  • Regional INformation Network Center has constructed integrated VAN among the heterogeneous computers and core technical information database for machinery & materials-oriented enterprises in the Changwon & Masan Industrial complex. As the result of RINNet project, regional industrial companies can take advantage of getting core technical information for developing new technology and strengthening competitive power. Accordingly, RINNet(Regional INformation Network for science & technology) makes regional industrial companies possible to collect, acquire and use technical information rapidly and motivates regional society to form the rapid technical interchange system and cooperative system among industrial-educational-institutal complex.

An Information Strategy for Activating the Electronic Commerce of Regional Small and Medium-sized Business Organizations (지역 중소기업의 전자상거래 활성화를 위한 정보화 전략)

  • A major effect of electronic commerce on the Internet is that it reduces transaction costs and creates an efficient market. Thus, an information strategy for developing of regional economy must be changed toward 21st century of electronic commerce era. In this paper, we present an information strategy for activating the electronic commerce of regional small and medium-sized business organizations. The paper stresses creation of a network organization comprising local government, regional business organizations, universities, research institutes, and citizens' coalitions as groups of organizational actors. Necessary conditions of a successful network organization in electronic commerce are to build the public key infrastructure for developing the trust of transactions among partners, and to create an information center to manage a web of partners. In the network organization, the information center must play critical roles as a creator of value and the certification authority in order to issue and manage participants' electronic certificates.

  • We proposed intriguing and simple technique for fabricating flexible plastic liquid crystal (LC) devices. We made a preliminary version of a flexible LC display employing this concept, and we confirmed this technique was useful for the flexible LC display; the electro-optical reproducibility of the flexible LC device fabricated here was remarkably improved against external perturbation compared with the conventional one.

  • We have investigated the characteristics of transparent indium zinc oxide(IZO)/Ag/IZO multilayer electrode grown on polyethylene terephthalate (PET) substrates using a specially designed roll-to-roll sputtering system for use in flexible device are described. By the continuous R2R sputtering of the bottom IZO, Ag, and top IZO layers at room temperature, we were able to fabricate an IZO-Ag-IZO multilayer electrode with a sheet resistance of 6.15 ${\Omega}$/square, optical transmittance of 87.4 %, and figure of merit value of 42.03 10-3 ${\Omega}$-1. In addition, the IZO-Ag-IZO multilayer electrode exhibited superior flexibility to the RTR sputter grown single ITO electrode, due to the existence a ductile Ag layer between the IZO layers. This indicates that the RTR sputtered IZO-Ag-IZO multilayer is a promising flexible electrode that can substitute for the conventional single ITO electrode grown by bath type sputtering for use in low cost flexible device, due to its low resistance, high transparency, superior flexibility and fast preparation by the R2R process.

A Study on Establishment of Regional Information System for Regional Equal Development (지역균형발전을 위한 지역정보체계의 구축에 관한 연구)

  • In spite of the rapid development of information and computer technology, the software side of those technologies has not been well studied especially in the area of regional planning. Throughout this study we identified some critical facts as below: 1) the necessity of region-specific information which is vital for urban and regional development, 2) the necessity of integration of information system into a regional unit rather than setoral unit, 3) aggravated regional inequality through the spread of communication and computing tools, and 4) advanced regional information system linking satellite and graphic computers in developed countries. From these facts, we recommend some policy directions as below: 1) It is desperately needed to establish a regional information center covering large administrative area. 2) In establishing these system, we can utilize existing communication network or estblish a brand new system. Utilization of existing administrative network and board of statistics for data collection and management, and the utilization of postal office or telephone company for distribution are recommended through the evaluation of those two alternatives, 3) It is also recommended that one-step data collection system should be established. 4) The Dat Base should be organized in many steps in close relationship with development goal and planning process. In order to make most use of this system, we need to develop a monitoring system, regional indicators and ex-ante impact studies.

  • Noroviruses, members of the family Caliciviridae, are often found in shellfish grown in polluted water and are emerging as a leading cause of foodborne disease worldwide. As the presence of norovirus in food commodities becomes an important medical and social issue, there are increasing needs for designing improved detection methods for the virus. In this study, we tested the Agilent 2100 Bioanalyzer for the analysis of norovirus DNA amplified from oyster samples. Microchip electrophoresis provided us with more accurate information, compared to conventional agarose gel electrophoresis, in the resolution and quantification of amplified products. The development of an improved method for food-associated noroviruses would contribute to a rapid identification of contaminated food and improve our understanding of the modes of food contamination and norovirus transmission.

An Analysis of Spatial Differences in the Efficiency of Regional Industrial Enterprises in China

  • This paper analysis of spatial differences in the efficiency of regional industrial enterprises in China from 2011 to 2021. The efficiency analysis uses the DEA-CCR model. The input variables for efficiency analysis are total assets and annual average employees, and the output variables are revenue from principal business and total profits. Using trend surface analysis and gravity center model, to analysis the spatial differences of efficiency in different regions. From the results of the gravity center model, the coordinates of the gravity center of China's regional industrial enterprise efficiency in 2011 are 112.303°E & 34.239°N, and 2021 are 111.753°E & 33.791°N, which indicates that the gravity center of the efficiency of China's regional industrial enterprises in the 2011-2021 period generally moves to the southwest. From the results of the trend surface analysis, the efficiency of industrial enterprises in China's regional industrial enterprises appears to show spatial differences in both the eastwest and the northsouth directions.

  • This study conducted an analysis of the distribution and status of baby boomer households and trends of turn to farming and returning home. At the same time, the density analysis of land price increase data, building data, and floating population data was conducted in Jeollanam-do County. The established base areas were superimposed to distinguish the regional centers according to the number of superimposed indicators. It is intended to present management measures according to the degree of activation of the center. An area where three bases overlap can be designated as a center activation area, and a place where two regions overlap can be designated as a center semi-activation area. Using the analysis of regional centers at the county level, hierarchies of the centers were classified and management measures were presented. Based on these findings, this study addresses meaningful applicability for regional and medium- and long-term plans.

  • The APT(Asia Pacific Telecommunity) Standardization Program(ASTAE) as means of regional cooperation in standardization was launched on February 1998. Its major functions are to study standardization-related issues and make contributions to the international standardization organizations like ITU, to bring about harmonization of telecommunications standards for the region and to disseminate information on regional and international standardization activities. In addition, through the third ASTAP forum of the An which held at Seoul on lune 2000, its organizational structure was changed and focused on the creation of more productive outputs and the more active participation of industry-related organization, for the pursuit of regional common interest and the enhancement of regional positions toward international standardization arena. Bearing in mind the consideration outlined above, this paper aims to analyze telecommunications standardization policy and current issues intended by Asia-Pacific regional standardization organization and accordingly, to suggest a strategy for strengthening telecommunications standardization activities in Asia-Pacific region.

The Korean Gastric Cancer Cohort Study: Study Protocol and Brief Results of a Large-Scale Prospective Cohort Study

  • Purpose: This study aimed to establish a large-scale database of patients with gastric cancer to facilitate the development of a nationalcancer management system and a comprehensive cancer control policy. Materials and Methods: An observational prospective cohort study on gastric cancer was initiated in 2010. A total of 14 cancer centers throughout the country and 152 researchers were involved in this study. Patient enrollment began in January 2011, and data regarding clinicopathological characteristics, life style-related factors, quality of life, as well as diet diaries were collected. Results: In total, 4,963 patients were enrolled until December 2014, and approximately 5% of all Korean patients with gastric cancer annually were included. The mean age was $58.2{\pm}11.5$ years, and 68.2% were men. The number of patients in each stage was as follows: 3,394 patients (68.4%) were in stage IA/B; 514 patients (10.4%), in stage IIA/B; 469 patients (9.5%), in stage IIIA/B/C; and 127 patients (2.6%), in stage IV. Surgical treatment was performed in 3,958 patients (79.8%), endoscopic resection was performed in 700 patients (14.1%), and 167 patients (3.4%) received palliative chemotherapy. The response rate for the questionnaire on the quality of life was 95%; however, diet diaries were only collected for 27% of patients. Conclusions: To provide comprehensive information on gastric cancer for patients, physicians, and government officials, a large-scale database of Korean patients with gastric cancer was established. Based on the findings of this cohort study, an effective cancer management system and national cancer control policy could be developed.
