델파이기법을 활용한 국가 공공(公共)백신 연구개발 정책수립 기초조사 (A Delphi Study on National Public Vaccine Research and Development Policy in Korea)

  • Vaccination is the most powerful and useful preparation against infectious diseases. However, developing vaccines costs a lot and requires extensive long-term efforts. Therefore, the government should research and develop vaccines with a national-level policy. To greatly enhance the success rate of vaccine development, the policy should be set up considering priorities such as the current status of domestic research, the importance for public health, the urgency of research. The Delphi technique was utilized to draft this survey, through a brainstorming stage, then two inquiries, and finally the final panel meeting where unresolved items were discussed, to draw the conclusion. Among the results, firstly, the highest ranked item on centralized fields for vaccine development by the Ministry of Health was 'self-sufficiency of vaccines.' Secondly, 'emerging infectious disease' was most highly ranked in prioritized fields of vaccine development and research. Thirdly, for the vaccine that needs to be improved and developed further by the government to improve its efficacy and safety, BCG (Bacille de Calmette) for tuberculosis was ranked the highest on both types (intradermal and subcutaneous injection) from National Immunization Programme (NIP) and non-NIP. As for the high risk pathogens, 'anthrax' and 'smallpox' were first and second, consecutively. Lastly, 'development and control of vaccine candidates' was ranked the highest for the area in need for technique development in order to improve domestic vaccine's research level. The results of this study will be put to good use as basic data for the national vaccine research and development (R&D) policy of the country. This study was first step and more studies should be carried out for the final decision of the national vaccine R&D priority.

Development of Novel Materials for Reduction of Greenhouse Gases and Environmental Monitoring Through Interface Engineering

  • The present work considers work considers research strategies to address global warming. Specifically, this work considers the development of technologies of importance for the reduction of greenhouse gas emission and, especially, the materials that are critical to these technologies. It is argued that novel materials that are essential for the production of environmentally friendly energy may be developed through a special kind of engineering: interface engineering, rather than through classical bulk chemistry. Progress on the interface engineering requires to increase the present state of understanding on the local properties of materials interfaces and interfaces processes. This, consequently, requires coordinated international efforts in order to establish a strong background in the science of materials interfaces. This paper considers the impact of interfaces, such as surfaces and grain boundaries, on the functional properties of materials. This work provides evidence that interfaces exhibit outstanding properties that are not displayed by the bulk phase. It is shown that the local interface chemistry and structure and entirely different than those of the bulk phase. In consequence the transport of both charge and matter along and across interfaces, that is so important for energy conversion, is different than that in the bulk. Despite that the thickness of interfaces is of an order to a nanometer, their impact on materials properties is substantial and, in many cases, controlling. This leads to the conclusion that the development of novel materials with desired properties for specific industrial applications will be possible through controlled interface chemistry. Specifically, this will concern materials of importance for energy conversion and environmental monitoring. Therefore, there is a need to increase the present state of understanding of the local properties of materials interfaces and the relationship between interfaces and the functional properties of materials. In order to accomplish this task coordinated international efforts of specialized research centres are required. These efforts are specifically urgent regarding the development of materials of importance for the reduction of greenhouse gases. Success of research in this area depends critically on financial support that can be provided for projects on materials of importance for a sustainable environment, and these must be considered priorities for all of the global economies. The authors of the present work represent an international research group economies. 의료서비스 마케팅을 위한 품질지각과 만족에 관한 연구 (A Study on Qulity Perceptions and Satisfaction for Medical Service Marketing)

  • INSTRODUCTION Service quality is, unlike goods quality, an abstract and elusive constuct. Service quality and its requirements are not easily understood by consumers, and also present some critical research problems. However, quality is very important to marketers and consumers in that it has many strategic benefits in contributing to profitability of marketing activities and consumers' problem-solving activities. Moreover, despite the phenomenal growth of medical service sector, few researchers have attempted to define and model medical service quality. Especially, little research has focused on the evaluation of medical service quality and patient satisfaction from the perspectives of both the provider and the patient. As competition intensifies and patients are demanding higher quality of medical service, medical service quality and patient satisfaction has emerged as a critical research topic. The major purpose of this article is to explore the concept of medical service quality and its evaluation from both nurse and patient perspectives. This article attempts to achieve its purpose by (1)classfying critical service attibutes into threecategories(satisfiers, hygiene factors, and performance factors). (2)measuring the relative importance of need criteria, (3)evaluating SERVPERF model and SERVQUAL model in medical service sector, and (4)identifying the relationship between perceived quality and overall patient satisfaction. METHOD Data were gathered from a sample of 217 patients and 179 nurses in Seoul-area general hospitals. From the review of previous literature, 50 survey items representing various facets of the medical service quality were developed to form a questionnaire. A five-point scale ranging from "Strongly Agree"(5) to "Strongly Disagree"(1) accompanied each statement(expectation statements, perception statements, and importance statements). To measure overall satisfaction, a seven-point scale was used, ranging from "Very Satisfied"(7) to "Very Dissatisfied"(1) with no verbal labels for scale points 2 through 6 RESULTS In explaining the relationship between perceived performance and overall satisfaction, only 31 variables out of original 50 survey items were proven to be statistically significant. Hence, a penalty-reward analysis was performed on theses 31 critical attributes to find out 17 satisfiers, 8 hygiene factors, and 4 performance factors in patient perspective. The role(category) of each service quality attribute in relation to patient satisfaction was com pared across two groups, that is, patients and nurses. They were little overlapped, suggesting that two groups had different sets of 'perceived quality' attributes. Principal components factor analyses of the patients' and nurses' responses were performed to identify the underlying dimensions for the set of performance(experience) statements. 28 variables were analyzed by using a varimax rotation after deleting three obscure variables. The number of factors to be extracted was determined by evaluating the eigenvalue scores. Six factors wereextracted, accounting for 57.1% of the total variance. Reliability analysis was performed to refine the factors further. Using coefficient alpha, scores of .84 to .65 were obtained. Individual-item analysis indicated that all statements in each of the factors should remain. On 26 attributes of 31 critical service quality attributes, there were gaps between actual patient's importance of need criteria and nurse perceptions of them. Those critical attributes could be classified into four categories based on the relative importance of need criteria and perceived performance from the perspective of patient. This analysis is useful in developing strategic plans for performance improvement. (1) top priorities(high importance and low performance) (in this study)- more health-related information -accuracy in billing - quality of food - appointments at my convenience - information about tests and treatments - prompt service of business office -adequacy of accommodations(elevators, etc) (2) current strengths(high importance and high performance) (3)unnecessary strengths(low importance and high performance) (4) low priorities(low importance and low performance) While 26 service quality attributes of SERPERF model were significantly related to patient satisfation, only 13 attributes of SERVQUAL model were significantly related. This result suggested that only experience-based norms(SERVPERF model) were more appropriate than expectations to serve as a benchmark against which service experiences were compared(SERVQUAL model). However, it must be noted that the degree of association to overall satisfaction was not consistent. There were some gaps between nurse percetions and patient perception of medical service performance. From the patient's viewpoint, "personal likability", "technical skill/trust", and "cares about me" were most significant positioning factors that contributed patient satisfaction. DISCUSSION This study shows that there are inconsistencies between nurse perceptions and patient perceptions of medical service attributes. Also, for service quality improvement, it is most important for nurses to understand what satisfiers, hygiene factors, and performance factors are through two-way communications. Patient satisfaction should be measured, and problems identified should be resolved for survival in intense competitive market conditions. Hence, patient satisfaction monitoring is now becoming a standard marketing tool for healthcare providers and its role is expected to increase.

과학기술 경쟁력 제고를 위한 대형연구시설 및 장비 평가모형 분석 : 모형의 신뢰성 및 타당성 검토를 중심으로 (An Evaluation Model for the Major Science Research Facilities and Equipments to Enhance the Competitiveness of the Science and Technology: A Focus on the Test of Reliability and Validity of the Model)

  • 본 연구의 목적은 과학기술경쟁력 향상을 위한 대형연구시설 및 장비구축 평가모형을 도출하고 이 평가모형의 신뢰성 및 타당성을 검토하고자 한다. 분석결과, 대형연구시설 및 장비구축 평가모형에 대한 신뢰성 및 타당성이 높게 나타났다. 과학기술과 국가정책차원의 신뢰성 분석결과에서 2개의 구성요인의 신뢰성은 높게 나타나고 있어, 과학기술차원의 5개 측정지표들, 국가정책차원의 6개 측정지표들의 내적일관성이 매우 높음을 보여주고 있다. 또한 타당성 분석결과에서 과학기술, 국가정책차원은 내용타당성, 구성타당성 그리고 기준타당성이 높게 나타나고 있다. 또한 고차요인 분석결과에서 대형연구시설 및 장비구축 평가모형 적합도가 대체로 적합하게 나타나고 있어 평가모형과 자료가 잘 부합되고 있음을 보여주고 있다. 이러한 분석결과를 토대로 본 연구에서는 정책적 함의를 제시하고 있다.

친환경 브랜드 농산물 상품의 브랜드 가치 요인이 브랜드 만족, 신뢰, 충성도에 미치는 영향에 관한 연구 (The Effects of Environmentally-friendly Agricultural Product Brand Value on Brand Satisfaction, Trust and Loyalty)

  • Purpose - The objectives of this study are described as following. First, the study will establish the concept of Brand Values of Environmentally-friendly agricultural product through theoretical discussion. Second, it shows the effects of Environmentally-Friendly Agricultural Products brand value on Brand Satisfaction, Brand Trust and Brand Loyalty by empirical investigation. Third, in order to provide the methodology of brand development, literature regarding and questionnaire survey were used such as Environmentally-Friendly Agricultural Products Brand Value, Brand Satisfaction, Brand Trust and Brand Loyalty. Based up on the results, the research estimates consumers' relative priorities of Environmentally-Friendly Agricultural Products Brand Value factors in purchase. This research also suggests the consumer oriented new brand development and the progressive direction for the successful launching of Korean Environmentally-Friendly Agricultural Products Brand. Research design, data, and methodology - Because the relative literatures reviewed regarding not only each factor but also the relationships among them, Brand Value was categorized into 4 dimensions: Emotional, Social, Functional, and Epistemic Value. Then, Brand Loyalty was added as an outcome variable and Brand Satisfaction, Brand Trust were also added as mediators. The proposed research model and 13 hypotheses were created and 23 measurement items were developed. A face-to-face questionnaire survey with items concerning the Brand Value of Environmentally-Friendly Agricultural Products is conducted to housewives in metropolitan area in May 2016. Respondent answered about Brand Value, Brand Satisfaction, Brand Trust and Brand Loyalty in preferred Environmentally-Friendly Agricultural Products. 333 copies of the questionnaire were collected and analyzed using SPSS 21.0 and AMOS 20.0 to determine the reliability and validity of the measurements. Results - From the confirmatory factor analysis and a structural equation modeling, the outcomes of these studies were as follows; (1) Three Brand value dimensions, i.e. Emotional Value, Social Value, and Epistemic Value had a significant and positive impact on Brand Satisfaction, but Functional Value did not. (2) Social Value also had an impact on Brand Trust, (3) Brand Satisfaction significantly affected Brand Trust, and Brand Trust influenced on Brand Loyalty, and (4) Brand Satisfaction were perfectly effective in mediation between Emotional Value, Epistemic Value and Brand Trust, and it also partially mediated between Social Value and Brand Trust. Conclusions - According to the result of consumer research on Environmentally-Friendly Agricultural Product brand, 3 dimensions of brand value affected brand satisfaction, and especially Social Value was a significant positive dimension. So, marketers should concern about value proposition of Environmentally-Friendly Agricultural Product to consumers by using premium package design, store identity, and distinctive product. Consumers wanted to get self-esteem, self-regard, and high social position by purchasing it. This study has academic and practical significance, so the findings can be applied to a wide range of brand management strategies. However, there are some limitations; 1) limitation about development of new brand value dimensions, 2) limitation about gender in the area of respondents. Future research should be done with wide range of respondents.

발전설비 최적 정비를 위한 독립형 위험도 평가 소프트웨어 개발 (Development of Stand-Alone Risk Assessment Software for Optimized Maintenance Planning of Power Plant Facilities)

  • 위험도 평가 기술은 주로 플랜트의 많은 운영설비 중 대형사고나 피해를 유발할 수 있는 위험설비를 선별하는 목적으로 개발되었다. 현재 발전소에 설치되어 있는 설비관리시스템에는 초기 버전의 위험도 평가 모듈이 설치되어 있으나 문진 위주로 구성되어 통계적 기법에 기반을 둔 고장 확률 평가보다는 평가자의 주관적인 판단에 따라 평가 결과가 좌우되었다. 또한 발전회사 서버에 기반하였기 때문에 평가자가 공간 및 시간의 제약을 받을 수 밖에 없고 현장 활용에 한계가 있었다. 본 논문에서는 문진 대신 해석적 분석을 이용한 기본 고장확률을 계산하고 현장 검사 결과 및 검사 효용도를 분석할 수 있는 독립형 위험도 평가 소프트웨어를 개발하였다. 독립형으로 현장 운용이 가능하며 최적 정비주기 예측 및 현장검사 결과에 대한 입출력 기능이 있기 때문에 정비에 직접 참여하는 현장 사용자뿐만 아니라 발전 설비의 수명연장 및 교체를 결정해야 하는 엔지니어에게 유용한 정보를 제공할 것이다.

철도차량부품 제조 중소기업의 기술사업 활성화를 위한 요인 분석 (A Study on Activation Technology Commercialization of Railway Vehicle Parts Manufacturing SME)

  • 국내 철도차량 부품관련 제조 산업은 대부분 중소기업 중심의 산업으로서 대다수의 소규모 영세한 기업이 규모의 경제를 구축하지 못하여 수익성의 한계를 보이고 있는 상황이다. 또한, 제조 중소기업 내 자체적인 기술력을 보유하기 보다는 해외 선진국의 기술 제품들을 수입하여 국내 철도 운영기관에 납품하는 형태로 생존하고 있다. 그러므로 현 철도차량 제조산업의 문제점을 파악하고 개선할 수 있는 연구와 동시에 정부의 철도산업 발전 정책이 제대로 반영이 되고 있는지에 대해 파악하는 연구가 필요하다고 판단된다. 본 연구는 기술사업화의 관련된 선행연구 및 문헌연구를 통해 활성화 요인(Level 1, Level 2)을 도출하였고, 철도산업의 제조 중소기업 종사자 전문가, 학계/연구소의 전문가, 철도 운영기관의 차량 전문가들을 대상으로 AHP 설문조사를 시행하였다. 그 이후 Level 1에서 중요도와 우선순위가 가장 높은 Level 2의 중요요인에 대해 Level 3 활성화 방안 AHP 분석을 추가적으로 실시하였다. AHP 분석결과, 기술적 요인에서 '기술 연계성'이 가장 중요한 방안으로 나타났으며, 기업내부 요인에는 중소기업 사업전문가와 학계 연구기관 전문가는 '사업화 능력'중요도가 높게 평가하였고, 운영기관 전문가는 '기술개발 능력' 중요도를 높게 평가하였다. 외부지원 요인에는 중소기업 사업 전문가는 '인력양성 지원'방안이 중요하다고 분석되었고, 다른 두 집단 전문가는 '연구개발 지원'이 중요하다고 분석되었다. 본 연구결과는 향후 진행될 국가 R&D 지원에 앞서 철도 제조 중소기업들의 역량에 따라 정부지원의 정책적 우선순위의 방향성을 제시하고자 한다.

의료기관에서의 Balanced Scorecard를 이용한 성과측정 (Application of the Balanced Scorecard for the Performance Measurement in Health-care Organization)

  • 본 논문의 연구목적은 의료기관에서의 경영성과측정에 사용되는 균형성과표(BSC)의 성과측정요인을 개발하는 것이다. 이를 위해서 연구자는 실험적이고 확정적인 요인 분석을 실시하여 성과측정요인을 생성하였고, 이들 측정요인들의 신뢰성과 타당성을 조사하였다 56개 종합병원급 의료기관이 본 연구가 실시한 설문조사에 참여하였다. 설문지는 모두 53개항의 질문으로 구성되었으며, 이들이 의료기관에서의 핵심성과지표(KPI)이다. 본 연구를 통해서 생성된 요인은 모두 11가지이다. 요인분석으로 성과측정지표를 개발한 후에는 이들 요인들 사이의 중요도를 계층분석기법(AHP)으로 분석하였다. AHP 분석의 결과로 우리는 성과측정요인과 그의 핵심성과지표들의 중요도에 따라 정렬된 리스트를 볼 수 있다. 본 연구의 결과는 급변하는 의료환경에서 각 의료기관들이 경쟁력을 확보하기 위한 경영전략의 하나로 채택하고 있는 경영성과분석 전략의 방향과 기준을 제시할 수 있다.

조건부가치측정법에 의한 횡단보도 복원 및 육교 개량의 가치평가에 관한 연구 (A Study on Evaluation of Restoring Crosswalk and Improving Pedestrian Overpass by Contingent Valuation Method)

  • 본 논문의 목적은 도로교통에서 보행자 중심의 세계적 흐름에 맞추어 현재 부산시에서 추진 중에 있는 육교 철거에 따른 횡단보도 복원, 육교 개량 그리고 과거 지향적인 육교설치 운영의 지속적 추진 등 서로 상반된 정책들에 대한 다양한 사회계층별 인식 경향을 파악하고, 이를 기반으로 해당 시설별 이용 효용이 어느 정도로 평가될 것인가를 조건부가치측정법(CVM : Contingent Valuation Method)을 이용하여 분석하는데 있다. 그 결과 응답자들은 기존육교보다는 횡단보도나 개량된 육교를 선호하였고, 기존육교 철거에 따른 횡단보도 복원에 대한 지불의사금액이 가구당 연평균 42,452원, 기존 육교 개량에 대한 지불의사금액이 가구당 연평균 36,793원으로 나타났다. 따라서 횡단보도 복원이 육교 개량보다는 상대적으로 높은 지불의사금액을 보였고, 이는 정책입안자들이 보행자 횡단시설을 개선함에 있어 횡단보도를 복원하는 것이 육교를 개량하는 보다 우선 고려되어야 함을 시사하고 있다.

도시철도 노선의 비용구조 분석 (The Cost Structure of the Lines of Urban Railway)

  • 본 연구는 우리나라 공공기관이 운영하는 대도시의 도시철도 노선에 대하여 비용 비효율성의 정도를 도출하고, 이러한 비효율성의 발생 원인을 파악하고자 하였다. 이를 위하여 도시철도 노선을 노동, 동력, 유지보수의 세 가지 생산요소를 투입하여 열차-km의 산출물을 생산하는 형태로 상정하고, 확률적 비용변경 접근법을 이용한 초월대수 함수형태의 가변비용함수모형을 설정하였다. 확률적 비용변경 접근법을 적용한 도시철도 노선의 운영비용 비효율성 분석 결과, 노선 전체의 6년간 절감가능 비용은 약 6,672억원으로 추정되었으며, 비효율성이 높은 상위 5개 노선은 부산1호선, 대구1호선, 대전1호선, 광주1호선, 대구2호선으로 파악되었다. 비효율의 발생원인은 노동과 유지보수 요소에 기인하며, 본 연구의 결과를 활용하면, 도시철도 운영에 있어서의 인력 및 유지보수 비용 절감을 위한 대책의 우선순위와 구체적인 방안 모색에 있어 참고가 가능할 것이라 사료된다.
