Mobilizing Informal Economic Sector to Uphold Urban Institutional Resilience: A Case Study of Rawalpindi, Pakistan

  • The informal economy is a large part of the urban economy. The informal economy accounts for about half of Pakistan's GDP. This research examined nine different areas of Rawalpindi's Central Business District's business sector (CBD). A survey of 404 respondents from 16 CBD marketplaces enables a comprehensive examination of who works in the informal and formal economic sectors, how much they earn, their goals, perception of their job, and their degree of similarity to the rest of the working population. Furthermore, the statistics illustrate the pro-cyclical connections between the informal economic sector and the formal economy. The Multinomial Logistic Regression (MLR) technique is used for the analysis. The MLR results indicated the informal economic sector holds positive relation with earning members in a family, business expertise, average business sale, and negative relation with education level, satisfaction with government tax policies, household expense, and average investment in the business. From a resilience standpoint, governance is considered an intentional collective action to preserve a stable system condition. Hence, the current study recommends tax reforms and government institution reorganization to mobilize the informal sector and make effective institutional governance.

인도네시아 산림 모라토리엄 분석: 산림 거버넌스를 중심으로 (An Analysis of Indonesia Forest Moratorium: With particular reference to Forest Governance)

  • In May 2010, Indonesia and Norway signed a Letter of Intent on "Cooperation on Reducing Greenhouse Gas Emissions from Deforestation and Forest Degradation(REDD)." In the LoI, Norway agreed to offer Indonesia a sum of USD 1 billion with a view to encourage Indonesia to significantly contribute to the successful implementation of REDD+. On 20 May 2011, correspondingly, Indonesia announced the 2011 'Forest Moratorium' (the Presidential Instruction No. 10/2011) which was valid for the following consecutive two years. By means of the 2011 'Forest Moratorium', Indonesia aimed at significant reductions in greenhouse gas emissions from deforestation, forest degradation and peatland conversion. In so doing, it also sought to improve forest governance. Meanwhile, concerned stakeholders also raised various questions about the effectiveness of the 'Forest Moratorium'. As an extension of the 2011 'Forest Moratorium', Indonesia announced the 2013 'Forest Moratorium'(the Presidential Instruction No. 6/2013) for another two-year period on 13 May 2013. Indonesia's 'Forest Moratorium' is concerned with stakeholders at various levels, who may play a role of significant 'agent' in the process of implementing the 'Forest Moratorium'. This mechanism of the 'Forest Moratorium' should be understood in the light of forest governance. Employing stakeholder approach, therefore, this article attempts to analyze Indonesia's 'Forest Moratorium' in the light of forest governance. In this regard, it analyzes the detailed contents of the 'Forest Moratorium', the process of making the 'Forest Moratorium', current development of the Indicative Moratorium Map for suspension of new concessions on forest land, and contesting views of various stakeholders. At the same time, it also talks about how 'weak' forest governance had influence upon Indonesia's 'Forest Moratorium'. In so doing, this article consequently attempts to evaluate Indonesia's 'Forest Moratorium' and also put it into perspective in terms of improving forest governance. The 2013 'Forest Moratorium' fundamentally represents a radical policy that is designed to suspend new concessions on forest conversion for another two-year period and its detailed contents attempt to reflect on various stakeholders from related industries and environmental NGOs. However, there are challenging factors in the process of implementing the 'Forest Moratorium', that is, 'weak' forest governance and also a discrepancy between forest planning maps designated by central and regional governments. The announcement of the 2013 'Forest Moratorium', as an extension of the 2011 'Forest Moratorium', may functionally strengthen and improve Indonesia's forest governance. However, at the same time, there is a practical limit due to the fact that it is merely a Presidential Instruction that lacks legal binding.

지역복지관과 도시재생지원센터 간 협력적 거버넌스 사례 및 개선전략 (Between local welfare center and urban regeneration support center Collaborative Governance Example and Improvement strategies)

  • 본 연구는 FGI(표적집단면접법) 방법을 적용하여, 서울역일대 도시재생활성화지역을 중심으로 지역복지관과 도시재생지원센터 간 협력적 거버넌스 사례 및 개선전략을 제시했다. 협력적 거버넌스 과정에 참여한 지역주민, 타 지역 도시재생지원센터 실무자, 중림복지관 서울역일대 도시재생지원센터 실무자 FGI 내용을 분석하여 지역복지관 및 도시재생지원센터 간 공통적인 역할 및 정체성을 지역기반활동임을 도출했다. 그리고 협력적 거버넌스 구성 시 이점은 각 기관의 강점을 살린 주민의 주체적 참여 독려, 주민커뮤니티 형성시간 단축 등 4가지로 분석되었다. 또한 개선전략으로는 미시적인 관점에서 두 기관 간 구체적인 역할 분담 필요사항을, 거시적인 관점에서 도시재생사업법 제도적 검토사항을 제시했다. 이러한 연구결과를 통해 정책적 실천적 제언으로써 사회복지사 보수교육 과정의 변화 필요성 및 도시재생사업법 내 시행자의 범위 확대 등을 제안했다.

경기도의 항만 거버넌스 재정비방안 (Re-Organization of Port Governance in Gyeonggi Province)

  • 본 연구는 퍼지계층분석법을 이용하여 현재 복잡한 구조로 이루어진 경기도의 항만 거버넌스에 대한 최적 대안 도출하고 시사점을 제시한 연구이다. 선행연구를 토대로 항만 운영의 고도화, 항만의 적기개발, 항만 안전관리, 지역과의 상생발전을 항만 거버넌스의 주요 역할로 선정하였다. 그리고 경기도의 항만 거버넌스 재정비 방안으로서 국가주도형 항만공사와 중앙-지방 연합형 항만공사를 대안으로 선정하여 각 역할에 대한 중요도를 분석하였다. 그 결과 항만 운영의 고도와, 항만의 적기개발, 항만 안전관리 측면에서 국가주도형 항만공사 설립이 타당한 것으로 나타났으며 지역과의 상생발전 측면에서는 중앙-지방 연합형 항만공사 도입이 타당한 것으로 제시되었다. 따라서 경기도의 항만산업 활성화를 위해 단일화된 거버넌스 구조로서 지자체가 참여하는 국가주도형 항만공사 설립 방안을 제안하였다.

자본의 문화적 순환과 한국 지역발전 정책의 진화: 새로운 관리주의 거버넌스 형태의 등장? (The Cultural Circuit of Capital and the Evolution of Regional Development Policy in Korea: A New Form of Managerialist Governance in Action?)

  • 이 논문의 목적은 한국 지역발전 정책의 진화에서 자본의 문화적 순환에 관계된 행위자-네트워크의 영향력을 검토하여 설명하는 것이다. 이를 위해, 2000년대 초반부터 2010년대 초반까지 벌어진 사건을 중심으로 글로벌 컨설팅 기업과 국내 경제언론 간에 맺어진 초국적 행위자-네트워크의 역할에 주목한다. 이 시기 동안 우리나라의 지역발전 정책은 지역 간 균형을 추구하는 공간적 케인스주의가 쇠퇴하며 지역 경쟁력에 집중하는 방향으로 선회했는데, 이는 국토종합(개발)계획, 수도권정비계획, 국가균형발전특별법의 변화를 통해서 확인했다. 이때 등장했던 혁신성 및 창의성 주도형 지역발전 정책의 형성 과정에서 자본의 문화적 순환에 관여하는 행위자-네트워크, 구체적으로 매일경제와 글로벌 컨설팅 기업이 공동 생산하여 확산시키는 처방적 경영지식과 마이클 포터나 리처드 플로리다와 같은 지역정책 구루의 역할이 중요했다. 이러한 경험적 발견은 구조주의에 기반한 지배적인 설명 양식의 한계를 드러내고, 지역발전 정책 연구에서 행위자 중심적 접근의 적합성과 타당성을 적시한다. 아울러, 관리주의 거버넌스와 기업가주의 거버넌스 간 이분법적 개념화의 현실적 문제도 발견했다. 문화적 순환의 행위자들은 관리주의적 담론과 실천의 지식을 생산해 유포하는 경향이 현저했기 때문이다. 따라서 기업가주의 거버넌스가 관리주의의 새로운 형태는 아닌지에 대하여 보다 면밀히 점검할 필요가 있다고 판단된다.

  • The purpose of this study is to explore the key elements of the regional innovative milieu by analyzing the role of regional innovative elements and case organizations that promoted the emergence of 'Songakdongnesaramdeul (the people of the Songak town),' and to present pertinent policy implications. For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

지역의 만화 거버넌스 실증분석 (Analysis of the comic governance in region)

  • 본 연구는 지역의 문화콘텐츠를 활용하여 도시경쟁력을 제고시키는 데 궁극적인 목적이 있다. 이를 위해 지역의 만화 거버넌스를 구성하고 있는 다양한 행위자 중 한 축인 지역 시민을 대상으로 만화의 가치, 지방정부의 만화 사업, 지역 만화가의 활동, 만화활용 및 지지에 대한 인식도를 측정하였다. 분석은 기술통계와 더불어 설문응답자의 인구통계학적 변수를 활용하여 집단간 평균차이 검증을 실시하였다. 또한 만화의 가치, 지방정부의 만화도시 사업, 지역 만화가들의 활동, 그리고 만화활용 및 지지 등 네 가지 요인간 구조모형을 작성하고 이를 검증하였고 그에 따른 함의를 제공하였다.

The Effect of Good Governance on Financial Performance: An Empirical Study on the Siri Culture

  • This study analyzes and assesses the effect of good governance consisting of accountability, transparency, and participation on the financial performance of Pare-Pare City local government moderated by the basic values of Siri culture in the form of Lempu (honesty), Amaccangeng (intelligence), and Awaraningeng (courage). The population of this research is 200 local government employees (respondents). The results of data analysis showed that accountability and participation variables had no significant effect on the financial performance of the Pare-Pare City local government. However, the transparency variable has an influence on local government financial performance. It is hoped that all these 3 variables (accountability, transparency, and participation) will have a significant effect on local government financial performance. To achieve this, it is necessary to apply cultural values that exist in society so that cultural values can provide greater guidance in the management of regional finances. The results provide a better understanding of the importance of Siri's cultural value in the implementation of public services to the community. With Siri's cultural values in the form of Lempu, Amaccangeng, and Awaraningeng embedded in their behavior, government employees can improve performance and avoid deviant behavior or corruption. The novelty of this research is a form of analysis by using local cultural values (the basic values of Siri culture) as the moderating variable.

혁신클러스터 발전의 사회 ${\cdot}$ 제도적 조건

  • Since the early 1990s, cluster-based policies have been celebrated as the basis of successful regional industrial and technological development strategy by encouraging regional innovation and technological spillover. Most recently, the Korean government has also begun to seek to initiate some strategies for promoting industry clusters. However, it is problematic that the cluster policies still focus on attracting related firms and establishing supporting agencies and physical infrastructures rather than improving social and institutional dimensions for cluster development such as social capital, networks, social learning capabilities, the governance of regional innovation. In this paper we attempt to elucidate social and institutional dimensions for cluster development and suggest some policy agenda to promote innovative cluster.

  • In 1996, China, Japan and the ROK all became the party to the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Since then, the UNCLOS has been a fundamental basis for the resolution and management of maritime disputes amongst them. However, there still remain acrimonious disputes in the region. Resources nationalism and the revival of geopolitics aggravates the disputes particularly on sovereignty over disputed islands, maritime delimitation and the legal nature of military activities in other States' Exclusive Economic Zones. Under the circumstances, why have the demands for the conclusion of a regional agreement been raised in this region? A desirable regional agreement regarding ocean affairs should be compatible with the rights and obligations under the UNCLOS, a universal norm regarding ocean affairs. This paper will propose a desirable regional agreement by adopting an incremental approach.
