Purpose: This study was designed to define the roles, tasks, and activities of home visiting nurses aimed at enhancing the quality of nursing care under the long-term care insurance regulation for the elderly introduced on July 1, 2008 in Korea. Methods: A review of domestic and foreign literature was used to formulate the proposed roles, tasks, and activities of visiting nurses, which were subsequently modified and complemented by the agreement of home visiting nurse experts and acceptance of 127 nurses. Data was collected from 04 June - 17 September 2008 and analyzed concerning frequency and percentile using SPSS ver. 15.0. Results: The established functions of home visiting nurses were direct nursing service provider, case manager, patient educator, decision maker, care coordinator, and research worker. These functions involved 27 different tasks and 167 activities. Conclusion: The roles, tasks, and activities of visiting nurses, established based upon the guidelines of the Long-term Care Insurance Act for the elderly, were verified for their applicability by nurses involved in home care delivery. These parameters will provide a useful tool in developing an assessment to enhance the quality of home-based care for the elderly in Korea.

Grid-connected, large-capacity energy storage systems (ESS) can be used for peak load supply, frequency regulation, and renewable energy output smoothing. In order to confirm the capability of battery ESS to provide such services, 4MW/ 8MWh battery ESS demonstration facility was built in the Jocheon substation on Jeju Island. The frequency regulation technology developed for the Jocheon demonstration facility then became the basis for the 28MW and 24MW frequency regulation ESS facilities installed in 2014 at the Seo-Anseong and Shin-Yongin substations, respectively. The operation control systems at these two facilities were continuously improved, and their successful commercialization led to the construction of additional ESS facilities all over Korea in 2015. In seven (7) locations nationwide (e.g., Shin-Gimje and Shin-Gyeryeong), a total of 184 MW of ESS had been commercialized in 2016. The trial run for the new ESS facilities had been completed between April and May in 2016. In this paper, results of the trial run from each of the ESS facilities are presented. The results obtained from the Seo-Anseong and Shin-Yongin substations during a transient event by a nuclear power plant trip are also presented in this paper. The results show that the frequency regulation battery ESS facilities were able to quickly respond to the transient event and trial run of ESS is necessary before it is commercialized.

우리나라는 OECD 회원국 가운데에서도 정부규제의 수준이 가장 높은 나라들 중의 하나로 인식되고 있다. 정부규제가 강할수록 민간부문의 경제 및 각종 사회활동들이 위축되고 이러한 현상은 국가 경쟁력을 약화시키는 요인으로 인식되고 있다. 정부규제는 여러 가지 형태로 수행될 수 있는 바, 이러한 정부규제는 정부경쟁력에 영향을 미치고 정부경쟁력은 국가경쟁력에 영향을 미칠 수 있다. 본 연구에서는 정부규제와 국가경쟁력 간에 작용하는 많은 요소들을 인과관계론적으로 검토하고, 이를 시스템사고 관점에서 인과지도를 작성한다. 이를 통하여 정부규제와 국가경쟁력 간에 작용하는 피이드 백 루프를 탐색하고 향후 정부규제와 국가경쟁력이 균형을 이루면서 선 순환적으로 강화될 수 있는 정책적 제안을 하는데 연구의 목적이 있다. 연구결과 강화루프 (Reinforcing Loop) 2개와 균형루프(Balancing Loop) 4개가 각각 발견되었다. 이러한 루프들은 규제와 국가경쟁력간의 관계에서 실질적으로 중요한 역할을 하는 관계라는 점이며, 정책결정자 입장에서는 이러한 루프들을 잘 활용하여 양자간의 관계를 균형있게 발전시킬 수 있도록 노력할 필요가 있다는 점을 시사해 준다.

위치기반서비스는 위치정보를 기반으로 하는 다양하고 광범위한 서비스를 의미한다. 이러한 위치기반 서비스들은 개인 위치정보 보호를 위하여 위치정보보호법에 의한 규제를 받고 있다. 본 논문에서는 위치정보보호법에 의한 위치정보의 형태와 의미를 살펴보고, 위치정보 흐름을 분석하여 그 사용방법 및 한계에 대하여 살펴보도록 한다. 이를 바탕으로 위치정보가 다양한 분야의 서비스 개발 등에 활용되어 보다 광범위하게 활용되었으면 한다.

This study aims to suggest the alternative policies and practices which policy makers can introduce and enlarge for work-family balance of employees. For purpose, this study analyzed the regulation of work time and parental leave benefits of employees. And the results of major projects in family friendly support services were examined. Based on these assessment, this study suggested various flexible work arrangements, papa's quota system in parental leaves, various family leaves for family care, establishment of FFSC in every metropolitan area, diversification of consulting project, and enlarging of certification project on family friendly workplace.

Purpose: This study conducted a systematic literature review to analyze the factors related to suicidal ideation among firefighters. Methods: A systematic literature review was conducted to identify factors influencing suicidal ideation among firefighters, using Korean academic information search services from January to June 2022. A total of 238 articles were searched using keywords such as "firefighter," "depression," "post-traumatic stress disorder (PTSD)," "cognitive emotion regulation," "suicide," and "suicidal ideation." Among them, nine articles were selected for analysis using descriptive correlation studies. Results: It was found that the relationship between firefighter stress (PTSD) and suicidal thoughts was mediated by depression. Even if the stress level (PTSD) was high, suicidal thoughts decreased when the emotional coping level was high. Conclusion: To prevent firefighters from committing suicide, intervention programs with effective approaches to quickly identify high at-risk people and improve their emotional coping skills, should be implemented.

This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

International air transport for cargo services is a facilitator for various trade sectors and, by itself, an important service industry. Although international air cargo industry is expected to grow continuously, industry stakeholders complain about legal constraints in the industry and demand more liberalized regime. From its birth at the beginning of the 20th century, the airline industry was tightly regulated by governments with a strong tradition of protectionism. In the past few decades, however, protectionism in the airline industry has steadily declined. Indeed, the airline industry is largely in the process of liberalization. Interestingly, it has been easier to liberalize air cargo service than passenger service. Indeed, states have traditionally shown far more willingness to provide market access for foreign carriers carrying cargo than passengers. Given the impact of air cargo service in a state's wider economy and own characteristics of cargo services (i.e. air cargo traffic is inherently one-way, unlike passenger traffic, which tends to involve round trips), more liberalized approach is necessary for air cargo services. Among three approaches: bilateral, regional (block-based) and multilateral, it is desirable to adopt a multilateral treaty (a new multilateral all-cargo agreement) so as to harmonize and simplify complicated trade regulations on air cargo services.

Under the recent trend of telecommunications and broadcasting convergence, much more various forms of new convergence broadcasting services are being introduced than ever before. Owing to the unique advantages, new convergence broadcasting services are expected to bring drastic changes to the current broadcasting service market. In this research, we attempt to examine what kind of attributes critically affect the competition among new convergence broadcasting services, and how much competitive they will be, based on the quantitative information about consumer preferences for the important attributes of new convergence broadcasting services. Conjoint survey was used in order to obtain stated preference data of consumers. From the results, some implications are obtained as follows. First, even though new convergence broadcasting services have many unique advantages, still price is the most important for the consumers. Second, it is expected that considerable consumer valuation exists for the unique advantages of new convergence broadcasting services like mobility and dual-way interactivity, which will add the competitiveness of those services in the future. Third, since midterm advertising puts negative utility on consumers, broadcasting services with midterm advertising will not be preferred to those with neither advertising nor midterm advertising. Fourth, service coverage and the number of consumers using the same broadcasting service have a significant feedback effect on the competition between broadcasting services from the dynamic aspect. Lastly, the consumer preference can be affected by demographic variables like age and gender, and broadcasting service usage patterns such as channel switchover for escaping advertisement and frequency of using other recorded media. Main findings of our research might become useful information for both telecommunication and broadcasting companies, contents providers, advertisers, and policy and regulation makers to cope with the uncertain environment of telecommunication and broadcasting convergence.

The purpose of this study is to explore the ecosystem service and benefit indicators of natural seaweed beds. Ecosystems of natural seaweed beds provide a wide range of services and benefits to human society including provisioning services, regulating services, supporting services, and cultural services. Indicators for each of the ecosystem services are chosen by marine plants ecologists and as follows. Ecosystem indicators of natural seaweed beds for provisioning services are well-being food(amount of seaweed harvested/amount of fish landed, fish biomass, area of natural seaweed beds, the number of species, contribution to the second production), raw materials(amount of biomass by breed, amount of aquaculture feed), genetic resources(amount of genetic material extracted, amount of genetic material contained by age and habitat), and medicinal resources(amount of medicinal material extracted). Ecosystem indicators of natural seaweed beds for regulating services are air purification(amount of fine dust/NOx or $SO_2$ captured), climate regulation(amount of $CO_2$ sequestered), waste treatment(amount of N, P stored, biochemical degradation capacity COD), and costal erosion prevention(length and change of natural coast line, amount of sediment prevented). Ecosystem indicators of natural seaweed beds for supporting services are lifecycle and maintenance(primary production, contribution to the second production) and gene pool protection(amount of compositional factors in ecosystem, introduced species). Ecosystem indicators of natural seaweed beds for cultural services are recreation and tourism(the number of visits of an area) and information for cognitive development(amount of time spent in education, research and individual learning about ecosystem of natural seaweed beds).
