보안관리수준 평가 체계에 대한 분석 및 개선안 연구 (Research of Improvement, and System of the Information Security Management Evaluation)

  • 정보통신시스템에 대한 기술적 보안만으로는 안전한 정보통신시스템 운영을 보장할 수 없다. 따라서, 안전한 정보통신시스템 운영을 위한 정보보안관리시스템(ISMS)에 대한 연구와 표준화가 활발히 전개되고 있다 우리나라는 2005년 "국가사이버안전관리규정"을 제정하고, "국가사이버안전매뉴얼"의 "보안관리 기준"에 의하여 국가 공공기관이 자체적으로 "보안관리수준 평가"를 수행토록 함으로써 체계적인 정보보안관리 활동이 이루어지도록 하고 있다. 본 논문은 관련 표준들과 호주, 미국의 보안관리 체계에 대하여 조사하고, "보안관리수준 평가" 체계를 효율적인 보안관리 측면에서 분석하고, 이를 통하여 "보안관리수준 평가"의 개선방향에 대하여 연구하였다. 기존의 체계에 추가항목(A/C ; Additional Control), 선택적 보안관리 기준(Selective Controls)구성을 도입하고 평가 준비 절차의 개선을 통하여 각 기관에 최적화된 보안관리 기준을 작성할 수 있도록 함으로써, 기관에 적합한 효율적 보안관리의 수행이 가능하고, 급변하는 정보통신 환경에 유연하게 대응할 수 있도록 하였다.

현행법상의 탄핵관련 규정의 몇 가지 문제점과 개선 입법방향 (Some Problems of Impeachment-Related regulations in Current Law and Direction of Improvement Legislation)

  • 본고는 현행법상의 탄핵관련 규정을 검토하고 그에 대한 입법적 개선방향을 제시하는 것을 내용으로 하였다. 이를 위해서 본고는 우선 현행법상의 탄핵제도와 관련된 규정의 의미를 분석하고 이를 사건에 적용함에 있어서 제시된 법리를 검토하였다. 이러한 검토는 법규정의 구체적 적용에 있어서 흠결이나 불명확성으로부터 야기되는 문제를 파악하는 것이 주된 목적이었으며, 그로부터 다음과 같은 규정의 문제점이 도출되었다.: (1) 탄핵소추사유에 관한 규정, (2) 탄핵소추사유의 구별에 관한 규정, (3) 탄핵소추사유에 대한 국회의 조사의무규정, (4) 탄핵소추의결에 따른 권한정지에 관한 규정, (5) 탄핵결정에 있어서의 파면선고에 관한 규정, (6) 파면결정요소로서의 '국민의 신임을 배반한 행위', (7) 탄핵심판에 있어서 심판정족수에 관한 규정 본고에서는 이들 문제를 해결하기 위하여, 미국의 경우와 독일의 경우를 검토하는 비교법적 방법을 동원하였다. 그리고 또한 그 법체계가 이질적인 경우에 있어서는 우리헌법체계에서의 헌법적 이념 내지 가치를 고려하여 그에 대한 입법개선 방안을 제시하였다.

IUU 어업 방지를 위한 국제적 규범과 우리나라 관련 법제의 개선방안 (International Laws for the Prevention of IUU Fishing and Improvement Plans for Related Law Systems in Korea)

  • Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

Effect Analysis for Frequency Recovery of 524 MW Energy Storage System for Frequency Regulation by Simulator

  • To test the effectiveness of using an energy storage system for frequency regulation, the Energy New Business Laboratory at KEPCO Research Institute installed a 4 MW energy storage system (ESS) demonstration facility at the Jocheon Substation on Jeju Island. And after the successful completion of demonstration operations, a total of 52 MW ESS for frequency regulation was installed in Seo-Anseong (28 MW, governor-free control) and in Shin-Yongin (24 MW, automatic generation control). The control system used in these two sites was based on the control system developed for the 4 MW ESS demonstration facility. KEPCO recently finished the construction of 184 MW ESS for frequency regulation in 8 locations, (e.g. Shin-Gimjae substation, Shin-Gaeryong substation, etc.) and they are currently being tested for automatic operation. KEPCO plans to construct additional ESS facilities (up to a total of about 500 MW for frequency regulation by 2017), thus, various operational tests would first have to be conducted. The high-speed characteristic of ESS can negatively impact the power system in case the 500 MW ESS is not properly operated. At this stage we need to verify how effectively the 500 MW ESS can regulate frequency. In this paper, the effect of using ESS for frequency regulation on the power system of Korea was studied. Simulations were conducted to determine the effect of using a 524 MW ESS for frequency regulation. Models of the power grid and the ESS were developed to verify the performance of the operation system and its control system. When a high capacity power plant is tripped, a 24 MW ESS supplies power automatically and 4 units of 125MW ESS supply power manually. This study only focuses on transient state analysis. It was verified that 500 MW ESS can regulate system frequency faster and more effectively than conventional power plants. Also, it was verified that time-delayed high speed operations of multiple ESS facilities do not negatively impact power system operations. It is recommended that further testing be conducted for a fleet of multiple ESSs with different capacities distributed over multiple substations (e.g. 16, 24, 28, and 48 MW ESS distributed across 20 substations) because each ESS measures frequency individually. The operation of one ESS facility will differ from the other ESSs within the fleet, and may negatively impact the performance of the others. The following are also recommended: (a) studies wherein all ESSs should be operated in automatic mode; (b) studies on the improvement of individual ESS control; and (c) studies on the reapportionment of all ESS energies within the fleet.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

  • 국내에서 이동통신사업자의 겸업을 금지해 온 배경은 시장지배적 사업자가 수직적 결합 등을 통해 시장의 공정 경쟁을 저해할 수 있다는 우려에서 비롯된 것이라 할 수 있다. 그러나 이는 근래의 시장의 고도화 및 융합화 추세를 반영하지 못하는 것이어서, 공정경쟁을 보장하고 이용자 편익을 증진하기 위해서는 규제사무를 정비할 필요성이 있다는 의견이 제기되고 있다. 본 논문에서는 국내 통신서비스 및 장비시장의 현황을 분석하고 겸업승인 규제 정책의 개선 방향을 살펴보았다.

  • Safety management was divided by the competent authorities supplier, and customer with responsibility and authority. Gas accident were caused by treatment problem on the supplier and user, on technical and use management mater, on facilities and goods, and included problem with gas safety connection system. Especially, the big accident of the inside and outside of the country occurred during recent year was newly recognized with the whole society about safety. This study is present standard application plan of each department to use planning gas technical standard and gas utilization standard of introduction model than statute for change of self-regulation management system and complicated regulation of examination center and order.

CG 시뮬레이션을 이용한 단독주택지 도시설계지침별 공간구성의 선호도 평가에 관한 연구 (A Study on the Evaluation of Preferences for Spatial Composition by Urban Design Guidelines of Detached Housing Areas Using CG Simulation)

  • The purpose of this study is to evaluate preferences for spatial composition by urban design guidelines of detached housing areas using CG simulation, with the aim of contributing to the improvement and management of residential townscapes. The list of urban design guidelines for detached housing areas was derived from an analysis of urban design guidelines and landscape regulations from the U.S.A, Japan, and Korea. These guidelines comprise building guidelines, landscape guidelines, street guidelines, and sign guidelines. Through the preferences revealed by CG simulation, an optimum presentation method for the urban design guidelines was determined. Based on the results of preferences, an appropriate management system and regulation standards were proposed. In conclusion, the efforts carried out on the study and legislation of a management system and regulation standards for the urban design guideline will accomplish the amenity of residential environments.

차세대전동차 완성차시험 결과 및 고찰 (Performance tests result and consideration for AUTS(Advanced Urban Transit System))

  • The "standard regulation" of the vehicles from "urban transit law" are being adopted to electric multiple unit in domestic. In the standard regulation, there are two types for EMU. One is heavy EMU for Seoul. The other is large EMU for Pusan, Daegu, Gwangju, Daejeon, Incheon. Korea Railroad Research Institute, with the assistance of the Ministry of Land, Transport and Maritime Affairs, "advanced EMU development project" are progressed, and 6th year started at September, one unit to six cars is completed. Now "urban transit vehicle performance tests are on the current progress. The main characteristics of AUTS(Advanced Urban Transit System) are as follows. One inverter control one motor, DDM(Dircet Drive Motor), no driving gear, plug door and steps, mounting and maintenance costs down, passenger convenience improvement. This paper describes the key features the next generation EMU, and performance test results, and the commercial success method of national R&D business.

공공스포츠시설의 장애인스포츠 활성화를 위한 건축계획연구 (A Study on Activation of Sports Activities for the Disabled in Public Sports Centers)

  • Demands for sports activities for the disabled are continuously increasing. Although sports centers where the disabled available are compartmentalized into the disabled sports centers and the public sports facilities, in fact, sports activities for the disabled in the public facilities had limits. Therefore, this study draw current states, features and issue related spaces and programs of the public sports centers in order to seek ways to activate sports activities for the disabled. The results of the study as follows. Firstly, setting up the legal regulation about the disabled sports centers. Secondly, improvement the facilities considered the disabled's characteristic. Thirdly, installation of a shower stall and a locker room for various users. Fourthly, positive application of the outdoor space connected with a swimming pool. Fifthly, laying detailed regulation of sports centers for the disabled. In conclusion, the study on architectural model which related with spaces and programs of the sports center for all people is needed to move forward.
