An emphasis on public-private partnership (PPP) in the regulatory policy process can overcome the challenges hindering regulatory effectiveness with the emergence of fast developing technologies and new industries. This study attempts to evaluate quantitatively different aspects of institutional settings of South Korean regulatory policy in terms of stakeholder engagement as PPP, using evidence-based data released by the OECD. From the results of the principal component analysis, South Korea can be evaluated as being at a very good level overall in its institutional establishment. Nevertheless, the fact that the outcome of regulatory reforms in South Korea is still insufficient compared with this well-established system suggests that the country should concentrate on improving system operation. Consequently, this study makes policy suggestions to improve regulatory effectiveness through PPP by supplementing the facets that are well-equipped but not feasible with respect to regulatory policy cycle, regulatory governance, regulatory method, and conflict resolution.

Today the regulation of socio-economic development has been the subject of active scientific debate. The modern paradigm of regulatory policy in foreign countries involves a change in the role and strategy of the state, which determines the relevance of this topic. The aim of the article is to study the current state of regulatory policy research. The article is based on a bibliographic analysis of the study of regulatory policy. The study is based on the data search functions of the Scopus platform. It uses a set of VOSviewer program, online visualization of keywords in the titles of scientific journals and citations of publications. The study led to the conclusion that the number of publications that directly study the nature and features of regulatory policy is insignificant, but constantly growing. In our opinion, further research should determine the essence of regulatory policy as a separate category, a description of its features and factors of formation. It is also necessary to develop a common concept that governments should be actively involved in ensuring the quality of regulation, rather than responding to the shortcomings of regulation, which is evolving into regulatory governance.

This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.

최근 공산품에 나노기술의 활용이 점점 확대되고 다양한 나노제품이 출시되면서 나노물질의 인체 및 환경에 대한 유해성 문제가 주요한 사안으로 대두되고 있다. 이러한 위험성을 인식하여 EU 및 미국 등에서는 나노물질에 대한 규제를 강화하는 추세이다. 그러나 현재 국내에는 나노관련 법규가 미흡한 형편이다. 무엇보다도 소비자에게 밀접한 공산품의 나노물질 규제정책은 소비자의 안전을 위해 시급히 요구되고 있다. 이에 따라 본 연구에서는 규제정책 도입을 위한 기반연구로서 공산품에 함유된 나노물질에 대한 규제정책 도입을 위한 분석을 실시한다. 본 연구에서는 AHP(Analytic Hierarchy Process) 기법을 적용하여 규제정책을 평가하고 가장 적합도가 높은 최적 규제정책을 선택한다. 규제정책은 자율규제, 제품라벨링, 정부등록제를 대상으로 하며 정책평가기준은 시행성(효과성), 경제성, 수용성, 보호성으로 설정한다. 평가 결과 최대 적합도를 가지는 제품라벨링 정책을 최적 규제정책으로 선택한다.

This study presents a comparative analysis of enforcement and regulatory compliance issues in Korean and American fisheries. The comparison involves characterizing factors which affect regulatory compliance. The study also suggests policy directions and strategies by characteristics of factors suitable to Korean fisheries circumstances in order to induce voluntary compliance from fishers and to make compliance friendly environment for the fishers. In detail, this study has 3 steps as follows. First, this study characterizes factors influencing compliance and non - compliance caused by various reasons and categorizes these factors by considering theories for fisheries regulatory compliance. Major categories of compliance factors consist of fisheries resources, users(fishers), and the government. Each category is composed of several factors and sub - factors by characteristics. Second, this study seeks to diagnose problems and limitations from the regulatory compliance in Korean and US' fisheries by analyzing the current status of the compliance in both countries. The comparative analysis between two countries highlights the problems and limitations of each country's regulatory compliance and leads to implications for Korean fisheries. Third, this study suggests policy directions and strategies suitable to Korean regulatory compliance environment through detailed understanding of U.S.' fisheries regulatory compliance. The suggested strategies are based on the concept of voluntary compliance and compliance - friendly environment, not command and control regulations. Furthermore, this study provides policy suggestions for Korean fisheries regulatory enforcement and compliance issues.

한국의 정부규제개혁은 지난 30년간 엄청난 성과를 거둔 것이 사실이다. 특히 경쟁규제분야(혹은 경제규제분야)에서 정부규제완화는 세계화와 민주화에 부응하는 실적을 거두었으며 한국의 경제를 몇 단계 비약시키는데 기여하였다. 문제는 정부주도의 규제개혁의 효과가 언제까지나 계속될 수 있는가하는 것이다. 이 연구에서는 대통령과 행정부가 주도한 그간의 규제 개혁은 그 추진력에 있어서 나름대로 효과가 있었다는 사실을 인정하나, 향후 규제개혁정책이 성공적으로 수행되기 위해서는 국민의 대표로 구성된 국회가 1)규제개혁정책에 대한 입법, 조사, 감사, 정보수집, 내부연구, 규제평가 등에 대한 적극적인 활동을 해야 한다는 점, 2)국회 차원에서의 '정부규제개혁안에 대한 사전·사후적 검토'를 할 수 있는 조직적 기제를 마련해야 한다는 점, 3)맹목적 규제완화정책이 주기적으로 국가위기를 초래하고 있는 현실을 인식하여 국회차원에서 독자적으로 규제개혁정책을 추진할 수 있는 조직적 메카니즘을 만들 시점이 되었다는 점을 강조하고자 하였다. 연구자는 이런 문제의식 하에서 국회의 규제개혁참여 논리를 개발하고 국회와 행정부간의 규제개혁관계를 중심으로 규제개혁모형을 제안하였으며, 국회의 규제개혁참여를 위한 구체적인 조직설치안을 모색하였다.

Decision frameworks for product safty policy are developed in theory and practice. Product characteristic approach and expected utility analysis are applied to situations involving risk and misinformation. Eight types of regulatory frameworks are explained and critiqued form practical purposes on behalf of consumer policy makers. Various international organizations and their roles are briefly reviewed.

OTT 산업 분야는 신산업 규제정비 기본계획 상 중점 추진 분야로서 정책적 대응이 시급한 분야임에도 불구하고, 관련 제도인프라 부족으로 인해 다양한 이슈들이 발생하고 있다. 따라서 이 연구는 OTT산업의 규제혁신 수요 파악을 위해 주요 이해관계자들의 의견을 청취하고 Q방법론을 활용하여 규제 장애 및 지체가 발생하는 정책 갈등구조를 분석하고자 한다. 분석결과는 다음과 같다. 첫째, OTT관련 정책추진에 있어 우선 저작권료 정산방식에 대한 기준체계개선이 필요하다. 둘째, OTT사업자의 기금부담에 대한 부담을 경감할 수 있는 지원방식 개선이 요구된다. 셋째, 제로레이팅에 관한 잠재적 규제 이슈들에 대한 규제적용방식 전환을 통한 제도적 보완이 필요하다. 본 연구는 새로운 산업 및 서비스에 대한 규제 혁신과정에서 다양한 이해관계자의 인식을 복합적으로 고려하고 제도를 개선하는 데 활용될 수 있다.

본 연구에서는 합리적 행동이론을 적용하여 주차규제정책에 대한 태도, 주관적 규범, 집행기관에 대한 신뢰가 직접적으로 주차규제정책에 대한 행동의도와 행동에 어떠한 영향을 미치는지와 간접적으로 행동의도를 매개로 하여 행동에 어떠한 영향을 미치는지를 분석하고, 거주지역과 주택종류에 따른 조절효과를 검증하고자 하였다. 이를 위해 주차규제정책이 적용되고 있는 지역의 정책대상집단을 대상으로 설문조사하고 실증분석하였다. 구조방정식모형에 의한 가설검정결과, 주차규제정책에 대한 태도와 주관적 규범 요인이 행동의도에 각각 정(+)의 영향을 미치는 것으로 나타났으며, 행동에는 태도와 집행기관 요인이 정(+)의 영향을 미치는 것으로 나타났다. 그리고 행동의도를 매개로 하여 행동에도 각각 유의한 영향을 미치는 것으로 나타났다. 주거지역과 주택종류에 따른 조절효과를 검증한 결과, 주거지역에서는 태도와 행동의도 간의 관계에, 주택종류에서는 집행기관과 행동간에 관계에 따른 조절효과는 유의한 것으로 나타났다. 이러한 분석 결과를 토대로 본 연구에서는 주차규제정책에 대한 순응과 불응을 위한 실천적 방향을 제시하였다.
