Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.
The purpose of this study is to propose a strategy for creating an advertisement for Corporate Social Responsibility(CSR) based on the strategy of selecting an advertisement model in order to efficiently execute the advertisement of CSR. Data were analyzed by regression analysis. The results of this study are as follows: First, it is found that the value-relevance factors of the model are important regardless of the theme of CSR. In the economic field, the reliability of the model is important. But, the attractiveness of the model was more important in the environmental field. Second, it is effective to select a model with high value-relevance when selecting CSR advertising model. But, in the case of an expert, it is effective to select not only value addition, but also attractive and reliable models. Third, when producing CSR ads using emotional messages, it is important to consider the value and reliability of the advertising model. But, it is important to select the model considering the importance of the value and attractiveness of the advertisement model when producing the CSR advertisement using the informational message. It was found that it is very important to select a model that has a high relevance to the image of the social responsibility subject and the advertisement model when producing the social responsibility advertisement.

Since 2014, the quality level survey of the defense industry has been carried out annually. The need for this was felt as the quality control policy was inadequately reflected in the survey results. In this study, to secure valid and reliable data, the quality level survey measurement indicators and questionnaires used previously were analyzed and developed as customized papers according to the size of the company. The questionnaire index was simplified through the elimination of unnecessary and redundant items to improve the response rate and reliability. In addition, a comprehensive score was computed based on the improvement index so that the result of the quantitative quality level survey could be calculated. Through this, it was possible to determine the quality level attained by the defense industry. Through the quality level survey, we intend to secure data that can analyze the quality management environment to maintain quality levels of the defense industry and identify ways to establish mid-to-long-term quality management strategies and improve systems to enhance the quality level of the defense industry in the future.
The purpose of this study is to present an approach to the "Digital Health Passport" (DHP), which will be the most important in the change of the travel industry among the sudden environmental changes brought about by COVID-19. To this end, this study reviewed a variety of empirical literature on DHP, and proposed a framework for DHP based on literature review. The framework is composed of travel intention, health information provision intention, and new technology acceptance/adoption of tourists. First, in terms of travel intention, providing information to DHP should not undermine the travel intention of the travelers. It should be possible to facilitate the travelers' enjoyment by using the information provided by the traveler. In addition, there is a need to assure that the data provided by travelers is managed in a reliable way. Second, it is necessary to understand why the travelers want to provide additional personal information (information disclosure), rather than seeing healthcare information only in terms of mandatory information provision. Finally, from the perspective of new technology, it is necessary to understand the intention of travelers to use/adopt DHP. The key implication of this work is that it proposed a DHP framework for realizing the travel bubble to predict and respond to foreign travelers' behaviors.
This paper examines the effect of the adoption of international financial reporting standards(IFRS) on the financial reporting of SMEs. As IFRS is principle-based, management's discretion is needed to reflect the economic substance of transactions, and a sound internal accounting infrastructure is needed to support the judgment process. In the case of SMEs, the internal accounting infrastructure is not well established, which makes it difficult to apply principle-based accounting. The survey analysis of 132 small and medium-sized business accounting managers listed in the domestic stock market showed that the reliability of financial statements has increased due to the introduction of IFRS. In particular, SMEs perceived their financial statements as being more reliable after the adoption of IFRS than midsize companies. However, it was found that the costs and risks from the preparation of financial statements have increased significantly, and conflicts between auditors and supervisory authorities related to the application of the principles have increased. In particular, midsize companies felt the increase in conflict with auditors and supervisory authorities bigger than small companies. As for the practical difficulties in applying IFRS, both small and medium-sized companies have difficulty in interpreting the standards and lacked guidelines. In order to resolve these difficulties, it is necessary to enhance the function of Q&A by the Korea Accounting standard board(KASB) or Financial Supervisory Service(FSS). In conclusion, the reliability of the financial statements of SMEs has improved with the introduction of IFRS. However, we believe that policy and institutional support is needed in order to have better financial reporting for SMEs.

In this study, monthly water use data were collected for 5 years from the 65 local governments included in the Han-river basin and a typical water usage ratios and patterns were calculated. The difference in water shortage was compared by considering the water usage patterns using the water balance and budget analysis model (MODSIM) and data base. As a result, it was confirmed that the change occurred in the range of -3.120% to +4.322% compared to the monthly constant ratio by period. In addition, when applying the patterns in the water balance model, 17 of the 28 middle watershed showed changes in the quantity of water shortage and the domestic and industrial water shortage would decrease about 8.0% during the maximum drought period. If it is applied in conjunction with predictive research on water usage patterns reflecting climate change, social and regional characteristics in the future, it will be possible to establish a more realistic water supply forecasts and a reliable national water resources plan.
As a new type of healthy public space, greenway users carry out leisure activities, exercise, sightseeing and necessary transportation in greenway. However, at present, there is little research on greenway users' evaluation and perception of greenway, and there is no comprehensive exploration of Greenway environment from a humanistic perspective. Combined with the research and actual situation of the existing representative greenways in Chinese cities, this paper refers to a large number of documents, applies the semantic difference method and multiple regression analysis method, analyzes the current situation of the Dongfengqu greenway, explores the influencing factors and impact evaluation of the greenway environment from the perspective of greenway users' perception, and puts forward suggestions on the optimization of the greenway environment in Zhengzhou from multiple levels. The main conclusion of this paper comes from the data conclusion obtained by semantic difference method, which is feasible in the resident evaluation of greenway use. The feedback results of post use evaluation can provide a reliable reference for the planning and design of similar greenways in the future.

Due to the recent integrated water management policy, it is important to identify a reliable supply amount for establishing an agricultural water supply plan. In order to identify the amount of agricultural water supply, it is essential to calculate the discharge by measuring the water level and flow velocity of reservoirs and canal agricultural water, and quality control to ensure reliability must be preceded. Unlike agricultural reservoirs, canal agricultural water are more sensitive to the surrounding environment and reservoir irrigation methods (continuous, intermittent irrigation, etc.), making it difficult to estimate general water level patterns and at the same time a lot of erroneous data. The Korea Rural Community Corporation is applying a filter technique as a quality control method capable of processing large quantities and real-time processing of canal agricultural water level data, and applicability evaluation is needed. In this study, the types of errors generated by the automatic water level measurement system were first determined. In addition, by using the manual quality control data, a technique with high applicability is derived by comparing and analyzing data calibrated with Gaussian, Savitzky-Golay, Hampel, and Median filter techniques, RMSE, and NSE, and the optimal parameters of the technique range was derived. As a result, the applicability of the Median filter was evaluated the highest, and the optimal parameters were derived in the range of 120min to 240min. Through the results of this study, it is judged that it can be used for quantitative evaluation to establish an agricultural water supply plan.
This study sought to explain the reasons why the civic education bill failed to be enacted as many as 13 times. What we discovered as a result of our research is, first, the absence of a legislative strategy by the minority member of the national assembly on this bills. The Citizenship Education Bill was a controversial bill with great potential for ideological conflict, and after the 19th National Assembly, this bill was promoted by a minority of a specific political party. The Democratic Party's sponsoring lawmakers did not use active legislative strategies, such as exerting influence within the party to have these bills adopted as the party's platform, or developing them into major pledges for the general and presidential elections. Second, there is a consistent passive response from civic groups as well as lawmakers who signed the bill in an unfavorable public opinion environment. During the legislative process, opposing opinions were overwhelming, including concerns about the spread of leftist ideology, waste of budget and organization, and violation of neutrality and fairness in education. In addition, the passive attitude of field teachers and civic groups, who should be in charge of civic education, also served as a background for the legislative failure. Third, due to a lack of sharing of reliable information on recent theoretical research and global policy trends among stakeholders, legislation through an agreement between the ruling and opposition parties failed.
Although aviation safety and security have been improving, which has made air transportation more reliable, the international aviation community has witnessed a steady increase in the number of unruly passenger incidents. Under international law, the Tokyo Convention (The Convention on Offences and Certain Other Acts Committed on Board Aircraft of 1963) is applicable to unruly passenger issues. While the Tokyo Convention has been a successful convention which 185 member states have ratified, it has its shortcomings. Three major shortcomings are related to definition, jurisdiction, and enforcement. Firstly, the Tokyo Convention does not provide for a definition of unruly passengers, thereby resulting in a situation where conduct that may be considered to be a criminal offence in the country of embarkation may not be a criminal offence in the country where the aircraft lands. Having different definitions may lead to ineffective action on the part of air carriers. Secondly, the fact that the state of landing does not bear jurisdiction produces circumstances in which it is impossible to punish an unruly passenger who clearly committed an offence on board. Thirdly, the Tokyo Convention only recognizes the competence of the state of registry to exercise criminal jurisdiction but does not impose the duty to actually use that competence in any specific case. Along with ratifying the Tokyo Convention, Korea enacted the Aviation Navigation Safety Act in 1974 as a domestic legal approach to dealing with the problem of unruly passengers. Partially reflecting the ICAO's model legislation, Circular 288, the Aviation Safety and Security Act was enacted in 2002. Although the Korean Aviation Safety and Security Act is a comprehensive act which has been constantly updated, there is no provision with respect to jurisdiction and only the Korean criminal code is applicable to jurisdiction. The Korean criminal code establishes its jurisdiction in connection with territoriality, nationality and registration, which is essentially the same as the jurisdictional principles of the Tokyo Convention. Thus, the domestic legal regime cannot close the jurisdictional gap either. Similarly, Korean case law would not take an active posture to jurisdiction unless the offence in question is a serious one, such as hijacking. A Special Sub Committee of the ICAO Legal Committee (LCSC) was established to examine the feasibility of introducing amendments to the Convention on Offences and Certain Other Acts Committed on Board Aircraft of 1963 with particular reference to the issue of unruly passengers. The result of the ICAO's findings should lead to the modernization of the Tokyo Convention, thereby reducing the number of incidents caused by unruly passengers and enabling all parties concerned to respond to unruly passengers more effectively.
