This study attempts to make a constructive contribution to the debate on which WTO rules accommodate trade measures for environmental purposes. Does trade undermine the regulatory efforts of governments. However, the theoretical dimensions are partly addressed on the several key questions. For instances, is economic integration through trade and investment a threat to the environment? to control pollution and resource degradation? Will economic grow driven by trade help us to move towards a sustainable use of the world's environmental resources? The growing world economy has been accompanied by environmental degradation including deforestation, losses in bio-diversity, global warming, air pollution, depletion of the ozone layer, overfishing and so on. The sheer number of us obviously put pressure on natural resources and ecological systems, and this pressure will counting to rise as we grow towards 10 billion in the next century. What is more, there is no indication that consumption per capita is slowing. The perceived costs of acting alone in terms of lost investments and jobs often take the stream out of regulatory initiatives. In the worst case scenario environmental community is fearful that international trade will magnify the effects of poor environmental polices in the world Generally, economic growth drive by trade may speed up the process of environmental degradation unless sufficient environmental safeguards are put in place. Under these circumstances, this paper attempts to make a constructive contribution to the study on which WTO rules accommodate trade measures for environmental purposes.
Quarrying industry is typical industry that troubled between the market and government regulations in the forestry. Especially, it is difficult to consider aspects of economics and environment, landscape, disaster at the same time. Therefore, Quarrying industry need revised statutes according to regulatory reform and mitigation. This study conducted to provide basic data for regulatory reform and mitigation in quarrying industry. We surveyed 22 article of mountainous districts management act and lower statutes to employers and business interests on quarry 55 places in the Republic of Korea. As a result, fulfillment status of environmental damage reduction and disaster prevention were satisfactory. But fulfillment status of landscape damage reduction were not applicable. This result is due to the social mood that emphasizes the forest landscape. But there is need to improve the efficiency of grit chamber through present standard on effluent(water pollution prevention). In conclusion, policies should be established for realistic regulation and developed industry to quarrying industry.

The adjustment in guidelines for quality certification of recycled aggregate permitted the Quality Control Manager of a company specializing in recycled aggregate quality certification to concurrently assume the role of Environmental Management Manager. Analysis of the outcomes from the 2023 recycled aggregate quality certification follow-up management audit conducted by the certification agency revealed that in 95 out of 242 cases, constituting approximately 39% of the total cases, individuals held concurrent positions. Following the regulatory revision, there has been a notable proliferation of concurrent roles across various enterprises. Concerns arose regarding the potential neglect of quality control for certified recycled aggregates in comparison to scenarios where individuals are solely responsible for specific duties related to quality and environmental management. Audit results encompassing six aspects, including waste management, were evaluated on a scale of 6 points. A comparative analysis was conducted between the outcomes of 147 cases managed by dedicated personnel, as previously practiced, and 95 cases managed by individuals with concurrent roles. Although the average score of the latter group was marginally lower, no statistically significant disparity was observed between the two groups. Consequently, apprehensions regarding the oversight of quality control stemming from the allowance of concurrent roles appear unfounded. Within the context of recent regulatory revisions, permitting concurrent roles in managerial capacities is deemed an appropriate relaxation of regulations.
There are many reasons for decommissioning of cyclotron such as not only age-related deficiency, any serious wear or damage but also relocation, upgrade and changing mission. Decommission of cyclotron in USA and EU give rise to a lot of low-level radioactive waste and costs. Various research on decommissioning of particle accelerator have been carried to reduce the cost of decommissioning in USA and EU. In USA, the NRC require DFP (Decommissioning Funding Plan) to authorized licenser by 10 CFR Part 30.35. To resolve radioactive waste problem and reduce the estimated cost of cyclotron decommissioning, we should consider technical aspects (decommissioning procedures, decontamination techniques, etc.) and safety aspects(residual radioactivity, the expected dose, etc) for decommissioning. In this study, we analyzed practical information on the decommissioning of cyclotron in ANL (Argonne National Laboratory) and Belgium (EU). And we investigated the experience on the cyclotron relocation from SNUH (Seoul National University Hospital) to SKKU (Sungkyunkwan University). From these results, we provide the basic data for establishing of relevant standards on domestic cyclotron decommissioning. It is necessary to adopt the DFP for safe and economic decommissioning and waste recycling. These result could be utilized for the establishment on the standards and useful requirements.

Background: Oversight on the bioethical compliance of national R&D projects or research personnel is currently conducted exclusively by IRB (Institutional Review Board) within the relevant research institute. Considering current state of affairs in Korea, there is an imperative to establish a national oversight system for bioethical compliance, conduct comprehensive oversight on bioethical compliance of national R&D projects, and enhance subject protection system. Methods: We examined opinions from researchers and IRB personnels regarding ethical oversight system on R&D projects. Additionally, we looked at IRB assessment by KAIRB (Korea Association of Institutional Review Board) in order to identify status and problems with current IRB system in Korea. Assessment was also done for four other countries (US, UK, Germany, Singapore) through in-person visits as well as surveys in writing for a total of 6 months (2012.12.1~2013.5.31). The research comprised of two aspects: system management and R&D project audit. Based on this, we examined current status and problems of the existing system in Korea and made recommendations for improvement. Results: Regulatory objectives and backgrounds of biomedical researches are different from each country due to different characteristics of bioethical oversight system. This shows that each country sets up its own regulations and procedures to fit each situation. Bioethical compliance oversight system greatly varied between the countries. From this study, it can be seen that improvement of existing procedures and oversight system or establishment of new ones are essential in Korea. Conclusion: In terms of system management, a dedicated government organization need to be established for bioethical compliance, subject protection, IRB inspection, training, evaluation, and certification of systems, and also support for IRB e-system. Regarding R&D project oversight, it is essential to confirm IRB review results before start of a research, to conduct a review on ethical aspects of research plans, and to carry out continued oversight on bioethical compliance through interim reports.
The development of nuclear power plants is in three phases. The first phase is a consideration before the decision on the NPP construction program is approved, the second phase is the preparatory work for making contracts and preparing for the construction of NPP after the NPP construction policy is approved, and the third phase is contracting, licensing and building the first NPP. As a volcanically active country, Indonesia contains over 130 active volcanoes that are part of the Pacific Ring of Fire. The volcanic aspect is one of the safety factors considered while deciding the location of an NPP. Research on the potential of natural external risks to the determination of nuclear power plants in Indonesia, including the volcanic aspect, has been conducted based on the safety reference or safety guide of the IAEA and the Nuclear Energy Regulatory Body (BAPETEN) Regulation. Due to technological advancements, safety needs have evolved so the existing Indonesia National Standard (SNI) must be updated to comply with BAPETEN regulations. The substance in SNI 18-2034-1990 relating to volcanic features seems less relevant in actual conditions, given that more complete and exact criteria for determining a site guarantee the safety and health of residents and surrounding the environment site. The study intends to conduct a gap analysis of volcanic issues in SNI and volcanic regulations. The method used is identification requirements for volcanic aspects in SNI 18-2034-1990 about Determining Site of Nuclear Reactor Guidance with BAPETEN Chairman Regulation (BCR) number 4 of 2018 about Nuclear Installation Site Evaluation Safety Provisions and BCR number 5 of 2015 about Evaluation of Nuclear Installation Sites for Volcanic Aspects, and analysis uses a qualitative method of inductive techniques. The outcome of this research applies to suggesting a revision of SNI number 18-2034-1990, especially the volcanic aspect.
Follicular atresia is a universal and characteristic phenomenon of both non-mammalian and mammalian vertebrates. Generally it is estimated that greater than 99% of follicles become atretic in higher domestic animals and human. The number of selected follicles developing to the preovulatory stage are thus fewer. Follicles can become atretic at any stage of development. The previous studies emphasized on descriptive and retrospect aspects of a limited population of the fully grown preovulatory follicle. The main efforts in ovarian physilogical researches are focused on follicular development culminating in ovulation but recent advances have resulted in a better understanding of atresia. Nowadays, recent studies are concentrated on the induction of atresia in a selected population of follicles and of the associated cellular, endocrine, biochemical and molecular changes. The factors initiating atresia and follicle selections are worthy of investigations. Another intriguing question is whether one can predict when a follicle will become atretic, i.e., what biochemical markers indicate that a follicle is destined for atresia. It is generally agreed that atretic process may vary even in antral follicles at different stages of their differentiations and among species. The dicisive factors are follicular responsiveness and the hormonal milieu. Some generalizations can be made on the basis of experimental induction of atresia. Alteration of the pattern of follicular steroid production is associated with the initiation stage of atretic process. Atresia appears to be a process unfolding gradually and affecting progressively in increasing number of functions and components of the follicle. The oocyte may be the latest to be afflicted in the atretic process. The high steroidogenic activity of atretic follicles lends support to the notion that atresia is not necessarily a degenerative process and that atretic follicles may play an essential role in ovarian physiology. The simultaneous occurence of growth and atretic processes may render the search for regulatory mechanisms involved in atresia difficult extremely. The questions such as how follicles are selected to undergo ovulation rather than atresia or what the mechanism of atresia is remain unanswered. However, the factors regulating or modifying ovarian hormonal milieu for the initiation of follicular growth and maturation or of atresia are being elucidated.
Final regulatory steps for commercialization of transgenic crops are risk assessment and variety registration. The risk assessment of transgenic crops requires broad network of scientists, high cost and long term. Developers of transgenic crops, therefore, face to additional challenges to consider theoretical and strategic aspects on risk assessment. The general concept for risk assessment of genetically modified organisms was derived from chemical risk assessment. Due to the complexity of organisms, however, comparative approaches that are substantial equivalence and familarity have been developed. In practical view, the integration of risk assessment is more difficult than the evaluation of each risk factors involving gene flow, toxicity and allergenicity. Variety registration of transgenic crops requires the results of risk assessment compared with non-GM crops and agronomic data analyzed with standard varieties. For economic and fast commercialization, risk assessment process should combined with condition of cultivation test for variety registration.

The purpose of this study is to propose an approach to acquire research records effectively in context of government-funded research institutes via case studies and a questionnaire survey. For the case studies, a report from Joint Information Systems Committee JISC in UK, the University of Melbourne policy on the management of research data and records, a report from Canadian Association of Research Libraries(CARL) are analyzed. In addition, a survey questionnaire is conducted for forty nine government-funded research institutes and forty three responses out of 49 institutes are collected and analyzed. Based on the analyses on case studies and responses of the survey, an approach for research records management with four aspects is proposed: regulatory policy, best practices and manuals, professionals for research records, and outreach programs of individual reseach institutes for acquiring appropriate research records.
To understand critical aspects of paralytic shellfish poisoning (PSP) in a chief area of bivalve production in Korea, seasonal variation in PSP toxins in bivalves collected from Jinhae Bay, Korea in 2009 was surveyed by the pre-column high-performance liquid chromatography oxidation method. We also confirmed the profiles of major bivalves such as oysters Crassostrea gigas and mussels Mytilus galloprovincialis in Jinhae Bay. PSP toxins in the bivalves showed remarkable seasonal variation. PSP toxin levels were detected from April to May in 2009, and the highest total toxin levels at all stations were recorded in May. The major toxins in bivalves were gonyautoxin [GTX] 1&4 and C 1&2; in oysters GTX 2&3 were also detected as major components. GTX 1&4, which showed the highest PSP toxin levels at each station, accounted for the highest proportions of toxin components in mussels and oysters (64.5-71.3% and 41.4-42.4%, respectively). It was also confirmed that the highest toxicity (in ${\mu}g$ saxitoxin [STX] eq/g) was derived from GTX 1&4. The highest total toxicity (in ${\mu}g$ STX eq/g) was approximately 2-8-fold higher in mussels than in oysters collected from the same station. PSP toxin levels in bivalves differed significantly according to the sample collection station. However, the profiles of toxins in the bivalves did not show significant differences during the survey period according to sample collection station. This study shows that PSP toxin levels in some samples from Jinhae Bay were above the regulatory limit in Korea during a specific period in spring.
