Evaluation of Supplying Instream Flow by Operation Rule Curve for Heightening Irrigation Reservoir (이수관리곡선에 의한 증고저수지의 하천유지유량 공급 가능성 평가)

  • Baekgog reservoir is located in Jincheon county, Chungbuk province, of which full water levels will be heightened from EL. 100.1 m to EL. 102.1 m, and total storages from 21.75 $Mm^3$ to 26.67 $Mm^3$. The simulation for reservoir inflow was conducted by DAWAST model. The annual average irrigation water was estimated to 33.19 $Mm^3$ supplied to 2,975 ha and the instream flows could be allocated with 0.14 mm/d from October to April with annual average of 2.52 $Mm^3$. The operation rule curve was drawn using inflow, irrigation, and instream flow requirements data. The reservoir water storage was simulated on a daily basis in case of both normal and withdrawal limit operation. In case of normal operation, the annual average irrigation water supply increased from 31.95 $Mm^3$ to 33.32 $Mm^3$, the instream water supply from 2.40 $Mm^3$ to 2.44 $Mm^3$, the water storages from 15.74 $Mm^3$ to 19.88 $Mm^3$, and the water supply reliability from 77.3 % to 81.6 %. In case of operation with withdrawal limit, the amount of instream water supply was 2.52 $Mm^3$ from reservoir regardless of the condition while the water storage increased from 16.77 $Mm^3$ to 20.65 $Mm^3$. The irrigation water supply capacity was appropriate for the case of normal operation with 2 m heightened condition. The present instream water supply capacity was 35,000 $m^3$/d (6.86 $Mm^3$/y) while 42,000 $m^3$/d (8.36 $Mm^3$/y) in 2 m heightened condition in case of withdrawal limit operation.

  • In this research, multi reservoir operation methods for reservoirs in Han River are proposed based on the single dam operation models using fuzzy control techniques. The result of fuzzy controled single dam operation has shown that it can improve flood controllability at the downstream of dams. Among the many control rules of fuzzy operation, a rule that shows the most effective flood control rate at the downstream has been selected as Ike operation rule. The simulated results for 1990 and 1995 flood events are compared with historical ones. As the results, it is founded that suggested models can reduce the inundation of upstream and keep the water elevation lower at downstream, which make the proposed models as the effective methods in multi reservoir operation.

  • This paper describes the development of real-time irrigation reservoir operation models that adequately allocate available water resources for paddy rice irrigation. Water requirement deficiency index(WRDI) was proposed as a guide to evaluate the operational performance of release schemes by comparing accumulated differences between daily release requirements for irrigated areas and actual release amounts. Seven reservoir release rules were developed, which are constant release rate method (CRR), mean storage curve method(MSC), frequency analysis method of reservoir storage rate(FAS), storage requirement curve method(SRC), constant optimal storage rate method (COS), ten-day optimal storage rate method(TOS), and release optimization method(ROM). Long-term forecasting reservoir operation model(LFROM) was formulated to find an optimal release scheme which minimizes WRDIs with long-term weather generation. Rainfall sequences, rainfall amount, and evaporation amount throughout the growing season were to be forecasted and the results used as an input for the model. And short-term forecasting reservoir operation model(SFROM) was developed to find an optimal release scheme which minimizes WRDIs with short-term weather forecasts. The model uses rainfall sequences forecasted by the weather service, and uses rainfall and evaporation amounts generated according to rainfall sequences.

Rural Water Supply from the Irrigation Reservoir

  • Irrigation water has been mainly used for paddy rice. Irrigated paddy land tends to be recently converted to land for green house, farm house, and rural-industrial complex. Consequently, demand of water for crops, domestic & industrial, rural recreations, small-scaled hydropower, livestocks, and environment in the rural area, so called rural water, is rapidly increasing. In order to supply rural water, water in the existing irrigation reservoir could be enlarged by repairment of irrigation canal and reinforcement of irrigation reservoir, and be saved by the operation rule curve, utilization of dead water, and balanced storage management.

  • The state of drought was evaluated by the operation rule curve. From the present percentage of reservoir storage and the operation rule curve, it could be determined to ristrict the irrigation water supply to a certain level and eventually to overcome the shortage of water in the irrigation reservoir.

  • Reservoir operators and managers need to present a rational basis of determining releases for a flood event. This study divides a forecasted flood hydrograph by two parts on the basis of non-damaging discharge, which consists of one part con,trolled by non-damaging discharge and another controlled by using flood control storage of the reservoir. In case of using flood control storage, a new reservoir operation method. called TRF (Transformed Reservoir Flood) ROM, is suggested for the operating rules during a flood to consider the reservoir security as well as the operational efficiency. This paper presents an application of the methodology to the operation of a single multipurpose reservoir at the Taechong Dam during flood and the results analyzed.alyzed.

  • The principal operation rule of irrigation reservoir is to accelerate the water use and supply water actively when water is sufficient, and to restrict water use and supply water deficiently in order not to stop the irrigation activity when water is scarce. In drought seasons. water should be saved in order to keep the reservoir not to be dried up during the irrigation season. It is important to know how much water should be saved, depending on the rice-growing season and water storage volume. For the drought control of irrigation reservoirs. the rotational irrigation scheduling in paddy with the operation rule curve developed in this study could be utilized as a software program to install TM/TC system for irrigation water supply by automation facilities.

Water Resources Utilization Pattern of JangSung Reservoir (장성호 수자원 이용 패턴)

  • The Water resources utilization pattern of Jangsung reservoir was studied. The observed precipitation and existing reservoir operation data such as irrigation amount, reservoir storage, river maintenance requirement, flood control discharge were collected for ten years period and analyzed. Major findings of this study are as follows: The observed average, minimum, maximum annual precipitation were 905.1mm, 1,977.3mm, 1,554.3mm during study period, respectively. The average annual irrigation amount was 554.5mm, irrigation amount of drought years of '92 and '94 was 604.6mm, 679.2mm, respectively. However, irrigation amount of extended drought year '95 was 384.9mm. It showed that supplying capacity of Jangsung reservoir was limited when consecutive 2 year drought occurred. The main water resources usage of Jangsung reservoir was irrigation, but flood control discharge exceed irrigation amount exceptionally when high precipitation occurred. The reservoir operation record revealed that discharge for river maintenance was delivered even drought years.

OPTIMUM STORAGE REALLOCATION AND GATE OPERATION IN MULTIPURPOSE RESERVOIRS

  • This research is intended to integrate long-term operation rules and real time operation policy for conservation & flood control in a reservoir. The familiar Yield model has been modified and used to provide long-term rule curves. The model employs linear programming technique under given physical conditions, i.e., total capacity, dead storage, spillways, outlet capacity and their respective elevations to find required and desired minimum storage fur different demands. To investigate the system behavior resulting from the above-mentioned operating policy, i.e., the rule curves, the simulation model was used. Results of the simulation model show that the results of the optimization model are indeed valid. After confirmation of the above mentioned rule curves by the simulation models, gate operation procedure was merged with the long term operation rules to determine the optimum reservoir operating policy. In the gate operation procedure, operating policy in downstream flood plain, i.e., determination of damaging and non-damaging discharges in flood plain, peak floods, which could be routed by reservoir, are determined. Also outflow hydrograph and variations of water surface levels for two known hydrographs are determined. To examine efficiency of the above-mentioned models and their ability in determining the optimum operation policy, Esteghlal reservoir in Iran was analyzed as a case study. A numerical model fur the solution of two-dimensional dam break problems using fractional step method is developed on unstructured grid. The model is based on second-order Weighted Averaged Flux(WAF) scheme with HLLC approximate Riemann solver. To control the nonphysical oscillations associated with second-order accuracy, TVD scheme with SUPERBEE limiter is used. The developed model is verified by comparing the computational solutions with analytic solutions in idealized test cases. Very good agreements have been achieved in the verifications.

  • The Upper Fenhe Reservoir System studied by KOWACO to supply water to Taiyuan City, capital of Shanxi Province in China, is a very complicated one. Many reservoirs will be connected serially and it will be operated as a multi-purpose and multi-criteria system because several objectives and appraisal functions are taken into account regarding system operation. For reservoirs in the system, the critical system operation objectives are to minimize water shortage and reservoir sediment. Furthermore the reservoir system will be jointed with a large-scale pumping system, namely Yellow River Diversion Project. The water development cost in the Yellow River Diversion Project is much higher than that of reservoir system, and around the year 2020 the diversion volume will be twice of the surface water available in the Upper Fenhe Basin. In this study, an optimization technique for connecting the system of reservoirs and pumping station was developed to solve a conjunctive low River Diversion Project. The developed scheme includes a suggestion on the combining methodology of real reservoir system and pumping system using imaginary reservoir concept for the Yellow River Diversion Project, and practical examples to the minimization problem of the Yellow River diversion satisfying other reservoir operation objectives.
