Impacts of global warming have been identified in many areas including natural ecosystem. A good number of studies based on climate models forecasting future climate have been conducted in many countries worldwide. Due to its global coverage, GCM, which is a most frequently used climate model, has limits to apply to Korea with such a narrower and complicated terrain. Therefore, it is necessary to perform a study impact assessment of climate changes with a climate model fully reflecting characteristics of Korean climate. In this respect, this study was designed to compare and analyze the GCM and RCM in order to determine a suitable climate model for Korea. In this study, spatial scope was Korea for 10 years from 1981 to 1990. As a research method, current climate was estimated on the basis of the data obtained from observation at the GHCN. Future climate was forecast using 4 GCMs furnished by the IPCC among SRES A2 Scenario as well as the RCM received from the NIES of Japan. Pearson correlation analysis was conducted for the purpose of comparing data obtained from observation with GCM and RCM. As a result of this study, average annual temperature of Korea between 1981 and 1990 was found to be around $12.03^{\circ}C$, with average daily rainfall being 2.72mm. Under the GCM, average annual temperature was between 10.22 and $16.86^{\circ}C$, with average daily rainfall between 2.13 and 3.35mm. Average annual temperature in the RCM was identified $12.56^{\circ}C$, with average daily rainfall of 5.01mm. In the comparison of the data obtained from observation with GCM and RCM, RCMs of both temperature and rainfall were found to well reflect characteristics of Korea's climate. This study is important mainly in that as a preliminary study to examine impact of climate changes such as global warming it chose appropriate climate model for our country. These results of the study showed that future climate produced under similar conditions with actual ones may be applied for various areas in many ways.
Northeast Asia including China, Japan, Mongolia, Russia, DPRK and ROK, is a geographically close region that falls under the same environmental influence. Recently the region is not only facing serious domestic environmental problems with rapid economic growth, but also confronted with transboundary environmental problems and associated conflicts between countries. Unfortunately, Northeast Asia lacks a solid environmental management system among countries to deal with transboundary and other environmental issues. Transboundary Environmental Impact Assessment (TEIA) can, therefore, be one of the essential systematic measures in which environmental problems between countries would be negotiated. However, it would be necessary to have an indepth discussion of what we have to do first for implementing TEIA system in the region, and how to operate it while customizing each Northeast Asian country with different EIA system and socioeconomic circumstance. All these cannot be decided in a short time, and we need to invest enough time for discussing and considering them from various aspects. Recently, the Korean government declared "Eurasia Initiative". The initiative proposes important developing projects and ultimately plans to build a peaceful community throughout Eurasia based on comprehensive cooperation. The initiative aims to increase exchanges in transportation, energy and agricultural sectors to achieve the goals. In this regard, implementing TEIA in Northeast Asia is urgently needed and we have to prepare the strategy for introducing TEIA mechanism. Based on the results of 10 year experience on TEIA projects conducted since 2004, we suggest double-track approaches for developing TEIA mechanism. We continuously need to make an effort to establish a regional TEIA mechanism that all countries legally join, and simultaneously we also have to prepare a process to carry out TEIA for upcoming projects based on bi- or multi-lateral agreements. Practical solutions such as conducting pilot TEIA with relevant countries and developing TEIA guideline for the region could be the first step.
A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union (EU) has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. Organization for Economic Cooperation and Development (OECD) recommended on Environmental Performance Reviews of Korea in 2006 that IPPC permitting concept should be considered for large stationary sources at the national and regional levels. Any Korean law doesn't provide for integrated pollution control with a single process covering all pollution from economic activities. However, one exception might be the "environmentally-friendly companies" certification scheme, introduced in 1995, in which participants agree to meet targets beyond the legal emission limit values in exchange for government technical and financial support to operate environmental management systems. The other exception might be Environmental impact assessment (EIA) of projects, in 1977, which has been strengthened and reinforced to be more preventive through development of the prior environmental review system (PERS) in 1999. The aim of this work is to introduce the contents of IPPC Directive at the viewpoint of Korea policy and to survey the integrated approaching concept of Environmentally-Friendly Companies (EFC) Certification Scheme and EIA policy of Korea. The study will be helpful in the future to prepare the infrastructure of integrated permitting system and to enforce the integrated permit which the authorities of local government issues on industrial activities. It can be said that the data calculated through both EFC Certification Scheme and EIA will be discussed as worthful information to determine Korean BAT reference notes for integrated permitting process.
This study was performed to evaluate the environmental qualities of the revetment construction methods and the river-facility materials using Life-Cycle-Assessment(LCA) for the nature-friendly design of close-to-nature river, The investigation results on the environmental qualities of energy and materials used to the close-to-nature river plan showed that the environmental impacts per unit weight increased in the order of gasoline > diesel > cement > wood. The environmental impacts per unit area of revetment construction method exhibited that the environmental loadings increased in the order of gabion > revetment > cribwork. In addition, it was observed that the environmental impact was reduced by improving the materials of zinc-galvanized wire. The model basin investigated in this study was the $0.3km^2$ area of river improvement works in Kyung stream, which is a tributary to the Seomjin river and the second regional stream. The research was conducted based on the 30years by life expectancy of artificial facilities. For the comparisons of revetment techniques with respect to the environmental qualities, the method resulted in the highest environmental loadings. The method using ready-mixed concrete ranked second in the environmental loadings of revetment techniques. The present results of this study are expected to play a beneficial role in the nature-friendly design of close-to-nature river by quantitatively identifying the environmental quality of total procedures (i.e., combination of techniques, selection of river-facility materials, maintenance of river-facility) applied to close-to-nature river plan.
According to IPCC fourth assessment report in 2007, global mean temperatures have risen by 0.74 degrees Celsius over the past 100 years. Moreover, in the recent 25 years, global mean temperatures have risen by 0.45 degrees Celsius, which is 2.4-times larger than those in the past 100 years. The evidences for climate change, such as sea level rise, arctic glacier melt, and desertification in Asia, have occurred and increased over the globe. In Korea, because regional climate has been changed, types of agriculture and fishery should be replaced. And as precipitation pattern behave differently from the past decades, water management would be more difficult, furthermore, atmospheric environment, related to concentrations for ozone, sulfate, etc., could be worse. Nevertheless, we have only focused on greenhouse gas reduction duty for the Convention of Climate Change. Fortunately, in the fourth plan on climate change, we have planned to manage climate change more actively since 2007. In Korea, the emission of carbon dioxide has increased about 1.9-times more, from 311million ton in 1990 to 591million ton in 2004. And also about 2 ppm rise every year for concentrations of carbon dioxide in the atmosphere. As a result, ecosystem, quality of water and atmosphere would be affected. Here, the emission of greenhouse gases over the globe is examined, and the effect of greenhouse gases for climate change is reviewed from the results of previous studies. In addition, the countermeasures of mitigation and adaptation on climate change were discussed for the understanding.

The Land Suitability Assessment is mandatory by National Land Planning and Utilization Act and the results are considered in the establishment of urban master plan and urban management plan. The study aims to examine whether the application of Land Suitability Assessment in developed urban areas is appropriate. A simulation analysis based on the Seoul's data of environmental ecological, physical, and spatial characteristics was conducted on urban green, the only applicable land for the assessment in Seoul. The results of the assessment shows that all pieces of lands in urban green is suitable for 'development'. This conflicts to the purpose of land use of urban green which needs to be conserved to protect the natural environment and landscape, animals and plants, environmental pollution, and urban sprawl. In the analysis applying optional indicators such as the distance from the area of Biotope Class 1 to prevent this conflict, the results shows little difference. This supports the necessity to review this regulation including an option to exclude developed urban areas such as Seoul in the assessment.

Pollution by chemical substances such as POPs, EDCs and PBTs in the ecosystem has become more complex and varied, increasing the possibility of irreversible damage to human health or the ecosystem. It is necessary to have a exposure assessment in a multi-media environment for various chemical substances is required for efficient management. This study applied MUSEM(Multi-media Simplebox-systems Environmental Model), a multimedia environmental model that can simultaneously evaluate the possibility of exposure of hundreds of chemical substances in order to efficiently manage chemical substances that can have negative impact on human health or ecological environment through environmental contamination. MUSEM executed the modeling for Japan by setting all 47 prefectures of japan as the regional area for 62 chemical substances and the rest of the territory of japan, excluding regional area, as the continental area and made the estimation of concentration among environment media in each administrative area and made the sensitivity analysis on Tokyo area. The results of simulation for chemical distribution showed that most of the target chemicals located in water region. The result of sensitivity analysis for octanol-water partition rate showed that the concentration change of soil in urban/industrial area and sediment in freshwater was high. In the case of sensitivity analysis for degradation rate showed that the concentration change of freshwater, soil in urban/industrial area, and sediment in freshwater was high.
With the purpose of long-range planning toward local/regional sustainable development, it is desired to avoid unconditional industrialization and expansion and to build an eco-oriented development strategy considering site-specific characteristics of the environment. This paper thus aims at the elaboration of a system dynamics model of a locality/region so as to understand inherent dynamics of sustainable development and to assess the effectiveness of such an eco-oriented strategy. The model thus consists of several positive and negative feedback loops that accelerate or restrict local/regional economic growth within a system boundary incorporating the environment, economy, and society. The model is moreover applied to the assessment of the effectiveness of the development plan recently established in Damyang in JeollaNamdo, Korea. It is regarded in this case to be effective for population immigration and economic prosperity to give priority to restore the bamboo ecosystem and nourish a series of eco-friendly industries based on the bamboo items developed recently. It is also to be positive to sustainable development since it enables to maintain high quality of the environment from the outset of their development steps.

Confidence intervals of growth curves are calculated to assess the uncertainty of index flood method as a regional frequency analysis. The asymptotic variance of quantile estimator for the generalized logistic distribution is introduced to evaluate confidence intervals. In addition, the variances of at-site frequency estimator and regional frequency estimator are used to evaluate an efficiency index. The efficiency indexes for 14 homogeneous regions based on 378 stations show that index flood method estimators are more efficient than at-site frequency estimators. It is shown that the number of sites in a region needs to be limited for regional gain.
The different compliance concentration of effluent limit is applied to effluent discharged from public sewage treatment works(PSTWs) in each watershed on the basis of water quality thereof in accordance with the enforced Watershed Sewer System Maintenance Plan in 2013. It is necessary to set the compliance concentration of effluent limit for PSTWs in watershed sewer system, in order to achieve water quality criteria for regional watersheds or target water quality under TMDL program. Watershed Environmental Agencies establish the Watershed Sewer System Maintenance Plan and set the compliance concentration of effluent limit for PSTWs under the plan. The agencies have a plan to apply strengthened effluent BOD concentration limits for PSTWs in I to IV area grade, respectively. Effluent BOD concentration limits will be strengthened from 5~10 mg/L to 3 mg/L in II~III area grade, from 10 mg/L to 5 mg/L in IV area grade. Uniform application of effluent BOD concentration limits to PSTWs in the watershed sewer system need to be complemented considering type of sewage treatment technology employed and watershed characteristics. Therefore, this study presents assessment methodology which analyze for the compliance concentration of effluent limit to affect water quality of discharge watershed using simulation model for the Jinwee-stream watershed.
