정보검색을 이용한 비즈니스 모델의 대표적인 예는 인터넷 포털서비스라고 할 수 있다. 네이버, 엠파스, 구글과 같은 포털사이트가 정보검색을 기반으로 하는 대표적인 비즈니스 모델이다. 포털사이트에서 제공하는 정보검색은 이용자에게 다양한 정보를 손쉽게 제공하며 정보격차의 해소에 일조한다는 점에서 커다란 사회적 기여를 하고 있다고 본다. 그렇지만 최근 검색서비스를 제공하는 포털사이트를 통하여 많은 이슈들이 제기되고 있다. 따라서 이러한 이슈들을 해결하기 위해 정보검색의 공공성에도 불구하고 그에 대한 규제론이 강력히 제기되고 있는 것이 사실이다. 즉, 검색사업자에 대한 법적 잣대를 대려는 시도가 이루어지고 있다. 포털사이트를 통하여 이루어지는 많은 문제에 대해 온라인서비스 제공자(online service provider, 이하 'OSP'라 한다)로서 법적 지위를 가지고 있는 포털사업자를 통하여 직접적인 책임을 물으려고 하는 것이다. 그러나 과연 포털사업자에게 인터넷을 통하여 이루어지는 많은 문제의 관련성을 가지고 책임을 물으려는 시도가 합리적인 지는 의문이라고 하겠다. 왜냐하면, 포털사업자에게 표현의 자유를 저해하는 사적 검열이라는 의무를 부과하는 것과 같은 결과가 도출될 수 있기 때문이다. 더욱이, 인터넷을 통하여 많은 논란들이 포털사업자가 의도하여 도출시킨 것인지, 아니면 이용자의 정보이용 행태에 따른 것인지, 인터넷 산업의 특성에 따른 것인지, 이에 대한 충분한 검토와 법적 평가 없이 무조건적인 책임이 있음을 주장하는 것은 과연 합리성이 담보된 것인지 의문이라고 하겠다. 따라서 포털사업자의 정보검색과 관련된 서비스에 대한 비판에 관하여 법적 측면에서 살펴보고자 한다.

This research has been done based on the Jeon Si Gwa(田柴科) regulation, the monumental inscription material and the former studies. The background of adapting the official uniform regulation in the early Goryeo Dynasty has been surveyed. Differentiating criterion in the official uniform color like purple(紫衫), red(丹衫), red(緋衫), and green(綠衫) has been studied. The official rank had been classified by the color of the official uniform in the early Goryeo uniform regulation. The lower class had worn purple(紫衫). The purple wearing class had not been the government post but the official rank. Those who worked for the Palace had worn purple color since purple color represented the Imperial Palace on which TAI-IL(太一), that is, the highest one of gods dwelt. Those who had worn red(丹色) in the monumental inscription had worked for the job associated with the military service or Hanlim savant(翰林學士) of Kwangmun Academy(光文院) and Hanlim Academy(翰林元). Dan Seo(丹書) which recorded King's commands also means the monumental inscription. In the Goryeosa(高麗史), the military class had been only in Dan Sam(丹衫). That means those class worn Dan Sam(丹衫) could have been as the strong supportive class for the Dynasty. In the early Goryeo Dynasty, the four colored uniform regulation had followed the enforcing policy of the royal authority. It has been assumed that the uniform regulation had been used as a way of enrolling the new supporting class into the existing official system. Dan Sam(丹衫) which had been worn only in the early Goryeo can be seen as the special class for strengthening the royal authority.

본 연구는 충청북도의 농촌지역(군지역)에 거주하고 있는 결혼이주여성 206명을 대상으로 정서조절방략을 매개로 사회적 배제가 우울에 미치는 영향을 알아보았다. 이에 주요 분석결과는 다음과 같다. 첫째, 상관관계분석 결과, 우울감과 정(+)적인 관계는 관계적 배제, 문화적 배제, 지역사회 배제, 기본서비스배제, 경제적배제이며, 부(-)적인 관계는 긍정적 정서조절, 부정적 정서조절로 나타났다. 둘째, 위계적 회귀분석 결과, 우울감에 정(+)적으로 영향을 미치는 요인은 관계적 배제, 지역사회 배제, 경제적 배제이며, 부(-)적인 영향을 미치는 요인은 사회적 참여 배제, 긍정적 정서조절방략, 부정적 정서조절방략으로 나타났다. 셋째, 경로분석결과, 사회적 배제와 우울감의 관계에서 정서조절방략은 완전매개효과임이 검증되었다. 따라서 농촌지역 결혼이주여성의 우울감을 완화하기 위해서는 사회적 배제를 감소시키데 더불어 정서조절 방략을 높이기 위한 전략이 반드시 포함되어야 한다.

한국의 게임시장은 전 세계 시장의 약 29%의 시장점유율을 차지할 정도로 급성장하였다. 특히, 온라인게임의 수출 규모는 24억 USD를 달성할 정도로 국가경제에서 큰 비중을 차지하고 있다. 이렇게 게임 산업이 급성장하면서 게임 산업에 대한 국가적 차원의 정책과 규제에 대해 여러 논의가 이루어지고 있다. 특히, 웹보드 게임에 대해 정부는 여러 주무 부처를 통한 셧다운제, 행정처분, 게임산업진흥법 시행령 등 다양한 규제정책을 시행하고 있는 실정이다. 이러한 배경에서 본 연구는 2012년 11월에 이루어진 웹보드 규제정책의 영향을 분석하기 위해 2010년 12월부터 2014년 11월까지 약 4년여 간의 게임 트릭스 시계열 자료를 단위근 검정, 벡터자기회귀(VAR, Vector Auto-Regression) 분석, 그랜저 인과관계 검정을 수행하였다. 이를 통해 웹보드 규제 정책 시행 전후의 웹보드 게임서비스 간의 충격 파급효과와 예측 이용시간 변화를 알아보았다. 분석 결과를 바탕으로 웹보드 규제 정책이 실질적으로 정부가 의도한 결과대로 나타냈는지 알아보고, 나아가 웹보드 게임 산업을 보다 건강하게 발전시키기 위한 전략을 제시하고자 한다.

With rapid changes taking place in every field, the expansion and specialization of various social service activities are one of the characteristics of the modem society. However, the increase of crimes and inefficiency of public police service to cope with this situation have caused discontent and distrust on the service among the public, making people more inclined to solve safety-related problems by themselves. Private Security Service(PSS) and Private Investigation Service(PIS) were introduced to satisfy these needs. In the area of PIS, Public Investigation Service System(PISS) has been established for a quite long time in foreign countries. However in Korea, PIS is being provided by unregulated service providers such as errand service center due to the lack of legal system, causing many problems related with illegal practices by the service providers. This paper is the result of the research on how to adopt a relevant PISS in Korea and develop it in the future. This kind of research is much needed to curb the rising illegal practices of the errand service centers, complement the insufficient operation of public police service, and strengthen the competitiveness of our country by taking more efficient actions in the changing public security environment. Based on the research, this paper also examines positively the possibility of introduction of PIS in Korea. This paper also recommends a prompt enactment of PIS regulation and improvement on the legal environment for such introduction of the relevant and suitable PISS in Korea.

In general universal service in telecommunications means a regulatory tool to secure the availability of basic communication services like fixed telephony at an affordable price throughout a country. A re-evaluation of the scope of existing universal service, however, is becoming a core issue as the penetration and usage of broadband and mobile communications matures and a new ICT ecosystem emerges. This study examined whether the universal service polices in Korea need adapting and updating to include broadband and mobile telephony in the universal service, which is based on the necessary and sufficient conditions derived from previous research and foreign countries' experiences : geographical ubiquity of a certain service and the market's ability to provide the service. The result shows the nationwide ubiquity of broadband and mobile communications exists but the ultimate goal pursued by universal service polices trying to make them available and affordable for all is being fulfilled by market dynamics in Korea. Thus, the inclusion of both services in the scope of universal service is regarded as an unnecessary regulation at present time and the expansion of universal service could be addressed as a long-term issue depending on market conditions in the future.

선박 교통의 안전을 확보하고 항만의 효율성의 제고, 해양사고예방 및 해양환경 보호의 역할 기능으로 오늘날 해상교통관제의 중요성이 증대되고 있는 실정이다. 하지만 해상교통관제 운영의 법적근거가 미흡하여 적극적 체계적 관제 시행이 어려운 것이 현실이다. 이러한 해상교통관제 제도 선진화에 따라 관련 규정의 재정비는 필연적인 것으로 보인다. 따라서 본 연구는 현재 우리 나라 관제대상 선박의 적절성을 검토하고 나아가 관제대상 선박 적정 규정에 관한 지향점을 제시하기 위한 기초 연구로 삼고자 한다. 전 세계 27개국 124개 지역을 대상으로 조사한 관제대상 선박기준을 조사하여 우리나라 각 지방해양항만청의 관제대상 선박기준과 비교 분석을 통하여 적절성을 검토를 하고자 한다.

지난 10년 동안 국제모바일로밍서비스가 제공되어 왔으나, 그 요금수준은 여전히 높은 수준에 있다. 이러한 국제모바일로밍서비스 요금수준에 대한 인식이 국제적으로 확산됨에 따라 국제기구 등에서는 로밍요금에 대한 다양한 개선방향 및 정책을 제시하고 있다. EU의 경우 로밍 이용요금 상한선 등에 대한 규제정책을 시행하고 있으며, OECD의 경우 강제적인 규제정책은 가지고 있지 않으나, 높은 로밍 요금 원인분석 및 이러한 요금에 대한 해결책의 회원국에 강구를 요구하고 있다. WTO는 서비스 무역 이사회를 중심으로 국제서비스무역을 저해하는지에 대한 검토를 하고 있으며, ITU에서도 요금에 대한 권고(D.98) 제시를 통하여 문제를 해결하려고 하고 있다. 본고의 목적은 국제모바일로밍서비스에 대한 주요 국제기구의 논의사항을 살펴보고 이를 통한 우리나라가 취할 수 있는 요금인하를 위한 규제정책방향을 제시하는 데 있다.

Since FERC order 755 was published, each frequency regulation market rules of the North American ISO/RTO have been revised in many parts. In 2016, the domestic CBP market has also changed its market rules to allow ESS to participate in the frequency regulation reserve services(Governor Free and Automatic Generation Control). This paper compares and analyzes the changed North American ISP/RTO market and domestic CBP market rules. In particular, we compare PJM and CAISO frequency regulation market pricing mechanism and settlement rules with the settlement rules of the domestic CBP market and compare the factors of each market used to compensate the participating resources in terms of resource dependency and accuracy.

With the development of industry and the improvement of living standards, better quality in power electric service is required more than ever before. Under these circumstances, to deliver reasonable voltage regulation methods in distribution systems need to be developed. So, This paper deals with optimal introduction of the line voltage regulator (SVR : Step Voltage Regulator) in power distribution systems. First, This paper investigates characteristics of SVR and performs economic evaluation of SVR's introduction by using Present Worth Method. This paper, also suggests proper location and optimal voltage regulation algorithm. In order to deliver suitable voltages to as many customers as possible, the optimal sending voltage of SVR should be decided by the effective operation of voltage regulators at the distribution feeders. The simulation results using a model distribution system and real distribution systems show that the proposed methods can be a practical tool for the voltage regulation in distribution systems.
