Amyloid brain positron emission tomography (PET) images are visually and subjectively analyzed by the physician with a lot of time and effort to determine the ${\beta}$-Amyloid ($A{\beta}$) deposition. We designed a convolutional neural network (CNN) model that predicts the $A{\beta}$-positive and $A{\beta}$-negative status. We performed 18F-florbetaben (FBB) brain PET on controls and patients (n=176) with mild cognitive impairment and Alzheimer's Disease (AD). We classified brain PET images visually as per the on the brain amyloid plaque load score. We designed the visual geometry group (VGG16) model for the visual assessment of slice-based samples. To evaluate only the gray matter and not the white matter, gray matter masking (GMM) was applied to the slice-based standard samples. All the performance metrics were higher with GMM than without GMM (accuracy 92.39 vs. 89.60, sensitivity 87.93 vs. 85.76, and specificity 98.94 vs. 95.32). For the patient-based standard, all the performance metrics were almost the same (accuracy 89.78 vs. 89.21), lower (sensitivity 93.97 vs. 99.14), and higher (specificity 81.67 vs. 70.00). The area under curve with the VGG16 model that observed the gray matter region only was slightly higher than the model that observed the whole brain for both slice-based and patient-based decision processes. Amyloid brain PET images can be appropriately analyzed using the CNN model for predicting the $A{\beta}$-positive and $A{\beta}$-negative status.
The sinking of the Sewol ferry has not only induced an intense conflict in Korean society but also been developed into a sociopolitical issue. This paper divides this accident into five stages and examines the records produced at each stage. The Sewolho Citizen Archive Network and the Ansan Citizen Record Committee began the archiving of Sewol and created the 416 Archives. The records of Sewol are social and political records that hold envidencial and historical value. They can be used to rebuild and recover the wounded community as well as to investigate the truth behind the case. Accident archiving collects materials different to the ones which public archiving does, allowing people to view the incident from a different standpoint. It is also characterized as an archiving of the current issue, social movement and regional community. Accident archiving is a method which ensures credibility and impartiality in memory. In light of Sewol archives, accident archiving can contribute to form mature democracy.

The relevance of the research is due to the fact that the issue of poverty is one of the most acute social problems of the beginning of the third millennium. The phenomenon of poverty is widespread in third world countries as well as it is observed in relatively developed countries. Poverty rates in Latin America are threatening. Consequently, the issue of social and economic inequality in these countries has become extremely acute. The purpose of the research: to identify the causes of poverty and social inequality and substantiate the main directions of poverty reduction in third world countries. The research methods: comparative analysis; index method; systematization; grouping; generalization. Results. The classification of the causes of poverty has been carried out and the directions of its overcoming in the countries of Latin America on groups of indicators have been defined, namely: 1) political; 2) economic; 3) demographic; 4) regional-geographical; 5) social; 6) qualification; 7) personal. Based on the Net Domestic Product indicator, a comparison of economic indicators of the studied countries has been carried out. It has been revealed that from 1990 to 2018 income inequality increased in 52 of 119 countries studied, and decreased in 57 states. Inequality has increased in the world's most populous countries, particularly China and India. In general, countries with growing inequality are home to more than two-thirds (71%) of the world's population. Trends in the distribution of income in the world have been investigated by applying the Gini index, the high level of which is observed in Latin America (Colombia 48,9%, Panama 46,1%, Chile and Mexico 45,9%). The forecast of the impact of the Covid-19 pandemic on this issue has been outlined; the ways of its impact on the economies of the countries have been studied. As a result of the study, the main directions and mechanisms of the strategy for poverty reduction and social inequality in the third world countries have been identified. The implementation of the poverty reduction strategy presented in this academic paper may have a positive impact on the economic situation of the population of Latin American countries.

Purpose: The study aims to demonstrate regional diagnosis methods and results combined with geographical information to expand the physical infrastructure related to community care services. To this end, the physical infrastructure for the core elements of community care was analyzed in terms of the fulfilment and access of facilities to derive the underserved elements and regions. Methods: Utilizes GIS network analysis techniques that can derive physical infrastructure service areas. Underserved elements are derived by comparing and analyzing the service area for each core element. Next, the underserved regions for each core element are derived through the overlapping of the set service area and the diagnosis population. Results: Among the physical infrastructure by core elements for community care, the housing support element was considerably weak, and the nursing care facility compared to health care was also analyzed to be weak. In addition, underserved regions by dong in Mapo-gu were deduced and presented for each diagnosed population. Implications: The discovery of underserved elements and underserved regions is meaningful as a diagnostic process that can derive the physical infrastructure that needs to be expanded urgently for the realization of community care and determine the priority projects and targets of the projects.

The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.

Objectives: Access to maternal and neonatal care services (MNCS) is an important goal of health policy in developing countries. In this study, we proposed a 3-level hierarchical location-allocation model to maximize the coverage of MNCS providers in Iran. Methods: First, the necessary criteria for designing an MNCS network were explored. Birth data, including gestational age and birth weight, were collected from the data bank of the Iranian Maternal and Neonatal Network national registry based on 3 service levels (I, II, and III). Vehicular travel times between the points of demand and MNCS providers were considered. Alternative MNCS were mapped in some cities to reduce access difficulties. Results: It was found that 130, 121, and 86 MNCS providers were needed to respond to level I, II, and III demands, respectively, in 373 cities. Service level III was not available in 39 cities within the determined travel time, which led to an increased average travel time of 173 minutes to the nearest MNCS provider. Conclusions: This study revealed inequalities in the distribution of MNCS providers. Management of the distribution of MNCS providers can be used to enhance spatial access to health services and reduce the risk of neonatal mortality and morbidity. This method may provide a sustainable healthcare solution at the policy and decision-making level for regional, or even universal, healthcare networks.
As the threat of Distributed Denial-of-Service attacks that exploit weakly secure IoT devices has spread, research on source-side Denial-of-Service attack detection is being activated to quickly detect the attack and the location of attacker. In addition, a collaborative source-side attack detection technique that shares detection results of source-side networks located at individual sites is also being activated to overcome regional limitations of source-side detection. In this paper, we evaluate the performance of a collaborative source-side DDoS attack detection using statistical weights. The statistical weight is calculated based on the detection rate and false positive rate corresponding to the time zone of the individual source-side network. By calculating weighted sum of the source-side DoS attack detection results from various sites, the proposed method determines whether a DDoS attack happens. As a result of the experiment based on actual DNS request to traffic, it was confirmed that the proposed technique reduces false positive rate 2% while maintaining a high attack detection rate.

The formation of a new world order is primarily caused by new conditions and military operations on the European continent. The intensification of military-political tension led to the formation of new centers of power and gravity, which in turn led to the concentration of weapons and general militarization. Changes in the world order as a result of military conflicts and an increase in hot spots in the world, an increase in threats and the formation of centers of military gravity, the inability of existing institutions to resolve the situation lead to the need to develop new security mechanisms. Studies show that in the current situation, the countries of the Baltic countries are especially actively increasing their level of technologization of the army and militarization in general. The creation of any alliance is always conditioned by the presence of external threats. Naturally, the increase in the number of threats creates preconditions for the development of new forms of cooperation within existing military alliances. It seems obvious that due to the current situation in the context of the military conflict and military aggression of Russia in Ukraine, as well as its constant threats, including to the Baltic countries, there is a need to form a certain alliance that can protect the eastern border of Europe and form a certain border between European countries and aggressor countries. The Baltic countries are actively involved in these processes, in addition, it is the Baltic countries that can enter the new military alliance proposed by Britain, which will unite Poland, Ukraine, the Baltic countries and, possibly, Great Britain.
