Regional Innovation Policy and Venturing Clusters in Japan

  • This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.

  • A System such as a port and regional economy has a large boundary and complexity. So, not only the system's state is considered as a black box but system's forecast accuracy is very low. Futhermore various components in a port and regional economy influence significantly on each other. To copy with these problem the form of structure models were introduced by suing SD model. This study has the issue of simplifying the regional economic effects of the port as contributng to raising the regional income. The regional economic effects of port have various indirect ones except for this. So, SD(System Dynamics) was presented, and applied to simulate port and regional economy.

  • Potentiometric sensors are important and viable devices for use in pharmaceutical analysis. liquid polymeric membrane electrodes for many basic drugs and a few acidic drug were reported. The acidic drug-metal(Ⅱ)-triethylene tetramine ion pair complexes were prepared and used in poly(vinyl chloride) membrane electrodes to analyze anionic drugs such as mefenamic acid and ibuprofen. Metal ion used were Fe2+. Co2+. Ni2+ and Cu2+. Plasticizer used was o-nitrophenyl octyl ether.. (omitted)

Some food manufacturers have illegally added drugs to foods not notifying this. Moreover. structure-modified new drugs could be added.   • The focus of regional innovation policies is shifting from a central government to local governments. No one denies the fact that the innovation will lead regional development and shall be created in such a way that it will be appropriate for regional circumstances. However, the central government and local governments have not arrived yet at a conclusion on what innovation policies are appropriate for regional circumstances. This leads to a consequence that is inefficient not only at a national level, but also at a regional level. This research, given this problem, aims to find out the characteristics and differences in innovation types among the regions in Korea and suggests appropriate policy implications by classifying such characteristics and differences. This research, given these objectives, classified regions in consideration of the various indicators that comprise the innovation suggested by existing related researches and illustrated policies based on such characteristics and differences. In this research clustering analysis based on multiple factor analysis was applied. Supplementary researches on dynamically analyzing stability in regional innovation types, establishing systematic indicators based on the regional innovation theory, and developing additional indicators are necessary in the future.

Regional Change and Location of Industrial Complex: A Case of Yeochon National Industrial Complex of Korea (공업단지의 입지와 지역변화에 관한 연구: 여천산단을 사례로)

  • The purpose of this study is concerned with the relationship between the location of industrial complex and regional changes. Yeochon National Industrial Complex(YNIC) was dedicated as an industrial site in 1967 according to a part of the Korean government's plan of developing for heavey chemical industry. Yeochun city has been changed with location and establishment of YNIC since 1969. The establishment of YNIC have influence upon the increase of population and employment, urban development, and growth of regional economy within research areas including of Yeochun city, Yeochun county, and Yeosu city. In addition, with the establishment of YNIC, the regional economical structure was progressed from farm and fishery oriented sector to manufacturing oriented sector, thus the petrochemical business related companies hold a majority among regional manufacturing structure. We used the shift-share analysis and regional growth rate differential analysis in order to examine the characteristics revealed in the transformation of employment and industrial structure. The petrochemical related manufacturing and construction industries provided a great influence on the growth of regional employment.

EU Enlargement: Regional Policy and Regional Disparity (EU 확대에 따른 지역정책 및 지역격차 변화)

  • The european union used the regional policy for a compensation for a economic loss of the underdeveloped member countries and for a conciliation of the new member countries with a geographical enlargement. As a result, the objet of regional policy and the support eligible regions of structural funds increased. According to the central and eastern europe countries entry into the european union, the european union modified the regional policy: the integration of the dispersed objects of regional policy into the 3 objects, the reduction of the support eligible region of structural funds and the promotion of the interregional cohesion policy. The development disparities of the between the member countries converged. But the inter-local development disparities of a intra-member country dispersed. This tendency means that the regional policy of the european union contributed for the reduction of development disparities between the member countries but produced no effect on the diminution of the inter-local disparities of a intra-member country because of the regional differentiation of locational conditions.
