrant, indicating a strong need in those areas of disaster governance among nurses. The nurses practicing at the public health offices and schools showed major components of disaster governance plotted in the second quadrant, indicating weak collaborative disaster governance. Conclusion: These findings show that there is an unbalanced distribution among nurses, resulting in major challenges in collaborative disaster governance during COVID-19. In the future and current pandemic, collaborative disaster governance, through improved distribution, will be useful for helping nurses to access more required resources and achieve effective pandemic response.
It is recommended to use long-term hydrometeorological data for more than the service life of the hydraulic structures and water resource planning. For the purpose of expanding rainfall data, stochastic simulation models, such as Modified Bartlett-Lewis Rectangular Pulse (BLRP) and Neyman-Scott Rectangular Pulse (NSRP) models, have been widely used. The optimal parameters of the model can be estimated by repeatedly comparing the statistical moments defined through a combination of parameters of the probability distribution in the optimization context. However, parameter estimation using relatively small observed rainfall statistics corresponds to an ill-posed problem, leading to an increase in uncertainty in the parameter estimation process. In addition, as shown in previous studies, extreme values are underestimated because objective functions are typically defined by the first and second statistical moments (i.e., mean and variance). In this regard, this study estimated the parameters of the NSRP model using the objective function with the third moment and compared it with the existing approach based on the first and second moments in terms of estimation of extreme rainfall. It was found that the first and second moments did not show a significant difference depending on whether or not the skewness was considered in the objective function. However, the proposed model showed significantly improved performance in terms of estimation of design rainfalls.

For water resource management, the design flood is calculated using the flood frequency analysis technique and the rainfall runoff model. The method by design flood frequency analysis calculates the stochastic design flood by directly analyzing the actual discharge data and is theoretically evaluated as the most accurate method. Actual discharge data frequency analysis of the measured flow was limited due to data limitations in the existing flood flow analysis. In this study, design flood frequency analysis was performed using the measured flow data stably secured through the water level-discharge relationship curve formula. For the frequency analysis of design flood, the parameters were calculated by applying the bayesian inference, and the uncertainty of flood volume by frequency was quantified. It was confirmed that the result of calculating the design flood was close to that calculated by the rainfall-runoff model by applying long-term rainfall data. It is judged that hydrological analysis can be done from various perspectives by using long-term actual flow data through hydrological survey.
For comprehensively assessment the water resources performance of multi-purpose dams and water supply dams in South Korea, a methodology was proposed to utilize the durational reliability along with the integrated auxiliary indicators including resiliency, dimensionless vulnerability, water resource efficiency, specific inflow, and specific water supply. In addition, for the purpose of sustainable dam operation in the future, a plan to grade the water resources performance was presented to periodically evaluate the performance and determine the priority of each dam's structural or non-structural planning according to the evaluation results. As major results, in the case of Sumjingang Dam, the durational reliability was 99.0%, but the integrated auxiliary index was the lowest of 44 points, which was 5th grade. This means that despite the current high reliability, hydrological changes due to future climate change or regional change of water demand-supply balance can have significant impacts on the water resources performances. In contrast, the Chungju Dam with a durational reliability of 93.0%, which is below the average among all multi-purpose dams, shows the 76 points of the integrated auxiliary index, which is 3rd highest following the Soyanggang Dam and the Namgang Dam. Nevertheless, due to the size of the basin, the specific inflow is sufficiently high as 185%, so the actual performance could be evaluated relatively high. The water supply dams designed for a single purpose tend to be evaluated relatively high because they have a high proportion of industrial and municipal water supply and have enough room for the supply capacity.

Purpose: The purpose of this study was to identify role through job analysis (duties and tasks) of nurses who work as clinical nurses with education and clinical nurse with patient coordination within the hospital. Methods: The DACUM committee was organized with 8 nurses each, clinical nurses with education and clinical nurses with coordination. The committee derived the duties and tasks of the two groups of clinical nurses from their actual work in the hospital through a DACUM workshop. Validity of the derived duties and tasks was tested by 12 nurses at each of 3 hospital. Results: For clinical nurse with education, 8 duties and 45 tasks were identified, which included patient education and consultation, patient advocacy, management of the therapeutic process, direct nursing care, activities work directed at improvement, management of health promotion events, administration work, and self-improvement. For clinical nurse with coordination, 10 duties and 54 tasks were identified, and included client consultation, client education, direct nursing care, coordination of therapeutic flow, employee education, public relations with the community, planning and operation of meetings, administration work, work directed at improvement, and self-improvement. Conclusion: The results of this study contribute to not only the work of the participants but also basic data for human resource management in the hospital.

This study aims to investigate the current status of young adult services centering on public libraries in Busan, Ulsan and Gyeongnam, identify problems, and then suggest tasks for service revitalization. The status of young adult services and librarians' perceptions in the 93 public libraries in Busan, Ulsan, and Gyeongnam that were registered in the 2021 National Library Statistics System and the Busan Metropolitan City Library Portal was investigated. As a result of the survey, 24% of public libraries have a space for young adult, and if there is dedicated space, it was found that the most number of bookshelves for young adult were installed inside the space. Libraries that provide young adult services accounted for 76% of the total, and the age range of the service targets was set between 13 and 18 years of age. The analysis revealed that it was difficult to provide services due to a combination of problems such as poor use and passive participation by young adult, lack of dedicated space, lack of manpower for program operation, and lack of budget. Nevertheless, most librarians agreed on the need to provide young adult-only spaces and young adult services. The tasks to revitalize young adult services in public libraries was suggested; expand young adult participation in the space creation and service planning/operation stage, create a space dedicated to young adult, diversify the contents of youth volunteer activities, secure the professionalism of the librarian in charge, human resource utilization, and expand public relations for services.
The previous studies found the importance of market orientation (MO), learning orientation (LO), and marketing capabilities (MC) in driving firm performance (FP), but respectively. This research attempted to integrate the rather separate research streams of MO, LO, and MC in explaining FP. How MO and LO, as two critical constructs of organizations' cultural values, affect FP was examined with the mediating role of MC (composed of marketing planning capability (MPC) and marketing implementation capability (MIC)). Specifically, we derived specific conceptualizations on the effects of LO on FP through MO, MPC, and MIC as well as the effect of MO on FP through MPC. Accordingly, we empirically tested a process of how LO, MO, and MC translate into FP, using survey data of 146 respondents from Korean companies. The results successfully supported our model. It is worth noting not only that LO and MO are found to have synergistic effects on FP through MC but also that LO fosters MO. The relevant implications of our findings are presented with limitations and further research directions.
This study aimed to quantify changes in forest cover and carbon storage of Korean Peninsular during the last two decades by integrating field measurement, satellite remote sensing, and modeling approaches. Our analysis based on 30-m Landsat data revealed that the forested area in Korean Peninsular had diminished significantly by 478,334 ha during the period of 2000-2019, with South Korea and North Korea contributing 51.3% (245,725 ha) and 48.6% (232,610 ha) of the total change, respectively. This comparable pattern of forest loss in both South Korea and North Korea was likely due to reduced forest deforestation and degradation in North Korea and active forest management activity in South Korea. Time series of above ground biomass (AGB) in the Korean Peninsula showed that South and North Korean forests increased their total AGB by 146.4Tg C (AGB at 2020=357.9Tg C) and 140.3Tg C (AGB at 2020=417.4Tg C), respectively, during the last two decades. This could be translated into net AGB increases in South and North Korean forests from 34.8 and 29.4 Mg C ha-1 C to 58.9(+24.1) and 44.2(+14.8) Mg C ha-1, respectively. It indicates that South Korean forests are more productive during the study period. Thus, they have sequestered more carbon. Our approaches and results can provide useful information for quantifying national scale forest cover and carbon dynamics. This study aims to analyze the complex impact of technological changes in the Fourth Industrial Revolution era and demographic shifts in Korea on military personnel management, and to explore innovative strategies for the Korean military's workforce operations. The research findings indicate that changes in future battlefield environments and the introduction of advanced technologies necessitate a fundamental restructuring of military personnel, emphasizing a shift towards a highly specialized and elite workforce. Key research findings are as follows: First, the military application of cutting-edge technologies, such as unmanned systems, autonomous weapon systems, and AI-based decision support systems, is expanding. Second, this technological advancement requires a restructuring of personnel to foster a technology-intensive elite force, including optimizing troop size, reorganizing unit structures, and increasing the utilization of civilian expertise. Third, strategies for securing high-tech talent include strengthening internal technology talent development programs, establishing systems to attract civilian experts, and building a talent development system through industry-academia-research cooperation. The significance of this study lies in providing a theoretical and practical foundation for building a future-oriented and efficient Korean military organization by presenting innovative measures for military human resource management systems suitable for the Fourth Industrial Revolution era. For these changes to be successfully implemented, cooperation among relevant stakeholders, including the military, government, academia, and industry, is essential, supported by comprehensive national-level planning and support.

Nowadays, forests have been recognized as valuable resources for biological diversity and tourism/recreation. Temple forests occupy 1.3% of all the Korean forest and are under weak management although their ecological states are very good. Currently in the Buddhist society, the concern for the Buddhist arboretum has been raised as a good alternative for the practical use of temple forests to secure the sustainability of the temple forests as well as to actively meet the demand of the times for forests. This study aims to suggest establishment measures of Buddhist arboretum. This survey was performed on 105 temple forest managers and 130 laypersons. To summarize the results, the two groups differ in opinion. The temple forest managers more concerned for advertizing Buddhist culture and enhancing the image of the temple, while the laypersons had higher expectations for relaxation and education. However, they are similar in putting more emphasis on the conserving the heritage value of the temple and managing the temple forest. Above all, both groups evaluated the needs higher than the urgency and perceived managing temple forest as the most crucial function of a Buddhist arboretum. They also thought that a Buddhist arboretum should be planned to respond to the ecological characteristics of the temple area as well as to be non-exclusive to its users. Based on the important findings, five suggestions for a Buddhist arboretum were proposed. First, a Buddhist arboretum should be carried forward from a long-term point of view, developing a bond of sympathy between members of Buddhist society as well as conducting promotion and education to the general public. Second, the most significant function of a Buddhist arboretum should be preserving the temple forest, with the emphasis on relaxation and education. Third, in order to provide nonexclusive use, a Buddhist arboretum should provide mixed programs applicable to diverse user groups for high user satisfaction and educational effects. Fourth, the Buddhistic identification could be obtained through variety of plants closely associated with Buddhist culture. Lastly, in the process of collecting plants, it is also crucial to reflect the image of the temple and resource property so as to contribute itself in conservation and management of original temple forests. Thereby all Buddhist Arboretum can be classified into two types; preservation/collection and display/education/rest.
