Analysis of the Librarian Certification System in Korea and Measures for Improvement

  • Half a century has passed since the academic field of library and information science, which was born at the end of the 19th Century in the Western world, was introduced to Korea. Despite years of quantitative growth and qualitative maturation, the field has been facing the inconvenient truths of discrepancies in education levels arising from varying education providers, and weakened public confidence in librarian certification. Based on analysis of librarian training and education programs and the certification system, this research seeks to point out the limitations of the national librarian certification system, which is losing public confidence, and present a model for improvement. Library and information science education has expanded from universities to the academy of librarian education and lifelong education centers, and the librarian certification system has emerged as a target of reform. This research presents measures to improve the librarian certification system to government bodies and the Committee on Library and Information Policy with the purpose of providing grounds for policy enforcement.

A Study on Analyzing out the Key Tasks and Developing the Professional Type of National Librarians through Job Analysis (직무분석을 통한 국립중앙도서관사서의 핵심업무 및 전문사서 유형 개발에 관한 연구)

  • Analyzing out the Key Tasks and Developing the Professional Type of National Librarians through Job Analysis was made, because improving the professionalism of librarians is the strategy of survival in the competency based society. It is composed of 22 duties, 216 tasks of national librarian job and 96 key tasks is extracted among them. As the results, 12 types of professional librarian which is composed 10 function oriented types, and 2 user oriented types, is suggested: collection development librarian, cataloger taxonomist, information service librarian, reading coach, research librarian of international standards, database & system manager, international work librarian, national support librarian, marketing librarian, library literacy librarian, children' librarian, handicapped service librarian.

A Study on the Operation of Librarian Learning Communities and Competency Improvement

  • In this study, we collaborated with the National Library of Korea's Library Education Institute to pilot the operation of a librarian learning community and aimed to measure its effectiveness based on the improvement of librarian competencies. A total of 28 participants attended four programs, and the research results are as follows: First, when analyzing competencies in terms of community capacity, attitude competency was the highest, followed by knowledge and skills competencies in that order. The correlation analysis among competencies showed that there were mutual correlations among the three competencies. Second, in the pre-post analysis of the three competencies and their sub-competencies, it was found that all competencies, including sub-competencies, improved. Based on the research results, it was confirmed that through the operation of the librarian learning community, the average competencies of librarians can be improved, which can directly impact the enhancement of the library's service capabilities. Therefore, it is believed that there is a need to activate the operation of librarian learning communities and explore nationwide dissemination strategies for the operating model.

A Comparative Study on the Job Performance Between Librarian Director and Non-librarian Director in Public Libraries. (공공도서관 관장의 사서직과 비사서직간 직무성과 비교연구)

  • This study has compared the job performance of librarian director with that of non-librarian director, by making use of the public library evaluation research executed by Ministry of Culture & Tourism. The result was that the performance score of librarian director is much superior to that of non-librarian director. It is found that the more director's librarianship level is high, the more director's performance score is high. Moreover, it is confirmed a clear relationship between director's performance score and his librarianship level. And so it is evaluated that 'the Library and Reading Promotion Act' which regulates only a librarian to be a public library director is absolutely right.

Roles of the Faculty and Librarian in the Collaborative Relationships at Vietnamese Universities: A Qualitative Methodology

  • This article is a part of a doctoral research project on developing the faculty-librarian collaboration model to support learning and research at Vietnamese universities. The findings of this study have crucial significance in drawing a broader view of the importance of faculty-librarian collaboration and the roles of such collaborators at Vietnamese universities. Qualitative methodology was used to formulate related topics and achieve these research objectives. Semi-structured interviews were carried out at four universities in Vietnam with three key informants, including the faculty, librarian, and administrators (dean/vice dean of faculty, director/deputy director of the library). From March to April 2019, researchers conducted 29 interviews with three participant groups. The striking results of this research showed that the faculty and librarians realized the significance of a collaborative relationship and expect that Vietnamese universities will design and deploy a model to boost the effectiveness of this collaboration. Besides this, the study found that the collaborators play certain important roles within the collaborative relationship, for instance, that of reference, coordinator, special lecturer, cooperator, and information user.

  • The purpose of this study is to find out the factors that affect the 'public librarian servant's' Collective Self-Esteem (CSE) in Korean relation-oriented collectivism. The research was organized into a research model by setting up a hypothesis on the impact relationship the between the group Collective self-esteem, the work environment factors and cognition of Superior institution of the Public librarian servant. The relevant data collection was conducted for public librarian servant working in public libraries nationwide through the method of survey. From April 3, 2020 to May 14, 2020, it was conducted for Public Librarian Servant in public libraries nationwide with Civil Service System, Office of Education, Ministry of Culture·Sports and Tourism based on responses for 301 Public Librarian Servant from 559 institution. According to the analysis, the cognition of the superior institution of Public Librarian Servant influences the cognition of Collective Self-Esteem among the sub-factors of Collective - Self - Esteem of Collective Self-Esteem. This study is meaningful in that 'Public Librarian Servant' who was treated as an individual entity in the study of Library and Information Science study, as being has relationship with various groups and is dealt with multi-dimensionally in Korean relation-oriented collectivism culture. Research suggests that when Public Librarian Servant exist as one of the subordinate organizations to vast Civil service system, it suggest that Public Librarian Servants should find out a balance for improve their relatively low social values.

An Investigation on the Acknowledgement on Librarians by Information Users: The Focusing of Case Study on Municipal S Library in Busan (정보이용자의 사서 인식에 대한 실태 분석: 부산시립 S도서관을 중심으로)

  • This research analysed 73 samples to find out the recognition of librarians working in domestic public libraries from the information user's views. This research analyzed public library user's usual recognition level of librarian's work attitude, qualification, and service lever based of group of gender. For this, this research stands on the basis of previous researches and 3 types of modified questionnaire; recognition level of librarian's work attitude, recognition level of librarian's qualification, and recognition level of communication between librarians and information users using on nominal scale and interval scale. The research's result showed study outcome of librarian's work attitude was generally low with the mean of 2.81. Second, librarian's qualification of being a specialist was low with the mean of 2.84. Lastly, satisfaction of communication service level between information users and librarians was low with the mean of 2.89. Male and Female groups showed the difference of acknowledgement between each questions.

A Study on Perception of Librarian's Job Prospects

  • The purpose of this study is to investigate awareness of librarian's job prospects, and to do this a survey was conducted with 502 college students in 14 Departments of Library and Information Science around Korea and 753 librarians in libraries and related agencies. The study results are as follows. First, satisfaction with educational curriculum was higher in students than librarians. Second, both students and librarians regarded workplace based practical training as employment requirements and also evaluated certifications and academic performance as important requirements. Third, both groups asked that information on employment rates be available in a timely manner, and perceived that the librarian's job prospects were not bright. Therefore, in order to improve employment of librarians, it will be necessary to establish a job information system, reorganize the current educational curriculum into a practice-oriented curriculum, and introduce the national curriculum statements (NCS)-based curriculum.

  • This study purpose to identifying the roles of Health Information Librarian which its role is increasing according to increase recent interest in wellness and health. In other words, this study will present the Education, careen duties and so on, which should be possed by Health Information Librarian, based on the analysis of Job Site. As as result, first, health information professional librarian's name appears very diverse, and consumer health information librarian will be appropriate name for public libraries and medical librarian will be appropriate for medical library and hospital library. Second, education experience required for health information librarian is master's degree of library and information science and bachelor's or more health related degree. Third, at least two years of health-related field experience, particularly health information service experience, is required. Forth, excellent communication skills and interpersonal skills are required, expecially higher knowledge for health-related information resources is required. Fifth, the main duties what health information librarian need to perform, are library management services, training services, research services, access to and sharing of information resources, collection management, information management, information management technology, and advocacy.

The Effects of Librarian's Empowerment and Organizational Commitment on Organizational Effectiveness (도서관사서의 임파워먼트와 조직헌신성이 조직효과에 미치는 영향)

  • The purpose of this study was to explore the effects of librarian's empowerment and organizational commitment on organizational effectiveness in libraries. The subjects of this study were 148 librarians of 10 libraries in Jeollabuk-do in accordance to purposeful sampling of nonprobability sampling. The statistics program that was used to achieve the purpose was SPSS pc+ 20.0. The statistics methods were used one-way ANOVA, Pearson's correlation analysis, and multiple regression test. The following conclusion were drawn from the research procedures and data analysis. First, the librarian's empowerment level and organizational effectiveness make a difference by age level. But the librarian's organizational commitment make no difference by age level. Second, the librarian's empowerment level make a difference by marital status. But the librarian's organizational commitment and effectiveness make no difference by marital status. Third, the librarian's empowerment level make a difference by career in present librarian. But the librarian's organizational commitment and effectiveness make no difference by career in present librarian. Fourth, Very a high correlation is influence factor and all of the empowerment, competence factor, and all of the empowerment. Fifth, the organizational effectiveness is affected 9.3% by librarian's empowerment, 5.6% by librarian's organizational commitment.
