카지노 기업 보안관리 운영시스템 활성화 방안 - 국내 외국인 전용 카지노를 중심으로 - (Revitalizing Measures of an Operating System on Casino Security Management - Focusing on Domestic Casino Only for Foreigners -)

  • 국내 카지노 산업은 기존의 단일 카지노 형태에서 벗어나 선진형 복합 카지노 리조트로 변화를 시도하고 있다. 이와 함께 카지노 기업 차원에서 도박의 부정적인 영향으로 인한 사건사고를 예방하고 대응하는 보안관리 시스템의 중요성이 더욱 부각되고 있다. 이에 본 연구에서는 관련 문헌 분석과 사례연구를 통하여 바람직한 국내 외국인 전용 카지노의 보안관리 운영시스템의 활성화 방안을 모색하고자 하였다. 분석결과, 국내의 외국인 전용 카지노 보안관리 시스템이 카지노 산업 변화에 효과적으로 대응하기 위해서는 첫째, 카지노 보안요원의 보호규정 결여, 둘째, 카지노 보안관리 시스템 이원화로 인한 운영체계 비효율, 셋째, 카지노 보안요원의 체계적인 교육 시스템 부재의 세 가지 영역에서 개선이 필요하다는 결론을 도출하였다. 그리고 이에 대한 개선 방안으로 본 연구에서는 첫째, 카지노 보안요원의 신변 보호를 위한 관계법 개정 검토, 둘째, 카지노 보안요원의 전문성 강화, 셋째, 카지노 보안관리 운영시스템의 단일 운영체계 구축을 제시하였다.

정부출연연구소 연구인력의 직무특성이 조직몰입에 미치는 영향 연구 : 조직공정성 매개효과 검증 (A Study on The Effects of R&D Personnel's Job Characteristics at Government-Sponsored Research Institutes on Organizational Commitment : Verification of mediation effect of Organizational Justice)

  • 본 논문은 정부출연연구소 연구인력의 직무특성과 조직몰입과의 관계에서 조직공정성의 매개효과를 알아보고자 하는데 목적을 두고 있다. 이를 위해 국가과학기술연구회 소속 정부출연연구소 25곳에 근무하는 연구직 362명을 대상으로 설문조사를 실시하여, 이들 관계를 알아보기 위한 다중회귀분석을 시행하였다. 그 결과, 자율성과 피드백 직무특성이 조직몰입에 정(+)의 영향을 나타내었으며 직무특성 중 자율성만이 조직공정성의 매개효과를 갖는 것으로 나타났다. 본 연구는 기존 연구에서 거의 다루지 않았던 정부출연연구소의 연구인력을 대상으로 직무특성을 발견하고 조직공정성과 조직몰입의 관계에 대한 매개효과를 실증분석한 점에서 의의를 찾을 수 있다.

Associations Between General Perceptions of COVID-19 and Posttraumatic Stress Disorder in Korean Hospital Workers: Effect Modification by Previous Middle East Respiratory Syndrome Coronavirus Experience and Occupational Type

  • Objectives: This study investigated associations between perceptions of coronavirus disease 2019 (COVID-19) and the prevalence of posttraumatic stress disorder (PTSD) in workers at hospitals designated to treat COVID-19, as well as the difference in the magnitude of these associations by occupational type and previous Middle East respiratory syndrome coronavirus (MERS-CoV) experience. Methods: The participants were workers at hospitals designated to treat COVID-19 who completed a questionnaire about their perceptions related to COVID-19, work experience during the previous MERS-CoV outbreak, and symptoms of PTSD ascertained by the PTSD Checklist for the Diagnostic and Statistical Manual of Mental Disorders. Participants' characteristics were compared using the chi-square test. Multivariable logistic regression was performed to evaluate the associations between perceptions and the prevalence of PTSD, stratified by occupational type and previous MERS-CoV experience. Results: Non-medical personnel showed stronger associations with PTSD than medical personnel according to general fear (odds ratio [OR], 6.67; 95% confidence interval [CI], 1.92 to 23.20), shortages of supplies (OR, 1.29; 95% CI, 1.07 to 1.56), and issue-specific fear (OR, 1.29; 95% CI, 1.05 to 1.59). Those with prior MERS-CoV quarantine experience were more prone to PTSD than those without such experience in terms of general fear (OR, 1.70; 95% CI, 1.22 to 2.37), shortages of supplies (OR, 1.24; 95% CI, 1.10 to 1.40), and issue-specific fear (OR, 1.21; 95% CI, 1.06 to 1.38). Conclusions: During the COVID-19 pandemic, non-medical personnel tended to have higher odds of being categorized as having PTSD. Workers with prior MERS-CoV experience were more susceptible than those without such experience. These findings suggest the need for timely interventions to manage human resources for a sustainable quarantine system.

장애인지역사회재활시설 종사자의 분배공정성과 소진의 관계에서 임파워먼트의 매개효과 (The Mediating Effect of Empowerment between the Distributive Justice and the Burnout of Personnel in Community Rehabilitation Facilities)

  • 본고는 장애인지역사회재활시설 종사자들의 분배공정성이 소진에 미치는 영향관계에서 임파워먼트의 매개효과를 분석하고자 하였다. 대전과 충남 지역의 장애인지역사회재활시설 종사자 321명을 대상으로 한 설문조사자료를 검증하였다. 주요 분석방법은 SPSS/AMOS 18.0을 활용한 확인적요인분석과 구조방정식모형분석이다. 분석결과, 장애인지역사회재활시설 종사자의 분배공정성이 소진에 대한 영향과 임파워먼트의 매개효과가 검증되었다. 장애인지역사회재활시설 종사자들의 소진을 감소시키기 위한 방안을 제안하고자 한다. 첫째, 종사자들의 분배공정성 인식을 높이기 위해 능력과 업무량에 대한 객관적 평가에 의한 보상, 투명한 보상체계의 구축, 비정규직의 근무여건 개선 등이 요구된다. 둘째, 종사자들의 임파워먼트를 향상시키기 위해 관리자들을 대상으로 한 리더쉽 교육과 프로그램의 운영, 종사자들의 프로그램에 대한 자발적 참여, 슈퍼비전의 제공과 임파워먼트의 교육 등이 필요하다.

지방공사의료원의 투자효율과 경영성과 (Investment Efficiency and Management Performance of Korean Regional Public Hospitals)

  • Objectives : This study examined relations between investment efficiency and management performance as indexes related to productivity of Korean regional public hospitals. Methods : The analysis data are financial information of Korean regional public hospitals from 2011 to 2014. For the indicators, value added to total assets, value added to productive activity tangible fixed assets, and value added to personnel expenses, operating margin to revenues, net profit to total earnings, and ratio of value added. Results : Significant relevance was not shown among indicators of investment efficiency. However, Significant relevance was shown between value added to personnel expense and productivity per value added. Conclusions : It confirmed that outside support funds like subsidy did not have effect on improving the management performance. Also, it could be known that availability about input of capital and labor was not realized organically.

  • To meet demand for large-scale new personnel caused by active railway investment projects such as high-speed line construction, electrification and double-tracking of the existing lines, we KNR need to establish a subsidiary firm for each field instead of personnel augmentation. The establishment of subsidiaries is expected to solve the problem of the current outsourcing services, reduce costs and in the long term, improve the efficiency of railway business. In addition, we also suggest, as a pilot project, setting up Korean Freight Inspection Company in charge of conducting light and heavy maintenance for freight cars.

철도 안전업무 종사자의 휴먼에러 요인에 대한 조사연구 (A Study on the Types of Human Errors for Railway Safety Personnel)

  • There is no universally agreed classification of human error, nor is there one in prospect. Thus, a taxonomy is usually made for a specific purpose. To seek the types of human errors in the environment of man-machine interface under the railway industry, we develop a cognitive information processing model incorporating the human's mental states. Using the model, this study investigates the types of human errors about the railway workers. Thus, a survey is conducted for railway safety personnel-locomotive engineers, station employees, and train commanders- in Korean railway company. Through the survey that is designed to investigate four types of human errors from the Questionnaires composed of thirty Questions, we analyze the types of human errors related to railway safety according to affiliated offices, operation shifts, age, and working years. Finally, from the insights of the results some guidelines for the railway safety management are presented.

지역사회 정신보건센터의 상대적 효율성에 영향을 미치는 조직관련 특성 (Organizational Determinants related with Relative Efficiency of the Community Mental Health Centers)

  • This study was conducted to explore the relationship between the efficiency and its organizational determinants of tile Community Mental Health Centers(CMHCs). Data are obtained from 81 personnel of 27 CMHCs from Sept. to Oct. in 1999(19 in Kyunggi province, 7 in Seoul City and 1 in Chunchon, Kangwon province). Major findings of this study are as follows. 1. DEA is a mathematical programming technique that optimizes the relative efficiency ratio of inputs over outputs for each decision-making unit(DMU). It produces a summary scalar efficiency ratio for each DMU of CMHCs. It assessed multiple inputs and multiple outputs simultaneously, and compared to specific peer group of CMHCs. 2. Organizational determinants of DEA efficiency of CMHCs we proved as advertisement(+), location of CMHCs(in public facility)(+), area of facility(+), period of operation(+), job satisfaction(+), clarity of work-role(vague), cohesion(-), rate of certified personnel(+), number of referral(+), and voluntary service time(-).

Research on disaster management personnel improvement measure of local government

  • The purpose of this study is to examine the disaster management system of local governments by diagnosing the current status of disaster management experts in Korea, deriving problems and improvement measures, and looking at local governments' total labor cost system. The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.

소규모 사업장 산업보건인력의 업무수행 분석 (Facilitating Factors of and Barriers to Performance Improvement of Small Scale Enterprise Occupational Health Personnel in Korea)

  • In Korea, based on the Revised Law of Occupational Safety and Health a new entity of institution was set up in 1990 to provide occupational health services to SSE in which three sorts of personnel as a team have to be involved. These institutions, in charge of scores to hundreds of workplace area-wide, have been providing occupational health services without payment from employers or employees, and government reimburses through the Occupational Injury Prevention Insurance since 1993. As a service provider, a team is composed of doctors, nurses and industrial hygienists. Undergraduate and postgraduate educations for the SSE occupational health are not specified and the question on the performance of the personnel has been raised. This study was designed to analyze the facilitating factors of and barriers to the performance and its improvement of these personnel. In 1997, the survey was conducted with all 58 institutions. Structured questionnaires were mailed to 200 personnel who were providing the occupational health service for SSE. The response rate was 51.7% for doctors, 58.6% for nurses, and 60.3% for industrial hygienist, respectively. Results are as follows : 1) There is a guideline for occupational service mandated by the government. Under the guideline, the minimum frequency of visiting workplace is assured with six times of doctors, 17 times for nurse and industrial hygienist in a year. There are one doctor for every 200 factories, one nurse and one hygienist for every 100 factories. 2) All respondents have basic qualification for occupational health service. About 16.7%. of doctors are certified in industrial medicine or preventive medicine, and 64.7% of industrial hygienists had first grade certification. Totally 66.7% of personnel have been involved in occupational health for more than one year. 3) As a support system for the performance improvement, 66.3% respond that they have been provided with educational materials, advice related to industrial environment and guidance of MSDS from Korea Industrial Safety Corporation. Most respondents indicate the lack of concern of employers and employees as a main barrier to the improvement of the service. Also they are in the need of the training opportunity more focused on SSE. The Governments policy for SSE is a principal facilitating factor. Training program focused on SSE situation, manpower, technical support, etc. are areas to be improved to have a better occupational health service for SSE in Korea.
