This paper performs a historical analysis on the various factors contributing to the current carbon lock-in of Korean electricity industry by using techo-institutional complex. The possibilities of the industry's carbon lock-out toward more sustainable development are also investigated. It turns out that market, firm, consumer, and government factors are all responsible for the development of the carbon lock-in of Korean power industry; the Korean government consistently favoring large power plants based on the economy of scale; below-cost electricity tariff; inflation policy to suppress increases in power price; rapid demand growth in summer and winter seasons; rigidities of electricity tariff; and expansion of gas-fired and imported coal-fired large power plants. On the other hand, except for nuclear power generation and smart grid, environment laws and new and renewable energy laws are the other remaining factors contributing to the carbon lock-out. Considering three key points that Korea is an export-oriented economy, the generation mix is the most critical factor to decide the amounts of carbon emission in the power industry, and the share of industry and commercial power consumption is over 85%, it is unlikely that Korea will achieve the carbon lock-out of power industry in the near future. Therefore, there are needs for more integrated approaches from market, firm, consumer, and government all together in order to achieve the carbon lock-out in the electricity industry. Firstly, from the market perspective, it is necessary to persue more active new and renewable energy penetration and to guarantee consumer choices by mitigating the incumbent's monopoly power as in the OECD countries. Secondly, from the firm perspective, the promotion of distributed energy system is urgent, which includes new and renewable resources and demand resources. Thirdly, from the consumer perspective, more green choices in the power tariff and customer awareness on the carbon lock-out are needed. Lastly, the government shall urgently improve power planning frameworks to include the various externalities that were not properly reflected in the past such as environmental and social conflict costs.
Hydrogen energy is emphasized as a substitutable energy of carbon-based energy system in the future, since it is non-depletable and clean energy. Long term vision of Korean government on the national energy system is to promote hydrogen energy by 15% of final energy demand until 2040. This study analyzes economic impacts of hydrogen energy development employing a dynamic CGE model for Korea. Frontier technology such as hydrogen energy is featured as slow diffusion at the initial stage due to the learning effect and energy complementarity. Without government intervention, hydrogen energy would be produced upto 6.5% of final energy demand until 2040. However, if government subsidizes sales price of hydrogen energy by 10%, 20%, and 30%, share of hydrogen energy would increase 9.2%, 15.2%, and 37.7% of final energy demand. This result shows that the slow diffusion problem of hydrogen energy as frontier technology could be figured out by market incentive policy. On the other hand, production levels of transportation sector would increase while growth rate of oil and electricity sectors would decline. Household consumption would be affected negatively since increase of consumption due to the price decrease would be overwhelmed by income reduction owing to the increase of tax. Overall, GDP would not decrease or increase significantly since total production, investment, and export would increase even if household consumption declines.
Many countries are actively engaging in the reduction of greenhouse gas emissions, and as part of this effort, gradually reducing the portion of coal power generation and instead increasing the portion of power generations from renewable energy sources and natural gas. Korea is taking a similar policy to expand LNG power generation for the next decade. There is a concern, though, about the policy not being aligned with the domestic industry development, since only a few products are being made in Korea along the LNG power generation industry value chain. Therefore in this paper, we first looked at the current status of the gas turbine and high temperature parts industry used for LNG power generation in Korea, and then looked into the industrial issues and challenges through the analysis of supply chains of the domestic gas turbine industry. Finally, we tried to propose strategies to revitalize and localize the domestic gas turbine and high temperature parts industry. The proposed strategies can be summarized as 1) creation of domestic gas turbine manufacturing ecosystem via construction of gas turbine alliance, 2) strategic R&D support for localization of gas turbine and high temperature parts, and 3) provision of domestic testbeds for technology evaluation and commercialization.

Recently, RES (renewable energy source) projects have been spreading all over the world as an alternative to solve the shortage of energy and environmental problems caused by fossil fuel consumption. The Korean government also supported the policy and demonstration project to increase the proportion of renewable energy to 63.8[GW] until 2030, which is 20[%] of the total power generation. On the other hand, output loss of a PV array can occur when the surrounding high-rise buildings and trees shade a PV array. Therefore, this paper proposes an algorithm to improve the output loss of a PV array, which electrically changes a circuit configuration of PV modules by wiring and switching devices. Furthermore, this study modeled a PV system based on PSIM S/W, which was composed of a PV array, a circuit configuration device, and a grid-connected inverter. From the simulations results with the modeling and test device, the existing method showed no output when 50% of the shade occurs in PV modules. In contrast, the proposed method could produce the output because the voltage in the PV module could be restored to 246[V], and the operation efficiency of the PV system could be improved by the operation algorithm of the circuit configuration device.

Recently, the installation of renewable energy including PV systems in distribution systems has increased energetically to cope with climate change and energy shortages according to the government's policy of renewable energy 3020. On the other hand, the electrical performance and lifespan of PV modules installed outdoors can be decreased considerably due to a range of deterioration phenomena depending on the ambient environmental factors. To overcome these problems, replacement of degraded PV modules with new ones is increased before the lifespan guaranteed by the makers of PV modules. Therefore, this paper proposes a disposal diagnosis algorithm to evaluate the time interval of the optimal replacement for PV modules according to performance degradation rate of PV modules. In addition, this study modeled an economic evaluation, which is composed of the cost and benefit of PV systems. From the simulation results based on the proposed modeling and algorithm to consider the performance degradation rate specifically, the replacement approach was found to have the best B/C ratio in 10th year with a 3[%] degradation rate and the disposal diagnosis algorithm of PV modules are useful and practical tools for economic evaluations of the replacement of PV modules.
This study examines the determinants of net export of electricity among 30 European countries sharing electricity grid during the period of 1990~2014 by separating the sample period before and after 2005 in which ETS was introduced in Europe. The empirical method used in this study is generalize least squared one considering both heterogeneous and serial correlation in the balanced panel data. According to the empirical results, after 2005 introducing the ETS, holing energy resources, concentrating only on few electricity generation resources, and nuclear electricity generation had played more important role in net export of electricity, while renewable energy had negative effect on net export of electricity and coal and gas generation have no effect on net export after introduction of ETS in Europe probably because of high environmental cost. The policy implication of the results would be that reconsidering each country's optimal generation mix strategy and its role in case freely trading electricity.
According to green growth's policy, green-home dissemination's projects are promoting. Among them, stationary fuel cell systems are receiving attention due to high efficiency and clear energy. But it need absolutely to develop cost down technologies and improve system durability for commercialization of the fuel cell system. To achieve this objectives, in 2009, the Korean Government and "Korea Institute of Energy Technology Evaluation and Planning(KETEP)" launched into the strategic development project of BOP technology for practical applications and commercializations of stationary fuel cell systems, named "Technology Development on Cost Reduction of BOP Components for 1kW Stationary Fuel Cell Systems to Promote Green-Home Dissemination Project". This paper introduces a summary of improved BOP performances that has been achieved through the 2nd year development precesses(2010.06~2011.05) base on 1st year development precesses(2009.06~2010.05). The major elements for fuel cell systems are cathode air blowers, burner air blowers, preferential oxidation air blowers, fuel blowers, cooling water pumps, reformer water pumps, heat recovery pumps, mass flow meters, electrical valves, safety valves and a low-voltage inverter. Key targets of those elements are the reduction of cost, power consumption and noise. Invert's key targets are development the low -voltage technologies in order to reduce the number of unit cell in fuel cell system's stack.
With the long-term use of fossil fuel, the whole world is suffering from serious abnormal changes in weather caused by global warming. For this reason, many countries are reducing greenhouse gas emissions out of obligation and the allowable emissions are assigned to each country. Korea is also putting much effort into reducing greenhouse gas emissions by 30 percent against BAU(Business As Usual) by 2020, and is pushing ahead with several projects such as 'Million Green Home' and 'Hatsal Gaduk Home' to expand the use of new renewable energy in house as part of its policy. This study was designed to come up with improvements and help to expand photovoltaic facilities, by investigating and analyzing the current state of photovoltaic facilities in the country and problems in installing them through an in-site reconnaissance and a survey in Jecheon area. As the result, it was found that residents in the area were inadequate to operate and install photovoltaic facilities, lacked awareness of them and felt burdened economically by managing and installing them, although they had a high awareness of solar energy and photovoltaic facilities are constantly increasing with governmental support. In conclusion, it is considered that as improvements, operational effects should be increased through development of techniques, factors to reduce the effects in operating them due to insufficient management and installation should be removed and awareness of residents need to be improved through long-term plans, political support and education of the government.

New government, the market for stationary fuel cell systems in domestic is expected to expand in line with the policy for expanding new and renewable energy. In order to promote and expand the domestic market for stationary fuel cell systems, it is required to do research and develop for cost reduction and efficiency improvement technologies through the localization of BOP. In this study, the safety performance including the power consumption, flow rate, noise and air-tightness of the domestic fuel booster blower and the foreign fuel booster blower was evaluated and the performance improvement of the domestic blower was confirmed. As a result of the power consumption measurement and the flow rate according to the back pressure of the A company 2nd prototype and B company, the values were 73 W, 27 LPM, and 55 W, 25 LPM. These results are attributed to the improvement of performance through design changes such as CAM angle and diaphragm material.
Solar energy is attracting attention as an alternative to fossil fuels. However, there was a lack of discussion on the overall research direction and future direction of research in technology development. In order to develop more effective technology, we analyzed and discussed the technology trend of solar energy using patent data and thesis data. As an analysis method, topics were selected by using topic modeling and text mining, the increase of included keywords was analyzed, and the direction of development of solar technology was analyzed. Research on solar power generation technology is expected to proceed steadily, and it is analyzed that intensive research will be done especially on high efficiency and high performance technology. Future studies could be conducted by adding overseas patent data and various paper data.
