Traditionally, postal services that produce and deliver paper-based notices have been the mainstream. The reason is that it has the function of distribution and proof of delivery in the postal delivery system as well as the advantage of information delivery through postal delivery. After all, for the purpose of distribution and proof of delivery, many organizations use paper-based postal notices. However, in recent years, it has been in the spotlight to produce a paper-based postal notice as an electronic notice and deliver information to a mobile device through the Internet. In this paper, we propose a safe interworking method for user identification information required for private institutions to transmit mobile electronic notices. In order for a private institution to accurately deliver an electronic notice to a mobile service subscriber, a means to confirm whether the private institution and the mobile device subscriber are the same person is required. In the mobile electronic notification service, the connecting information provided by the personal identity proofing agency is used as a means of user identification. Connecting information is called a resident registration number on the Internet and is one-way hash information that can only be created by the personal identity proofing agency designated by the government. In order to transmit a mobile electronic notice, it is necessary to share connecting information for the same user identification between the institution that requests the sending of the electronic notice and the institution that processes the sending of the electronic notice. Connecting information is personal information that can uniquely identify a user, and if it is disclosed, damage such as personal information infringement may occur. As such, it is necessary to prevent problems that may arise from misuse and abuse of connecting information as well as increase in the benefits of sending the mobile electronic notice. In this paper, a safe and effective mobile electronic notification service can be performed by suggesting a method for safe interworking of information related to the mobile electronic notification service.
Conducting face-to-face surveys is difficult and cost prohibitive, necessitating a new attempt to build a probability-based panel in South Korea. Since 99.9% of adult Koreans own a mobile phone, mobile phone numbers provide a viable sampling frame. Random digit dialing (RDD) surveys were conducted August-December 2021. Of the 288,056 valid phone numbers dialed, 13,655 respondents between the ages of 19 and 69 completed a phone survey. These respondents were later invited by text message to join a panel; 3,202 of these (23.4% or 1.2% based on the number initially contacted) joined the panel. When compared to official government statistics like resident registration data, the census, or the Social Survey, this new probability-based panel can be said to be representative of the Korean population on the basis of age, gender, location, marital status, and household size after weighting is applied. However, even after weighting, panel members are more educated than the general population, white-collar workers and self-employed people are overrepresented, and blue-collar workers are underrepresented. As of February 2023, this panel has grown to 10,471 participants with plans to continue to invite more panel members in the same way. Based on the comparisons in this paper, we can regard this panel as a cost-effective, probability-based panel that may be used for various kinds of public opinion research, by researchers both within and outside of Korea. As we continue to refine and grow this panel, we hope it will become more widely used by researchers as well as provide a model for those building similar panels in other countries.

Background: The purpose of this study was to explore the relationship between the local extinction index and total medical service utilization. Methods: A fixed effects model in panel analysis was performed for the 228 administrative districts in Korea. The statistical yearbook on the usage of medical services by region and Korean Statistical Information Service data were used from 2010 to 2019 for analysis. Medical service utilization was represented by the number of visits day, the number of inpatient days, and medical charges. Control variables were selected by using an Anderson model. The local extinction index was calculated using resident registration population data. Results: Descriptive statistics showed that the number of areas at risk of extinction increased from 61 to 95 for the study years. In addition, the number of visits, the number of inpatient days, and medical charges all increased during the study years. After controlling for variables affecting medical service utilization and doing a panel fixed effects model, the result suggested that a one-step increase in the local extinction index was significantly associated with a 12.29% decrease in medical charges of inpatients, a 7.33% decrease in medical charge of outpatient, a 5.21% decrease in the number of inpatient day, and a 5.54% decrease in the number of visits day. Conclusion: This study showed that the higher the region's extinction risks, the higher the region's total medical service utilization. The results of this study suggested that there was a disparity in medical service utilization between areas at risk of extinction and areas not at risk of extinction, so measures should be taken to address this disparity.

In order for the large amount of collected data sets to be used as deep learning training data, sensitive personal information such as resident registration number and disease information must be changed or encrypted to prevent it from being exposed to hackers, and the data must be reconstructed to match the structure of the built deep learning model. Currently, these tasks are performed manually by experts, which takes a lot of time and money. To solve these problems, this paper proposes a technique that can automatically perform data processing tasks to protect personal information during the deep learning process. In the proposed technique, privacy protection tasks are performed based on data generalization and data reconstruction tasks are performed using circular queues. To verify the validity of the proposed technique, it was directly implemented using C language. As a result of the verification, it was confirmed that data generalization was performed normally and data reconstruction suitable for the deep learning model was performed properly.
Personal information processing works, including resident registration number is common to be consigned by IT specialized company due to high level expertise and tremendous cost. The accident related to personal information is increasing and most of accidents are caused by the consignee's leaking information. According to the Inspection of personal information protection and the management level diagnosis of personal information protection, public Institutions need to build the consignee's accident prevention and personal information management system as soon as possible. In this paper, the efficient enhancement ways for the personal information protection is studied. We analyze the law of business consignment and select basic management items related with personal information protection, and propose a analysis scheme for management level of personal information protection and a enhancement scheme for management system of personal information protection. This paper suggests consignee's management system of personal information protection for the enhancement way and the three Strengthening ways in law. To compose the a enhancement scheme for management system of personal information protection, we conduct questionnaire survey to 30 consignees(IT maintenance, notice printing, call center, welfare center) related to typical tasks of public organizations, present reference for this scheme, and execute verification of this scheme by focus group interview of consignor and consignee.
According to the Housing Lease Protection Act, even though it is not registered, if the lessee has completed delivery of a house and the resident registration, the lease shall take effect against the third person from the following day thereof. Any lessee who has met the requirements for opposing power and obtained the fixed date on the lease contract document, shall be entitled to receive the repayment of the deposit from the converted price of the leased house, in preference to any junior obligors and other creditors, at the time of an auction as provided by the Civil Execution Act and a public sale as prescribed by the National Tax Collection Act. The lessee shall be entitled to receive a repayment of a specified amount of the deposit in preference to other persons having the security rights in the leased house. However those provisions give rise to many problems because the Housing Lease Protection Act allows the opposing power and the right of preferential payment from the following date of fulfillment of the requirement. For the purpose of solving the problems, this study suggests that the Housing Lease Protection Act need to be amended as follows. The fixed date should be added to the requirement of opposing power and the preferential right of specified deposit repayment. In addition, the commencement of opposing power and preferential right of deposit repayment need to be taken effect from the day that the requirement is fulfilled.
Due to the rapid development of medical information, vast amounts of medical data are accumulating, and such medical data is highly likely to be used as an important data for solving the aging population and the rapid rise in medical cost. Especially in Korea, there are resident registration numbers and computerized usage data for all citizens, so it can be superior to other countries in terms of medical infrastructure that can utilize big data. The purpose of this study was to analyze the factors affecting the mortality and death rate of Gangwon using the Big Data and the National Statistical Office data centered on Kangwon province. As a result of analysis, major variables related to the mortality rate of Gangwon were hospital infrastructure utilization rate, income level, aging population and population density. Therefore, inequalities due to income disparities and insufficient local medical infrastructures were affecting the local mortality rate, and policy support was needed to improve the local hospital infrastructure and income level. The results of this study were meaningful in that medical big data were used to analyze the deaths of people in Gangwon, and the causes of the deaths were analyzed through various social indicators and correlation analysis.

The purpose of this study is to estimate the housing area per capita for verifying if the public Big Data, of the building ledger and resident registration ledger, can be used as well as the National Census and Housing Survey. The Mankiw and Weil (MW) model was constructed by extracting samples of general detached houses and flat houses from the public big data, and compared with the result from traditional survey method. Then, the MW models of 25 municipalities in Seoul was established. As a result, it can be confirmed that it is possible to establish MW models comparable to regular surveys using public big data, and to establish a model for each basic localities which was difficult to use as a regular survey method. Public Big Data has the advantage of expanding the knowledge frontier, but there are some limitations because it uses data generated for other original purposes. Also, the difficult process of accessing personal information is a burden to carry out analysis. It is expected that continuing research should be needed on how public Big Data would be processed to complement or replace traditional statistical surveys.
Objectives: The purpose of the study is to investigate the cognition of dental caries prevention by the level of socioeconomic status based on Gallup survey in Korea. Methods: This study was done by Korean Gallup survey in October, 2010. A trained researcher carried out the computer aided telephone interview(CATI) using a structured questionnaire. This study was based on the latest population statistics of resident registration and whole country's phone data base. This survey included 869 selected Korean adults over 19 years old, and they were asked to answer a CATI. The questionnaire consisted of general characteristics of the subjects and socioeconomic factors including age, gender, education level, monthly income, and residential area. Cognition of dental caries prevention was measured by Likert 4 scale including 'much', 'a little', 'rarely', and 'never'. The attitude toward dental caries prevention consisted of daily tooth brushing frequency, experience of oral health education, regular dental checkup, chewing gums(xylitol), regular scaling, and use of oral care devices. Data were analyzed using SPSS 20.0 for frequency analysis, t-test, chi-square test, and one way ANOVA. Cronbach's alpha was 0.462 in oral health concern and attitude. Results: Mean of the frequencies of daily tooth brushing in men was 2.54 times and 2.78 in women. By the comparison to age group, 35-44 years old group had 2.82 times, 19-37 years old group had 2.72 times, and 45-64 years old group had 2.51 times. The level of education and monthly income was proportional to the tooth brushing frequency. Highly educated and higher monthly income group received regular dental checkup within a year and used the auxiliary oral health care devices. Conclusions: This study suggested the relationship between dental caries prevention and socioeconomic status. It is important to provide the low socioeconomic group with the better oral health promotion services in the future.

The mobile electronic notification service delivers notifications through mobile phone text or app-based message push to solve various problems of the paper-based mail service. And it is a service that an electronic document relay company proves to prove delivery. In order for public and administrative agencies to provide mobile electronic notification service, the user's identification information of the mobile phone number or the subscribed app is required. To overcome these limitations, ICT-regulated sandbox system was used to allow collective conversion of users' resident registration numbers into connecting information (CI). Therefore, in this paper, we propose a technical method for safe management of user CI in mobile electronic notice service, identity verification of electronic notice readers, and prevention of forgery and forgery of electronic notices. Through the proposed method, it is confirmed that the service can be activated by minimizing the adverse function of the mobile electronic notification service by securing the user's convenience and technical safety for the CI.
