  • Often Regular Measurement Target 32 Spots which are distributed at Seo-gu in Incheon Metropolitan and Odour Emission Target 100 Factories based on the task instruction of Ministry of Environment in Korea were selected by considering to atmosphere phenomena and regional characteristics etc. This paper aims at building the Decreasing Prediction System of Odour which is capable of comparing and examining the concentration distribution by odour compounds, the distribution maps of odour diffusion and the contribution degree of sphere of influence, which is discharged from these above spots and factories.

Analysis of Changing for GHG Emissions and Regional Characteristics on Rice Cultivation by IPCC Guideline Improvements (IPCC 온실가스 산정지침 변화에 따른 농촌지역 벼 재배부문 배출량 및 배출특성 분석)

  • IPCC Guidelines have been updated after the first official announcement to get more precise estimation of GHG emissions. The goal of this study is to evaluate the implications of the IPCC Guidelines improvements including equations of country-specific parameter values for estimating GHG emissions for rice cultivation on the agricultural sector. In addition, we analyze the effects of emission factors associated with organic amendment applications. The results of this study are as follows; (1) the total GHG emissions of rice cultivation based on 1996 IPCC GL are 28% lower than those estimated by 2006 IPCC GL with the same year data; (2) GHGs can be reduced up to 60% through the assumption of organic fertilizer applications; (3) Jeonnam and Chungnam are the worst regions for GHG emissions on rice cultivation and Chungbuk shows the highest reduction rate of GHG emissions, about 40%.

Analysis of Regional Environment Productivity in China (지역 환경생산성 분석: 중국의 성(省)을 대상으로)

  • The purpose of this study is to compare traditional productivity and environmental productivity of Chinese 28 provinces for 1997-2005. The Eastern, the Central and the Western regions show higher M productivity indices than ML productivity indices before 2000 year, but two productivity indices of three regions report almost similar levels after 2000 year. The M productivity indices were higher than the ML productivity indices in the most provinces for 1997-2005. It implies that the Chinese regional economies have difficulties in the production activity reducing pollutants and increasing desirable outputs simultaneously. In the future, the Chinese 28 provinces need to change the direction of economic growth in the way that pursuits economic growth restraining pollution emission quantities thoroughly and should improve the concrete investment for clean technology of pollutant treatment, reinforcement of environmental regulation, and effectiveness of enforcement law.

Reduced Regional Cerebral Blood Flow in Patients with Traumatic Brain Injury Who Had No Structural Abnormalities on Magnetic Resonance Imaging : A Quantitative Evaluation of Tc-99m-ECD SPECT Findings (정상 MRI 소견을 보이는 외상성 뇌손상 환자에서 국소뇌혈류량의 이상)

  • Background & Purpose:Neuropsychological disorders after traumatic brain injury(TBI) are poorly correlated with structural lesions detected by structural neuroimaging techniques such as computed tomography(CT) scan or magnetic resonance imaging(MRI). It is well known that patients with TBI have cognitive and behavioral disorders even in the absence of structural lesions of the brain. This study investigated whether there are abnormalities of regional cerebral blood flow(rCBF) in TBI patients without structural abnormality on MRI, using technetium 99m ethyl cysteinate dimer(Tc-99m-ECD) single photon emission computed tomography(SPECT) scans. Materials and Methods:Twenty-eight TBI patients without structural abnormality on MRI(mild, n=13/moderate, n=9/severe, n=6) and fifteen normal controls were scanned by SPECT. A voxel-based analysis using statistical parametric mapping(SPM) was performed to compare the patients with the normal controls. Results:rCBF was reduced in the right uncus and the right lateral orbitofrontal gyrus in the TBI patients. However, no increase of rCBF was noted in the patients in comparison to the normal controls. Conclusions:These results suggest that the TBI patients, even in the absence of structural lesion of the brain, may have dysfunction of the brain, particularly of the orbitofrontal and anterior pole of the temporal cortex. They also suggest that SPECT can be a useful method to identify brain dysfunctions in combination with structural brain imaging and neuropsychological tests.

Current Management Status of Mercury Emissions from Coal Combustion Facilities: International Regulations, Sampling Methods, and Control Technologies

  • Mercury (Hg), which is mainly emitted from coal-fired power plants, remains one of the most toxic compounds to both humans and ecosystems. Hg pollution is not a local or regional issue, but a global issue. Hg compounds emitted from anthropogenic sources such as coal-fired power plants, incinerators, and boilers, can be transported over long distances. Since the last decade, many European countries, Canada, and especially the United States, have focused on technology to control Hg emissions. Korea has also recently showed an interest in managing Hg pollution from various combustion sources. Previous studies indicate that coal-fired power plants are one of the major sources of Hg in Korea. However, lack of Hg emission data and feasible emission controls have been major obstacles in Hg study. In order to achieve effective Hg control, understanding the characteristics of current Hg sampling methods and control technologies is essential. There is no one proven technology that fits all Hg emission sources, because Hg emission and control efficiency depend on fuel type, configuration of air pollution control devices, flue gas composition, among others. Therefore, a broad knowledge of Hg sampling and control technologies is necessary to select the most suitable method for each Hg-emitting source. In this paper, various Hg sampling methods, including wet chemistry, dry sorbents trap, field, and laboratory demonstrated control technologies, and international regulations, are introduced, with a focus on coal-fired power plants.

What is Missing from Korea's New Regional Development Policy - An Overseas Case Studies Toward an Eco-Oriented Society - (자원순환적 지역개발의 해외 벤치마킹사례 연구)

  • This paper analyses recent regional development policies being carried out in Japan and the U.S. Such policies are formed on the sustainability principle aiming at the realization of circula-flow economy and zero waste society. The study here illuminates Japan's Eco-town project and three cases of eco-industrial developments in Minnesota. Such projects have gone from improving industry competitiveness through constructing clean production systems on the company level to improving national competitiveness through constructing a 'circular society' on the government level. Japan included the realization of a 'circular society' as its government's top agenda because it recognized that environmental pollution stems from the inefficient use of natural resources. Eco-town project is a regional development policy specifically reflecting such recognition. The eco-efficiency based city development approaches in Minnesota are but small examples of the new wave in regional development in the developed countries. We need to go beyond emphasizing eco-friendly and ethical management to just the companies. The government itself needs to design national policies based on environmental sustainability.

Analysis of Rainfall-Runoff Characteristics on Bias Correction Method of Climate Change Scenarios (기후변화 시나리오 편의보정 기법에 따른 강우-유출 특성 분석)

  • Runoff behaviors by five bias correction methods were analyzed, which were Change Factor methods using past observed and estimated data by the estimation scenario with average annual calibration factor (CF_Y) or with average monthly calibration factor (CF_M), Quantile Mapping methods using past observed and estimated data considering cumulative distribution function for entire estimated data period (QM_E) or for dry and rainy season (QM_P), and Integrated method of CF_M+QM_E(CQ). The peak flow by CF_M and QM_P were twice as large as the measured peak flow, it was concluded that QM_P method has large uncertainty in monthly runoff estimation since the maximum precipitation by QM_P provided much difference to the other methods. The CQ method provided the precipitation amount, distribution, and frequency of the smallest differences to the observed data, compared to the other four methods. And the CQ method provided the rainfall-runoff behavior corresponding to the carbon dioxide emission scenario of SRES A1B. Climate change scenario with bias correction still contained uncertainty in accurate climate data generation. Therefore it is required to consider the trend of observed precipitation and the characteristics of bias correction methods so that the generated precipitation can be used properly in water resource management plan establishment.

  • Carbon neutrality, the international community's practical challenge in response to climate change, is becoming a key industrial strategy for the future development of nations. Despite concerns that China, as an economic powerhouse in the G2, may face challenges leading global climate change efforts due to its high-carbon-emitting industrial structure, it is leveraging carbon neutrality to enhance its industrial competitiveness. The Chinese government has formulated national policies for achieving carbon neutrality and detailed sector-specific plans to implement them. In particular, it aims to leverage carbon neutrality industrial strategies as a lever for adjusting the domestic industrial structure and fostering new industries, at the same time responding to international climate norms and external pressures. However, the effectiveness of carbon-neutral industrial strategies is expected to vary based on regional conditions such as economic and industrial levels. This article analyzes the regional conditions for implementing carbon neutrality in China, as well as the contents and characteristics of major industrial policies. Due to differing levels of economic development and industrial structures, significant variations in carbon emissions, size, emission sources, and efficiency are inevitable across regions. These disparities introduce diverse initial conditions and endogenous factors in pursuing carbon-neutral goals, limiting the direction and implementation of carbon-neutral industrial strategies favoring certain regions. In particular, the extent of policy autonomy granted to local governments regarding carbon neutrality implementation will influence the regional dynamics of central-local environmental governance. Consequently, it is crucial to emphasize regional monitoring alongside comprehensive national research to accurately navigate the path towards carbon neutrality in China. In summary, the article underscores the importance of understanding regional variations in economic development, industrial structure, and policy autonomy for successful carbon neutrality implementation in China. It highlights the need for regional monitoring and comprehensive national research to determine a more precise direction for achieving carbon neutrality.

A Study on Allocation of Air Pollution Monitoring Network by Spatial Distribution Analysis of Ozone and Nitrogen Dioxide Concentrations in Busan (부산지역 오존 및 이산화질소 농도의 공간분포해석에 따른 대기오염측정망 배치연구)

  • In this study, methodologies for the rational organization of air pollution monitoring network were examined by understanding the characteristics of temporal and spatial distribution of secondary air pollution, whose significance would increase hereafter. The data on $O_3$ and $NO_2$ concentrations during high ozone period in 1998~1999 recorded at the nine air pollution monitoring station in Busan were analysed using principal component analysis (PCA) and cumulative semivariogram. It was found that the ozone concentration was deeply associated with the daily emission characteristics or the $O_3$ precusors, and nitrogen dioxide concentration largely depends on the emission strength of regional sources. According to the spatial distribution analysis of ozone and nitrogen dioxide in Busan using cumulative semivariograms, the number of monitoring stations for the secondary air pollution can be reduced in east-west direction, but reinforced in north-south direction to explain the spacial variability. More scientific and rational relocation of air pollution monitoring network in Busan would be needed to investigate pollution status accurately and to plan and implement the pollution reduction policies effectively.
