Regional innovation capabilities have been regarded as essential in developing regional economy. Many regional governments all over the world have been pouring great efforts to increase their regional innovation capabilities. In these days, this trend has been prevailed among Korean regional governments. In line with the active support of the central government, Korean regional governments have started their own regional innovation policies. This paper aims at discussing a regional government`s efforts in enhancing its innovation capabilities. As a representative region, we select Kyunggi Province, because it is one of the most advanced regions in Korea. We discuss Kyunggi Province`s innovation promotion efforts in terms of organization, budget, and programs. According to our analysis, the Kyunggi`s provincial government increased its innovation capabilities to a large scale. It has extended its S&T promotion organization, increased its R&D budget to a large scale, and increased its R&D promotion programmes and even initiated its own programs.

지난 참여 정부에서 지역균형발전정책의 하나로 지역혁신정책을 본격적으로 추진하면서 지역혁신체제에 대한 관심이 높아져 왔다. 그러나 우리나라 지방자치단체들은 아직까지 지역혁신체제와 지역혁신역량에 대한 개념 파악이 미흡한 실정이다. 또한 지역혁신체제에 관한 논의는 많이 있었지만, 그럼에도 불구하고 개념 정립이 부족한 상태이며 학자들 사이에서도 많은 이견이 존재한다. 그리고 지금까지 혁신역량에 관한 논의 및 연구는 대부분 국가 차원에서 이루어져 왔고, 지역 차원에서의 혁신역량 분석은 매우 부족한 실정이다. 이러한 맥락 하에서 본 연구는 지역혁신역량과 기업의 기술혁신활동에 대한 분석을 통해 지역 산업발전을 위한 토대 구축에 기여하고자 한다. 이를 위해 대한민국의 중심부이며 첨단산업의 메카인 충남북부지역을 분석대상으로 선정하여 혁신 주체들이 인지하는 지역혁신역량의 구성 내용, 기업의 혁신활동과 혁신활동의 지역화 간의 관계 등에 대한 설문조사를 수행하고, 학술적 및 정책적 함의를 제시하고자 한다.

We attempt to make regional innovative capability indices for overall understanding of regional innovation. We'll analyze various indicators on it using fuzzy set theory and compare regional innovative capabilities of 16 regions in Korea. The fuzzy set theory can reflect more normally the uncertainty of the stakeholder's responses than other decision making analysis methods. The overall results suggest that experts on regional innovation rank GRDP most important and Daejeon is the most innovative region. Building up regional innovative capabilities should be made for more balanced national land development.

Nowadays the role of region has been increased, as knowledge, science and technology become important in economic development. This paper argues that a system approach is needed to enhance regional S&T capabilities. Under the this approach, we can identify a concept of regional innovation systems as sub-systems of a national innovation system. This paper investigates Korean regional innovation systems based on R&D budget of regional governments. According to this paper, Korean regional governments' R&D investment is very insufficient. There were no co-relationship between regional governments' fiscal autonomy from the central government and their R&D investment. This paper argues that such a poor investment will restrict the future development of Korean regional innovation systems. Therefore, this paper suggests some strategic options for the development of regional innovation systems as follows. First, regional governments should increase their R&D budget. Second, their R&D efforts should be related with their specific industrial sectors. Third, they should target not only to create new promising industrial sectors but also to enhance technological capabilities of existing sectors. Fourth, their target group should be small and medium-sized enterprises. Finally, regional governments should adopt small and incremental approach to improve their innovation systems.

지역의 혁신역량은 지속 가능한 지역경제의 주요한 성장의 원천으로 받아들여지고 있으며 이에 관한 많은 연구가 보고되었다. 최근에는 지역혁신체제의 정책적 수행과정에서 지역의 특성을 반영해야 한다는 스마트 특성화 전략이 제안되었으나, 실증 연구는 제한적인 결과를 제시하는 데 그치고 있다. 이에 본 연구는 스마트 특성화를 기존의 지역혁신 연구의 보완 전략으로 접근하여 한계점을 극복하고자 하였다. 이를 위해 스마트 특성화를 지역혁신체제의 대체 전략이 아닌 지역혁신역량의 제도 요소로 보고, 지역혁신역량과 지역경제 간 관계를 분석하여 스마트 특성화가 지역경제에 미치는 영향을 파악하였다. 국내 16개 시·도에 대해 2009-2018년의 10개년으로 구성한 패널 모형을 통해 연구를 수행하였으며, 적합한 패널 모형을 탐색하는 과정을 통해 최종적으로 FGLS모형을 활용하였다. 연구 결과 산업의 연관 다양성과 비연관 다양성으로 구성된 스마트 특성화는 지역경제에 긍정적인 영향을 미치는 것으로 나타났다. 또한 기반 요소, 촉진 요소로 나누어 측정한 다른 지역혁신역량 역시 지역경제에 긍정적인 영향을 미쳐 기존 지역혁신과 지역경제 간 긍정적인 연구 결과를 확인하였다. 본 연구는 국내 연구가 부족한 스마트 특성화를 지역혁신역량의 제도적 요소로 보고 지역별 산업 연관 다양성과 비연관 다양성을 통해 이를 측정하였다는 데 의의가 있다.

The purpose of this study is to explore the key elements of the regional innovative milieu by analyzing the role of regional innovative elements and case organizations that promoted the emergence of 'Songakdongnesaramdeul (the people of the Songak town),' and to present pertinent policy implications. For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

This paper aims at identifying the strategies for strengthening regional innovation systems. This paper is based on the objective evaluation on regional innovation systems by regional government officials who are in charge S&T promotion. This paper has two significances. First, regional government officials as manager on S&T policies, will be able to diagnose exactly their own regional innovation systems. Second, we will be able to get a complete figure on regional S&T culture throughout them. This paper argues that, in order to strengthen regional innovation systems, we must reinforce firms' technological capabilities, create and decentralize public research institutes, and diffuse the culture for appreciating S&T and innovation within region etc.

지역혁신체계, 클러스터의 목표는 이를 통하여 지역 중소기업의 기술경쟁력 강화에 있는 것이지 클러스터 자체의 형성에 있는 것은 아니다. 중소기업은 지역 경제발전의 중심에 있다. 지역혁신체계, 클러스터의 성공은 중소기업의 혁신(기술개발)능력 향상에 달려 있다. 기술개발 능력을 위해선 기술자 간의 네트워크를 발전시키고 지역 언론 매체들이 클러스터에 적극 참여하여 제품 혁신에 기여 하여야 한다. 대학은 기술지도 및 연구인력, 교육프로그램을 보다 다양하게 기업에게 제공해 주어야 하고 지방정부는 참여자들의 네트워크 접촉점이 많도록 하는 역할을 해야 한다. 다시 말해 지역 기업의 기술개발을 위해서는 이에 필요한 다양한 지식이 확산되어야 한다. 본 연구에서는 지역 중소기업의 혁신능력 향상을 위해 지역혁신클러스터내의 각 주체들의 바람직한 역할 및 정책을 제시하고자 한다.

본 연구는 대전충청지역의 지역혁신체제의 특성 및 지역 내 기업 혁신성과 결정요인을 규명하는 것을 목적으로 한다. 분석의 대상지역인 대전충청지역은 대학, 연구소와 같은 연구기반과 대규모의 하이테크 산업단지, 이들 지원하는 혁신지원네트워크를 잘 갖추고 있다. 기존의 지역혁신체제 연구의 한계점을 보완하기 위해서, 기업의 내부적 요인인 내부역량과 외부적 요인으로서 지역혁신역량을 모두 고려하여, 이들이 기업의 혁신성과에 미치는 영향에 대해 분석한다. 기업의 연구개발역량, 마케팅역량, 기업가지향성과 지역혁신역량이 혁신성과에 영향을 미치는 지와 지역혁신역량이 내부역량들과 기업가지향성과 혁신성과의 관계를 조절하는 가를 분석하였다. 실증분석 위해 대전 충청지역 중소기업을 대상으로 설문조사를 시행하여 120개의 설문을 회수 하였으나 부실응답 56개를 제외한 64개의 설문지가 연구 데이터로 사용되었다. 요인분석과 위계적 회귀분석을 활용하여 실증 분석한 결과 기업의 연구개발역량, 마케팅역량, 기업가 지향성으로 측정한 내부역량이 기술혁신성과에 유의한 영향을 미치는 것으로 나타났다. 이는 기업의 내부역량이 혁신의 가장 중요한 요인임을 주장한 기존의 연구결과를 지지하는 것이다. 그런데 기업가지향성은 혁신적이고 진취적인 기업가 지향성만이 혁신성과에 긍정적인 영향을 미치는 것으로 나타났으며 위험감수적 기업가지향성은 혁신성과 영향을 미치지 않는 것으로 확인되었다. 지역혁신역량도 기업 혁신성과에 통계적으로 유의하게 영향을 미치는 것으로 나타났다. 또한 지역혁신역량은 위험감수적 기업가지향성과 혁신성과의 관계를 조절하는 것으로 확인되었다.

본 논문은 한국의 기술기반 창업기업의 성과에 영향을 미치는 요인들을 혁신거점기관의 역할을 중심으로 분석한다. 기술기반 창업기업은 지역의 경제 개발을 촉진하고, 국가 경쟁력을 강화하는 것으로 알려져 있다. 한국에는 테크노파크, 창업보육센터 같은 다양한 형태의 거점기관들이 기술기반 창업기업의 보육과 성장을 지원하기 위해 설립되었다. 연구자들이 기술기반 창업기업의 성과에 영향을 주는 요인들을 분석하였으나 지역혁신역량과 혁신거점기관에 관한 연구는 많지 않다. 본 연구에서는 선행문헌 분석을 통해 창업기업의 성과에 영향을 주는 내부역량과 지역적 환경적 요인들을 분석한다. 국내 18개 테크노파크와 262개의 공공기관, 대학에서 설립한 창업보육센터에 입주해있는 2,313개의 기술기반 창업기업을 대상으로 설문조사를 실시하여 데이터를 수집하였다. 110개의 자료가 실증 분석에 사용되었으며 거점기관의 조절효과를 검증하기 위해 위계적 조절회귀 분석을 실시하였다. 분석 결과 내부역량인 마케팅역량, R&D역량은 기업의 재무적 성과에 긍정적인 영향을 미치며 관리역량의 경우 부정적인 영향을 미치는 것으로 나타났다. 거점기관 지원은 기업의 재무적 성과에 긍정적인 영향을 미치는 것으로 확인되었다. 지역적 환경적 요인으로는 경제적 기반, 지역 내 협력의 경우 구매업체와의 협력만이 기업의 재무적 성과에 긍정적인 영향을 미치는 것으로 나타났다.
