이 연구는 기존의 현시비교우위지수 (RCA)를 지역에 적용한 후 지역불균형발전 정도를 반영하도록 수정한 지역현시비교우위지수를 제안하고 있다. 이는 한국의 산업입지가 전적으로 지역의 비교우위에만 기초해서 이루어지지는 않았다는 가정 아래 한국의 각 지역 간 비교우위를 평가하여 지역전략산업을 탐색하기 위한 것이다. 참여정부 이래 지속되고 있는 한국정부의 국가균형발전정책 역시 같은 가정에 기초하고 있다. 지역현시비교우위지수는 전통적인 현시비교우위의 지수에 국가균형발전의 역수인 불균형정도를 나타내는 요소를 반영한 것이다. 우리는 이 지수를 2007년 데이터에 적용하여 실제로 지역별 전략산업을 제시해 보았다.

This paper describes the evolutionary trajectory of the missions of public research institutes(PRIs) in Korea since 1960s and analyses the newly highlighted role of PRIs as the facilitators of regional innovation system, with questionnaire surveys and the case study of Gwangju Institute of Science and Technology(GIST). PRIs have played important roles in Korean rapid economic development by introducing and improving foreign high-technologies in 1970s and 1980s and by creating new advanced high-technologies in 1990s. In recent years, the functions as regional technology innovators have been considered important as regional innovation system has come to the center of discussion. According to the result of this study, Korean PRIs have recognized their roles relevant to regional innovation, such as developing the technologies of regional strategic industries and awakening regional innovative actors to a sense of research. Regardless of the functions as industrial technology suppliers, however, the bilateral networks between PRIs and regional industries are not revealed strong, whereas those with universities and other research institutes are relatively strong. In addition, the research cooperation of PRIs with regional innovative actors are different by where they are located. The case of GIST shows how a regional PRI operates, commercializes its academic achievement and encourages the regional transfer of the achievement systematically. Finally, this study draws some policy implications on developing regional PRIs.

본 연구의 목적은 우리나라 조선관련산업의 지역적 특성에 관하여 종합적으로 고찰하는데 있다. 나아가 본 연구는 조선관련산업의 공간네트워크 구축을 위한 1차적 토대를 제공함으로서 지리학적 지평을 확대할 수 있을 것이다. 우리나라의 현대적 조선산업은 국가의 정책적인 지원하에 대규모 기업군의 대형 조선사들을 중심으로 진행되었다. 대형조선사들은 우리나라 남동 해안지역에 주로 입지하며 비교적 짧은 기간에 성장하였다. 소형 조선업체와 중소 조선기자재입체들은 지역에 깊은 뿌리를 두고 고용과 생산에 있어 지역경제를 지탱해 왔지만, 정부의 정책대상에서 밀려나 상대적으로 그 역할과 기능이 축소되어 왔다. 국내의 조선관련산업은 각각 분리 독립되어 있어 장기적이고 안정적인 성장에는 한계가 있어 왔다. 우리나라 조선관련산업의 전반적인 발전을 위해서는 대 중 소형 조선소들의 균형있는 발전과 조선기자재업체와의 유기적인 연계체계가 필요하다. 이를 위한 지역화 전략으로 다음 두 가지 전략을 제안하고자 한다. 첫째, 국지적 차원에서 대규모 조선소와 근접한 지역에 국제적인 경쟁력을 갖춘 부품업계들이 집적하는 조선산업 전문화단지의 건설이 필요할 것이다. 둘째, 국가적 차원에서 조선관련산업, 대학, 국가기관, 연구기관들을 유기적으로 연결시켜 남동 해안지역을 조선산업 클러스터로 묶어 시너지와 외부효과를 극대화시킬 수 있는 장기적 전략이 필요할 것이다.

In recent year, the u-City construction projects which integrate IT technology into urban infrastructures are being pushed forward by many local governments. These projects contain various purposes in an aspect of regional economy : to reinforce a competitiveness of region by increasing efficiency of urban managements and to revitalize regional economy by stimulating the regional high-tech industries that related to u-City construction. In this context, regional economic impact assessment of u-City construction projects is particularly important because, it give us information about effectiveness of u-City construction policy as a stimulus of regional high-tech industries and the policy feasibility of u-City construction projects that can be a base of public projects. However, it is challenging to assess the impact of u-City projects on regional economy properly due to a lack of understanding about industrial classification, and specific industrial inputs related to u-City construction. In this study, we suggest u-City industrial classifications, and specific-industrial inputs induced by u-City construction projects based on associated legislations, business report for a u-City construction, and results from previous studies. Using these classification and industrial input, we also investigate the regional economic impacts of a u-City construction project in Wha-sung and Dong-tan cities employing Input-output analysis. The empirical results suggests that u-City industries have relatively high in production inducement, and value added inducement compared to input of other industrial sectors. These results indicate that regional economic impact of a Wha-sung and Dong-tan u-City construction project are relatively high, but economic impacts of u-City construction projects vary according to the regional industrial structure, and the specific expense accounts of u-City construction projects.

This research has its significance on contributing to the establishment of sustainable fashion industry ecosystem of Seongsu area based on the creativity which is the driving force of economic growth in the 21st century. This study reviewed the major activities and processes of Seongsu-dong's regional specialized industries project and the social economic organizations's creation of fashion clusters by using specialized books, previous research, press releases such as newspapers, magazines, and the specialized internet site(www.seoul.go.kr). Also street casual-style clothes were designed based on work-wear that themed Seongsu-dong's industrial scene and social problems. The results of this study are as follows. Seongsu-dong represents the political and economic characteristics of a typical semi-industrial area in which the automobile repair, printing, textile, leather, and handmade industries are concentrated in accordance with the government's business and policy, and shows the technical characteristics through the internal complete industrial ecosystem integration of the handmade industries. In addition, social and cultural characteristics such as various local activities based on creativity are shown by social enterprises, and cultural artists. Based on the results of analyzing the regional characteristics of Seongsu-dong according to political, economic, technological, socio-cultural characteristics, eight fashion designs were made as motifs reflecting the regional characteristics of Seongsu-dong.

This paper studies the comparative advantage of competitive and specialized regional industries which are manufacturing, wholesale and retail trade, servies in the metropolitan area-Seoul, Inchun, Kyunggi-do of Korea, For the analysis of industries, the coefficient of specialization, the indices of competitiveness of labor and value-added, the growth rate are simultaneously examined under the criteria of the number of workers, value of shipment, value-added, This comperative synthetic analysis is different from the traditional approaches. This paper shows that the perfectly competitive advantage of specialized industries satisfying all of three criteria are 'other business related activities', 'recreational, cultural and sporting activities' in Seoul, 'machinery and outfits, n.e.c', 'retail trade, except of motor vehicles and motorcycles, repair of personal and household goods' in Inchun. We conclude that each should strategically develop the region-oriented specialized industry which has the comparative advantage. It is the reason why the concentration of industry in necessary for the leading of regional industry under the weaken local public finance. Moreover, such an industy should provide the increase of employment and income from the viewpoint of the activation of regional economy. The potential-specialized competitive industry requires the advanced structure of production under the criteria of value-added. For the development of the metropolitan area's economy, the highly advanced technology industry including computer and electronics should be induced through the loosening of metropolitan regulation. Research center(science park) supported by th private-public sector should be built for the increase of technology sector should be built for the increase of technology power of the small and medium enterprises, Also it is necessary that the small and medium enterprises strategically make the cooperative-large group in order to avoid the disadvantage from the size.

본 연구에서는 지역자치단체의 관점에서 정부 정책, 지역 역량, 산업 유망성 등을 모두 고려한 지역 맞춤형 미래 유망 산업 발굴 방법을 제시하고자 한다. 이를 위하여 정부의 '5개년 지역산업발전 종합계획(2014)'에 명시된 지역별 주력/협력산업 자료를 활용하였으며, 해당 산업군의 특허 데이터를 분석하여 지역별 과학기술 역량을 측정하였다. 또한 산업별로 연결된 IPC(: International Patent Classification)를 토대로 지식스톡(Knowledge Stock')과 연구활동지수(Activity Index) 등을 산출하여 세부산업별 유망성을 확인하였다. 부산 지역을 대상으로 사례분석을 실시한 결과, 한국표준산업분류 세세분류(5자리)를 기준으로 부산의 유망산업 예비 후보군 94개 분야 및 유망산업 핵심 산업군 7개 세세분야를 도출하였다. 본 연구에서 제시하는 방법론은 지방자치단체가 근거기반의 효율적이고 미래지향적인 지역 개발 로드맵을 수립하는데 기여할 수 있을 것이다.

지역문화를 활용하여 지역 경제를 활성화하기 위해서는 무엇보다도 문화자원에 대한 이해가 중요하다. 문화자원에 대한 이해를 바탕으로 지역경제의 발전과 국가의 지속성장에 기여할 수 있는 콘텐츠 개발이 가능하기 때문이다. 최근에 국가는 문화산업의 발전을 위해서 막대한 예산과 지원을 하고 있다. 우리나라의 각 지방은 재정자립도가 낮지만 풍부한 문화자원, 자연자원이 있어서 활용가능성이 높다. 그러나 숨겨진 문화자원을 발굴하여 산업화 한다면 지역경제와 국가경제에 활력을 불어 넣을 수 있다. 또한 국가적 과제로 떠오른 일자리창출, 융합산업 기반 구축, 초고령 사회문제, 농촌지역 활성화 문제 등을 해결할 수 있을 것이다. 따라서 지역경제를 활성화시키고 구조개선을 통해서 지역발전을 이루기 위해서는 문화자원의 발굴과 문화산업의 진흥이 매우 중요하다. 필요하다. 따라서 본 연구는 지역의 문화자원의 가치를 제고하고 문화자원의 활용방안을 제시함으로써 지역활성화에 방안을 제시하고자 하였다. 이를 기반으로 문화가치의 확산과 지역 활성화의 도구로 문화자원의 활용을 위한 프로그램의 개발되기를 기대한다. 결론적으로 지역 문화자원의 중요성과 문화자원을 활용한 다양한 정책이 가지는 의미를 재고하고 지역의 자랑스러운 자원을 활용할 수 있는 방안에 대한 지속적인 연구가 필요하다.

Over the last two decades, interest increased with regard to how some research universities made direct impacts on surrounding regional economic activities and growth. Although the role of basic research for most research universities has remained strong, pressure has intensified to broaden its missions to include helping local and regional economic development efforts. Consequently, many research universities have evolved their basic scientific research mission from the production of scientific knowledge to the sharing and exchange of knowledge with local industries by actively engaging in local economic development (Uyarra 2010). Previous examination has shown that most research universities contribute to local and regional economic development by various functions they provide. They are as follows: Creation of Knowledge, Human-capital creation, Transfer of existing know-how, Technological innovation, Capital investment, Regional leadership, Knowledge infrastructure production and Influence in regional milieu (Drucker and Goldstein 2007). This paper will review the existing literature on the role of universities and its impacts on local regional economic growth and development. In addition, this paper will show how two major research universities (The University of Arizona and Arizona State University) have contributed to the growth of Arizona during last two decades. It is believed that the existence of these two research universities have been instrumental in making industries more diverse and highly attractive, particularly in the Phoenix Metropolitan Area.

This study investigates the resilient structural characteristics of a region by assessing the impact of the financial crisis. Utilizing panel data at the prefecture level for metropolitan cities across pre-shock (2006-2008), shock (2009), and post-shock (2010-2019) periods, we calculated an employment resilience index by combining the resistance and recovery indices. The panel logit regression measures the influences of the region's industrial structure and external economic factors in response to the global financial crisis. The results revealed that the diversity index of industries contributed to the post-shock recovery bounce-back. Additionally, the presence of large firms and industrial clusters within the region positively contributed to economic resilience. The specialization and the proportion of manufacturing industries showed negative effects, suggesting that regions overly reliant on manufacturing-centered specialization might be vulnerable to external shocks. Furthermore, excessive capital outflows for market expansion were found to have a detrimental impact on regional economic recovery.
