A Study on the Selection of Evaluation Indicators of Amenities (국토 어메니티 평가지표 개발)

  • This study aims to, first, classify the approach system of utilizing national and local amenities into three groups: evaluation of the level of the amenity, evaluation of the value of amenity resources, and utilization of amenity resources. Secondly, the study aims to derive an evaluation index which is required according to the approach system. As for a strategy of utilizing amenities, the self-diagnosis based on the evaluation of the level of local amenities is required. In this study, three sectors, ten items and 43 detailed items have been derived though specialists, FGIs(Focus Group Interview), and the cases within and outside of the country. In the survey with specialists, a unit-space key index which can be used in accordance with the unit-space characteristics(such as urban and rural area, fishing villages, mountain villages, and littoral areas), environmental area, important index and optional index have been derived. As for the evaluation index which is needed for the development of typical local amenities resources, 14 detailed evaluation indexes from three sectors have been derived. These have been classified again into six key indexes, six important indexes and two optional indexes. In the evaluation index of amenity resources, natural and environmental value-such as ecological value of preservation, uniqueness of aesthetic landscape and ecological value of restoration-historic and cultural value of preservation and individuality of the resources, and aesthetic and cultural values are derived as being important. As for utilization of amenity resources, 15 items from three sectors-such as reservation, restoration, intentional use, and industrial use-have been derived. Also, through a survey with specialists, key indexes and important indexes were derived by unit-space. As a result, in urban areas, seven items-including creative development of space, aesthetic landscape control and development of cultural contents-have been derived as key indexes; in rural areas, mountain villages, fishing villages and littoral areas, eight items-including brand of region, brand of the products, and brand of tourism resources-have been derived. In environmental areas, six items-including reservation of natural resources, historic and cultural heritage, and restoration of ecosystem-have been derived. Indexes derived from this study can be utilized in order to establish a strategy for amenity plans and an implementation strategy, but can be readjusted, allowing for various regional characteristics. It is, thus, advisable that local governments selectively utilize indexes according to regional characteristics or newly develop them for the maximum utilization of regional amenities.

Impacts of An Election Pledge of Chief 3of Regional Government on the Change of Urban Spatial Structure (자치단체장의 선거공약이 도시공간구조 변화에 미치는 영향에 관한 연구)

  • A local government is not a group under central government, rather it fulfills the function independently as a economic social administrative unit. Belief and role of chief of regional government, and citizen's understanding and interest regarding importance of an election pledge are getting higher. Thus, this study researches election pledges which can be a main variable of urban plan. Especially, the study attempts to analyze impacts of election pledge on urban spatial structure and regional economic structure. When relationship between election pledge and Use Zoninig change were analyzed, the result showed that development related entire use Use Zoninig changes were related with election pledge. When it was subdivided according to each use area, relationship of use area change among election pledge and urban spatial structure found to have relatively high in resident area. In addition, relationship between population factor and election pledge was high. This can be judged as election pledge and urban spatial structure change have relationship. Particularly, sectors related with residents are expected to have high correlation. As a result, pledges regarding general welfare administrative part were a few at areas with many pledges regarding regional economic development. So, it can be classified as regional economic development oriented pledge suggesting area and welfare administrative oriented suggesting area. Through realization of these pledges, it might be able to affect urban spatial structure changes.

A Study on the Regional Differences of Telemedicine and Digital Divide (원격진료의 지역적 차별성과 정보격차에 관한 연구)

  • Telemedicine, which gives or receives medical information via ICT (information and communication technology), is regarded as innovation in a medical field and its application is various according to offline conditions. For example, the utilization of telemedicine in Korea is unfair because of the administrative discretion, which is the basic unit of telemedicine for its practical operation, in spite of the same diagnostic area. With this mind, this study investigates the cause of regional differences of telemedicine through a case of Kangwon province. Furthermore, the crucial matter is that regional differences of telemedicine are associated with digital divide; therefore, this research considers digital divide triggered by telemedicine. The core results are as follows. First, there are little measures such as increase of the staff, economic compensation for public officials, education of telemedicine facilities; accordingly, only regions, where can accept these insufficient conditions, manage the telemedicine system. Second, the interesting of a mayor or a governor and a head of a health center as a highest decision maker has something to do with different utilization of telemedicine. Third, public health doctors play a role as practical operators in telemedicine, but their stance is skeptic about telemedicine somewhat because of the relationship with the medical association opposing the implementation of telemedicine, unimproved regional health care condition, etc. Forth, it seems that the digital divide caused by the regional differences of the present telemedicine utilization does not led to tangible results and is not turned to another disparity so far, the proper measures are required considering that various health care services based on telemedicine will be extended.

An Analysis for the Causality between Regional Knowledge Production Activity and Regional Economic Growth (지식창출활동과 지역경제성장 간의 인과관계 분석)

  • The purpose of this study is to analyze the causality among GRDP, patent, investment of R &D, and researcher among 16 Metropolitan cities and provinces in Korea. Using the annual data ranged from 1998 to 2008, the causality test for time-series data such as unit roots test and Granger causality test were performed. We estimate the Panel-Var of the four variables to find out the various Granger causal relations for two groups which are classified by the patent productivity. The panel data causality results reveal that there are bidirectional causality relations among four variables for the more patent-productivity group. The patent has bi-directional effects on GRDP and R&D. The patent cause GRDP and vice versa, patent cause R&D and vice versa. Patent not only has strong direct impact on GRDP and R&D but also has affected by the increase of GRDP and R&D through the interactive feedback mechanism. However, the causality patterns are somewhat different between the more patent-productive region and the less patent-productive region. There exists one directional causality between the R&D and GRDP for the less patent-productivity group. Such result may imply that the type of regional innovation policy should be differentiated between two groups. Regional economic policy efforts should be placed on increasing the knowledge productivity and on strengthening the regional competitiveness through the regional innovative infrastructure.

Hull Form and Layouts of 740-ton Replacement Vessel for R/V Eardo of KIOST: Ship Design and SMRs (740톤급 종합해양연구선 이어도호 대체선 선형 및 설계 특성)

  • R/V EARDO, commissioned in 1992, has successfully carried out ocean research campaigns in Korean jurisdictional and adjacent waters, including continental margins and coastal zones within the Korean Exclusive Economic Zone (EEZ), for 29 years. However, it will soon be reaching the end of its useful service life. A replacement for R/V EARDO is urgently needed to ensure the safety of vessel itself and its crews, and efficient ship operation and maintenance, as well as to meet modern scientific mission requirements (SMRs). Basic specifications for a replacement ship have been devised and reviewed over the past nine months. A test of the proposed hull form was also performed. The total tonnage of the proposed vessel is approximately 740 tons, and the overall length and width are 62.0 and 11.6 m, respectively. The new ship will thus be 73% larger than the current R/V EARDO; in particular, the research workspace will be 4.4 times larger. The major design priorities are the propulsion system, efficiency of radiated noise and vibration control, and the dynamic positioning system. An environmentally friendly emission system, meeting International Maritime Organization (IMO) Tier III regulations, will be installed in the third exhaust pipe. Various wet and dry lab spaces as well as 32 different scientific instruments have also been considered in the ship design.

A Study on the Effects of Cosubstrates on the Biological Treatment and the Decolorization Mechanisms of Dyeing Wastewater (염색폐수의 생물학적 처리에 미치는 cosubstrates의 영향 및 색도제거 기전 연구)

  • In this research, the decolorization mechanisms of dye wastewater were divided into two pathways, one was physicochemical sorption to biomass flocs and the other was biological removal by microbial metabolisms. Batch tests were conducted to examine the reaction conditions, anaerobic and aerobic conditions, types and dose of cosubstrates, and to confirm the mechanisms of decolorization through the biosorption tests using the activated sludge and the autoclaved deactivated sludge. From the tests, the decolorization efficiencies of dye wastewater were 102 ${\Delta}$unit/g MLSS under the aerobic condition and 123 ${\Delta}$unit/g MLSS under the anaerobic condition, and organic removals were 82 $mg{\Delta}$COD/gMLSS and 75 $mg{\Delta}$COD/gMLSS respectively. Acetate was the more efficient cosubstrate than the domestic wastewater in the decolorization step. In addition the removal of colors and organics was increased with cosubstrates dosage. And $20.3{\sim}37.3$ ${\Delta}$unit/g MLSS was removed by the autoclaved sludge and $102.0{\sim}159.0$ ${\Delta}$unit/g MLSS by the activated sludge. The physicochemical sorption was dominant in the beginning of biosorption tests, and the biological decolorization was increased with a cosubstrate in the course of time.

Promoting Innovations through Knowledge Management in a Regional Industrial Cluster (산업클러스터 단위에서의 지식경영을 통한 기업의 혁신 촉진 방안 연구)

  • In this study, the possibility of the application of knowledge management concept in a unit of regional industrial cluster is explored based on diverse case studies. For this purpose, a new framework for knowledge management strategies in an industrial cluster was developed and a model of Knowledge Hub was suggested for the support of integrated knowledge management in an industrial cluster. Additionally, characteristics of Knowledge Hub that should be considered in the design of the Hub are discussed. The concept of Knowledge Hub in this study could be particularly useful for the promotion of innovations in linking clusters and provincial industrial clusters.

Evaluation of Genetic Differentiation of Albizia lucida Populations from Eastern Region of the Indian Sub-continent by ISSR Markers

  • Level and distribution of genetic diversity in seven populations of Albizia lucida Benth. in eastern region of the Indian sub-continent were estimated using ISSR markers. Relatively higher level of genetic diversity within populations was observed in seven populations of A. lucida (mean of 0.38). From the result of AMOVA, majority of genetic diversity was allocated within populations (96.2%) resulting in a moderate degree of population differentiation. The observed distribution pattern of I-SSR variant among the populations was coincided with the typical pattern of long-lived woody tree species. Genetic relationships among the populations, reconstructed by UPGMA method, revealed two genetic groups. The population of Anugul and Bargarh turned out to be the most closely related despite a distance location between them. These formations will be of great value in the development of conservation plans for species exhibiting high levels of genetic differentiation due to fragmentation, such as indication of conservation unit size, which populations should be chosen as priority in conservation plans and which samples should be introduced in areas with a low number of individuals of A. lucida.

  • Four parks were selected to study the current situation after large scale suburban housing development in the 1990s. Since housing development road network have expanded with other facilities. First of all, green space area available per housing unit is 7.11- 22.0 sq. m. These parks neither extend as green corridor with surrounding hillside mountains (the river or lakes) nor act as the wind path from the mountains. Some housing units have reconstructed and the others will be redeveloped in near future which would more challenges for the residents in terms of quality of their life.

A Study on the Optimal Regional Placement of Performance Facilities (공연시설의 지역별 적정배치에 관한 연구)

  • In this study, the current status of the South Korean performance facilities was analyzed, and then the key tasks for the improvement of such facilities were identified. The study results show that the country's performance facilities are disproportionately concentrated in the Seoul region whereas the lack of performance facilities per unit area in the other regional provinces considerably lowers the accessibility of such facilities to the local residents. As part of the measures to solve such problems, this study proposed the development of a system that would enable the optimal placement of such performance facilities. It also proposed the development of another system that can simulate and suggest an optimal performance type for a given region because the ultimate goal of this study was to raise the utilization rate and financial self-reliance of the performance facilities in South Korea.
