화석연료의 가격 및 공급의 불안정과 온실가스감축 국제 규제 강화 등에 대한 대안으로 여기는 신 재생에너지는 높은 초기 투자 부담으로 인하여 관련기술의 연구개발과 보급정책 등 전과정에 걸친 정책 지원체계가 필요하다. 본 연구에서는 지열에너지를 이용하는 지열냉난방기술에 중점을 두고 이에 대한 중장기 정책 포트폴리오 작성을 위한 기술 및 정책적 접근방안을 제시하고자한다. 지열에너지의 가장 큰 특징은 기후 등에 영향을 크게 부하가 변하는 태양광, 풍력 등과 달리 일정한 부하를 유지함으로써 안정적인 에너지공급이 가능하다는 것이다. 또, 품질 측면에서도 화석연료를 이용한 기존의 연료보다 쾌적한 환경을 조성하여 고급에너지로 평가받고 있다. 반면, 설비를 갖추기 위한 천공, 히트펌프 설치 등에 큰 비용이 든다는 단점을 가지고 있다. 현재 히트펌프 제작기술은 국산화를 완료한 상태로 사실상 기술개발에 의한 큰 폭의 원가절감은 기대하기 힘든 상황이다. 하지만, 유사분야인 시스템 에어컨이 표준화 및 대량생산을 통한 시장 보급 확대로 보급단가가 하락한 것을 고려해 볼 때 이를 통한 가격하락은 어느 정도 기대해 볼 수 있을 것으로 생각된다. 에너지 외적인 측면에서 볼 때도 지열에너지의 공급은 상당한 의미를 갖는다. 건물 냉 난방용 이외에 다양한 용도의 개발을 통해 비닐하우스나 온실 등에 지열에너지를 이용할 경우 정부차원에서 농어촌에 대한 지원이 가능하다. 또, 기존의 에너지원을 조달하는데 어려움이 있는 산간, 도서지방에서는 도시지역보다 투자대비 큰 효과를 볼 수 있어 지역간 에너지 불균형 해도에도 도움이 될 수 있다. 이와같은 지열에너지의 특성에 따라 향후 발전방향을 정리해 보았다. 핵심기술인 지열 히트펌프의 산업구조와 시장 보급 확대를 통한 가격하락을 기대한다. 지역개발 및 고립지역에서 타 신 재생에너지와 함께 독립적인 전력, 냉난방 등의 완전 에너지 공급시스템을 갖출 수 있다. 또한 특수 작물 등의 고급 농수산물 생산등의 용도개발을 통해 지열에너지 공급역량을 성장시킬 수 있을 것이다. 이와 함께 중장기 비젼을 제시하기 위해 추진되어야 할 연구과제로는 시장 보급 확대에 따른 가격경쟁력 도달 가능성에 대한 연구를 통해 산업육성 방안 마련, 타 신 재생에너지기술과 복합 설치에 의한 시너지 효과 및 이에따른 초기 투자비 증가에 대한 대책, 보급 잠재량 조사, 지열시스템의 자금 조달 및 관련 정책 검토 등이 있을 수 있다.
The domestic ESCO project was introduced in 1992 as one of the energy efficiency improvement programs. In recent energy market, the changes in the market conditions such as smart grid, renewable energy, and the importance of demand response became important issues. As the diversified business models are required, examples of overseas exercises are examined. Business areas in Europe or the US where the ESCO industry has been active include measures to improve the efficiency of energy facilities in all areas, ranging from energy supply facilities and energy services to end users. This type of ESCO overseas business model can be classified into various types such as project execution method, supplier demand management, financing method, climate change and emission rights, new and renewable energy, and other criteria. In this study, we propose to adopt IEC (Integrated Energy Contracting) contract method in domestic ESCO market for additional business models. Current convention of listing the specific individual business types being allowed by regulation turned out to be obstacles to the revitalization of the related market. In order to achieve the goal of energy conservation, it is recommended, instead, to revise the current funding guidelines to be a negative system.

Recently, power plant effluent condensers received a Renewable Energy Certificate as components of hydrothermal energy (weighted 1.5 times) as one target item of the Renewable Portfolio Standard (RPS) policy. Accordingly, more attention is being paid to the value of thermal wastewater as a heat source. However, for utilization of thermal wastewater from power plants in high-turbidity areas like the West Sea of Korea, a turbidity reducing system is required to reduce system contamination. In this study, an experimental test was performed over a month on thermal wastewater from power plants located in the West Sea of Korea. It was found that water turbidity was reduced by more than 80 % and that the concentration of organic materials and nutrient salts was partially reduced due to the reduction of floating/drifting materials. To conduct a comparative analysis of the level of contamination of the heat exchanger when thermal wastewater flows in through a turbidity reducing system versus when the condenser effluent flows in directly without passing through the turbidity system, we disassembled and analyzed heat exchangers operated for 30 days. As a result, it was found that the heat exchanger without a turbidity reducing system had a higher level of contamination. Main contaminants (scale) that flowed in to the heat exchanger included minerals such as $SiO_2$, $Na(Si_3Al)O_8$, $CaCO_3$ and NaCl. It was estimated that marine sediment soil flowed in to the heat exchanger because of the high level of turbidity in the water-intake areas.

We need to develop new renewable energy that could fundamentally replace fossil fuel, since the volume of economy and industry of our time becomes uncontrollably enormous. One of the alternative is to develop energy based on marine biomass, which would meet environment and energy needs at the same time. The marine bio-energy productions is supposed to occupy 50% to 500 million TOE in bio-energy production that is based on the Korean 3rd new renewable energy technology development, utilization, supply plan until 2030. This study attempts to apply input-output analysis to investigating the economic impacts of marine bio-energy development project in the Korean national economy. More specifically, this study shows what national economy effect of production-inducing effect, value-added inducing effect, employment-inducing effect, and R&D-inducing effect are explored with demand-driven model. Furthermore, this study attempts to define and classify the marine bio-energy development project sector from I-O table. Also, this study pays particular attention to marine bio-energy development project by taking the industry as exogenous specification and then investigating its economic impacts. The Marine bio-energy development project case 223 billion won, production-inducing effect, value-added inducing effect, and employment-inducing effect are 312 billion won, 87 billion won, 1,151 persons, and 5 billion won respectively. These quantitative information can be usefully utilized in the policy-making for the industrialization of marine bio-energy development project.

Many countries are increasing their investments in smart grid technology to enhance energy efficiency, address climate change, and trigger a green energy revolution. In addition to these goals, Korea also seeks to promote national competitiveness, prepare for the growth of the renewable energy industry, and export industrialization through its strategic promotion of the smart grid. Given its inherent representativeness for Korean implementation of the smart grid and its growth potential, Jeju Island was selected by the Korean government as the site for smart grid testing in June 2009. This paper presents a new design for the electricity market and an operational scheme for testing Smart Electricity Services in the Jeju smart grid demonstration project. The Jeju smart grid test-bed electricity market is constructed on the basis of day-ahead and real-time markets to provide two-way electricity transaction environments. The experience of the test-bed market operation shows that the competitive electricity market can facilitate the smart grid deployment in Korea by allowing various demand side resources to be active market players.
With the growing penetration of distributed generation including from renewable sources, smart grid power system is needed to address the reliability problem. One important feature of smart grid is demand response. In order to design a demand response program, it is indispensable to understand how consumer reacts upon the change of electricity price. In this paper, we construct an econometrics model to estimate the hourly price elasticity of demand. This panel model utilizes the hourly load data obtained from KEPCO for the period from year 2005 to 2009. The hourly price elasticity of demand is found to be statistically significant for all the sample under investigation. The samples used for this analysis is from the past historical data under the price structure of three different time zones for each season. The result of the analysis of this time of use pricing structure would allow the policy maker design an appropriate incentive program. This study is important in the sense that it provides a basic research information for designing future demand response programs.
Green house gas emissions are increasing as development of the industrial economy of the international community. Many countries in the world are endeavoring to reduce green house gas emissions under severe climate change. In order to protect grobal warming, government is trying to reduce green gas emissions under "Low Carbon Green Growth Policy" and investing climiate-firendly industries such as renewable energy harvesting. Renewable energy has been rapidly developing as a result of investment for development technology of using natural energy such as solar, wind, tidal, etc. There are lots of waste energy in the road space. However, nobody is not interested in waste energy from the road space. This paper present a fundamentally experimental study of energy harvesting technique to use waste energy in the road. The waste energy in the road is covered a pressure and impact of vehicles on the road, the radiant heat from asphalt pavement, road noise and vibration etc. In this study, an energy harvesting device using piezoelectric element is proposed and various tests are conducted to investigate a characteristic of this device as function of impact loading based on piezoelectric effect behavior. This paper shows the energy harvesting results of the device using domestic piezoelectirc element as a function of impact load size and pavement types.

The Jeju Special Self-Governing Province is currently promoting the "Carbon-free Island by 2030" policy, which requires the use of renewable energy instead of fossil fuel so that the island will have no carbon gases generated by 2030. To implement this policy, the island plans to build a wind power plant capacity of 1.09 GW in 2020; this wind power plant is currently ongoing. However, when wind power output is greater than the power demand of the island, the stability of Jeju Island power system must be prepared for it because it can be a problem. Therefore, this study proposes a voltage source-type MMC-HVDC system linked to mainland Korea to expand the wind power penetration limits of Jeju Island under the stable operation of the Jeju Island power system. To verify the effectiveness of the proposed scheme, computer simulations using the PSCAD/EMTDC program are conducted, and the results are demonstrated. The scenarios of the computer simulation consist of two cases. First, the MMC-HVDC system is operated under variable wind power in the Jeju Island power system. Second, it is operated under the predicted Jeju Island power system in 2020.

The Ministry of National Defense of the Republic of Korea is showing a lot of interest in net zero-energy buildings (NZEBs) to reduce energy consumption of military facilities and to promote green growth policy in military sector. The application of building passive technologies and renewable energies is essential to achieving NZEBs. This paper analyzed energy performance and energy cost on the conventional heating and cooling system (baseline scenario) and three different alternative scenarios (ALT 1, ALT 2 and ALT 3) applied in a hypothetical military building. A building modeling and simulation software (DesignBuilder V6.1) with EnergyPlus calculation engine was used to calculate the energy consumption for each scenario. Overall, when the GSHPs are applied to both space airconditioning and domestic hot water (DHW) production, Alt-2 and Alt-3, the amount of energy consumption for target building can be greatly reduced. In addition, when the building envelope performance is increased like Alt-3, the energy consumption can be further reduced. The annual energy cost analysis showed that the baseline was approximately 161 million KRW, while Alt-3 was approximately 33 million KRW. Therefore, it was analyzed that the initial construction cost increase could be recovered within about 6.7 years for ALT 3. The results of this study can help decision-makers to determine the optimal strategy for implementing GSHP systems in military buildings through energy performance and initial construction cost assessment.
Broad effects of fuel-transition in all type of ground transportation have occurred with the help of the advances in electric vehicle (EV) technologies and the increases in EV supply. This research estimates the economic benefit of air environmental improvements, which results from the fuel-transition of high-mileage business cars(taxies) in metropolis. If we consider power production sector for EV operation, some air pollutants will be produced. In this respect, this research takes both the mixture of power sources in power production level and the driving pattern of business cars into account when investigating the economic benefit in air environment resulted from the fuel-transition of business cars(taxies). According to our results, the business cars' fuel transition from LPG to electricity brings about 21.5₩/km (8.6million won/year) of economic benefit in air environment. These results emphasize the necessity and appropriateness of public polices for expanding power production with renewable energies and facilitating EV distribution.
