연안 수역에서의 해상교통 환경변화에 부응하고 나아가 대형 해양사고 방지와 인명사고 예방을 위해 필요한 해양기상신호표지 시스템 구축을 위하여 해양기상 관측 및 항로표지 정보제공 시스템을 도입, 통항선박에게 안전항해에 필요한 정보를 제공함으로서 해양교통 안전을 확보하고자 한다. 인천 연안의 팔미도를 포함한 15개 항로표지시설에 기상(온습도, 풍향/풍속, 기압) 및 해양(유향/유속, 수온, 파고/파향) 관측시스템을 설치하고 항로표지용 AIS (AtoN AIS) 통신시스템을 이용하여 육상 정보수집 처리서버 및 항행 선박에게 해양기상관측자료를 실시간 전송하는 시스템을 구축하였다.

The purpose of this paper is to measure the productive efficiency and competitive strength of Regional Maritime Affairs and Fisheries Office using the DEA. Using EMS(Efficiency Measurement System) which is LP solver, quantifies in one way or another a "distance" to the efficient frontier of the technology. An input oriented measure quantifies the input reduction which is necessary to become efficient holding the output constant. Symmetrically, an output oriented measure quantifies the necessary to become efficient holding the inputs constant. A non-oriented measure quantifies necessary improvements when both inputs and outputs can be improved simultaneously. According to the analysis result of the DEA method, inefficient Regional Maritime Affairs and Fisheries Office should recommend benchmarking reference Regional Maritime Affairs and Fisheries Office in order to enhance the productive efficiency of port administration and a public institution. Besides data on productive efficiency serves as a tool for policy-makers at all levels of activity and is essential for improving the efficiency with which the various systems operate.

Due to the advancements in mobile communication recently, the smartphone is coming to wide use in variety of fields with powerful functions which are GPS, Wi-Fi, built-in camera, and so on. I'm going to discuss the application implementation using Smartphone in the e-Navigation.

On the crisis of international economy, the government is making an effort to seek economic growing motivation with the method of overcoming economic crisis and 'low carbon green growth'. Furthermore, to promote maritime vessel traffic service related inefficient energy wastage was revealed and eco-friendly alternative energy was accepted because of high price of oil in the beginning of 2008. In this situation, I'm going to discuss the possibility of eco-friendly energy system in maritime vessel traffic service with the way of cutting the budget and expansion of solar power generation system which was promoted to meet governmental 'energy saving plan for high price of oil'.

The year 2003 is the centennial of the birth of the modern lighthouse in Korea. The lighthouse was originally surrounded by a beautiful nature and it contains the romantic sensitivity which relates with the ocean. And in some case it is a environment-friendly architectural facility which uses a alternative energy like a solar cell. Now the properly developed manned lighthouse is not only functioning as a traditional aids to navigation for the vessel, but also it becomes the new facility and space for all civilians who might visit and experience. Jeju regional maritime affairs & fisheries office has developed the manned lighthouses properly to ocean cultural space for the past several years. As a result of that, the recognition regarded on ocean culture was raised and the regional tourism was vitalized. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouse in the Jejudo, since the project of water-familiar space started by MOMAF.

The Ministry of Land, Transport and Maritime Affairs is working on the construction of Nationwide DGPS(NDGPS) with connection to Maritime DGPS Reference Stations and if Chun-cheon Reference Station is to be completed in 2008, DGPS positioning information is available in the whole area of Republic of Korea. Therefore to promote the usage of DGPS surveying information, we measured and panalyzed the accuracy of DGPS. In real-time DGPS positioning accuracy were 0.42m of planar Root Mean Square(RMS) error in static survey and 0.48m of planar RMS error in dynamic survey. We went abreast with RTK comparison measurement. According to these results. DGPS positioning information cannot be applied directly to the GIS construction field, but GIS application fields, requiring the real-time positioning information. can take advantage of it in variable cases.

In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

It is said that China's maritime organizations are large-scaled and complicated things, so-called 5 dragons in Chinese ocean. Therefore that has caused several matters and inefficiency in many maritime fields. However Chinese leaders have acknowledged the importance of ocean and have pursued consistent policy in their ocean, for example, 5.11 project, national ocean development plan etc, As a neighbouring country contrasting with China on Yellow Sea, Korea shall study China's ocean policy and their features in maritime organization in order to prepare for the intense competition in future at sea.

The GALILEO Project is to be the one and only European Global Navigation Satellite System(GNSS). The GIVE-B satellite, a second experimental GALILEO satellite was launched and started the transmission of ranging signals. GIOVE-B satellite is intended as a trueprototype of future GALILEO satellite. So I introduce the standard deviation of code multi path, signal power, antennas performance and L1-E5 group delay etc. Therefore I comprehend the current progress and tend of GALILEO Project and try to propose the national countremeasures.

The traditional Aids to Navigations(AtoN) have been ensuring the safety of ships by indicating the passage and dangers by depending on the flashing lights. But the more the industrial complex behind port which is all over the country involving the Ulsan port developed, the more the lights behind port is stronger, and then the distinguishment of the signal of AtoN from the lights behind port is more difficult. And It is urgently needed to prepare the counterplan about the ensurement of safety because the authorities levels up the limit tonnage of the ships which are sail in and out during night to improve the operation of port through reducing of the traffic jam So, the method of direct lighting like LED non-neon is applied to unmanned lighthouses or light beacon, and the LED flashing number plate is applied to light buoys whose light power is weaker than to improve distinguishment and to be easy positioning of ships. As a result, the users of Ulsan port comment favorably on this item and the development of AtoN must be continuos to overcome the lights behind port.
