기후변화 리스크의 지역 불평등 모니터링 : 폭염을 중심으로 (Monitoring regional inequalities in climate change risk - A Focus on Heatwave -)

  • Abnormal climate caused by climate change causes enormous social and economic damage. And such damage and its impact may vary depending on the location and regional characteristics of the region and the social and economic conditions of local residents. Therefore, it is necessary to continuously monitor whether there are indicators that are weaker than other regions among the detailed indicators that constitute the risk, exposure and vulnerability of climate change risk. In this study, the concept of climate change risk was used for heatwave to determine regional inequality of climate change risk. In other words, it was judged that inequality in climate change risk occurred in regions with high risk but high exposure and low vulnerability compared to other regions. As a result of the analysis, it was found that 13 local governments in Korea experienced regional inequality in climate change risk. In order to resolve regional inequality in climate change risks, the current status of regional inequality in climate change should be checked based on the analysis proposed in this study, there is a need for an evaluation and monitoring system that can provide appropriate feedback on areas where inequality has occurred. This continuous evaluation and monitoring-based feedback system is expected to be of great help in resolving regional inequality in climate change risks.

마오쩌둥 이후 중국 지역 발전 전략의 전환: 불균등 발전에서 권역 협업 기반의 조화로운 발전으로의 진화 (Transformation of Strategies for Chinese Regional Development in the Post-Mao Era: From Regional Uneven To Regionally Coordinated Development In China)

  • 본 연구의 목적은 마오쩌둥 이후 중국 지역 발전 정책의 진화와 공간 불균등과의 관계를 분석하고자 하는 것이다. 이를 위해 본 논문은 1인당 GRDP 변동계수와 지니계수를 적용하여 중국 31개 시·성·자치구 간 지역 경제력 격차와 지역 발전 정책과의 관계를 분석하였다. 중국의 지역 간 경제력 격차는 1979년 이후 심화되었다가 제10차 5개년 계획(2001~2005년) 이후 중부, 서부, 동북부 지역의 지속적인 정부 주도의 대규모 경제성장 정책에 따라 완화되는 것으로 분석되었다. 그러나 이는 31개 시·성·자치구 전체를 대상으로 분석한 결과이며, 동부, 중부, 서부, 동북부 4대 지역을 대상으로 GDP 변동계수를 각각 분석했을 때 상이한 결과가 나타났다. 예를 들어, 제10차 5개년 계획 이후 중부 지역 내 격차는 지속적으로 심화되었지만 서부와 동북부의 지역 내 경제력 격차는 지속적으로 완화되었다. 이는 중국의 지역 간 경제력 격차를 완화시키는데 큰 역할을 한 것으로 분석되었다. 특히 동부 지역 내 격차는 제12차 5개년 규획(2010~2015년) 이후에도 지속적으로 심화되어 중국 지역 경제력의 수렴 현상이 둔화되는 결과를 가져왔다. 이는 제11차 5개년 규획(2006~2010년) 시기에 본격적으로 시행되었던 중부 권역 발전 정책의 한계에 기인한 것으로 볼 수 있다.

  • 도시 내 공간적 불평등은 꾸준한 관심을 받고 있는 연구주제다. 그러나 공간적 불평등이 주민에게 미치는 세부적인 영향과 공간적 불평등이 지속되고 재생산되는 방식에 대한 실증연구는 제한적이다. 본 연구는 공간적 수준에서의 박탈을 나타내는 개념인 지역박탈이 주민의 계층상승 가능성에 대한 인식에 미치는 영향을 확인하고자 하였다. 2015년 서울서베이 자료를 순서형 로지스틱 다층모형을 활용하여 분석한 결과, 지역박탈 수준이 높은 지역에 거주하는 주민일수록 자신의 계층상승 가능성을 부정적으로 인식하는 것으로 나타났다. 본 연구결과는 지역박탈이 주민의 계층상승에 대한 믿음을 저해함으로써 삶의 만족도와 기회 실현을 저해하는 것은 물론 지역 격차가 지속되는 데에 영향을 미칠 수 있음을 시사한다. 이와 같은 분석결과는 공간적 불평등을 해소하기 위한 도시정책에 함의를 제공할 수 있을 것으로 기대된다.

중국의 경제개혁 후 임금격차의 지역구조 (Regional Structure of Wage Inequality in Post-reform China)

  • 본 연구는 중국의 경제개혁 후 새로이 등장하는 격차의 문제를 이해하기 위하여 소유권형태별 임금의 격차와 그 지역 구조를 고찰한다. 공업부문의 임금자료를 이용하여 소유권유형간 임금격차의 역사적 변화와 그 공간적 차별성을 조사하였다. 이 논문은 중국의 공업부문에서 국가-기업의 관계를 결정하는, 변화하는 재분배경제체계라는 맥락안에서 임금격차의 패턴이 이해되어야 한다고 본다. 왜냐하면 그러한 관계가 아울러 임금격차를 포함한 제 노동시자의 결과에 영향을 미치기 때문이다. 소유형태별 임금격차의 지역구조 또한 지역내의 임금수준과 임금결정 요인간의 차별화된 관계속에서 파악되어야 한다고 본다. 이 연구의 논의 중국의 경제개혁 후 새로이 나타나는 사회적, 공간적 불평등의 문제를 이해하는데 중요한 단초를 제공한다.

지니계수분해법을 이용한 농촌마을 시설물의 지역 격차 분석 (An analysis on the inter and intra regional inequalities of rural area facility by a Gini Decomposition method)

  • This research aims to identify regional inequitable development through the analysis of facilities distribution pattern. This study describes the concepts underlying the application of the Gini's coefficient and decomposition method to measure the regional inequitable development in Sun-chang County, Jeonbuk Province, Korea. We used the facility data surveyed for three years, from 2010 to 2012 for facility distribution pattern that RDA surveyed. These data have been serviced on the web. The Lorenz Curve presents a graphical view of the inequitable facility distribution and the Gini's Coefficients quantifies the distribution pattern. And furthermore, Gini Decomposition represents intra regional inequalities. These applied techniques can describe how the local development affects other district and change regional inequalities.

수도권과 비수도권 간 자산 격차의 요인분해 (A Decomposition of the Gap between the Capital and Non-Capital Regions in the Inequality of Wealth)

  • 본 논문은 2018년 가계금융복지조사 원자료를 대상으로 기존 O-B(Oaxaca-Blinder) 요인분해를 일반화하고 정교화한 가중화 및 RIF(Recentered Influence Function) 회귀 기반의 2단계 O-B 요인분해 기법을 사용하여 순자산 불평등의 수도권과 비수도권 격차 요인들을 분석한다. 이는 소득, 연령, 교육, 가구유형 등과 같은 사회 경제적 요인들의 지역 간 분포 차이가 순자산 불평등의 지역 간 격차에 어떻게 기여했는지를 밝히는 것이다. 자료의 한계에도 불구하고, 분석 결과는 소득, 이혼, 농림어업과 기능조립직, 다문화가구 변수들의 지역 간 차이는 순자산 불평등의 수도권과 비수도권 간 격차를 심화시키지만, 상용직, 관리전문사무직, 서비스판매직, 가구규모 변수들은 그 격차를 완화시키고, 생애주기의 지역 간 차이는 상쇄적인 역할을 한다는 것을 보여준다.

  • This study aims is to explore of the theoretical concepts of regional imbalances and spatial inequality, analysis of spatial distribution of economic growth and identifying of "growth poles" for sustainable development in the regions of Kazakhstan. Based on the theoretical views, we conclude that the key direction of regional policy is the search and development of "growth poles", which will distribute their potential equally to backward regions. The authors propose the methodological tools for presenting a standard form of evaluation of spatial distribution and inequality of the regions of Kazakhstan. This study confirms the importance of using of proposed methods and its application for objectively and realistically defines "growth poles" for sustainable development. Further, the obtained results showed the distribution of Kazakhstan's regions by economic growth and specialization with using modified index of KDI. According to the results of this theoretical and empirical study proved that distribution of the regions of Kazakhstan and results of KDI indexes shows that the spatial differentiation of economic development, but its level and dynamics are different in different respects. In addition, according to the conducted survey, we conclude that one of the most important tasks is sustainable growth based on "growth poles" for sustainable development.

The Nexus Between Social Mobility and Regional Disparity: Empirical Evidence from India

  • This article examines the link between regional disparity and social mobility in India. There has been a steady rise in economic inequality in India. The rapid economic growth coupled with a rise in income inequality is a serious concern in India. While the emphasis is on inclusive growth, it appears difficult to tackle the problem without looking at the intricacies of the problem. The Social Mobility Index is an important tool that focuses on bringing long-term equality by identifying priority policy areas in the country. We used a multivariate statistical approach to construct a social mobility index at the regional level by considering several social and economic variables. Our findings show that while the Union Territory of Delhi ranks first in the social mobility index, Chhattisgarh has the least social mobility. From a policy perspective, a comprehensive examination of the determinants of the social mobility index shows that health, education access, and quality, and equity of education are of great importance in improving social mobility. Considering India's potential economic growth resulting from its 'demographic dividend' and improved access, markets, and technology, increasing social mobility through facilitating equal opportunities in society is key to achieving inclusive growth.

지역 의료불평등 해소를 위한 미충족 의료지표 활용의 비판적 분석 (Critical Analysis of Unmet Healthcare Needs Index for Addressing Regional Healthcare Inequality)

  • Background: Unmet healthcare needs have many advantages for measuring inequalities in healthcare use. However, the existing indicator is difficult to capture the reality of unmet healthcare needs sufficiently and is not quite appropriate in comparing regional inequality. The purpose of this study is to critically analyze the utilization of the unmet healthcare need indicator for regional healthcare inequalities research. Methods: We used the level of healthcare accessibility and healthcare need to categorize the regions that are known to cause differences in healthcare utilization between regions and verified how existing unmet healthcare need indicator is distributed at the regional level. Results: Four types of regions were classified according to the high and low levels of healthcare needs and accessibility. The hypothesis about the regional type expected to have the highest unmet healthcare need was not proved. The hypothesis about the lowest expected regional type was proved, but the difference in the average rate of unmet healthcare needs among regional types was not significant. The standard deviation of the rate of unmet healthcare needs among regions within the same type was also higher than the overall regional variation, which also disproved the whole frame of hypothesis. Conclusion: Failure to prove the hypothesis means the gap between the supposed meaning of the indicator and the reality. In order to understand the current state of healthcare utilization of people in various regions of Korea and to resolve inequality, fundamental research on the in-depth structure and mechanisms of healthcare utilization is needed.

우리나라 보건지표의 지역 격차: 지경학적 고찰과 대응방안 (Regional Inequalities in Healthcare Indices in Korea: Geo-economic Review and Action Plan)

  • By the end of 2017, in a world of 7.6 billion people, there were inequalities in healthcare indices both within and between nations, and this gap continues to increase. Therefore, this study aims to understand the current status of regional inequalities in healthcare indices and to find an action plan to tackle regional health inequality through a geo-economic review in Korea. Since 2008, there was great inequality in life expectancy and healthy life expectancy by region in not only metropolitan cities but also districts in Korea. While the community health statistics from 2008-2017 show a continuous increase of inequality during the last 10 years in most healthcare indices related to noncommunicable diseases (except for some, like smoking), the inequality has doubled in 254 districts. Furthermore, health inequality intensified as the gap between urban (metropolitan cities) and rural regions (counties) for rates of obesity (self-reported), sufficient walking practices, and healthy lifestyle practices increased from twofold to fivefold. However, regionalism and uneven development are natural consequences of the spatial perspective caused by state-lead developmentalism as Korea has fixed the accumulation strategy as its model for growth with the background of export-led industrialization in the 1960s and heavy and chemical industrialization in the 1970s, although the Constitution of the Republic of Korea recognizes the legal value of balanced development within the regions by specifying "the balanced development of the state" or "ensuring the balanced development of all regions." In addition, the danger of a 30% decline or extinction of local government nationwide is expected by 2040 as we face not only a decline in general and ageing populations but also the era of the demographic cliff. Thus, the government should continuously operate the "Special Committee on Regional Balanced Development" with a government-wide effort until 2030 to prevent disparities in the health conditions of local residents, which is the responsibility of the nation in terms of strengthening governance. To address the regional inequalities of rural and urban regions, it is necessary to re-adjust the basic subsidy and cost-sharing rates with local governments of current national subsidies based mainly on population scale, financial independence of local government, or distribution of healthcare resources and healthcare indices (showing high inequalities) overall.
