Determination of Weights for Components in Evaluating Ease of Doing Business Based on AHP and Analysis of Aggregate Ranks of Economies (AHP 기반의 비즈니스 실행 편의성 평가요소의 가중치 결정과 경제단위별 종합 순위 분석)

  • Annual reports on the ease of doing business, published from the World Bank, measure the regulations of economies that enhance business activity and those that constrain it by the 10 areas of business life-cycle. It then calculates the scores and ranks in each of the areas and in aggregate. The aggregate scores are the summation of the scores in the areas. This means that all the areas have the same weight. As evaluation results can vary greatly by the areas used and their weights, it is possible that the areas emphasized by small and medium-sized enterprises(SMEs) of Korea are not appropriately reflected in the evaluation results. From the viewpoint of small and medium-sized Korean enterprises, this paper tries to compare the ease of doing business of economies via determining the weights of the 10 areas. Through an AHP-based survey on Korean professors of a business school and SME CEOs, the weights are determined and then applied to the calculation of the aggregate scores and the ranks of the economies. While the changes in the top and bottom ranks are relatively small, some cases of big changes are found in the middle ranks.

Rank-Based Nonlinear Normalization of Oligonucleotide Arrays

  • Motivation: Many have observed a nonlinear relationship between the signal intensity and the transcript abundance in microarray data. The first step in analyzing the data is to normalize it properly, and this should include a correction for the nonlinearity. The commonly used linear normalization schemes do not address this problem. Results: Nonlinearity is present in both cDNA and oligonucleotide arrays, but we concentrate on the latter in this paper. Across a set of chips, we identify those genes whose within-chip ranks are relatively constant compared to other genes of similar intensity. For each gene, we compute the sum of the squares of the differences in its within-chip ranks between every pair of chips as our statistic and we select a small fraction of the genes with the minimal changes in ranks at each intensity level. These genes are most likely to be non-differentially expressed and are subsequently used in the normalization procedure. This method is a generalization of the rank-invariant normalization (Li and Wong, 2001), using all available chips rather than two at a time to gather more information, while using the chip that is least likely to be affected by nonlinear effects as the reference chip. The assumption in our method is that there are at least a small number of non­differentially expressed genes across the intensity range. The normalized expression values can be substantially different from the unnormalized values and may result in altered down-stream analysis.

Research Productivity in Business and Economics: South Korea, 1990-2016

  • This paper ranks higher education in Korea based upon research productivity in business and economics disciplines. The number of SCI-level journal articles are tabulated using the Web of Science search engine, over the sample period from 1990 to 2016. The league table shows that many private universities dominate top-tier ranks, which is consistent with the school reputations most commonly cited by the general public in Korea. In contrast, many national universities appear in the second-tier, and their scanty performance in business and economics is in sharp contrast with our earlier findings in which national universities performed well in science and engineering fields (Jin and Kim, 2018). In addition, the ranking order in lower-ranked schools is found to be sensitive to a small change in publications, whereas the publication gap among top-tier schools is relatively large. Finally, unlike our general perception, the size of school does not matter for collaborative research. Some policy implications are discussed as a conclusion.

  • In this paper, we want to represent a method for ranking of two exponential trapezoidal fuzzy numbers. In this study a new Cardinality between exponential trapezoidal fuzzy numbers is proposed. Cardinality in this method is relatively simple and easier in computation and ranks various types of exponential fuzzy numbers. For the validation the results of the proposed approach are compared with different existing approaches.

Visual Preference Evaluation of Forest Stands toward Forest Working Systems (산림작업에 따른 임분의 시각선호도 평가)

  • The main purpose of this study is to obtain forest scenic beauty management informations toward forest working systems in pinus densiflora forest stands, etc. To get these information, visual preference and spatial image analysis methods are used. 25 different alternatives were simulated to visualize on basis of actual forest working methods with taken photos from May to July, 2003. The options were illustrated as photos produced by computer software. Respondents' ratings for 25 landscape scenes were obtained by interview survey method. Each alternatives were evaluated by forest major student group with total 103 respondents after reliability test. Visual preference evaluation was used 10 point rating scale. Spatial images of 12 alternatives were measured by 12 semantic differential scale. In general, the respondents preferred refreshing and ordering forest stand after forest working to natural forest stand before forest working. High visual preference for forest density produces 400-600 trees/ha in small diameter class forest stands. Regarding visual preference according to pavement type of trail, soil trail is ranked high. Visual preference for cutting area ranks mature forest stand and visual preference for trail slope cover type ranks shrub with grass as relatively high on the preference scale. Through the factor analysis, spatial images of 12 coniferous forest stands are classified as 'ordered opened' and 'beautiful healthy'. Results indicate how to conduct forest working systems for forest scenic beauty management.

A Study on National Mining Investment Security Analysis for the Overseas Mineral Resources Investment Business (해외 광물자원 투자 사업을 위한 국가위험도 분석 연구)

  • In this study, we analyzed national mining investment security and country risk, and suggested a new index for exploration and development investment for mining projects in abroad by an analysis of relationship between these grades and mineral resource development investment. For this, potential risks for mining in mineral-rich countries are assessed, and the risk of the exploration and development investment for mining projects is relatively evaluated by OECD country risk. It is noted that countries of the lower ranks in OECD are consistently good agreement with the high grade in Behre Dolbear Group Inc. for favorable mineral exploitation, whereas the higher ranks have shown diverse and high risks for the mining investigation and development. Consequently, it is necessary that assessment of the relationship between mineral resource index and country risk for mining projects to be investigated and developed in future should be applied before business decision of mineral investigation projects in abroad.

  • Korea's conventional iPhone users had to pay for their applications in dollars. However, Apple will have to consider implementing a payment system in Korean won. Apple has strongly insisted on using the payment system in dollars, but despite its relatively small sales proportion, it will turn to the Korean market that ranks 3rd in the world for its number of downloads. In other words, the Korean market has tremendous potential for growth. Thus, this study aimed to analyze the changes that will be experienced by Apple in the Korean market due to the implementation of the iPhone-based won payment system, price fluctuations due to the introduction of iTunes, as well as positive aspects and implications of Apple's market expansion in Korea when users make payments in Korean won.

An International Comparison of R&D Efficiency: DEA Approach

  • A prerequisite for making R&D more productive is to able to measure its productivity. Most of the previous studies on this topic have attempted to measure R&D productivity at the firm or industry levels. In this study, however, R&D productivity is measured at the national level to provide R&D policy implications, particularly for Asian countries. Contrary to the previous studies where total factor productivity was adopted, this study employs the data envelopment analysis (DEA) approach to measure R&D productivity. DEA is a multi-factor productivity analysis model for measuring the relative efficiency of each Decision Making Unit (DMU). In addition to the basic DEA model that includes all inputs and outputs, five additional models are constructed by combining single input with all outputs and single output with all inputs in order to measure specialized R&D efficiency. In this study, the twenty-seven countries are classified into four clusters based on the output-specialized R&D efficiency: inventors, merchandisers, academicians, and duds. Then, the characteristics of the Asian countries with respect to R&D efficiency are identified. It is found that Singapore ranks high in total efficiency, and Japan in patent-oriented efficiency. Meanwhile, China, Korea, and Taiwan are found to be relatively inefficient in R&D. We expect that the findings from this study will be able to provide directions for R&D policy-making of the Asian countries.

An Electrochemical Evaluation on the Corrosion Property of Metallizing Film (용사 도막의 내식성에 관한 전기화학적 평가)

  • Many surface protection methods have been developed to apply for constructional steels used under severe corrosive environment. Thermal spray coating has been known to be an attractive technique due to its relatively high coating speed. Furthermore high corrosion resistance of coated film with thermal spray is required to expand its application. Four types of coated films(DFT:300 um) such as pure zinc, pure aluminum and two Al-Zn alloy (Al:Zn=85:15 and Al:Zn=95:5) onto the carbon steel (SS401) were prepared with arc spray, and the corrosion behavior of their samples were evaluated by electrochemical method in this study. Pure aluminum sample showed high corrosion resistance behavior exposed to sea water solution and pure zinc and alloy (Al:Zn=95:5) samples followed pure aluminum sample. The other alloy(Al:Zn=85:15) so called galvalume coated onto the carbon steel ranks the 4th corrosion resistance in this study. The results of porosity ratio of those samples by observation are well matched with the electrochemical data.

Sino-South Korean Scientific Collaboration Based On Co-Authored SCI Papers

  • Using statistic and bibliometric methods to characterize scientific cooperation between China (excluding Hong Kong, Macao, and Taiwan) and South Korea through their bilateral co-authored papers covered by the Science Citation Index CD-ROM, 1991-2010, in our paper we exploit the feature of their cooperation in four levels: time sequence, academic community, key fields, and institution distribution. From the time sequence we know that collaboration between China and Korea starts in 1991, reaching the first peak during 2004-2007. As for the academic community, the number of Chinese corresponding authors (2414) is slightly lower than that of Korea (2700). Regarding the 27 high yield authors, there are only 4 coming from China. Korea has a higher active level than Chinese authors. China and Korea tend to cooperate with each other on strong disciplines such as physics, chemistry, material science, engineering, mathematics, pharmaceutical, computer science and biology. Furthermore, they also attach great importance to basic research and high-tech cooperation. Besides, Chinese Academy of Sciences ranks at the top 1 among the distribution of institutions. As a majority of the collaborative institutions are universities, the participation of non-university institutions is relatively low. There are 7 Korean universities among the top ten institutions, while Yanbian University and Tsinghua University in China rank respectively as third and fourth. Seoul National University, accompanied by Korea University and Yonsei University as the three top Korean universities, is also among the top among the cooperating institutions.
