Promulgation of the Environment Preservation Act of 1977 has tried to conserve the environment encroached by the development projects. Since 1983, this act has included tourism development in EIA project and public participation as a part of EIA process since 1991. Still, there are many problems in applying the gathered opinions of local residents in such development plans. Therefore, it is necessary to develop a new system in whole project process as well as EIA to reflect these opinions. This study aims to investigate the problems in the process of the public participation and to suggest more effective solutions from the developer's point of view. Studies include theories of public participation developed in the planning process and the opinion survey of developers.

This study aims to analyze community support methods and specific attainments of UR rental housing complex S in Japan and examine the present state of community formation.. UR rental housing S is part of the community revitalization support project launched by UR Urban Agency for creating exchanges among residents in the rental housing complex and in this study, the community support project from February to November 2013 was considered. As community revitalization support tasks, five types of events and exchange meetings were held. While the events and exchange meetings continued, even the residents who did not join the residents' association began to make an exchange with each other and their identity as residents enhanced, which means there was a change in the sense of community. Moreover, it is thought that a good solution to maintaining the chance for the events and exchange meetings after the support project is that residents of the younger generation actively cooperate in management as the residents' association members. 5 years after the support project, the present condition of activities of complex residents was examined, but the Residents' Association was disbanded due to the aging of residents, a growth in residents and low participation rates of the younger generation. Besides, there is a complete absence of community activities in the complex now.

The purpose of this study is to establish landscape planning, and to find out to administrative system and improvement way on landscape plan in Korea. We have sought for research trend and the concept of landscape planning related to the landscape planning through the investigation of books and documents, and have analyzed the characteristics on the law for landscape plan in United State of America, United Kingdom,, France, Germany, Japan and Korea. As the results of this study are as follows; 1) A state developing local self-governing body as United State of America, United Kingdom and Germany carried out individually landscape plan. Especially, it raises clarity of administration to fix residents participation(Nonprofit Organization : NPO) and secures responsibility. 2) A state of centralized authoritarian rule as France and Japan applies common law to the nationwide but commission's concrete management or conference. 3) And so in Korea and applicable landscape plan was made on the basis of town-planning law and managed with ordinances for landscape. In here the important thing is division of role of central and local government and residents. This study proposes the system of planning and analyzed the related laws for the landscape formation and management. The future research on the character of the local areas, providing many chances with people in the community through publicity activities, and rearing the expert group on this matter should be made in the future.

As the seeking of environmental condition, the environmental friendly village has became important to planning and designing with neighbor communities. Our village was inferior to new order and identity is weakened, environmental maintenance. According to the situation the purpose of this paper is derived the plan point of environmental elements to be good for living in urban countryside villages. The primary research was to be planning directions and improvements through the present situation investigation. The results of this study are as follows. Through the two case study-village ; Yeochan-ri, Unjeong-dong in Gangwon province, environmental elements are classified such as superior 5parts and 17points in order to happiness of neighbor community. There are summarized a historical & traditional part, building, street/park/furniture, living and vision of village. Specially residents appealed to inconvenience by infringement of a large building in a small dwelling village. The data of this paper is effective in specialists carry out the planning and evaluation indicators regarding rural village. Finally regional experts by a rural field and local residents are necessary collaboration at the planning and maintenance of residential settlement through the pleasant participation.

Workshops and discussions on the community planning process and visions for the future have progressed with the cooperation of the administration, citizens and specialists. However, they require a technical proof. For this reason, it is difficult to achieve a standard, whereby city dwellers are satisfied. In this study, the Delphi method was selected as a support tool, and an attempt was made to grasp the intentions and interests of city dwellers. Then, the community planning process was applied by using the Delphi method for urban areas with sparse identification. Participants were residents and commuters in the target areas. Categories were 'environment', 'community' and 'cultural sensibility'. For reducing the cost and time taken by investigators, and to enable those living in the community to participate in voluntaries and flexibility, we used a web survey as an investigation method. As a result, we could express the regional characteristics, problems and community planning intentions of city dwellers. The results suggested the validity of web surveys in regional evaluation, and explained the visions for the future and response attitudes, as well as the existence of a new identification that gives consideration to voluntary and flexibility of participation.
This study aimed to examine the possibility of remodeled nursing home utilizing a closed school in Kunsan, where the number of closed schools increases and the ratio of elderly population grows. Major contents of research were understanding architectural characteristics of closed school and elderly housing in the sample area, and a suggestion of remodeling a closed school into nursing home. Conclusions can be summarized as follows; understanding the high ratio of elderly population and increases of closed schools in sample area, verification of overall possibility in remodeling a closed school into elderly facility, confirmation of availability in changing regular class room to residential rooms, and some proposals of principal points in floor planning - homelike atmosphere by small scaled residential units(10 persons), spatial hierarchy for residents' mental comfort, sliding door for accessibility, kitchen and dining space in residential unit for the residents' participation in houseworks.
The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.
Many researchers addressed a strong need for providing diverse senior housing options to accommodate different demands from the growing senior population in Korea. One option can be the university-based retirement community (UBRC) which is linked to the adjacent universities and offers various physical, educational, and recreational programs for residents. The primary purpose of this study was to identify major features of the UBRC in terms of development, management, level of college participation, and types of care services for senior residents and to suggest future implementation directions in Korea. Two cases from the United States were selected and investigated to accomplish this goal. Main features of the UBRC were identified as follows: The university linked to each subject community was strongly involved in the development process. Their original residents were mainly recruited from university retirees. The strong university involvement became diminished as the retirement communities got settled down. This study analyzed these architectural, managerial, and development features and suggested future implication directions of university-based retirement communities in Korea.
Ecotourism has the potential to boost the energy of a village as it pays keen attention to the ecosystem and the residents of the village. It is empowered by participation of and cooperation among stakeholders who are closely involved in ecotourism. However, many of them express difficulty in striking a right balance between development and conservation with regard to promoting ecotourism. Against this backdrop, this research paper investigates the structure of conflict that the stakeholders, especially those in Stork Village in Yesan County, South Chungcheong Province of Korea, experience during the process of establishment of government-led ecotourism. In addition, this study examines the problems of government-led ecotourism model and how they can be addressed. To analyze conflict structure, this paper used Q methods and found out that the budget-related stakeholders are largely divided into four groups as who; a) complain about how business profits are distributed; b) secure profits by expanding programs; c) consider human settlement, and; d) broaden people's participation. The biggest contributor to the conflicts is found that compensation was given discriminately to different jurisdictions. The second finding is that residents became less cooperative when the financial compensation did not live up to their expectation. For instance, they would demand the tourism facility physically expanded, repeatedly complain about the process of the work, and even accuse the government of degrading ecosystem. In other words, unless the compromise is reached with the residents regarding financial compensation, it could be difficult to encourage their participation and develop as a program-oriented tour. Lastly, the tour program needs to induce voluntary participation of the residents and deliver proper information on ecosystem and natural resources so as to last as sustainable ecotourism. The success of ecotourism will be subject to the cooperation of stakeholders in a region, conservation of our fragile ecosystem, and realization of sustainable growth through sharing economic benefits. This study looks into the cause of the conflicts of ecotourism sites and their structure. If this paper can bring about cooperation of stakeholders, the management and operation of ecotourism sites would be more sustainable.
