In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.

Voume functions, which are usually expressed by the function of dbh and height, are estimated commonly through the regression analysis with the highest statistical accuracy considered. In Korea, general volume functions for each tree species were prepared by means of the regression analysis with the exponential function ($V=aD^bH^c$) having the dbh(D) and height(H) as independent variables. In this study, regional stem curve functions for the Pinus densiflora in Kangwon-province were derived and a regional volume function model, in which the stem volume can be directly estimated through the rotational integral of the regional stem curve functions, was prepared. The regional volume estimated by the prepared model was more accurate than the volume by the general volume table for the Pinus densiflora in Kangwon-province. Additionary, the form of stem curves derived by the regional stem curve functions showed difference from each other. The stem in Youngwol and Wonju taper down more fast in upper part than that in other regions. These various stem forms also led to the regional difference in volume estimates.

Most of the GRI's that are organized and operate a regional. However, the limitations of the building that faces its own innovation system of the area, difficulties in management of the individual institution and community organizations operating in various industries such as inadequate to meet demand. This study examined the quality attributes of the GRI's regional organization's operations and policy improvements on the GRI's key features and regional organizations in the region to suggest future operating efficiency in the consumer's point of view based on the Kano Model and Timko Model. The results showed the different properties depending on the quality of corporate premises, and whether or not its own R&D organization. These results could be used as a basis for future policy design in accordance with GRI's regional organization establishment, operation and evaluation.

In this study, Song-Cheon river Basin located at Dae-kwan-lyong Meyn in Kang-Won Province was monitored to analyze characteristics of non-point source pollution during the snowmelt period. The characteristics of NPS pollution such as runoff, change in water quality and pollutant loads by snowmelt were investigated from 23th February 2010 to 27th April 2010. The results showed that The climate change effects flow, turbidity and concentration of SS and COD with showing similar trend of fluctuation. Daily pollutant loads per unit area were SS 74.43 kg/ha/day, COD 1.25 kg/ha/day, BOD 0.21 kg/ha/day, TN 0.717 kg/ha/day, TP 0.141 kg/ha/day and the flow weight mean concentration has been SS 985.97 mg/L, COD 16.28 mg/L, BOD 2.67 mg/L, TN 9.302 mg/L, TP 1.834 mg/L, respectively. The flow and pollutant loads both of SS and of COD significantly increased during the snowmelt period. Because structurally loosen soil by freezing and thawing deteriorates water quality, research and management measures will be needed.

This paper analyses the regional financial market of Kyungbuk-East Coast region. The result shows that the credit unions do not do much for easing the credit constraints of small firms in the region. Many papers suggest that it is necessary for them to adhere closely to the regional economy. But they do not do their best to collect borrowers' private informations. Instead they rely on the credit scoring system to assess their creditworthiness and require collaterals to reinforce their weak credits. That is the real root of weak competitiveness of credit unions. To overcome such a problem they need to actively participate in the development of the regional economy, bearing in mind the cooperative principles, especially commitment for the community. On the other hand the government should contrive plans to foster them. When they function actively the regional financial market will become efficient and the regional economy grow smoothly.

The purpose of this paper is to analyze the value chain reorganization of cultural contents industry cluster in Daegu city and its impact on the regional economy. To achieve this goal, this research examined the change of value added structure, institutional milieu and networks among regional innovators and their effect on value chain reorganization of cluster. The result shows that the scope of the value chain generating value added have been extended and the networks among regional innovators have been increased. Such value chain reorganization has a positive effect on the regional economy. In the context of public policy, however, the focus of industrial policies needs to generate cultural and institutional specificities in a given region and to strength Triple helix innovation system.

The purpose of this study is to investigate how regional resource-based industries affect regional economic space. To achieve this goal, a new framework has been proposed, which integrates traditional firm network models in economic geography with the concept of value chain. Firms' networks are elaborated and classified by firm activities along with global value chain. Firm-activities are composed of primary activities and supportive activities. Primary activities include, production, sales, and marketing. Support activities are conceptualized as networks of R&D and of firm support services. On the basis of this framework, fermented soy product industry, representative industry of regional resource-based industries in Korea, is analyzed. Finally, this study shows the dynamics of regional resource-based industry.

The policy aims of Regional Innovation Cluster(RIC) are not making the RIC itself but promoting the competitiveness of Small and Medium Enterprises(SMEs) in the region. Also, it goes without saying that small and Medium Enterprises (SMEs) do the key roles of regional economic growth. This paper indicates that the innovative capabilities of SMEs are the crucial factors of the success of Regional Innovation Cluster. In order to improve SMEs' capabilities for innovation, knowledges are vital including codified knowledge or tacit knowledge. In cluster, the linkages especially among researchers and factory workers is important to innovative activities, and universities have to of for knowledge, education programs and new researchers fully qualified to SMEs. Also, regional governments and medias positively participate the cluster as helpers. Based upon the research results, some policy implications have been suggested concerning the policy supports to enhance innovative activities of SMEs within the Regional innovation Cluster.

The study aims at discussing issues concerning the establishment of the cooperative repository libraries based on regional central libraries which not only support various types of regional libraries and conduct cooperative businesses with them, but also are responsible for collecting and preserving library materials. The study analyzes concepts and types of cooperative repository libraries by literature review and explores cooperative repository libraries in the United States. Futhermore, it conducts a survey and finds that the regional central libraries do not perform their preservation functions, due to the lack of their manpower and budget. As a result, the study provides an establishment plan for cooperative repository libraries which participant libraries hold ownership of transferred materials and regional central libraries own the right of management. Also, it suggests to expand cooperative repository libraries' service coverage from participants to regional communities.
