A Study on Safety Personality of Railway Personnel (철도 안전업무 종사자의 안전성격에 관한 실태조사 연구)

  • There may be several factors influencing the safety performance of railway safety personnel. These include human psychological and physiological states, physical conditions about working environment, and workers' stress and fatigue etc. Some researches indicate that human personality is close connection with human error. This study focuses on the workers' personality which is one of psychological traits of railway safety personnel. Thus, we survey and analyze it for railway safety personnel-locomotive engineers, station employees, and train commanders-in Korean railway company. Through the survey that is designed to investigate eight safety personality factors from the questionnaires composed of seventy eight questions, we study the workers' personality factors related to railway safety according to affiliated offices, operations, age, and working years. Finally, after categorizing survey results into sixty six patterns, we explain an example to show a corresponding worker to the pattern result.

A Study on the Capability of Cyber Security Education and Training Professional Personnel (사이버보안 교육훈련 전문 인력의 역량에 관한 연구)

  • This research proposed the necessary capability of cyber security professional personnel for cyber security education and training. Cyber security professional personnel were required specialized capability because the curriculum of cyber security education and training is structured around practice and training. Based on the knowledge, skills, and attitudes of professors, we derive candidate capabilities and index through the results of precedent research. As a result, we derived capability such the candidate capability group as teaching qualification, expert knowledge, practical ability, lecture ability, and research ability, and detailed capability index was derived accordingly. Finally, based on the questionnaire results of the professors related to the information security, it was determined that the capability required for the cyber security education and training professional personnel were expert knowledge, practical ability, and lecture ability. Among the capabilities, executive ability means that they have to fulfil abundant executive experience due to the high proportion of practical training due to the characteristics of cyber security education and training.

  • The means to train plan of local culture promotion personnel through the migrant women refers to the knowledge education of local cultural personnel through the accurate recognition of Korean culture and local culture and related information to foreign immigrants and workers in each region of the country. Through education courses in four areas, such as international manners, local promotion education, cultural heritage, and experience learning, the immigrant women will present a leading direction in which they can expect to play a role as experts in regional culture and public relations through the mother country's language.

Relationship between smoking characteristics and obesity among military personnel in Korea: Data from smoking cessation clinics, 2009~2017 (군인, 의경의 흡연 특성과 비만 간의 관련성: 2009~2017년 금연클리닉 참여 군인, 의경을 대상으로)

  • Objectives: This study was performed to investigate trends of smoking characteristics and to identify the relationship between smoking characteristics and obesity among military personnel in Korea. Methods: The study participants were 50,680 military personnel who participated smoking cessation clinic from January in 2009 to December in 2017(excluded in 2011). Obesity was defined as body mass index${\geq}25kg/m2$. Smoking characteristics was included cigarettes of smoked per day, age of initial smoking, smoking duration, and nicotine dependence. Binominal logistic regression analysis was performed to confirm the relationship of smoking and obesity among military personnel. Results: The prevalence of obesity of study subjects was 20.4%. The military personnel were more likely to be obese if they who smoked more than 20 cigarettes per day(adjusted OR 2.271, CI 2.027-2.545), who smoked for more than 10 years(adjusted OR 2.046, CI 1.820-2.299), and who smoked their initial smoking at later than 20 years(adjusted OR 1.357, CI 1.223-1.493). Conclusions: Obesity is closely related to cigarettes of smoked per day, age of initial smoking and smoking duration among military personnel. Thus, intervention included both smoking cessation and weight control are necessary for smokers with obese who are interested in losing weight among military personnel.

Relationship between Perceived Patient Safety Culture and Patient Safety Management Activities among Health Personnel (의료인의 환자안전문화 인식과 환자안전관리 활동 간의 관계)

  • Purpose: This study was done to explore the relationship between perceived patient safety culture and patient safety management activities among health personnel. Methods: This study was a cross-sectional survey. Participants were 342 health personnel working in two tertiary hospitals. Self-administered questionnaires were used to collect data from a convenience sample of 254 nurses and 88 doctors. Results: Scores on participants' perceived patient safety culture and patient safety management activities were just over the mean. There were significant differences in patient safety management activities by type of occupation, nurses' position, length of service, and work week. Doctors scored perceived patient safety culture and patient safety management activities significantly lower than nurses. In addition, perceived patient safety culture was significantly related to patient safety management activities. Factors which influence participants' patient safety management activities were communication, type of occupation, overall evaluation of patient safety, supervisor/manager, frequency with which events were reported, and nurse's position. Conclusion: Findings provide significant evidence that patient safety management activities are associated with perceived patient safety culture. Therefore, to build a positive safety culture, health personnel, especially doctors and general nurses need to visibly commit to patient safety management activities and be role models to ensure patient safety.

The Utilization of Medical Care Benefits of School Personnel on Duty (교직원의 공무상 요양급여제도 이용 현황)

  • Purpose: To investigate the utilization of medical care benefits of school personnel on duty in Seoul. Method: The subjects were 551 workers under Seoul Metropolitan Office of Education(male 301, female 250) who got medical care benefits from March 2000 to February 2005. To analyze the data, frequency, chi-square test, and t-test by SAS package 9.12 were used. Result: The results show that elementary school personnel got the highest ranking, 314(57.0%). Among subjects, 57.2% personnel got accident when they were working on their own duty, 21% during school events and 13.5% were during commutes. They got medical care from orthopedics 75.9%, neurosurgery 7.6%, dental 4%, and 8 male and 2 female died during these days. The most frequent diseases of males and female were fracture and joints related disease. The reason of most health problem was due to injury(92.3%). Conclusion: The results of this study suggest that the continuous health care services like regular health check for school personnel, or social safety network to prevent injury are needed.

Improvement Direction on the Assignment of Safety Managers in the Construction Site (건설안전관리자 선임기준의 개선방향 연구)

  • In consideration of current circumstances which management activities for safety performance on construction sites are mostly controlled by safety personnel, it is necessary to maintain qualified safety personnel those who are experienced and have adequate ability. This is a major factor in order to prevent any of work related incident in the construction site. However, the existing standard which enforces certain number of safety personnel in the construction site aligning with respective contract amount could lead to difficulties for proactive safety management. So, it is required to get improvement on the existing standard. In nominating the proper number of safety personnel, it would be more efficient to consider the level of risk for characteristic of work itself and the total number of manpower mobilized in respective construction work, rather than to follow the existing standard of manpower ratio as per the contract amount. Hence, this study aims to propose several plans which enable to improve the existing standard for assignment of safety personnel on construction sites.

Current Status and Improvement Plan for Personnel Verification Records Management (인사검증기록물관리 현황 및 개선방안 연구)

  • In the Republic of Korea, which has adopted a strong president-centered system as a political system, comprehensive personnel verification of work ability, reputation, and misconduct for positions where the president has personnel rights is not only fundamental to the administration of the country, but is also very important for maintaining the democratic system. As the records containing the personnel verification process produced during this process also has a wide range of data on important people in the country, they themselves are very important national-level information, and there is a great possibility that they will be used as useful materials for studying current national management in future generations. Therefore, it is assumed that after the enactment of the "Act on the Management of Presidential Records" in 2007, Senior Secretary for Civil Affairs of the Office of the President, which were responsible for the personnel verification, designated a wide range of personnel verification records as presidential designated records and transferred them to the Presidential Archives. However, with the launch of the 20th government, the agency responsible for personnel verification changed from Senior Secretary for Civil Affairs of the Office of the President to the "Personnel Information Management Team" of the Ministry of Justice from June 2022, a major change occurred in the personnel verification process that had been maintained and the preservation of related records. This paper examined what personnel verification records are and how they have been preserved and managed, and proposed what issues have arisen at the record management level due to this change in the agency in charge of personnel verification, and how those issues should be resolved on a practical and institutional level.

An Empirical Study of Social Workers' Organizational Commitment : Analyzing Mediating Effect of Organizational Cynicism (사회복지사의 조직몰입에 관한 연구 : 조직 냉소주의의 매개효과를 중심으로)

  • The main objective of this study is to examine antecedents and outcome of organizational cynicism. This paper focuses on organizational commitment of social worker as outcome variable. Thus, this study attempts to examine structural relation of variables of organizational level(personnel management), job level(job characteristics), and individual level(level of self-control) on the level of organizational commitment, with special concern about the mediating effect of organizational cynicism. The study conducted mail survey and collected information for data analysis from 330 social workers working at 173 social welfare organizations in Seoul and Kyong-gi area, The study used structural equation modeling(SEM) method for analyzing the constructed model. Main results are as follows: (1) evaluation about personnel management is negatively related to organizational cynicism; (2) evaluation about job characteristics is negatively related to organizational cynicism; (3) evaluation about self-control is negatively related to organizational cynicism; (4) organizational cynicism exerts negative effect on the level of organizational commitment; and (5) evaluation about personnel management, evaluation about job characteristics, and evaluation about self-control exerts positive effect on the level of organizational commitment. Among the results of this study, this paper focuses on the function of personnel management system on organizational cynicism. This paper emphasizes that social welfare organizations must make a lot of efforts for making fair personnel system in order to reduce social workers' organizational cynicism and ultimately promote their organizational commitment.
