An Implementation of the Disaster Management Systems on the Space and Terrestrial System Damages by Solar Maximum (태양폭풍 영향 우주 및 육상시스템 피해에 관한 재난안전정보시스템 구현)

  • This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. A geomagnetic space storm sparked by a solar maximum like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. The purpose of the study is that the disaster reduction and safety service implementation study on the ultimate space weather systems by the information systems of the space weather. The process methods of the study are that an implementation of preparation for the smart IT and GIS based disaster management systems of the solar maximum deal with analysis on the flare, solar proton event, and geomagnetic storm from space blasters, These approach and methods for the solar maximin display national policy implementation of the pattern of the radio wave disasters from the protection and preparation methods. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts the smart IT systems and converged decision making support systems using uGIS methodology.

Overseas Research and Development Activities of Korean ICT enterprises in Emerging Countries

  • With the globalisation of the world's economies and the increasing role of multinational corporations in the generation of knowledge, global research and development (R&D) activities in emerging countries are following a new trend. This paper describes case studies of two large companies and discussion of the motives (demand vs. supply) and tasks (demand-driven vs. supply-driven) of R&D activities outside their home country. This work is based on an analysis of four overseas R&D units of two Korean ICT companies - here, ICT refers to goods and services in the information technology and communication technology fields - in India and China. The research findings are as follows: (1) The overseas R&D activities of Korean ICT enterprises in emerging countries may be driven by a combination of demand and supply factors of host countries; and (2) Korean overseas R&D centres in emerging countries may need to carry out both demand- and supply-driven tasks in view of the overlap between demand and supply factors of the host countries. Based on the results of this research, the following policy implications can be drawn for encouraging more effective overseas R&D activities of Korean enterprises in emerging countries. First, the government needs to expand the support systems so that enterprises can manage local R&D centres more effectively and actively use the variety of local support systems and useful information. Second, the government needs to expand the support systems so that the overseas R&D centres of Korean enterprises revitalise collaborations with locally excellent universities and research institutions.

Improvement of the Local Government's Spatial Information Policy - A Case of Seoul Metropolitan Government - (지방자치단체 공간정보정책 개선방안 연구 - 서울특별시 공간정보정책 및 시스템 분석 사례 -)

  • Local governments' spatial information policies are very important in that it can increase the relatedness to upper policy regarding the share, openness and converged utilization of spatial information and contribute to voluntary participation and creative uses linked to big data. However, local governments' spatial information policies require enhancement since it need to update framework spatial data, to derive spatial information service and to share the data. In this research, we compared the spatial information policies and related systems of central and local governments, and analyzed the local governments' spatial information policy enforcement plans and the Seoul metropolitan government's utilization survey on 32 spatial information systems. In the result, for the improvement of local governments' spatial policies, on-demand updating of base map using the as built drawings linked to field work departments, securing up-to-date public domain spatial information through the NSDI system, sharing of spatial information based on the spatial information platform and benchmarking of best practices related to the spatial information based policy participation are suggested.

  • The 10 Year Implementation Plan for a Global Earth Observation System of Systems (GEOSS), which was endorsed at the Third Earth Observation Summit in Brussels in February, 2005, emphasizes the importance of data management facilities for diverse and large-volume Earth Observation data from inhomogeneous information sources. A three year research plan for addressing this key target of GEOSS has just approved as the first step by the Japanese government. The goals of this research are, (1) to develop a data management core system consisting of data integration and information fusion functions and interoperability and information service functions; (2) to establish data and information flows between data providers and users; (3) to promote application studies of data integration and information fusion, especially in the fields of weather forecasting, flood forecasting, agricultural management, and climate variability and changes. The research group involves leading scientists on information science and technology, who have been developing giant data archive servers, storage area networks, metadata models, ontology for the earth observations. They are closely cooperating with scientists on earth sciences, water resources management, and agriculture, and establishing an effective collaborative research framework.

Low-cost system design to collect interaction information during conversation (저비용 대화 상호작용 정보 수집 시스템 설계)

  • The importance of team activities increases as the problem to be solved in the industrial field become more diverse and complex. Team performance is not simply the sum of team members' performances, but synergies are gained or reduced depending on the team's interactions. Analytical research on team activities using ICT has been conducted, but developing and utilizing these technologies is time-consuming and costly, making it difficult for field practitioners and researchers to utilize them. In this study, we design a system that collects interaction information during conversations at a low cost using Arduino and Raspberry Pi and verify that conversation interaction information is collected from multiple devices and correctly stored in the database. Through the low-cost information collection system proposed in this study, we intend to create an environment where follow-up research can be conducted in various fields of industrial information.

  • The technology implementation method was diversified into an 'autonomous cooperative driving' method to overcome the limitations of a stand-alone autonomous vehicle with vehicle sensor-based autonomous driving. The autonomous cooperative driving method involves exchanging information between roadside infrastructure and autonomous vehicles. In this process, the concept of dynamic information (LDM), a target of cooperation, was established. But, evaluation methods and standards for dynamic information have not been established. Therefore, this study, a dynamic information evaluation method based on information on pedestrians within the moving objects. In addition, autonomous cooperative driving was demonstrated, and dynamic information was also verified through the evaluation method. The significance of this study is that it established the dynamic information evaluation methodology for autonomous cooperative driving for the first time. Based on this, this study is expected to contribute to the application of safe autonomous cooperative driving technology to the field.

Researcher and Research Area Recommendation System for Promoting Convergence Research Using Text Mining and Messenger UI (텍스트 마이닝 방법론과 메신저UI를 활용한 융합연구 촉진을 위한 연구자 및 연구 분야 추천 시스템의 제안)

  • Purpose Recently, social interest in the convergence research is at its peak. However, contrary to the keen interest in convergence research, an infrastructure that makes it easier to recruit researchers from other fields is not yet well established, which is why researchers are having considerable difficulty in carrying out real convergence research. In this study, we implemented a researcher recommendation system that helps researchers who want to collaborate easily recruit researchers from other fields, and we expect it to serve as a springboard for growth in the convergence research field. Design/methodology/approach In this study, we implemented a system that recommends proper researchers when users enter keyword in the field of research that they want to collaborate using word embedding techniques, word2vec. In addition, we also implemented function of keyword suggestions by using keywords drawn from LDA Topicmodeling Algorithm. Finally, the UI of the researcher recommendation system was completed by utilizing the collaborative messenger Slack to facilitate immediate exchange of information with the recommended researchers and to accommodate various applications for collaboration. Findings In this study, we validated the completed researcher recommendation system by ensuring that the list of researchers recommended by entering a specific keyword is accurate and that words learned as a similar word with a particular researcher match the researcher's field of research. The results showed 85.89% accuracy in the former, and in the latter case, mostly, the words drawn as similar words were found to match the researcher's field of research, leading to excellent performance of the researcher recommendation system.

A Study on Public Land Management Practices through Cadastral Utilizing Intellectual Work (지적업무 활용을 통한 국공유지 관리방안 연구)

  • This study is aimed to suggest effective ways to precisely manage the public land after searching current problems. Through the utilization of the cadastral organization and the resurvey projects, this study researches the methods to build the accurate land data based on the spatial information system as well as the on-going land survey results of the public land. This study focuses on researching whether the public land status and the management systems are operated efficiently with the cadastral organization using a variety of the spatial systems. This study finds the current problems of the land management systems by not only the Internet questionnaires but several dissertations, and suggests the methods to connect the land management systems with the cadastral resurvey projects each other.
