Charpy 충격시편을 이용한 압력용기 재료의 파괴인성 측정 (Evaluation of Fracture Toughness of Pressure Vessel Steel Using Charpy Impact Test Specimens)

  • 원자로 압력용기 재료인 SA 533 Grade B Class 1강의 파괴인성에 대하여 -4$0^{\circ}C$~288$^{\circ}C$의 온도 구간에서 Charpy 충격시편을 이용하여 연구하였다. 동적 파괴인성은 계장화 충격시험으로, 정적 파괴인성은 unloading compliance 방법에 따라 3-point bend test로 수행되었으며, 결과는 큰 시편에 의한 자료와 비교하였다. 온도에 대한 재료의 적절한 파괴인성치(하한값)는 천이온도 이상에서는 정직 파괴인성을, 그 이하의 온도에서는 동적 파괴인성을 택함으로써 유추할 수 있음을 알게 되었으며 side-groove가 14%이상일 때 시험은 ASTM E 813의 조건을 만족함을 보였다.

  • This paper describes the development process, the innovative techniques used and insights gained from the latest integrated, full scope, multistate Level 2 PSA analysis conducted at the Leibstadt Nuclear Power Plant (KKL), Switzerland. KKL is a modern single-unit General Electric Boiling Water Reactor (BWR/6) with Mark III Containment, and a power output of $3600MW_{th}/1200MW_e$, the highest among the five operating reactors in Switzerland. A Level 2 Probabilistic Safety Assessment (PSA) analyses accident phenomena in nuclear power plants, identifies ways in which radioactive releases from plants can occur and estimates release pathways, magnitude and frequency. This paper attempts to give an overview of the advanced modeling techniques that have been developed and implemented for the recent KKL Level 2 PSA update, with the aim of systematizing the analysis and modeling processes, as well as complying with the relatively prescriptive Swiss requirements for PSA. The analysis provides significant insights into the absolute and relative importances of risk contributors and accident prevention and mitigation measures. Thanks to several newly developed techniques and an integrated approach, the KKL Level 2 PSA report exhibits a high degree of reviewability and maintainability, and transparently highlights the most important risk contributors to Large Early Release Frequency (LERF) with respect to initiating events, components, operator actions or seismic component failure probabilities (fragilities).

무역절차 간소화를 위한 Single Window 구축에 대한 연구 (A Study on the Establishing of Single Window System for Simplification of Trade Procedures)

  • In many countries, a Single Window system for simplifications is establishing in order to reduce works submitted double data and compliance costs. A Single Window is defined as a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfil all import, export, and transit-related regulatory requirements. A Single window can bring improved level of security, faster clearance and reduced compliance costs. UN/CEFACT released "Recommendation and Guidelines on establishing a Single Window to enhance the efficient exchange of information between trade and government". Also, WCO has made progress several projects to assist effective establishing a single window, i.e. CDM, UCR, ICT. Korea has being established a single window system, "e-trade platform" connected with trade, clearance, logistics, marketing and payment system. Some suggestions to establish a effective single window system in Korea are as follows. Firstly, it is necessary to clearly define roles and responsibilities of a lead agency in a single window system and form a organic relationship with PGA. Secondly, a single window system has to be progressed by stages, namely, customs clearance portal system should be established first, and later established e-trade platform. Lastly, the Korean government has to take part in CDM project to gain an advantage over other countries.

An Analytical Appraisal of Building Information Modelling (BIM) Guidelines to Identify Variations in the Procedures

  • The usage of Building Information Modelling (BIM) in building projects has enabled improvement in project planning, implementation and collaboration process amongst various stakeholders within architecture, engineering and construction (AEC) industry. However, variations exist in the current practices of BIM implementation and coordination process in the industry. These variations result in inconsistent degree of BIM use across the construction industry. This inconsistency gives rise to several managerial and technological challenges such as data interoperability issues and purposeful integration and exchange of information within the BIM components. In order to tackle the issue, it is essential to analyse the different BIM approaches employed by the industry practitioners. BIM guidelines serve as a critical link between the BIM model, and its subsequent execution. They therefore provide the best reflection of BIM application and processes. This research paper aims to address the variations existing in BIM practices across the construction industry. It includes an extensive study of 21 existing, publicly available BIM-based guidelines in order to establish an understanding of the present state of practice and deduce issues and concerns related to them. All guidelines analysed in this paper are first categorised based on authorship and the release date for efficient comparison. The points of similarity and difference between them are thereby realized and outlined. In addition, the transition of project implementation process from traditional methods to BIM technology is also explained. The existence of inconsistencies in the BIM guidelines reviewed in this paper reflects the need of a BIM 'Code Compliance Check'. The Code Compliance Check will serve as a regulatory project guideline that will further improve the potential of BIM by incorporating a consistent BIM modelling methodology for the entire construction industry.

항만국통제 강화에 따른 우리나라 해운기업의 대응방안에 관한 연구 (A Study on the Counterplan for the Reinforcement of Port State Control - Primarily on the Korean Shipping Companies -)

  • A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

  • 이 연구의 목적은 첫째, 항만국 통제의 의의 및 시행배경과 이론을 고찰하고, 둘째, 항만국 통제와 관련된 국제협약관계를 고찰하며, 셋째, 항만국 통제에 대한 국제비교와 우리나라 해운기업의 사례를 분석하며, 마지막으로 이러한 분석결과를 토대로 항만국 통제에 대한 우리나라 해운기업의 대응방안을 제시하는데 있다.

중고령 장애인의 사회안전 인식과 영향요인에 관한 연구 (A Study on Social Safety Perception and its Influential Factors for Middle-aged and Older Adults with Disabilities)

  • 본 연구는 중고령 장애인의 사회안전 인식 수준과 영향요인을 분석하는 것을 목적으로 한다. 2018년 사회조사에 응답한 50세 이상 장애인을 분석대상으로 하였으며, 응답자의 인구사회학적 요소와 위험대처수준, 본인준법수준, 타인준법수준, 공공질서 준수수준을 주요 변인으로 위계적 회귀분석을 통해 사회안전 인식에 영향을 미치는 요소와 영향의 수준을 분석했다. 분석결과 조사 응답자의 성별, 연령, 거주지역, 교육수준, 주관적 건강상태, 위험대처수준, 타인 준법수준, 공공질서 준수수준 요인이 중고령 장애인의 사회안전 인식수준에 유의미한 영향을 미치는 것으로 나타났다. 본 연구를 통해 중고령 장애인의 사회안전 인식에는 개인적 요건과 사회적 자본(social capital)의 중요성을 알 수 있었으며, 향후 장애유형별 안전인식에 대한 차이를 연구하거나 인식과 함께 실제적 사회안전수준도 연구에서 함께 고려해야 할 것으로 논의하였다.

HLA 기반 한국군 LVC 구축방안 제안 (시스템 관점 및 기술표준 관점을 중심으로) (A Proposal of Building an LVC for the ROK Military based on the HLA (Focused on the System View and Technical Standard View))

  • 지난 수년 동안 한국군은 실제전장과 같은 엘브이시(LVC) 합성전장환경 구축을 위해 노력해 왔다. 그러한 노력에도 불구하고 성과가 극히 미미한 상태이다. 이는 주로 작전요구 및 운용개념의 결여와 아키텍처와 기반기술에 대한 정책과 체계적 접근이 미흡한데 기인한다. 더욱이 엘브이시(LVC) 기본개념과 원칙에 대한 충분한 이해 부족과 더불어 기관 간에 이해가 상충함에 기인한다. 본 연구에서 저자는 작전운용 관점보다 시스템 관점과 기술표준 관점에서 에치엘에이(HLA) 아키텍처에 기반하여 엘브이시(LVC)를 구축할 것을 제안하고 있다. 한국군이 엘브이시(LVC) 구축을 위한 접근방법으로 우선 정보중심의 통합방법을 적용하고, 아키텍처 수렴노력의 일환으로 에치엘에이/알티아이(HLA/RTI)를 기반으로 구축하며, 에치엘에이(HLA) 인증시험과 페더레이션 연동시험을 강화하고, 국제표준인 디십(DSEEP), 디마오(DMAO) 및 피트(FEAT)를 도입 적용하며, 마지막으로 에브이시(LVC) 적합성 인증시험체계를 구축하여 적용할 것을 제안하였다.

표준 기록관리시스템의 인수 기능 평가 연계인수를 중심으로 (Evaluation of Accession Function of the Standard Records Management System)

  • 표준 기록관리시스템(이하 RMS)은 기록관 또는 특수기록관에서 기록물관리를 전자적으로 수행하는 시스템이다. 그러나 현재 RMS는 일정부분 도입목적 및 사용자의 요구를 충족하지 못하고 있는 실정이다. 이는 사용자에 대한 교육 및 훈련 부족, RMS 세부기능에 대한 검토 부족이 원인이다. 따라서 본 연구는 RMS의 세부기능을 검토하여 RMS에 대한 평가기준을 설정하고 세부기능을 평가하는 것을 목표로 하였다. 특히 RMS의 주요 기능 중 연계인수기능을 평가대상으로 하였다. 본 연구에서 RMS의 연계인수기능을 평가하기 방안으로는 연계인수 기능의 7개의 세부기능을 검토하여 각각의 기능이 수행하는 업무 프로세스를 파악하는 방안을 적용하였다. 그리고 업무 프로세스 파악을 바탕으로 기능요건을 정의하고, 정의된 기능요건으로 체크리스트를 구성하여 기능준수여부를 설문하였다. 마지막으로 설문내용을 바탕으로 연계인수 기능에 대한 기능 구현 현황을 분석한 후 해외기록관리표준과 비교를 통해 RMS의 연계인수기능이 보여주는 시사점과 이에 대한 개선방안을 도출하였다.

EN12663과 prEN15227에 따른 객차의 구조적 요구사항 검토 (An overview of the structural requirements of passenger carrying rolling stock according to EN12663 and prEN15227)

  • As the South Korean rolling stock industry is developing designs for full compliance with the European Standards, it is fitting to take a look at these two core standards. The paper presents an overview of the load cases and structural requirements developed in Europe for the design of safe and compatible rolling stock vehicles. These load cases and structural requirements have been compiled into two standards namely EN12663 and EN15227. Standard EN12663 was developed as a reference design requirements standard. The work was mandated and sponsored by the European Committee for Standardization and Standard issuing National Institutions. EN12663 specifies a series of proof and fatigue load cases for European rolling stock regulations compliant vehicle designs. As EN12663 does not address the crashworthiness issue, a dedicated crashworthiness standard, EN15227, was therefore developed in a similar manner through industry wide consultations managed by a Trans-European working group of experienced engineers and specialists. In both standards, the vehicle and/or trains are grouped into categories reflecting the vehicle types and/or their indented operational function. EN15227, developed to complement EN12663, addresses the "passive" crashworthiness capability of the vehicles and trains. EN15227 specifies reference crash scenarios similar to those found in the Technical Specification for Interoperability (TSI) of high speed trains operating in Europe. The overview also touches on a general comparison with the corresponding British Group Standard (GM/RT2100) and also the UIC leaflet based load cases. The exercise is extended to pertinent design load cases specified by the Federal Railroad Administration (FRA) in the US.
