풍력자원 잠재량 산출을 위한 저해상도 바람지도 구축 (Low-Resolution Wind Mapping For Estimation of Wind Resource Potential)

  • The national goal of wind energy dissemination has to be determined rationally based on technically available wind resource potential. For a reliable and scientific estimation or wind resource potential, a wind map is requisite. This paper presents the national wind map of Korea established by numerical wind simulation. Prediction accuracy of the low-resolution wind map is Improved by nudging QuikSCAT data and is validated by comparing with marine buoy beacon and met-mast measurements. Therefore, quantification of national wind resource potential is now possible and is anticipating to be utilized as a core index for policy and strategy building of wind energy dissemination and technology development.

과학기술연구개발활동조사의 개선방안 -기업부문을 중심으로- (Policies for Improving the Survey of Research and Development in Science and Technology: The Case of Industrial Sector)

  • The survey of research and development (R&D) in science and technology (S&T) covers the current status of R&D activities in S&T in Korea, and provides a basis for decision making regarding S&T policy. Continuous improvement of the survey is widely needed to present reliable national basic statistics. Therefore, the purpose of the study is two-fold: to introduce sampling survey method in industrial sector and to make statistical technique to deal with non-response data from industrial sector. To these ends, first, case studies of the United States and Japan are illustrated. A new sampling design for the R&D survey is proposed and implementing stratified random sampling scheme is suggested. Moreover, statistical analysis of the non-response data is dealt with. Based on several screening criteria, we develop a new imputation method suitable for the R&D survey and also provide more detailed implementation plan. Various solutions to a problem arising from non-response item are also presented. Finally, some implications of the results are discussed.

  • The purpose of this study is to analyze the optimal development direction of the land management information systems in Korea. In order to produce a new LMIS model the existing model of Tulloch(1996) was evaluated. Analysis of the land management information systems(LMIS) is focused on the period of 1998 and 2001. The main results of the study are as follows: First, the government should involve GIS(Geographic Information Systems) into the e-government. Second, the KLIS(Korea Land Information Systems) is required technological and legal infrastructure for the service using optimized land management information systems as combining LMIS and PBLIS(Parcel based Land Information Systems). Third, the spatial data of the LMIS can be promoted by ensuring reliable IT environments. Forth, optimized LMIS should be revised to reflect the new technological environment and collaborative relationship between LIS and GIS boundaries and between LMIS, urban infrastructure, and related information sectors. Fifth, In terms of services LMIS is required focusing end users rather than supplier focused strategy.

  • Software is not only control and operational technology of computer, various system, and machines, but also knowledge handling and service technology for production, storage, and utilization of digital information. Many nations invest enormous budget in SW R&D to acquire core and original technology, and commercialize. To select and concentrate on SW R&D investment by segmenting diverse functions and element technologies consisting of sw technology, introduction of evaluation and analysis methodology on technology level utilizing reliable patent and bibliometrics is demanded these days. The purpose of this paper is to suggest some analysis frameworks of national technology level in the field of sw technology. Another practical purpose is to verify sw technology policy using qualitative and quantative indicators of patent and bibliometrics.

  • In this work, we have investigated the national economic effects of the ubiquitous industry(UI) for a u-Korea(ubiquitous Korea) project. Since the UI are now playing the more and more important role in Korean economy, it will be very appropriate to provide the policy makers with the accurate and reliable information regarding the role of UI in the national economy. This paper employs input-output analysis to examine the impacts of UI while carefully taking into account the unique situations of Korea. The meaningful results have been obtained by utilizing the rich experiences of the UI. To be more specific, the economic effects of UI on the production-inducing, added value-inducing, export & import-inducing and employments have been addressed in the work.

  • Redundancy allocation problems have been considered at single-level systems and it may be the best policy in some specific situations, but not in general. With regards to reliability, it is most effective to allocate the lowest objects, because parallel-series systems are more reliable than series-parallel systems. However, the smaller and tower in the system an object is, the more time and accuracy are needed for duplicating it, and so, the cost can be decreased by using modular redundancy. Therefore, providing redundancy at high levels like as modules or subsystems, can be more economical than providing redundancy at low levels or duplicating components. In this paper, the problem in which redundancy is allocated at all level in a series system is addressed, a mixed integer nonlinear programming model is presented and genetic algorithm is proposed. An example illustrates the procedure.

  • Though food safety efforts of the government has been increasing, but the health hazards resulting from food does not stop and thus increases consumers' anxiety and distrust of government. For more reliable safety management, developing analysis and intake measurement methods and strengthening regulatory control with strict criteria is necessary. In addition, as not only the known hazards by now, but also unknown but obvious hazards are simultaneously ongoing in current environments, the unified risk management and health assessment for food, health food and medicines from the media is critical. As risks and damage to health may show up after a long time after exposure, preventive measures and strategies for safety control is also needed.

  • The objectives of this study were to find development process and strategies for school lunch program using environmentally friendly agri-products (EFA). In order to improve the quality of school lunch program from elementary school to high school, the demand of EFA is increasing step by step such as a parent's association and the citizen group. For that reason, establishment by regional ordinance for school lunch program using EFA is rapidly expanded throughout the country. To develop school lunch program using EFA, we have to consider WTO regulations and product reliable EFA under the demand-supply stabilization. Moreover, environmentally friendly agri-policy to be more focused on the promotion the consumer's interests and food safety need.

국방과학기술 연구개발 우선순위설정에 관한 연구 (The Process of R&B Project-Priority Ordering in Defense Technology)

  • The aim of this paper is to show the process of R&D Project-Priority Ordering in the Defense Technology field. We propose specific methods (Delphi, Analytic Hierarchy Process (AHP), Scoring) to order the R&D Project-Priority. In general, to decide the priority of R&D projects most of researches depend on questionnaires which are surveyed by experts. However, it is criticized that this process cannot reflect the limitation of experience and knowledge of experts. In this process, we separate evaluators in two parts: the first is strategic experts, the second is technical experts. Evaluators can choose and evaluate the alternatives which they are familiar with, so we can obtain reliable results. Finally, based on our process of the R&D Project-Priority Ordering we formulate policy implications for managing the defense technology.

스마트시민정당 사례분석에 관한 연구 (The Case Study on Smart Citizens Party)

  • 본 논문은 스마트 시민 정당 개념 정립을 위해서 스마트 시민 정당의 정의 및 유형, 스마트 시민 정당의 기능을 살펴보고 CocKpit, PADGET, UBIPOL 등 7개의 스마트 시민 정당 플랫폼 사례를 분석하였다. 본 연구에서 분류하고 분석한 요소기술은 개방형 데이터 정보관리 기술, 소설 컴퓨팅 및 시민참여 관련 기술, 정책 분석 및 정책결정 관련 기술, 보안 및 개인정보보호 관련 기술과 협업정치를 위한 인프라 관리기술로서 스마트 시민 정당 구축을 위해서는 관련 요소기술들의 확보뿐만 아니라 각 기술 간의 연동 및 통합기술이 필요한 것으로 나타났다.
