Research performance evaluation in Korean universities follows strict guidelines that specify scoring systems for publication venue categories and formulas for co-authorship credit allocation. To find out how the standards differ across universities and how they differ from bibliometric research evaluation measures, this study analyzed 25 standards from major Korean universities and rankings produced by applying standards and bibliometric measures such as publication and citation counts, normalized impact score, and h-index to the publication data of 195 tenure-track professors of library and information science departments in 35 Korean universities. The study also introduced a novel impact score normalization method to refine the methodology from prior studies. The results showed the university standards to be mostly similar to one another but quite different from citation-driven measures, which suggests the standards are not quite successful in quantifying the quality of research as originally intended.

In this paper, an optimal suspension system with preview of the road input is synthesized for a half tracked vehicle. The main goal of this research is to improve the ride comfort characteristics of a fast moving tracked vehicle in order to maintain the driver's driving capability. Several different kinds of preview control algorithms are evaluated with active or semi-active suspension systems. The road information estimated from the motion of the 1st road-wheel is adequate to make the best use of the preview control algorithm for tracked vehicles. The ride-comfort characteristics of the tracked vehicle are more dependent on pitching angular acceleration than heaving acceleration. The pitching motion is reduced by the suspension system with hard outer suspensions and soft inner suspensions. Simulation results show that the performance of sky-hook algorithms for ride comfort nearly follow that of full state feedback algorithms.

In this paper, we introduce the efficient carrier phase estimating algorithm collaborate with the channel decoder of turbo coded QPSK modulation for mobile DVB-RCS systems. At low SNR, the phase estimation using soft information of turbo decoder is able to improve power efficiency because of achieving the good synchronization. We investigate performance of external single estimator and internal multiple estimator in the PSP (Per Survivor Processing) manner over AWGN channel. For phase estimation, the LMS (Least Mean Square) scheme is considered. Three different APP-based methods are also proposed.

The purpose of this study is to provide and validate an IT cost model hi which we link among cost center, cost object and flexible cost driver. in order to accomplish this purpose, this study utilizes ethnographic research methodology. At first we develop the cost model where the flexible cost driver is the distribution basis of overhead cost. For each cost driver, unit cost management model is also proposed. Then we employ the structured design methodology to validate the model. Based on the IT Cost requirements of a case company, the IT cost system was designed and developed for its test. The result shows the model we developed in this study is appropriate for managing IT resources and further, can be used as a reference model for calculating chargeback rates of other departments and IT budget of IT department.

Today, many organizations are reengineering themselves to develop new ways to thrive in a foreign and unforgiving business environment. However, it is reported that many companies involved in the project of business process reengineering are dissatisfied with their results. Therefore, we developed an exploratory framework based on three constructs such as critical success factors, organizational maturity level, and performance and applied these to help analyze current practice in business process reengineering. To proceed with our research, this paper was organized around two research questions in business process reengineering. We addressed: (1) To what extent does certain critical success factors correlate with performance? and (2) How does the relationships between critical success factors and performance differ by organizational maturity level? From the research results, we could find relationships between critical success factors(i.e., project management, change management, objective management) and performance, and could verify differences in performance of organizations grouped by organizational maturity level.

Tolerance design has been identified as an important research area and a number of models have been proposed in the literature. This paper investigates the effect of limited capacity on tolerance design for products with nominal-the-best type (N-type) quality characteristics. The model is developed under the assumption that the reprocessed and nonreprocessed items are produced by the same manufacturing process and therefore their quality characteristics are identically and independently distributed. Profit models are constructed which involve four price/cost components; selling price, cost incurred by imperfect quality, reprocessing and quality inspection costs. Methods of finding the optimal tolerance limits are presented, and a numerical example is given. Sensitivity analyses are also performed to study the effect of a process standard deviation on this model.

Through a meta-analytic methodology, this research analyzes and integrates recently published studies in Korea on customer trust in Internet shopping malls. To this end, the trend in the relevant research area is surveyed, and the meta-analytic procedures are applied accordingly. As results of statistical tests, most preceding and following variables of trust are found significant from the integrative point of view. In addition, a necessity for more reliable empirical studies in the area is identified.

Recently, there is a rising interest in smart grid operating system which manages various types of distributed generation, smart meters, and electric vehicles with power grid. Considering the features of smart grid environment, the interoperability should be one of the important factors to build smart grid environment successfully. To secure interoperability, smart grid operating system should conform to some standards in terms of the data representation and communication. CIM and OPC-UA are the international standards widely used in smart grid domain for enabling interoperability. They provide common information model and the unified architecture for communicating between each systems or applications. In this paper, we illustrate a smart grid operating system that we have developed to secure interoperability between not only applications but also numerous legacy systems(applications) by implementing CIM based information model and OPC-UA based communication interface services.

Ideation is a process of generating new ideas or solutions using online crowd-sourcing technologies. This process has the potential to change the ways by which government agencies innovate and solve problems. Although increasingly more government agencies are implementing online ideation programs to tap into their employees' ideas and creativity, little is known about the unique challenges and effective practices of such programs. Thus, many government agencies are undergoing trial and error and often reinventing the wheel. This research aims to address this problem. By analyzing a focus group session and four cases of U.S. federal government ideation programs designed for their employees, this research identifies important organizational and technological challenges and effective practices. Furthermore, effective practices are grouped into different phases of ideation process and strategic vs. tactical levels to provide more meaningful and actionable insights. This research is an important step towards building a theoretical foundation for government ideation programs. The implications and limitations of this study are discussed.
