갯녹음 해역에 해중림 조성을 한 다시마의 생장과 성숙 (Growth and Maturation of Laminaria japonica Transplanted for Seaforest Construction on Barren Ground)

  • Barren ground is an abnormal phenomenon in coastal ecosystems where seaweeds are destroyed and largely replaced by coralline algae containing calcium carbonate components. To restore the seaweed forest, we attempted reconstruction in an area of Samcheok, Korea, where barrenness is extensive. We developed two methods of seaforest construction underwater longline and seed transplantation for the brown seaweed Laminaria japonica, a fast-growing edible seaweed. The blade length of L. japonica attached to an underwater long line was $93.9{\pm}38.2cm$ and blade weight $7.6{\pm}2.1g$ in February 2004. Seaweed size declined after August 2004. A Similar pattern was observed using the transplantation method with maxima of $179.3{\pm}40.3cm\;and\;14.9{\pm}3.2g$ for blade length and weight, respectively in July 2004. The transplanted seaweeds matured in October as did a wild population. These results indicate that transplanted seaweed acclimate to new environments.

  • The purpose of this paper is to analyze factors affecting the net income of regional and industrial fisheries cooperatives in South Korea using panel data. This paper utilizes linear or GLS regression models such as pooled OLS model, fixed effects model, and random effects model to estimate affecting factors of the net income of regional and industrial fisheries cooperatives. After reviewing various tests, we eventually select random effects model. The results, based on panel data between 2013 and 2018 year and 64 fisheries cooperatives, indicate that capital and area dummy variables have positive effects and employment has negative effect on the net income of regional and industrial fisheries cooperatives as predicted. However, debt are opposite with our predictions. Specifically, it turns out that debt has positive effect on the net income of regional and industrial fisheries cooperatives although it has been increased. Additionally, this paper shows that the member of confreres does not show any significant effect on the net income of regional and industrial fisheries cooperatives in South Korea. This study is significant in that it analyzes the major factors influencing changes in the net income that have not been conducted recently for the fisheries cooperatives by region and industry.

국내 수산 부문의 지역별 기후변화 취약성 평가 연구 (A Study on Vulnerability Assessment to Climate Change in Regional Fisheries of Korea)

  • Fisheries are subject to unexpected weather condition. While some change of it may be positive for some fisheries, the current state suggests that the effects will be undesirable for many fisheries. The aim of this study is to assess the vulnerability to climate change in 11 regional fisheries of Korea using the framework of IPCC. The vulnerability assessment depends upon the interrelation of three key elements; exposure, sensitivity and adaptive capacity, which were derived from Analytical Hierarchy Process method in this study. These elements would contribute to comprehend relative importance at the regional characteristics of fisheries. We compared the vulnerability index of 11 regional fisheries so as to look for strategies and adaptation methods to the impacts of potential climate change. Jeoun-Nam, Kyeong-Nam, and Jeju are identified as the most vulnerable provinces to climate change on their fisheries because they have high level of sensitivity to predicted climate change and relatively low adaptive capacity. The relatively low vulnerability of Ulsan, Gyeonggi reflects high financial independence, well-equipped infrastructure, social capital in these regions. Understanding of vulnerability to climate change suggests future research directions. This paper will provide a guide to local policy makers and fisheries managers about vulnerability and adaptation planning to climate change.

동해안 개다시마 Kjellmaniella crassifolia Miyabe (Phaeophyta)의 초기배양과 생장특성 연구 (Study of the Early Life of Kjellmaniella crassifolia and Its Growth in the Eastern Coast of the Korean Peninsula)

  • Kjellmaniella crassifalia Miyabe is one of the valuable seaweed crops cultured in the Korean coastal waters of the East Sea. Unfortunately recent environmental changes have adversely influenced its growth, prompting the need to develop techniques for species restoration. To obtatin biological information, the growth of the species was monitored for one year. The maximum blade length, $110{\pm}45cm$, was attained in July, and zoospores were released in November. The optimum culture conditions allowing juvenile sporophytes to grow to young blades consisted of $20{\mu}mol/m^2s\;at\;10^{\circ}C$ under which the blade length grew to $1,732.5{\pm}143.3{\mu}m$ in 42 days. Sporangial sori started to form in September, reaching 85% maturity in November and 89% maturity in December. Examining the growth of the species according to depth, the individuals growing at 5 meters grew the most, reaching a blade length of $75.9{\pm}18.9cm$ in August.

  • The barren ground is an abnormal phenomenon of coastal ecosystem in which seaweeds, are destroyed and mostly replaced by the coralline algae containing the calcium carbonate components. To restore the seaweed forest, We have exerted an effort in the local areas, Samchuck, Korea, where barren phenomena are profound. Two methods of seaweed forest construction developed in the present study are underwater longline and seed transplantation for the brown seaweed Costaria costata, a fast growing edible seaweed. The sizes of C. costata attached on the underwater longline were $96.7{\pm}2.2mm$ of blade length and $83.6{\pm}7.7g$ of blade weight in April. Thereafter the sizes declined from May. Similar pattern was obtained from in the transplantation method with maxima of $90.4{\pm}15.8mm$ and $70.1{\pm}31.7g$ for blade length and weight, respectively in April. It appeared totality maturation from two methods in May. This maturation time is the same like that of wild C. costata.

수산자원 소유.이용제도의 변천에 관한 연구 (A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). A Strategic Approach for Regional Fisheries Organization Establishment in Northeast Asia

  • This study considers an approach for subregional fisheries organization in Northeast Asia. The fishery resources in the Northeast Asian waters surrounding Korea are among the most productive in the world because of their extremely high biological productivity and the natural features of the sea. However, the fishery resources of the region have long been subject to heavy fishing pressures, and many stocks are now believed to be seriously depleted or even in danger of extinction because of overfishing. To move to a run sustainable fishery in Northeast Asia waters area, cooperative fisheries management between Korea, China and Japan for common resource is probably necessary. Cooperative fisheries management is likely to be more effective in fishery resources management than individual fisheries management by countries. The effects of fisheries management by regional cooperation can be divided into resource management and economical performance. Cooperative fisheries management as RFO will bring satisfactory results. Currently these jurisdictional extensions and resulting disputes over maritime space and resources were thrust upon an already transitional and unstable political environment. However, They have to have a strategic approach for RFO establishment step by step. Cooperative fisheries management using the RFO can mitigate these disputes, and cooperative bilateral fisheries arrangements have been proliferating over the past 10 years and may provide the basis for possible trust-building multilateral agreements.

지역 스마트팜 데이터 연계 및 서비스 활용에 대한 연구 (Research on Regional Smart Farm Data Linkage and Service Utilization)

  • To enhance the usability of smart agriculture, methods for utilizing smart farm data are required. Therefore, this study proposes a scheme for utilizing regional smart farm data by linking it to services. The current status of domestic and foreign smart farm data collection and linkage services is analyzed. To collect and link regional smart farm data, necessary data collection, data cleaning, data storage structure and schema, and data storage and linkage systems are proposed. Based on the standards currently being implemented for regional smart farm internal data storage, a farm schema, environmental information schema, facility control information schema, and growth information schema are designed by extending the crop schema and crop main environmental factor information database schema. A data collection and management system structure based on the Hadoop Ecosystem is designed for data collection and management at regional smart farm data centers. Strategies are proposed for utilizing regional smart farm data to provide smart farm productivity improvement and revenue optimization services, image-based crop analysis services, and virtual reality-based smart farm simulation services.

한반도 연근해 불법어업단속의 해역별 특성 (Regional Characteristics of a Crackdown on Illegal Fisheries in Korean Waters)

  • The regional characteristics of crackdown on illegal fisheries in Korea Waters are investigated using data from the Ministry of Maritime Affairs and Fisheries, local cities and Provincial governments, and the Korea Coast Guard from 1996 to 2006, focusing on the relationship between the crackdown on illegal fisheries, catches within the affected regions, and characteristics of similar crackdown in Chinese fishing vessels. Illegal fisheries in the South Sea were all strongly affected within each region, and a relationship between the crackdown and subsequent catches showed a relatively good correlation in the South Sea. As a monthly variation, a strong correlation appeared during the autumn season, but this strong correlation was not evident during the spring. This paper suggests that a relationship exists between the crackdown on illegal fisheries and subsequent catch rates, suggesting that an intensification of these efforts in the South Sea and the Yellow Sea, and attendant increases in manpower and equipment would result in a significant decrease in illegal fishing by Chinese fishing vessels from year to year.
