본 연구는 주가지수를 경제적 척도로 삼아 동아시아의 글로벌 및 역내 통합의 정도를 검토하였다. 주가에 대한 충격을 글로벌 충격, 역내 충격 및 개별 국가 충격으로 분해하고 구조적 VAR 모형을 사용하여 이들 충격이 동아시아 국가들의 주가 변동에 미친 영향을 살펴본 결과, 1997년 금융위기 이후 점차 축소되는 추세이나 개별 국가 충격이 여전히 가장 주도적인 역할을 하는 것으로 나타났다. 반면에 글로벌 및 역내 충격은 대부분의 동아시아 국가에서 그 비중이 점차 확대되는 추세이나 영향력은 그리 크지 않았다. 본고의 분석 결과는 최근의 자유화 및 역내 통합 진전에도 불구하고 동아시아 국가들은 아직까지 상호 이질적이며 유럽 국가에 비해 비대칭적인 충격에 더 크게 노출되었음을 의미한다.

최근 신기술 기반의 새로운 제품이나 서비스를 규제 제약 없이 사업화를 진행 할 수 있도록 기존 규제의 유예 또는 면제를 시켜주는 한국형 규제 샌드박스(Sandbox) 제도의 도입 필요성이 제기되고 있다. 이에 정부에서는 산업융합, ICT, 핀테크 및 지역혁신성장 등 4개 분야를 중심으로 규제 여부를 신속히 확인하고, 일정한 조건(구역 기간 규모 등)을 설정하여 실험 실증과 시장출시를 허용하도록 관련 법령을 정비하고 있다. 그러나 동일한 규제 샌드박스가 적용됨에도 불구하고 적용되는 분야의 특성에 따라 신청주체, 규제특례의 적용여부, 의사결정 추진체계 및 재정 세제 지원여부 등의 차이점이 보인다. 본 연구는 규제 샌드박스가 적용되는 산업융합 분야의 산업융합촉진법, ICT 분야의 정보통신융합법, 핀테크 분야의 금융혁신법 및 지역혁신성장 분야의 지역특구법을 중심으로 비교 분석하여, 한국형 규제 샌드박스의 성공적인 안착을 위한 효율적인 운영방안을 제시하였다.

This study focuses on the policy priorities for training agro-healing experts. Training agro-healing experts is an important task that should boost local community in rural areas. In order to make an efficient decision making, the study analyses priority of relevant policies using the AHP(Analytic Hierarchy Process) method. According to the results, R&D comes out first. Human Resource Development(HRD), financial support, and the construction of legal system comes after R&D. In R&D, qualifications and guidelines for participants comes out the most significant issue. In the aspect of HRD, it is very important to develop and utilize regional personnel such as unemployed youth and retirees from related fields. As for financial support, funding for educational facilities (i.e. classrooms and farmland for practice) is needed. In case of legal system, it is desirable to introduce the recruiting experts system and qualification system certified by government.

본 연구는 보편적 권리로서의 지역주민의 정보접근권의 보장을 위해 공공도서관 기반시설의 지역 간 격차 해소가 필요하다는 입장에서 중앙정부의 공공도서관에 대한 효과적인 재정지원 방안을 수립하는 것을 목표로 수행되었다. 이를 위하여 우선 국가도서관통계시스템에 2008년 12월 31일을 기준으로 입력된 공공도서관 연면적, 사서 수, 장서수, 예산, 자료구입비 등을 16개 광역지자체 별 인구 1인당 및 1관 당 평균을 비교 분석하여 지역 간 격차 현황을 제시 하였다. 또한 공공도서관의 재원구조와 2010년 광역 지역발전특별회계 도입에 따른 재정지원내용의 변화와 문제점을 조사하여 국가가 편성하는 국고보조금제도로의 전환을 중심으로 공공도서관 재정지원제도의 개선 방안을 제시하였다.

본 연구는 프로젝트 금융의 지역적 차별성의 존재 여부와 그 특징을 살펴보는 것을 목적으로 한다. 본 연구의 주요 결과는 다음과 같다. 첫째로, 수도권과 지방간의 프로젝트 금융의 지역적 차별성은 부분적으로 나타난다. 그러나 그 특성은 기업금융과는 상이하게 나타난다. ANOVA 검정 결과, 상업용 부동산 프로젝트 금융에서의 초과금리 지표, 지방은행이 실행한 주거용부동산 프로젝트 금융에서의 약정기간 지표에서 유의한 차이가 발견된다. 둘째로, 프로젝트 금융의 지역적 차별성을 일으키는 주요 요인으로 프로젝트에서 발생하는 현금흐름에 대한 수도권과 지방간의 정보의 비대칭성을 들 수 있다. 특히, 지방은행의 특유의 행태로 인해 프로젝트 금융의 지역적 차별성은 기업금융의 그것과 다르게 나타난다. 즉, 지방은행은 수도권에서 수행되는 프로젝트 금융에서 전국적 은행의 수동적인 컨소시엄 일원으로서 행동한다는 점이다. 셋째로, 선분양제도와 건설회사에 의존하는 보증시스템은 주거용 부동산 프로젝트 금융에서의 지역적 차별성을 희석시키는 역할을 한다. 이들 시스템은 프로젝트 금융의 급성장에 공헌한 바 있지만, 금융위기에서 프로젝트 금융을 취약하게 만드는 주요 원인이기도 하다. 이러한 맥락에서 프로젝트 금융시장이 당면하고 있는 문제 해결을 위한 정책적 시사점을 도출하였다.

Since the financial turmoil in 1997, both the national and local governments have initiated a variety of policy measures to support small and medium-size firms to strengthen the national and regional economies. It is no doubt that such policies contributed to establish better business environment for them. However, many analytical reports and academic studies in recent years diagnose that the economy conditions for the small and medium-size firms are in crisis because many policy measures are made based on the supply-side approach rather than demand-side consideration. In order for the governments' efforts to be more realistic and effective, it is necessary to see what the policy target groups(that is. the small and medium-size entrepreneurs) want. This study surveyed entrepreneurs in Hwaseung city, Kyonggi-do, which has more than three-thousands of small and medium-size firms. It finds that in spite of locational advantages and a variety of policy supports from the provincial and local governments, they need more financial supports, more effective mass transportation system for commuting workers. less bureaucratic barriers, and so on.

The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

Purpose: This study attempted to identify regional disparities of self-rated health among Korean wage workers and to investigate the influencing factors on them. Methods: The study subjects were 25,069 workers in 16 regions who were extracted from the 2014 Korean Working Condition Survey (KWCS). A multilevel analysis was conducted by building hierarchical data at individual and regional level. Results: In this study, 'financial autonomy rate' and 'current smoking rate' were identified as regional factors influencing the workers' self-rated health. When the socio-demographic and occupational factors of the workers were controlled, 'current smoking rate', a health policy factor, explained the regional disparity of workers' health status. Conclusion: We found that the health status of workers can be affected by the health behavior level of the whole population in their residential area. In order to improve the health status of working population and to alleviate their regional health inequalities, it is necessary to strengthen macro and structural level interventions.

우리나라 금융시장에서 주택담보대출이 차지하는 비중이 매우 크기 때문에 부동산가격정책의 중요한 수단으로 주택담보대출을 활용하여 왔다. 그러나 소비자의 편익을 증진시키기 위한 미시적 금융제도의 발전에는 다소 소홀한 측면이 있으며, 상품정보의 비교분석, 안정적인 대출상품거래 등의 측면에서 소비자의 입장을 반영하고 주택금융상담서비스 품질의 제고를 위해서 모기지 브로커의 역할이 중요해지고 있다. 역할의 중요성에도 불구하고 외국의 경우 모기지브로커 활성화에 따른 대리인 문제가 늘 존재하고 있기 때문에 안정적인 제도적 기반 구축이 모기지 브로커의 활성화에 앞서 중요한 과제라고 할 수 있다. 이에 따라 본 논문에서는 모기지 브로커의 기능과 경제적 존립근거, 외국의 모기지 브로커 제도, 우리나라 주택담보대출금융의 특성과 대출모집인 제도 등을 검토하고, 이를 토대로 소비자의 편익증진 수단으로서 모기지 브로커 제도 도입방안을 제시한다. 제도 도입을 위한 주요 구성내용으로는 자격형태는 국가공인민간자격의 형태로 도입하고, 업무실무 및 윤리규정, 수수료 규정, 공인중개사 역할 부여, 교육요건을 기본적으로 둘 것을 제시한다.

본 논문은 브렉시트의 동인 중 하나로 여겨지는 영국의 오랜 지역 격차와 사회분열에 대해 살펴보고, 브렉시트 이후 변화된 영국의 지역발전정책 현황 등을 검토하는 데 그 목적을 둔다. 1970년대 후반 신자유주의적 세계화 속에 영국 정부의 공기업 민영화와 금융개혁 등과 같은 전략적 정책 선택이 지역 격차에 미치는 과정을 고찰함으로써, 현재 영국과 비슷한 수도권 과밀화, 지역 격차, 분권화 등의 문제를 안고 있는 우리에게 주는 정책적 시사점을 알아본다. 또한, 유럽연합 탈퇴 이후 영국의 자구적 지역발전기금, 지역발전정책, 그리고 거버넌스 변화 등을 살피고 주요 논쟁들에 대해 정리하였다. 마지막으로 본 연구는 지역 간 격차가 심화하는 한국 사회에 영국 사례가 주는 교훈을 바탕으로 사회적 합의를 통한 지역 격차 완화 정책의 당위성 제시와 수도권과 비교하여 비수도권 지역의 공정한 공간환경을 위한 정책 수립 필요성을 제시하였다.
