Status survey on short-term agricultural machinery rental business was conducted to provide basic data for effective and sustainable implementation of the rental system. Selected survey samples were 34 rental management institutions such as city and county level government offices and agricultural technology development centers, and Primary Agricultural Cooperatives. Survey was conducted through mailing of questionnaire papers and direct interviews with the officers in charge of the agricultural machinery short-term rental management. Number of agricultural machinery retained by the 34 management institutions for the machinery rental business was 3,699, and numbers of the machinery were 1630 for upland crops, 929 for rice, 542 for orchard farming, 274 for animal husbandry, and 324 for common use. Regarding size of warehouse for rental agricultural machinery, 50% of the institutes were less than 660 $m^2$, 26.5% were greater than 993 $m^2$, and 23.5% were between 663 and 990 $m^2$. Institutes maintaining machinery washing facilities were only 10 (29%) among the 34 rental management institutions. Agricultural machinery rental business was advertised to farmers by 91% of the institutes, and the methods were leaflet (35.2%), village broadcasting (26.5%), call-up education (23.6%), and TV and radio (14.7%). Major contents of the advertisement were rental procedure (52.9%), rental machinery (26.5%), and rental cost (20.6%).

Recently, maintenance of public rental housing becomes a critical issue because its expenditure possesses the majority proportion of life cycle cost. The countries, such as USA and Singapore, have introduced the approaches for advanced property management, which are cost-effective in the maintenance management. However, as maintenance management system becomes advanced, risks associated with its application are also increased. Therefore, it is needed to assess the appropriate applicability of public rental housing maintenance management considering the constrains in domestic construction industry. The main objective of this study are to investigate international cases and systems and to propose strategic introduction, which satisfies the regulations and policies for domestic public rental housing. In order to evaluate the suitability of the investigated systems, practitioners' opinions were reviewed through the questionnaire surveys using analytic hierarchy process (AHP). The surveys indicate that advanced asset management was the suitable process for managing efficiently domestic public rental housing. Moreover, the results showed each weights of considerable criteria for assessing the effective application of maintenance management, and would contribute to further detailed and systematic management.
How to determine rental rates of agricultural machinery operation is the most important factor for economic units which are consigned to practice agricultural operations. Economic units as consigner for agricultural operations include agricultural cooperatives, local government, and farm operators, and so on. Thus the methods to set a rental rate of agricultural machinery operation are different across these economic units. This study describes benefits and problems associated with the model of cost accounting which is used as a method to determine a rental rate of agricultural machinery operation, and suggests a theoretical desirability of the rental pricing method, based on an accounting system and information on costs.
This paper examines the achievements and limitations of housing assistance programs for low-income households. Korean public rental housing has been rapidly developing since 2000, and thereby achieved an increase in public rental housing stock, housing quality improvements, and the reduction of rent over-burden for low-income tenants. Despite some conflicting evidence, it appears that the provision of newly-built public rental housing has helped stabilize the prices of neighboring private rental housing units. But, as we are entering an era of one million long-term public rental housing units, we need to shift our focus from quantity-oriented provision to housing maintenance for tenants, and from cost-based rental housing to affordable rental housing and better access to rental housing for low-income tenants who are not beneficiaries of government assistance. Most of all, it is very important for local governments and the private sector to actively participate in the provision of public rental housing in order to ensure a stable rental housing market.

This study beings from solving problems of permanent rental housing with environmentally-friendly planning factors to raise quality of life. Environmentally-friendly planning factors of permanent rental housing are derived from the study of references and green building certification systems of other countries. Surveys of inhabitants and experts give weights on these factors. Inhabitants do are focussed natural ventilation, life cycle cost, operation and maintenance cost. This reflects their interest in indoor amenity and a burden on the cost. Experts put more weights on pedestrian spaces considering the old and feeble persons and block planning. Besides, T-test pointed out that there are meaningful differences in land use between inhabitants and experts. Though inhabitants' opinion has priority because they are real user, experts' opinion which has the variety and the view in the long term should be reflected.
Purpose: This study was performed in order to improve problems and to seek the efficient operating plan by surveying and analyzing the actual status of operating the agricultural machinery rental business supported by the government. Method: The data was collected through two times of survey targeting lease business operators and the leasing business reports published for the past 3 years ('08~'10) 120 cities and counties. Results: As a result of surveying 120 cities and counties nationwide of operating the agricultural machinery rental business, 96% of agricultural machinery rental businesses were indicated to be operated in the form of short-term rent for about 1~3 days centering on small-sized agricultural machinery and attachment for upland crop. As for the unit number of possessing rental agricultural machinery and the purchase cost, it was indicated to be greatly reduced the agricultural machinery for rice farming and to be expanded into upland crop whose mechanization is insufficient. The annual rental days ('10) are 9.5 days/unit, thereby being a little insufficient. Rental fee for 1 day is 0.2~0.8% of the initial purchase cost of agricultural machine, thereby being greatly lower compared to 2.0% (annually 10-day rent) of the proper rents, resulting in being demanded improvement. Conclusions: To be continuously driven the rental business of agricultural machinery with having the ability to propagate, it is judged to be likely to necessarily collect optimum rental fee in consideration of rental days as well as increasing the use days per unit by buying the agricultural machinery, which is secured the rental demand, and by possessing the reasonable unit number.
Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

This study examined the effect of housing cost burden on the intention of moving into public rental housing. For the empirical analysis, I used the 2019 Korea Housing Survey and divided the households based on housing tenure and income level and they are as follows: homeowners, renters and low income, middle income and above. As analysis method, the binomial logit model is used and the empirical analysis shows that the burden of housing costs was increased the intention of moving into public rental housing even in homeowners and households with middle income or higher.

The main purpose of this study was to identify the problems and the effectiveness of public rental housing constructed by private construction company. To accomplish this, the current situation and the residents' perception were compared between public rental housing and private rental housing through the analysis of existing data collected in March 2005 by Gallup Korea and submitted to Korea Housing Corporate. The public rental housing policy aims to provide the housing to the vulnerable class who do not have enough credit to own houses. The Korean government introduced new policies for housing supply to improve the availability of new houses. However, it is difficult to expand the supply because of the accumulated deficit of public rental housing. In this study, the economic feasibility of long-term public rental housing reconstruction projects was examined to ensure the economic and sustainable growth of public rental housing. The research found that the compensation for the accumulated deficit is needed. Also the research analyzed and identified the factors affecting the economic feasibility of reconstruction projects. The significant factors identified in this research are: the supply price of pre-sale/rental housing in the reconstruction project, total cost of the reconstruction project, and total floor area of the reconstruction project. According to the analysis results, it is necessary to increase the rent of existing long-term public rental housing, expand the government subsidy, increase the supply price of pre-sale/rental housing, and reduce the total project cost. However, there are limitations. For example, the fluctuations of construction market, residents' burden of housing costs, and the limit of the budget of the public housing authority. The increasing total Floor Area Ratio(FAR) limitation of the reconstruction project would be the realistic solution to the problem because it gives incentives to the reconstruction project.
