In order for handicapped people to maintain better humane life, it is necessary to get statistics of them in developing appropriate national policy. However, it is very difficult to obtain baseline statistics on regular or occasional basis. It's reason is mainly attributed to attitudes of their family's tendency to conceal any existence of such memeber in the household. As a result, the statis-tics on the handicapped population is very inaccurate and under satisfaction. We must produce such statistics periodically in time and with accuracy. Thus, this study porposes five methods which, we believe, can produce reliable statistics of thehandcapped population : 1) vitalization through enforcement of handicapped information into the registration system, 2) inclusion in population census of items related to handicapped information, 3) improvement of the physically handicapped population survey scheme, 4) utilization of hospital patients' records for development of the statistics, and 5) an estimation through the labor force survey.

This paper aims to examine the impact of R&D organization culture(diversity, autonomy, redundancy and connectivity) to Organizational Commitment and Organizational Citizenship Behavior in Information Technology Companys. Hypotheses were tested by surveying 250 employees at R&D Gumi Industrial Complex. The findings of research are as follows : First, three factors of R&D organizational culture had a significant positive effect on the organizational commitment except redundancy. Second, two factors of organizational culture in R&D organizational culture had a significant positive effect on the organizational citizenship behavior except autonomy and redundancy. it is shown reliable criterion to effective organizational management in small and medium enterprises.

This study performs analyzing a status of labor cost policy of public construction project and labor management information system in Korea for improving of labor cost survey in the construction market. The outcome of this study will be helpful to build a labor cost information system included the information of man-hour, regular pay and benefit, total wage. And if these result is integrated with the information of worker's career, qualification, skill level, it is confidently expected that the survey of labor cost is reliable.

Redundancy allocation problems have been considered at single-level systems and it may be the best policy in some specific situations, but not in general. With regards to reliability, it is most effective to allocate the lowest objects, because parallel-series systems are more reliable than series-parallel systems. However, the smaller and lower in the system an object is, the more time and accuracy are needed for duplicating it, and so, the cost can be decreased by using modular redundancy Therefore, providing redundancy at high levels like as modules or subsystems, can be more economical than providing redundancy at low levels or duplicating components. In this paper, the problem in which redundancy is allocated at all level in a series system is addressed, a mixed integer nonlinear programming model is presented and a genetic algorithm is proposed. An example illustrates the procedure.

In a connection-oriented packet switching network, the data communication starts after a virtual circuit is established between source and destination. The virtual circuit establishment time includes the queue waiting times in the direction from source to destination and the other way around. We use this two-way queueing delay to evaluate scheduling policies of a packet switching processor through simulation studies. In this letter, we also suggest user testing functions for the packet switching processor to manage virtual circuits. By detecting error causes, the user testing helps the packet switching processor provide reliable connection-oriented services.

The ripple effect is analyzed in the post-construction evaluation phase, but only the qualitative analysis and simple numerical fluctuations are analyzed, thus, no reliable ripple-effect analysis has been conducted. Therefore, in this study, a focus group interview was conducted with 10 experts to propose a plan to improve the ripple effect metrics. Consequently, by linking with the policy-effect metrics of the pre-feasibility study, it is expected that the utilization of the analysis results will be improved and objective and quantitative analysis will be possible.

Purpose: This study aimed to develop a survey instrument to assess the Patient Safety Culture in Korean hospitals and evaluate its validity and reliability. Methods: A preliminary instrument was developed through a literature review, focus group interviews, content validity testing, and pretesting for face validity. A total of 467 hospital employees participated in the psychometric testing. Validity and reliability assessments included content validity, construct validity, criterion-related validity, and internal consistency. Results: The Korean Patient Safety Culture Survey Instrument comprised 35 items across seven factors: leadership, patient safety policy and procedure, patient safety improvement system, teamwork, non-punitive environment, patient safety knowledge and attitudes, and patient safety priority. These seven factors contributed 60.98% of the variance of the total scale. Cronbach's alpha for internal consistency was .93; the seven factors ranged from .66 to .91. Conclusion: The results of this study showed that the Korean Patient Safety Culture Survey Instrument is reliable, valid, and suitable for measuring patient safety culture in Korean hospitals.

전 지구적으로 기후변화로 인한 영향이 심화됨에 따라, 피해 및 영향을 최소화하기 위한 기후변화 대응 중에서 적응은 필수가 되었다. 기후변화 적응 대책 수립을 위해서는 기후변화와 관련된 다양한 요인들을 동시에 고려해야 하며, 이를 위해 기후변화 적응 정보는 필수적인 기초자료로서 그 수요가 지속적으로 증가하고 있다. 그러나 현재 기후변화 적응과 관련된 정보는 중앙부처 및 기관, 분야별로 약 132개 사이트 및 시스템에서 제공되어 정확한 정보파악이 어려울 뿐만 아니라 대부분이 기후변화 전문 자료라기보다는 기후변화 현상에 대한 일반 자료에 국한되어 있어, 과학적으로 검증된 자료가 부족하고 신규 자료의 갱신 또한 어렵다. 이러한 한계점과 문제점을 인식하여, 기후변화 적응 정보를 통합적으로 제공하는 기후변화 적응 정보 통합지원 체계의 구축과 정책적 활용에 대하여 연구를 수행하였다. 이를 위해 첫째, 기후변화 적응 및 적응 정보에 대한 정의와 국내 기후변화 적응 정보 현황을 조사하였다. 둘째, 최종적으로 기후변화 적응 정보 통합지원을 위한 시스템의 단계별 구축방안을 제시하였으며, 마지막으로 적응정보 통합지원 체계 수립의 정책적 활용방안을 제시함으로써 통합지원 체계 수립에 대한 필요성을 논의하고자 한다. 기후 변화 적응정보 통합지원 체계의 구축은 기후변화 적응 정책의 의사결정에 효과적으로 활용할 수 있을 것이라 판단된다.

국제 정치 경제 상황의 급변에 따라 광물에너지자원 안정적 확보의 문제가 점점 커지고 있기에, 중국은 안정적인 광물에너지자원 확보를 위한 전략과 정책 수립에 만전을 가하고 있다. 중국은 희토류수출 쿼터제 폐지이후에 희토류산업 정책시행 방침을 수립하였고, 6대 희토류기업이 전국의 모든 희토류 광산 및 정련제련기업을 통합하고자 한다. 중국은 비전통 석유 가스 탐사 개발 투자를 늘리고 적극적인 기술연구개발 등을 통해 중국내 에너지 안보를 제고하고자 하고, 세계 최대의 셰일가스 부존국가로서 상업생산을 증진하기 위한 기술개발과 조사 탐사활동에 매진하고 있다. 중국은 해외에서 안정적인 자원 확보를 위해 장기계약 추진과 지분투자 또는 공동투자 벤처를 만들고 있다. 중국은 경제발전과 연동된 자원산업 발전전략으로는 자원사업과 환경산업 발전전략의 통합, 자원관리 국제화, 공급선 다양화 및 고도화, 산업연계전략 강화, 집단화 및 다각화 전략을 제시하고 있다.

지난 몇 년간 클라우드 서비스의 혁신은 IT발전에 기여한 가장 큰 잠재력을 가진 기술 중에 하나이다. 그러나 클라우드 서비스의 잠재력을 발휘하기 위해서는 서비스 제공자와 소비자관점에서 다양한 이슈들에 대한 명확한 정의와 이해가 필요하다. 현재의 클라우드 관련 연구들은 기술 자체에 중점을 두고 있으나, 클라우드 서비스를 둘러싸고 있는 비즈니즈 측면에서의 이슈들에 대한 이해도 시급하다. 점점 더 많은 개인과 기업의 정보들이 클라우드 서비스에 놓이게 되면, 주된 관심은 어떻게 안전하고 신뢰할 수 있는 클라우드 서비스를 제공할 것인가에 맞추어지게 된다. 따라서 성공적인 클라우드 서비스를 위해서는 클라우드 서비스의 안전성과 신뢰성을 보증할 수 있는 인증제도의 수립이 필요하다. 본 논문에서는 안전하고 신뢰할 수 있는 클라우드 서비스를 위한 인증제도의 프레임워크를 개발한다. 이를 위하여 클라우드 서비스 품질과 인증과 관련된 핵심 이슈들을 식별하고, 클라우드 서비스 영역과 클라우드 서비스 제공자 영역의 인증제도를 위한 시스템적인 프레임 워크를 개발한다. 또한 개발된 인증제도의 평가방안도 제안한다.
