This study was carried out to gather basic data for the purpose of proposing a plan to improve the water quality and conserve the aquatic ecosystem of the Singu Agricultural Reservoir in Korea. The water quality, sediment composition, benthic macroinvertebrate distribution, and fish distribution in the Singu Reservoir were analyzed; the reservoir is located close to farmlands, forests, villages, and livestock breeding areas. The results of the water quality analysis are as follows: 5.8~7.8 mg/L for dissolved oxygen, 13.1~20.7 mg/L for chemical oxygen demand, 14.4~18.8 mg/L for suspended solid, 0.96~1.70 mg/L for total nitrogen, 0.07~0.11 mg/L for total phosphorous, and $41.9{\sim}49.8{\mu}g/L$ for $chlorophyll-{\alpha}$. In total, 75 benthic macroinvertebrate specimens belonging to 4 classes, 7 orders, 14 families, and 17 species were recorded. The ecological scores of the benthic macroinvertebrate communities ranged from 11 to 23. Fish specimens recorded belonged to two families and four species. The dominant fish species were Carassius auratus and Pseudorasbora parva, both of which are water-pollutant tolerant species.

Recently, estuary reserovoirs have been actively constructed in Korea and also in Japan there are a large number of estuary reservoirs constructed. But most of the estuary reservoirs are located at the downstream of a river where geographical condition is best for the construction of an enclosing dam. And an effective utilization of water from the estuary reservoir seems to be difficult even if estuary reservoirs are considered to be the water resources the most available for their watershed. Studies on estuary reservoirs so far have been mainly concentrated on the physical and engineering problems of the dam construction itself. The purpose of the present study is to review the estuary reservoir planning in connection with the water resources development and to study a basis of the planning. First, the levels of water use in Korea and Japan were compared with those of other countries in the world. And then, some representative reservoirs were selected to study the roles of a reservoir and water-using conditions in the watershed. Based on the study, a survey was given on the relation between a dam construction upstream and an estuary reservoir construction downstream of a river. Finally, a comprehensive examination was made of the bases of estuary reservoir planning. (1) The estuary reservoir planning is deeply related to the plan for water use develo- pment in the watershed. After the upstream water resources were fully developed up to the most, water reso- urces development by an estuary reservoir should be started. (2) If an estuary lake has a capacity big enough, it can store flood discharge of the watershed without any loss and become a basic facility that will bring about the maxi- mum use of water from the watershed. (3) Estuary reservoirs store water used in the upstream watershed, so recycling of water use is attained by the reservoir. Water in the estuary lake is difficult to be fresh water in its long run. Therefore, estuary reservoir should be located at a place where polluted water is purified and refused. All the planning should be based on the assumption that water in the estuary lake is not fresh but polluted after a long time. (4) The estuary lake can only supply water to the lower basin directly. But the upstream area is benefited from the estuary lake by exchange of irrigation water sources between the lower and the upper area. So a large-scale exchange plan between new and existing water resources is important. By constructing estuary reservoirs and the exchange of water sources between upper and lower areas, the reasonable maximum use of water from the whole watershed is at- tained. (5) The big problem coming from the water resources development by an enclosing estuary is salt water intrusion into the lake. To maintain the estuary lake salt-free, multi-purpose use of the lake should be avoided. It is necessary to take such fundamental measures as abolition of back flow operation of gate, and the closing of the fish port and the fish ladder. The results mentioned above were found in this study and these results of this study could be used for the adequate planning of estuary reservoirs in connection with the maximum water use of the watershed.
In this paper, the study area is selected Sungju Reservoir which was constructed with an agricultural purpose and determined the optimal water management plan among the five cases of classified irrigation area by using Linear Programming. As a results of reservoir operation, the additional water quantity of classified irrigation area showed 16.036${\times}$10$\^$6/m$^3$3/year, 19.404${\times}$10$\^$6/m$^3$/year, 18.864${\times}$100$\^$6/m$^3$/year, 4.032${\times}$10$\^$6/m$^3$/year and 0.672${\times}$10$\^$6/m$^3$/year and the total water supply quantity showed 69.628${\times}$10$\^$6/m$^3$/year, 70.048${\times}$10$\^$6/m$^3$/year, 67.979${\times}$10$\^$ 6/m$^3$/year, 67.979${\times}$10$\^$6/m$^3$/year, and 69.939${\times}$10$\^$6/m$^3$/year respectively. Therefore, the case-II was adopted with water management plan of optimum. It is also known that the maximum irrigation area augmentation effect appears in the case which will use the additional water quantity in field irrigation of the case-II which was adopted.
BACKGROUND: Eutrophication occurs occasionally in reservoirs around lake in summer and early autumn. Lakeside macrophyte which is one of internal pollutants effects on water quality when it is submerged during rainy season. To improve water quality of water supply source in Boknae reservoir around Juam lake, characteristics of nutrient(N, P) uptake and release by submerged plants were investigated. METHODS AND RESULTS: In order to establish the management plan of submerged plants in Boknae reservoir around Juam lake, water level, rainfall, flooding and non-flooding areas, biomass of dominant plants, contents of nitrogen and phosphorus were investigated during 7 months(August, 2010 through February, 2011). Dominant plants were Miscanthus sacchariflorus(MISSA) and Carex dimorpholepis(CRXDM) in Boknae reservoir. Total plant area of Boknae reservoir in August, 2010 was 987,872 $m^2$. In Boknae reservoir, flooding occurred from August until February caused by rainfall during rainy season. The total amounts of nitrogen and phosphorus uptakes by MISSA were 247 and 22 kg/total reservoir area, respectively. By CRXDM, the total amounts of nitrogen and phosphorus uptakes were 11,340 and 1,231 kg/total reservoir area, respectively. The total amounts of nitrogen and phosphorus residues by MISSA were 34 and 11 kg/total reservoir area, respectively. By CRXDM, the total amounts of nitrogen and phosphorus residues were 491 and 68 kg/total reservoir area, respectively. CONCLUSION(S): Total amounts of nitrogen and phosphorus releases in Boknae reservoir were 12,212 and 1,324 kg/total reservoir area, respectively. The results demonstrate that total nitrogen and total phosphorus in water were strongly influenced by submerged plants. Therefore, management plan for submerged plants during rainy season will be needed to improve water quality of water supply source in Boknae reservoir around Juam lake.
The major reason to construct large dams is to store surplus water during rainy seasons and utilize it for water supply in dry seasons. Reservoir storage has to meet a pre-defined target to satisfy water demands and cope with a dry season when the availability of water resources are limited temporally as well as spatially. In this study, a Hedging rule that reduces total reservoir outflow as drought starts is applied to alleviate severe water shortages. Five stages for reducing outflow based on the current reservoir storage are proposed as the Hedging rule. The objective function is to minimize the total discrepancies between the target and actual reservoir storage, water supply and demand, and required minimum river discharge and actual river flow. Mixed Integer Linear Programming (MILP) is used to develop a multi-reservoir operation system with the Hedging rule. The developed system is applied for the Han River basin that includes four multi-purpose dams and one water supplying reservoir. One of the fours dams is primarily for power generation. Ten-day-based runoff from subbasins and water demand in 2003 and water supply plan to water users from the reservoirs are used from "Long Term Comprehensive Plan for Water Resources in Korea" and "Practical Handbook of Dam Operation in Korea", respectively. The model was optimized by GAMS/CPLEX which is LP/MIP solver using a branch-and-cut algorithm. As results, 99.99% of municipal demand, 99.91% of agricultural demand and 100.00% of minimum river discharge were satisfied and, at the same time, dam storage compared to the storage efficiency increased 10.04% which is a real operation data in 2003.

The city of Siheung in the Kyunggi-do Province has various natural resources such as the ocean, mountains, wide farmland, various types of wetlands, streams and rivers. In addition, the city has a big greenbelt, which consists of two-thirds of the area, where development has been regulated. Since the city has a relatively well-preserved natural environment, it offers a great potential for regional development. The purpose of this study is to create an eco-tourism resource plan for the Mulwang reservoir, which offers many opportunities for ecotourism in the city of Siheung. This study includes a literature review for planning elements and suggests a comprehensive plan that includes conservation, eco-restoration, route program and practice program for ecotourism in and around the site. The plan also includes eco-farming, a visitor center, an ecovillage, the chance to experience livestock farming, opportunities to learn about and experience the forest, tracking, eco-learning, an environmental interpretation facility, fishing and aquatic-oriented leisure activities. This study's process and results show possibilities that can be applied to other areas where eco-tourism using natural resources is used for regional development.

In this study, the flow in the spillway of Gun-nam flood control reservoir were simulated by using FLOW-3D model. The discharge in the overflow weir and flow stability in approach channel were investigated with the original design plan. The results show that the scale of spillway is unsuitable and the flow in approach channel is unstable. To solve this problem, therefore, the alternative design plan were formulated. The flow in the spillway were simulated with the alternative design plan. The results show that the scale of spillway is suitable and the flow in approach channel is stable.

This study assessed the reliability of the agricultural water supply based on future climate change scenarios, and suggested plans to improve the reliability in order to promote the adaptability of irrigation water in agricultural reservoirs to climate change. The assessment of agricultural water supply reliability was performed on reservoirs which had a lower water quantity than their design basis and which had recently been subject to drought. In other words, from the irrigation districts of main intake works among the reservoirs managed by the Korea Rural Community Corporation, 1~2 districts in each province-that is, a total of 13 districts -that were recently designated as a district for securing agricultural water (drought prevention district) were selected. Climate change scenarios were applied to the selected districts to analyze their future water supply reliability compared to the current level. All districts selected showed a drought frequency of 4 years or shorter, which demonstrated the need to establish climate change response plans. As plans for responding to climate change, a plan that utilizes supplemental intake works to reduce the area of the irrigation districts of main intake works, and another one that increases the capacity of main intake works were adopted to reanalyze their water supply reliability. When the area of the irrigation districts of main intake works was reduced by about 30~40%, the drought frequency dropped to more than 10 years, securing the reliability of water supply. To secure the reliability by increasing the capacity of main intake works, it was calculated that about 19,000~2,400,000 tons need to be added to each reservoir. In addition, climate change response plans were suggested to improve the reliability of the water supply in each district based on the results of economic analysis.
To provide the operation rule curve for suppling instream flow to urban stream from reservoir, the Soho reservoir with watershed area of 7.4 $km^2$ and total water storage of 2.58 $Mm^3$ was planned at the headwaters of the Daejeoncheon. Daily streamflow was simulated and using the simulated streamflow and desired instream flow, the operation rule curve by Senga method was drawn and evaluated through reservoir operation. Senga method is derived by accumulating the differences between streamflow and desired instream flow adversely. Water storages were simulated on a daily basis to supply urban instream flow from Soho reservoir, but the amount of supplying instream flow to urban stream was not nearly increased comparing with that of normal operation that does not used the rule curve. Thereafter the new simulation-based operation rule curve was derived and applied to supply instream flow from Soho reservoir. In normal operation, the amount of instream flow was shown to 15,000 $m^3$/d, but it was increased to 27,700 $m^3$/d in withdrawal limited operation using the new derived rule curve, in which the applicability of this rule curve was proved. Also comparing with the flow duration curves at station just before urban Daejeoncheon stream without and with upstream Soho reservoir, the 95th flow was decreased from 1.64 mm/d to 1.51 mm/d, and the 355th flow was increased from 0.17 mm/d to 0.30 mm/d. Monthly streamflows during October to March were increased from 10.6~24.1 mm to 24.1~34.0 mm with the increasing rate of 141~227%.

Large quantitive of polllutants are washed into reservoirs during storm events. These polllutants contribute to eutrophication, such as algal blooms and fish kills. This study was conducted for the purpose of assessing the pollutant removal possibilities of sedimentation pool formed by deep dredging of a reservoir inlet. Water quality data were collected in the Masan reservoir, whose inlet has been dredged deep like sedimentation pool. The average concentration of chemical oxygen demand(COD) , toatal nitrogen(T-N) and total phosphrous(T-P) in the deep dredged area were 8.7 ~20.5mg/ι (T-N), 0.17~0.84mg/ι(T-P), which were 4.9%(COD), 29.0%(T-N) and 44.8%(T-P) higher than those of middle part of the reservior. The texture of sediment in the dredged area was silty loam, while that of the middle part was sandy clay loam. Organic matter contents, T-N and T-P of the bottom soil in the dredge area showed higher values than the middle part of the reservoirs. From these results, it was considered thedeep dredged area in the inlet of reservoir might play a key role to settle pollutant particulate. Based on the result of water quality analysis, deep dredging of the reservoir inlet could be assessed to reduce T-N and T-P of the reservoir about 6.5% , 8.3%, respectively. However, the effect of the sedimentation pool would be raised if the settled particles were taken into account in assessing water quality improvement for the reservoir. Accordingly, dredging of a reservoir inlet to make a shape of sedimentation pool is recommended for water quality improvement of reservoir in the stage of dredging plan.
