A Determination of Magnitude and Frequency of River Floods (하천 홍수량의 크기 및 빈도 결정)

  • In this study, six gaging stations(T/M bureau) in the Han River basin were selected for flood frequency analysis and was carried out frequency analysis by POT(peaks Over a Threshold) model where existing flood data of short record length are available. Frequency and magnitudes of each station floods in the river basins were estimated by POT model based on statistical method, and also were compared with standard errors to verify applicability of the estimates by POT model. Furthermore, in order to evaluate for the adequate design flood which is needed for the design of the hydrologic structures in the ungaged watersheds, it is considered to be possible to develop the statistical regionalized model by regional frequency analysis.

  • Global warming and climate change have influence on abnormal weather pattern and the rainstorm has a localized and intensive tendency in Korea. IPCC(2007) also reported the rainstorm and typhoon will be more and more stronger due to temperature increase during the 21st century. Flood Estimation Handbook(Institute of Hydrology, 1999) published in United Kingdom, in the case that the data period is shorter than return period, recommends the regional frequency analysis rather than point frequency analysis. This study uses Regional Climate Model(RCM) of Korea Meteorological Administration(KMA) for obtaining the rainfall and for performing the regional frequency analysis. We used the rainfall data from 58 stations managed by KMA and used L-moment algorithm suggested by Hosking and wallis(1993) for the regional frequency analysis considering the climate change. As the results, in most stations, the rainfall amounts in frequencies have an increasing tendency except for some stations. According to the A1B scenario, design rainfall is increased by 7~10% compared with the reference period(1970-2010).

Regional Frequency Analysis of South Korean Rainfall Data Using FORGEX Method (FORGEX 기법을 이용한 한국 강우자료의 지역빈도해석에 관한 연구)

  • Rainfall quantiles were estimated by applying the FORGEX method. The circle network and two elliptical ones with the ratios of 1 to 1.5 and 1 to 2.0 were used and compared to find appropriate one for rainfall data. Annual maximum data were collected from 376 sites and standardized by the median. The networks were organized from the subject sites and then pooled and netmax data were collected from each network. Then, the growth curves and quantiles were estimated. When the subject site had small differences of quantiles from index flood method and at-site frequency analysis, those of the estimated quantiles from circle and elliptical networks were small. In contrast, the sites where the quantile differences are big have big differences of quantiles from circle and elliptical networks. The estimated quantiles from the elliptical network are more accurate than those from the circle network, because the ellipse network contains more sites in South Korea. Moreover, the ellipse with ratio of 1 to 2.0 shows closer quantiles to those from index flood method than one with ratio of 1 to 1.5. It is, therefore, found that the FORGEX method with 1 to 2.0 ellipse network is appropriate regional frequency analysis in South Korea.

Regression models on flood damage records by rainfall characteristics for regional flood damage estimates (지역별 홍수피해추정을 위한 강우특성에 대한 홍수피해자료의 회귀모형)

  • There are limitations to cope with flood damage by structural strategies alone because both frequency and intensity of floods are increasing due to climate change. Therefore, it is one of the necessary factors in the nonstructural countermeasures to collect and analyze historical flood damage records for the future flood damage assessments. In order to estimate flood damage costs in Gyeongsangbuk-do where severe flood damage occurs frequently due to geographical and climatic effects, this paper has performed the regression analysis on flood damage records over the past 20 years (1999-2018) by rainfall characteristics, which is one of the major causes of flood damage. This paper has then examined the relationship between the terrain features and rainfall characteristics in the regional regression functions, and also estimated the flood damage risk for 100-year rainfall by using the regional regression functions presented for the 22 administrative districts in Gyeongsangbuk-do excluding Ulleung-gun. The flood damage assessment shows that the relatively high damage risk is estimated for county areas adjacent to the eastern coast in Gyeongsangbuk-do. The regional damage estimate functions in this paper are expected to be used as one of the nonstructural countermeasures to estimate flood damage risk for the design or forecasting rainfall data.

Spatial distribution and uncertainty of daily rainfall for return level using hierarchical Bayesian modeling combined with climate and geographical information (기후정보와 지리정보를 결합한 계층적 베이지안 모델링을 이용한 재현기간별 일 강우량의 공간 분포 및 불확실성)

  • Quantification of extreme rainfall is very important in establishing a flood protection plan, and a general measure of extreme rainfall is expressed as an T-year return level. In this study, a method was proposed for quantifying spatial distribution and uncertainty of daily rainfall depths with various return periods using a hierarchical Bayesian model combined with climate and geographical information, and was applied to the Seoul-Incheon-Gyeonggi region. The annual maximum daily rainfall depth of six automated synoptic observing system weather stations of the Korea Meteorological Administration in the study area was fitted to the generalized extreme value distribution. The applicability and reliability of the proposed method were investigated by comparing daily rainfall quantiles for various return levels derived from the at-site frequency analysis and the regional frequency analysis based on the index flood method. The uncertainty of the regional frequency analysis based on the index flood method was found to be the greatest at all stations and all return levels, and it was confirmed that the reliability of the regional frequency analysis based on the hierarchical Bayesian model was the highest. The proposed method can be used to generate the rainfall quantile maps for various return levels in the Seoul-Incheon-Gyeonggi region and other regions with similar spatial sizes.

  • The flood control countermeasure establish for reducing of the flood damages. Design frequency usually reflects the current situation of the station, the importance and the design rainfall. Therefore, this study calculated frequency for duration maximum rainfall with the area which happened the flood damages by main heavy rainfall events recently. Also, to analyze for the temporal characteristics of rainfall event exceed by design rainfall, excess rainfall and excess frequency and excess rainfall per event calculated. To grasp the temporal variation, About excess rainfall and excess frequency and excess rainfall per event have analyzed by change and trend test. Also, rainfall observatory did grouping by cluster analysis using position of rainfall observatory and characteristic timely rainfall. For the grouping rainfall observatory by the cluster analysis calculated average of excess rainfall and excess frequency and excess rainfall per event. To compare for the temporal characteristics, the change and trend test had analyzed about excess rainfall, excess frequency by regional groups.

  • This research aims to reduce severe damages to human beings and properties from floods that ravage Korea every year, by estimating right time to hydraulic structures based on the characteristics of variations in flood flows. To establish this permanent means for the flood mitigation, this research analyse design floods of various dams and hydraulic structures in connection with time of occurrence of the weather abnormalities in Korea. This research was derived the optimal regionalization of the precipitation data which can be classified by the climatologically and geographically homogeneous regions in Korea. Using the L-moment ratios and Kolmogorov-Smimov test, the underlying regional probability distribution was identified to be the GEV distribution among applied distributions. The regional and at-site analyses using L-moment for the design rainfall were tested by Monte Carlo simulation. Error tests were computed and compared with those resulting from at-site Monte Carlo simulation. Consequently, optimal design rainfalls following the regions and consecutive durations were derived by the regional frequency analysis.

A Study on the Flood and Drought During 50 year in Hyesan City of North Korea (북한 혜산시 50년간 가뭄과 홍수변화)

  • The study deals with classification of drought-flood intensity using Z index based on the precipitation data in Hyesan of the past 50 years(1957~2006). The frequencies of years and four seasons of flood drought and their change features have also been analyzed based on tendency analysis and MESA and wavelet methods. Results show that the annual and seasonal frequencies of flood-drought exceed 24% in Hyesan and flood-drought disasters have been high frequency. Inter-decadal variability seems to be clear in autumn but those of inter-annual variability are obvious in other three seasons and years. Recently the probability of drought disaster become higher in autumn. The flood disaster in other three seasons and years are estimated to become higher in the future.

Estimating design floods based on bivariate rainfall frequency analysis and rainfall-runoff model (이변량 강우 빈도분석과 강우-유출 모형에 기반한 설계 홍수량 산정 방안)

  • Due to the lack of flood data, the water engineering practice calculates the design flood using rainfall frequency analysis and rainfall-runoff model. However, the rainfall frequency analysis for arbitrary duration does not reflect the regional characteristics of the duration and amount of storm event. This study proposed a practical method to calculate the design flood in a watershed considering the characteristics of storm event, based on the bivariate rainfall frequency analysis. After extracting independent storm events for the Pyeongchang River basin and the upper Namhangang River basin, we performed the bivariate rainfall frequency analysis to determine the design storm events of various return periods, and calculated the design floods using the HEC-1 model. We compared the design floods based on the bivariate rainfall frequency analysis (DF_BRFA) with those estimated by the flood frequency analysis (DF_FFA), and those estimated by the HEC-1 with the univariate rainfall frequency analysis (DF_URFA). In the case of the Pyeongchang River basin, except for the 100-year flood, the average error of the DF_BRFA was 11.6%, which was the closest to the DF_FFA. In the case of the Namhangang River basin, the average error of the DF_BRFA was about 10%, which was the most similar to the DF_FFA. As the return period increased, the DF_URFA was calculated to be much larger than the DF_FFA, whereas the BRFA produced smaller average error in the design flood than the URFA. When the proposed method is used to calculate design flood in an ungauged watershed, it is expected that the estimated design flood might be close to the actual DF_FFA. Thus, the design of the hydrological structures and water resource plans can be carried out economically and reasonably.

Comparative Study on Regional Frequency Analysis Using Index Flood Method and Netmax Method (Index Flood법과 Netmax법을 이용한 지역빈도해석의 비교 연구)

  • 본 논문은 지금까지의 지점빈도해석의 약점을 보완하기 위하여 지역화의 개념을 사용한 지역빈도해석의 방법에 관한 연구이다. 지점빈도해석은 수문자료의 관측기간이 짧은 경우 정확도에 문제를 발생시킬 수 있으므로, 지점 내 충분한 수의 자료 확보가 선행되어야 한다. 반면 지역빈도해석의 경우 우리나라와 같이 자료의 수가 부족한 경우에도 효율적이고 안정적인 확률수문량을 산정할 수 있다. 본 연구에서는 한강유역의 강우자료 선별을 통해 신뢰성 있는 자료를 구축한 훈, L-모멘트기법과 Netmax법을 사용한 지역빈도해석을 각각 실시하여 기존의 방법으로 산정한 수문량과 비교${\cdot}$분석하였다. 지역빈도해석의 결과 남한강 유역은 이질성 척도가 큰 것으로 판명되어 남한강 유역의 경우 지역적인 세분화가 필요한 것으로 나타났다. Netmax를 이용하여 산정된 수문량은 L-모멘트법과 지점빈도해석 그리고 확률강우량도에 의해 산정된 값에 비하여 과소추정 되었다 지역적 특수성을 고려하지 않고 형성된 네트워크는 지역적으로 세분화가 필요한 지역에 대하여서 좋지 않은 결과를 보여주는 것으로 나타났다.
